The Rohingya refugees living in Pekanbaru have more freedom to move around and reside in lodgings
SEVERAL makeshift blue tarp tents stood at the end of Jalan O.K.M. Jamil, in Pekanbaru, Riau, on Thursday, October 10, 2024. These tents were erected by Rohingya refugees from Myanmar on a vacant lot not far from the Pekanbaru City Immigration Detention Center
The refugees got the tarp for the tents from local residents, and the wood for the poles and supports was gathered from the ‘forest’—a vacant, overgrown area nearby. No fewer than 350 Rohingya
They fled their homeland when unrest erupted there
arrived in Indonesia about two years ago with his wife and children
That’s why we left our country,” Shoufique said in broken Indonesian
Shoufique and his family first stayed in a temporary shelter in Aceh
The taste of the food did not suit their palate and even made them sick
But their main problem was the restriction of movement
They could not freely engage in activities and were not allowed to leave the shelter
“Indonesians provided a place, the IOM provided a place, but it felt like we were in prison. We couldn’t go anywhere,” said Shoufique. IOM
or the International Organization for Migration
is a United Nations agency promoting humane migration
Shoufique later heard from fellow refugees who received better facilities in Pekanbaru
which made him interested in moving to the provincial capital of Riau
and we heard about it before coming,” he said
Shoufique now lives with hundreds of other refugees on this vacant lot
Shoufique said he receives assistance from the IOM
such as a monthly allowance of Rp1.25 million (around US$80) for adults and Rp500,000 (US$32) for children
Shofique Alom shows the inside of a refugees’ tent in Pekanbaru
the refugees often forage for vegetables like water spinach and mushrooms that grow wild around the area
which could be used to get medical treatment at a designated clinic
The refugee community here also worked together to dig several wells about one meter in diameter for daily needs
The water from the peatland they dug is brown like tea
but they are forced to use it every day for bathing and washing
We bathe once every two or three days,” Shoufique said.
THE Pekanbaru City Government, in cooperation with the IOM and the United Nations High Commissioner for Refugees (UNHCR)
has provided more adequate housing in eight locations
These lodgings accommodate refugees from Afghanistan
According to data from Pekanbaru’s National Unity and Politics Agency, as of October 2024, 965 refugees were spread across these eight locations. The largest groups were from Afghanistan (626 people) and Myanmar (296 people)
who have not yet been accommodated in these lodgings and must stay on the land near the Immigration Detention Center
“Those who are living in the tents at the back
they have registered,” said Rio Okto Edward
Chief of the National Vigilance and Conflict Management Section of Pekanbaru’s National Unity and Politics Agency
now lives in one of the rooms at Wisma Indah Sari
located about two kilometers from Shoufique’s tent
This two-story guesthouse currently accommodates 105 refugees
a temporary residence for Rohingya refugees in Pekanbaru
Khabid fled Myanmar in 2015 and lived in Malaysia before moving to Aceh to join his wife
They then stayed in a temporary shelter for six months
The IOM later helped Khabid and his family move to Pekanbaru and stay at one of the guesthouses
Khabid did not fully understand the requirements for being placed in a guesthouse
He was only informed of the rules that must be followed while living in the host city
just sit quietly,” Khabid said on Sunday
the relocation of refugees results from coordination between its agency and local governments of both the originating and destination areas
Those prioritized for relocation include families with relatives already living in the guesthouses
A refugee shows groundwater procured from the camp site in Pekanbaru
Khabid receives a monthly allowance and an identification card that can be used for medical treatment
One of his two children even attends a local elementary school
62 refugee children attend various elementary and high schools in Pekanbaru
They obtained permission from the local community to cultivate vacant land
They consume some of the crops and sell the rest at the market
Khabid and the other refugees are still waiting to be resettled in a third country
This waiting period could last several years or even decades
depending on the policies of the destination country
Khabid said he is resigned to whatever plan God has in store for him and his family

Solutions for Rohingya Refugees in Indonesia
The increasingly overcrowded refugee camps demand improvements in the mechanisms for handling Rohingya refugees
THE difficult journey with a sweet ending for a Rohingya refugee is reflected in the story of Hafsar Tameesuddin
She experienced the hardships of living in refugee camps in two countries
she is independent and dedicates herself to being an activist helping refugees and other marginalized groups
Hafsar lost her citizenship at birth due to policy changes in Myanmar in 1982
she struggled for two years without success
She then spent the next nine years as a refugee in Malaysia
She was selected to join a resettlement program in New Zealand
including the chance to continue her studies and earn a degree
she is a social activist and serves as the Co-Secretary-General of the Asia Pacific Refugee Rights Network (APRRN)
Hafsar describes her experience as an unimaginable blessing
less than 1 percent of refugees are resettled,” she said on Monday
Resettlement is the dream of refugees, including thousands of Rohingya people in Indonesia
They generally consider Indonesia a temporary stop before getting a chance for resettlement in countries that have ratified the 1951 Refugee Convention
they can obtain full guarantees of their rights
The available resources are not proportional to the number of refugees
The limited quota often leaves many refugees hopeless as they wait in refugee camps with no clarity about their future
For the Rohingya
the situation is worse because the other long-term solution
The repatriation program requires two things: security guarantees and voluntariness
While many Rohingya refugees wish to return to Myanmar
the security conditions are difficult to meet
The country still does not recognize them as citizens
THE United Nations High Commissioner for Refugees (UNHCR) in Indonesia recognizes that long-term solutions for refugees have not yet provided much hope
“We know that resettlement alone is not enough
We also know that voluntary repatriation will not happen quickly,” said Emily Bojovic
Senior Protection Officer of UNHCR Indonesia
One urgent issue that needs to be addressed is the poor condition of refugee shelters
some people are living in tents not far from the beach,” said Bojovic
Such temporary places make it difficult for the UNHCR and the International Organization for Migration (IOM) to improve services for refugees
The uncertainty about how long these shelters can be used makes it hard for them to enhance facilities in those locations
as they must account for all the funds used to donors
there is also uncertainty regarding the provision of shelters
The region has eight accommodation facilities for refugees
these places are no longer enough as new Rohingya refugees keep arriving
Around 470 people have arrived since mid-2024
They initially occupied sidewalks and later moved to vacant land near the Pekanbaru Immigration Detention Center
The acting Chief of Foreign Refugee Handling Task Force
acknowledged that there are still obstacles in providing shelter for refugees
125/2016 on Foreign Refugee Management stipulates that this is the responsibility of regional governments
many regional heads are currently acting officials
making it difficult for them to make sensitive decisions
“Their position is becoming increasingly difficult because there are also rejections from the community,” he said on Wednesday
the presidential regulation on refugees needs to be revised
One proposed change is to prioritize the role of immigration authorities in the initial handling of refugees by modifying and using some detention houses as shelters
they can immediately be transferred there,” said Adhi
and there won’t be confusion like now.”
A temporary shelter for Rohingya refugees in Aceh
a member of the House of Representatives (DPR) from Aceh
agrees that Indonesia needs to synchronize and harmonize refugee regulations
He believes that the presidential regulation does not yet provide certainty for regional governments
people in the regions are uncertain and cannot act freely,” said the politician from the Justice and Prosperity Party (PKS) on Monday
As a country that has not ratified the Refugee Convention
has already extended much help by providing shelter locations
more needs to be done to allow refugees to live in more humane conditions
and it is not easy for children to access education,” she said
Bojovic said that Indonesia needs to take the issue of inclusive policies for refugees more seriously
refugees should be integrated into the education
and I believe Indonesia can achieve it,” she stated
Adhi Satya Perkasa stated that the proposal to integrate refugees into Indonesia’s system is difficult to implement
Indonesia is not bound by such obligations
the country still has a high poverty rate and limited job opportunities
“Providing job opportunities to refugees would trigger social jealousy,” he said.
the refugee issue could become a ticking time bomb
A United Nations report revealed that 120 million people—including 1.1 million Rohingya—were forced to flee due to conflict and violence in 2024
representing 1.5 percent of the global population
Emily Bojovic believes these numbers will not decrease anytime soon
wars in Ukraine and the Middle East have erupted
While the previous waves of refugees are still struggling with various issues
If they are not given opportunities to be independent

ketika Gubernur Syamsuar menetapkan status siaga darurat karhutla
setelah titik api sebelumnya dipadamkan,” kata Edy

mengatakan tim Satgas bergerak terus tiap hari memadamkan api
memang wilayah Riau puncak musim kering bergantian,” katanya via telepon
Berdasarkan peta monitoring hari tanpa hujan
Riau masih berpotensi hujan ringan sampai sedang
BMKG Pekanbaru memprediksi kemarau sejak Mei lalu
Mungkin akhir Oktober baru masuk musim penghujan,” kata Marzuki
