Menurut penganut Syiah asal Sampang yang kini diungsikan di Rumah Susun Puspa Agro, Sidoarjo Jawa Timur, janji ini disampaikan presiden dalam pertemuan di Cikeas, akhir pekan lalu.
"Kami mendengar janji Bapak Presiden itu, yang akan memimpin upaya rekonsiliasi di Surabaya antara akhir Juli ini atau awal Agustus," kata Ahmad Hidayat dari organisasi Ahlul Bait Indonesia, yang mewakili sekelompok warga asal Sampang di Sidoarjo.
Pertemuan dengan Presiden SBY di rumah pribadi di Cikeas itu sendiri merupakan buah dari perjalanan sekelompok warga yang nekat bersepeda dari Sidoarjo ke Jakarta selama 16 hari dan mengancam bertahan di Jakarta hingga dapat berjumpa dengan presiden.
Hidayat mengatakan janji memimpin langsung forum rekonsiliasi adalah harapan terbesar penganut Syiah untuk kembali ke kampung halamannya. Mereka menolak pilihan lain diluar itu.
"Selama bertemu Presiden, tidak pernah sama sekali pun disebut-sebut soal relokasi. Kami pegang janji Presiden itu, diucapkan di bulan Ramadan, dicatat Allah," kata Hidayat dengan nada tinggi menjawab pertanyaan Dewi Safitri dari BBC Indonesia.
Opsi relokasi dan kembali ke Sampang diungkap Menko Polkam Djoko Suyanto saat memimpin rapat koordinasi Senin (15/07) lalu.
Rapat menyebut warga Syiah Sampang yang mengungsi di Sidoarjo saat ini mencapai 2.035 jiwa dari 69 kepala keluarga dan keberadaan mereka di sana menurut Jakarta, bersifat sementara.
Sikap langsung menolak opsi yang ditawarkan forum rekonsiliasi ini dikritik Professor Abd A'la yang ditugasi pemerintah menyiapkan jalannya rekonsiliasi.
"Seharusnya dengar saja dulu, kita berpandangan terbuka. Kalau masing-masing pihak bersikeras begini, kapan bisa ketemu," keluh A'la yang mengaku sudah beberapa kali bertemu dua pihak.
Pilihan untuk langsung kembali ke Sampang menurut A'la yang juga Rektor UIN Sunan Ampel Surabaya, bukan tanpa risiko dan karena itu harus ditimbang matang.
Ia mengatakan kembali ke Sampang adalah pilihan terbaik.
"Tetapi apakah mereka perlu dijaga terus-menerus oleh aparat kemanan seperti sedang (berada) dalam status darurat militer? Sebaliknya, apa relokasi juga menyelesaikan masalah?" katanya.
Pemda Sampang memperkirakan perlu waktu hingga sedikitnya tiga tahun agar warga yang kini mengungsi bisa sepenuhnya kembali.
Kepala Badan Kesatuan Bangsa Sampang Rudi Setiadhi mengatakan saat ini Pemkab tengah berusaha membuka wilayah konflik dan membangun sejumlah infrastruktur untuk mencegah daerah itu terus tertutup.
Isolasi desa-desa yang menjadi kampung penganut Syiah di Sampang dianggap turut menyebabkan masyarakat setempat kerap bentrok karena terlalu keras dengan pandangannya masing-masing.
Namun Rudi juga mempertanyakan sikap pusat, termasuk terjunnya presiden secara langsung dalam hal ini, yang dinilainya justru akan membuat persoalan berlarut.
"Konflik Sampang ini sudah berapa tahun? Dari (tahun) dua ribu berapa itu? Nah datanglah pejabat petinggi dari Jakarta itu, tang-tung-tang-tung datang tanya nyalahkan pulang," kritik Rudi.
Ia merasa Pemkab selama ini banyak dituding bersalah tanpa pernah disodori solusi.
"Apa rekomendasinya? Tidak ada. Tidak bisa selesaikan masalah Sampang dalam beberapa bulan."
Presiden diperkirakan akan menggelar forum rekonsiliasi di Surabaya dalam satu hari dari rencana kunjungannya ke Surabaya pada akhir Juli hingga awal Agustus.
Konflik kekerasan di Sampang mencuat menjadi pemberitaan nasional sejak 2002 dan setelah itu muncul berbagai bentrokan susulan.
Tahun lalu seorang penganut Syiah meninggal dunia saat komunitas di Sampang diserbu kelompok lain.

"Saya memaafkan pembunuh abah (ayah) saya," kata Muhaimin, dengan nada suara datar, Jumat (26/07) lalu, saat saya temui di rumah susun Sidoarjo, tempat penampungan pengungsi Syiah asal Sampang.
Muhaimin, yang berusia 18 tahun ini, kemudian secara detil mengisahkan detik-detik kematian ayahnya.
Sebelum diserang, menurutnya, ayahnya sempat mengajak dialog para penyerang -- yang sebagian adalah para tetanggannya sendiri.
"Abah saya ngomong: kita adalah saudara, sesama umat Islam, Syahadat-nya sama, Tuhan satu. Kita nggak boleh saling menumpahkan darah," ungkap Muhaimin, menirukan ucapan mendiang ayahnya.
"Nggak ada pilihan, kecuali mati!" Muhaimin masih ingat jawaban salah-seorang penyerang. "Tak lama kemudian mereka tebas (dengan senjata tajam clurit) abah saya..."
Tidak lama setelah Muhaimin dan handai taulannya menguburkan jasad ayahnya, dan sekitar 200 orang kaum Syiah mengungsi ke Gedung Olahraga di tengah Kota Sampang, berbagai analisa tentang penyebab konflik penganut Syiah dan kelompok penentangnya di Desa Karanggayam, bermunculan.
Mabes Polri saat itu menyebut insiden Sampang memiliki indikasi konflik antar keluarga, yang melibatkan anak-anak mendiang Kiai Makmun, yang disebut-sebut telah menganut Syiah semenjak dia tertarik Imam besar Syiah Iran, Ayatullah Khomeini, di awal tahun 80-an.
"Persoalan sepele, yaitu persoalan memperebutkan perempuan, " begitulah suara-suara sebagian pejabat keamanan yang banyak dikutip media saat itu.
Sejumlah laporan menyebutkan, semenjak saat itulah, Rois menyatakan keluar dari Syiah, dan rajin berkampanye menyatakan Syiah sebagai ajaran sesat.
Karena itulah, Menteri Dalam Negeri Gamawan Fauzi menegaskan bahwa pertikaian di Sampang tidak berkaitan dengan konflik Sunni-Syiah.
Namun demikian, tidak semua pihak meyakini seratus persen bahwa konflik di Sampang semata-mata persoalan keluarga.
Komnas HAM, sebutlah, menilai pernyataan pemerintah bahwa kasus Sampang murni persoalan keluarga sebagai "menyederhanakan persoalan".
Ketua Komnas HAM Ifdhal Kasim justru beranggapan pertikaian itu sebagai bentuk kegagalan pemerintah dalam memberikan perlindungan kepada warganya yang menganut kepercayaan Syiah.
Hipotesa bahwa konflik Sampang tidak murni di latari konflik keluarga, tetapi juga terkait konflik Sunni-Syiah, juga diamini beberapa pihaknya, terutama para pegiat HAM serta beberapa pengamat yang mengikuti konflik laten antar dua mazhab Islam tersebut.
Tokoh Syiah di Indonesia, Jalaluddin Rakhmat mengatakan, konflik Sampang awalnya dilatari persoalan keluarga, namun belakangan digunakan kelompok tertentu untuk menjelekkan ajaran Syiah.
"Ada beberapa kelompok yang berkepentingan dengan isu Syiah-Sunni (di Indonesia), karena kepentingannya bukan agama, tapi mereka perlu membangkitkan persoalan Sunni-Syiah," kata tokoh Syiah di Indonesia, Jalaluddin Rakhmat.
Menurut Jalaluddin, kelompok ini sangat 'anti Syiah' sehingga mereka terus berkampanye bahwa Islam Syiah merupakan ajaran sesat. "Mereka terus berupaya menyingkirkan orang Syiah," kata Jalaluddin, yang juga dikenal sebagai pimpinan organisasi Ijabi, yang mewadahi kaum Syiah di Indonesia.
Dia meyakini bahwa persoalan utama di Sampang diakibatkan kesalahpahaman antara penganut Sunni-Syiah, yang menurutnya bisa diatasi dengan dilakukan dialog intensif antara warga Syiah dengan warga Sunni di Sampang, Madura.
Sementara itu, salah-seorang Ketua PB Nahdlatul Ulama (NU) Masdar Mas'udi mengatakan, terkait kasus pembakaran pesantren Syiah di Madura, perbedaan mazhab Sunni-Syiah tidak perlu membuat kelompok penganutnya saling bermusuhan.
"Makanya, kita harus menggalakkan pemahaman keagamaan yang lebih bersifat menghargai perbedaan. Perbedaan ini tidak mungkin dilawan. Caranya, ya, menghormati perbedaan, dan itu kodrati," kata Masdar.
Di kalangan NU sendiri, menurut Masdar, relatif tidak ada masalah dalam berhubungan dengan penganut paham Syiah.
Apalagi, tambahnya, banyak persamaan tradisi antara NU dan Syiah. "Seperti tradisi khaul, yang dilakukan warga NU dalam memperingati tokoh keagamaan Islam, itu pada tradisi Syiah juga dilakukan," katanya dalam wawancara dengan BBC Indonesia, suatu saat.
Karena itulah, Masdar kurang begitu yakin kasus pembakaran pesantren Syiah dilatari sepenuhnya oleh perbedaan mazhab Sunni dan Syiah.
Informasi yang diterima Masdar juga menyebutkan yang terjadi di Sampang adalah persoalan keluarga.
Namun Masdar menganalisa, apa yang terjadi di Sampang, serta penyerangan terhadap pesantren di Bangil, Jawa Timur, pada tahun lalu, kemungkinan tidak terlepas dari persoalan konflik global antara Iran dan Arab Saudi.
"Saya kira ada pengaruh dari luar, baik proses ideologisasi yang diperkuat, dan pada saat yang sama ada bantuan finansial, baik dari Arab Saudi atau Iran," katanya, menganalisa.
Situasi itu makin memanas, lanjutnya, karena ada fatwa sebagian ulama yang menghukum kelompok Syiah sebagai "ajaran sesat".

MELBOURNE, Australia – Indonesia’s upstream regulator SKK Migas has approved the plan of development for the Paus Biru gas field in the offshore Sampang PSC.
Santos operates the field, which was discovered in December 2018.
According to partner Cue Energy, production will come from a single horizontal development well with an unmanned wellhead platform (WHP), connected by a subsea pipeline to the Oyong field WHP, 27 km (16.8 mi) distant.
From there, the gas will be transported through an existing pipeline to the Sampang PSC joint venture’s Grati onshore production facility for processing.
The project will now proceed into the FEED phase, with negotiation of gas sales agreements. The partners expect to take a final investment decision by mid-2021, with first gas set to follow in late 2022.

The Sampang PSC is operated by Ophir Energy’s subsidiary Santos Sampang Pty Ltd with a 45% interest with Singapore Petroleum Company (40%) and Cue Energy (15%) as its partners
Cue Energy’s said on Monday that the Paus Biru-1 exploration well reached a TD at measured depth 710 meters on Saturday, November 2018, on 22:30 local time. The planned total depth was extended during drilling due to formation observations. Operations on the well using the COSL HYSY 937 jack-up drilling rig began in October
The company added that elevated gas readings were encountered through the primary target Mundu Formation
located 27km east from the producing Oyong gas field
tested a four-way dip structural closure targeting the formation analogous to the hydrocarbon producing zone in Oyong and Wortel gas fields
Following preliminary interpretation of the logging while drilling
a full suite of wireline logs including formation wireline testing

The violent attacks on Shi‘a communities in Sampang
Madura in 2011-12 were the most destructive incidents
as a part of civil society organizations (CSOs)
have responded to the Sampang incidents and articulated their political will in the Indonesian political configuration
Scholarship on Shi‘ism in Southeast Asia, especially on Indonesia, has developed significantly in recent years.[2] These studies have done well to explain why intolerance and specifically anti-Shi‘ism has emerged in Indonesia
they have paid scant attention to how Shi‘ite groups have responded—a gap in the literature that this essay seeks partially to fill
The main argument of this essay is that major Shi‘ite groups cooperate with human rights NGOs and Sunni religious individuals to protect their rights and enhance their social recognition
Their personal networks have worked as social and political safeguards
even though they are not enough to prevent the sporadic attacks against them
Estimates of the number of Shi‘a in Indonesia vary widely from 1 to 5 million. Those who emphasize the threat of Shi‘a tend to exaggerate the number. The BIN (State Intelligence Agency) considers the number to be 1 to 2 million. The Ahlul Bayt Indonesian Jamaah Association (IJABI) puts the number as somewhere between the latter figures, though it has never conducted an official count.[3]
also more consciously seeks political aims that include the recognition and protection of the Shi‘a community in Indonesia
It is important to emphasize these political aspects of Shi‘a organizations
which can be observed through responses to the Sampang incidents
Among these incidents, the Sampang case in Madura, East Java Province, was the most serious and destructive.[11] These incidents constituted violent reactions to the growing popularity of the young Shi‘a preacher Tajul Muluk
who criticized existing religious leaders (kiai) for accepting payment in exchange for providing blessings
The anti-Shi‘a offensive began soon after Tajul’s respected father Kiai Ma’mun died in 2004
Tajul's former teacher Kiai Ali Karrar published a pamphlet that condemned him for deviations
and began mobilizing both the religious and the political authorities against Shi‘a communities
Ali Karrar and other religious leaders intensified their offensive in the name of Association of Pesantren-Based Ulama in Madura (BASSRA) and demanded the prohibition of the teaching of Shi‘ism and that Tajul leave Sampang
Tajul was forced to move from Sampang to Malang
NU and the Council of Indonesian Ulama's (MUI) district branch
the district and provincial governments and security authorities all endorsed prohibiting Shi‘a religious activities and relocating Shi‘a followers out of Sampang
The anti-Shi‘a campaign culminated in violence which first erupted on December 20
2011 when a mob numbering several hundred burned down the homes of Tajul and his followers as well as their pesantren (boarding school)
responding to pressure from BASSRA and the district MUI
the provincial MUI issued a legal opinion (fatwa) that found Shi‘ism heretical
Sampang District Head Noer Tjahaja and even Minister of Religious Affairs Suryadharma Ali condemned Shi‘a followers
Local religious authorities led the anti-Shi‘ism offensive. The local administrative, political and legal authorities did not intervene to stop the offensive; their inaction contributed to a worsening of the violence. The regional head was apparently aware that his reelection was near.[13] The provincial and central governments were either helpless or lacked the will to resolve the conflicts
National Shi‘a groups have tried to protect fellow Shi‘a residents in Sampang by cooperating with other CSOs and lobbying national and regional politicians time to time
yet these responses mostly came after the attacks
IJABI formed a special team for Sampang in 2006 aimed at mediation with local social and religious leaders. In 2007, Tajuk Muluk was installed as the head of IJABI for Sampang District. However, as IJABI convinced Tajul to move from Sampang with financial support from the provincial government, he became disappointed with IJABI and eventually withdrew from it in 2010.[14] Tajul then turned for support to ABI instead
including two Shi‘a groups and national and regional human rights NGOs such as Kontras
issued joint communiqués appealing to national media and organized fact-finding missions

Besides seeking to enhance their religious authenticity within Shi’ism
they have tried to secure social recognition within the Indonesian political configuration
It is notable that Shi‘a organizations have been regular participants in pluralist civil society networks and that their informal networks have helped Shi‘a refugees on a daily basis
members of the Shi‘a community have continued to be the targets of sporadic attacks
Incidents of violence have occurred mostly in rural areas and small cities where civil society networks are weak
Shi‘a organizations face challenges even where their networks are strong
that the emergence of informal Shi‘a political activism might induce a strong reaction among Sunni’s ideological hardliners
and obtain the cooperation of formal institutions
such as local governments and security authorities

Offshore oil and gas company Ophir Energy has confirmed it has made a gas discovery at its Paus Biru-1 exploration in the Sampang PSC offshore Indonesia
Ophir’s partner in the block Cue Energy last week said the well was being plugged and abandoned but it did not
share the results of the drilling operation
“The Paus Biru-1 exploration well has resulted in a gas discovery
The well was drilled to a total measured depth (MD) of 710 meters and encountered 29 meters of estimated net pay within the target Mundu formation carbonate reservoir,” Ophir said on Friday
A drill stem test (DST) taken over an interval between 576 and 605 meters (MD) flowed gas at a rate of 11.2 MMscfd sustained over 5 hours period through a 64/64” choke and at 525 psig well head pressure
The well was shut in for 9 days for pressure build-up before a maximum flow test which produced 13.8 MMscfd through a 120/64” choke for 55 minutes
The well has been plugged and abandoned as a gas discovery and plan of development will now be prepared for submission to the regulator for approval
The Paus Biru discovery lies approximately 27 kilometers east of the producing Oyong Gas field
The approved budget for Paus Biru-1 well was $15 million
The Sampang PSC is operated by Ophir Energy’s subsidiary Santos Sampang Pty Ltd with a 45% interest. The partners are Singapore Petroleum Sampang Ltd with 40% and Cue Energy’s subsidiary Cue Sampang Pty Ltd with 15%.
In a separate statement on Friday, Cue Energy said the plan was to develop the Paus Biru-1 discovery through the existing Oyong facilities.

The Indonesian government must take immediate steps to ensure the safe
voluntary and dignified return of a Shi’a community from Sampang
The continued displacement of the community – one year after a deadly attack against them – calls in to question government commitments to resolve their situation
and highlights a wider pattern of government failures to address religious intolerance and abuses against minority groups in the country
Madura Island were forcibly evicted and displaced on 26 August 2012 after an anti-Shi’a mob attacked their village
the community have lived in two different temporary shelters
where they have not had adequate access to health services
Many of the children have had to stop schooling and are still traumatized by the attacks
The forced eviction and continued displacement has also had a negative impact on community livelihoods – and their ability to work and support themselves – as most of the adults are tobacco farmers who can no longer farm their land
President Susilo Bambang Yudhoyono met with members of the Shi’a community and promised to return them to their village and to rebuild homes and buildings that were destroyed
A reconciliation team was formed after the meeting in July
the community are still waiting for tangible results and remain in limbo
Amnesty International is also concerned about allegations that some members of the Shi’a community who are still in the village have been forced by the Sampang authorities and police to “repent” and convert to Sunni Islam as a condition to stay in their village
The authorities and police threatened that if they did not convert
their homes would be burnt and their safety could not be guaranteed
The case highlights a wider problem of religious intolerance and abuses against religious minority groups in the country
an Ahmadiyya community in Lombok have spent more than seven years in a temporary shelter after they were displaced by a violent attack in February 2006

Those who commit acts of violence against religious minorities are rarely punished
The right to freedom of religion is guaranteed in the Indonesian Constitution
Article 18 of the International Covenant on Civil and Political Rights (ICCPR)
states that “this right shall include freedom to have or to adopt a religion or belief of his choice” and that “no one shall be subject to coercion which would impair his freedom to have or to adopt a religion or belief of his choice”
The authorities must ensure that all religious minorities are protected and allowed to practice their faith free from fear
They must investigate all reports of government officials being directly involved in forcing the Shi’as and other minorities to renounce their faith
During a speech to mark Indonesian Independence Day on 17 August
President Yudhoyono observed that Indonesia had longed embraced religious
cultural and other differences and called on Indonesians to maintain religious tolerance
He also emphasized that it was “unacceptable that a person or certain group of people impose their beliefs on others
Resolving the situation of the Shi’a community in Sampang would be a positive step in that direction
