"Kami mendengar janji Bapak Presiden itu, yang akan memimpin upaya rekonsiliasi di Surabaya antara akhir Juli ini atau awal Agustus," kata Ahmad Hidayat dari organisasi Ahlul Bait Indonesia, yang mewakili sekelompok warga asal Sampang di Sidoarjo. Hidayat mengatakan janji memimpin langsung forum rekonsiliasi adalah harapan terbesar penganut Syiah untuk kembali ke kampung halamannya. Mereka menolak pilihan lain diluar itu. "Selama bertemu Presiden, tidak pernah sama sekali pun disebut-sebut soal relokasi. Kami pegang janji Presiden itu, diucapkan di bulan Ramadan, dicatat Allah," kata Hidayat dengan nada tinggi menjawab pertanyaan Dewi Safitri dari BBC Indonesia. Opsi relokasi dan kembali ke Sampang diungkap Menko Polkam Djoko Suyanto saat memimpin rapat koordinasi Senin (15/07) lalu. Rapat menyebut warga Syiah Sampang yang mengungsi di Sidoarjo saat ini mencapai 2.035 jiwa dari 69 kepala keluarga dan keberadaan mereka di sana menurut Jakarta, bersifat sementara. Sikap langsung menolak opsi yang ditawarkan forum rekonsiliasi ini dikritik Professor Abd A'la yang ditugasi pemerintah menyiapkan jalannya rekonsiliasi. "Seharusnya dengar saja dulu, kita berpandangan terbuka. Kalau masing-masing pihak bersikeras begini, kapan bisa ketemu," keluh A'la yang mengaku sudah beberapa kali bertemu dua pihak. Pilihan untuk langsung kembali ke Sampang menurut A'la yang juga Rektor UIN Sunan Ampel Surabaya, bukan tanpa risiko dan karena itu harus ditimbang matang. Ia mengatakan kembali ke Sampang adalah pilihan terbaik. "Tetapi apakah mereka perlu dijaga terus-menerus oleh aparat kemanan seperti sedang (berada) dalam status darurat militer? Sebaliknya, apa relokasi juga menyelesaikan masalah?" katanya. Pemda Sampang memperkirakan perlu waktu hingga sedikitnya tiga tahun agar warga yang kini mengungsi bisa sepenuhnya kembali. Kepala Badan Kesatuan Bangsa Sampang Rudi Setiadhi mengatakan saat ini Pemkab tengah berusaha membuka wilayah konflik dan membangun sejumlah infrastruktur untuk mencegah daerah itu terus tertutup. Isolasi desa-desa yang menjadi kampung penganut Syiah di Sampang dianggap turut menyebabkan masyarakat setempat kerap bentrok karena terlalu keras dengan pandangannya masing-masing. Namun Rudi juga mempertanyakan sikap pusat, termasuk terjunnya presiden secara langsung dalam hal ini, yang dinilainya justru akan membuat persoalan berlarut. "Konflik Sampang ini sudah berapa tahun? Dari (tahun) dua ribu berapa itu? Nah datanglah pejabat petinggi dari Jakarta itu, tang-tung-tang-tung datang tanya nyalahkan pulang," kritik Rudi. Menurut Jalaluddin, kelompok ini sangat 'anti Syiah' sehingga mereka terus berkampanye bahwa Islam Syiah merupakan ajaran sesat. Di kalangan NU sendiri, menurut Masdar, relatif tidak ada masalah dalam berhubungan dengan penganut paham Syiah. Apalagi, tambahnya, banyak persamaan tradisi antara NU dan Syiah. "Seperti tradisi khaul, yang dilakukan warga NU dalam memperingati tokoh keagamaan Islam, itu pada tradisi Syiah juga dilakukan," katanya dalam wawancara dengan BBC Indonesia, suatu saat. Karena itulah, Masdar kurang begitu yakin kasus pembakaran pesantren Syiah dilatari sepenuhnya oleh perbedaan mazhab Sunni dan Syiah. "Saya kira ada pengaruh dari luar, baik proses ideologisasi yang diperkuat, dan pada saat yang sama ada bantuan finansial, baik dari Arab Saudi atau Iran," katanya, menganalisa. Situasi itu makin memanas, lanjutnya, karena ada fatwa sebagian ulama yang menghukum kelompok Syiah sebagai "ajaran sesat".
