SINGAPORE: Singapore's hawker system cannot cater to the interest of private chain owners with multiple stalls

Senior Minister of State for Sustainability and the Environment Koh Poh Koon said on Monday (Mar 10)
He was responding to questions in parliament on the requirement for stallholders to personally operate hawker stalls
This comes on the back of a complaint which made the rounds in February after a man said in a Facebook post that he was "forced" to make his pregnant wife stand in their store at Yishun Park Hawker Centre
and his wife have been managing their Nasi Lemak Ayam Taliwang stall since 2017
Mr Noorman wrote in his post on Feb 18 that the National Environment Agency (NEA) had given his wife a warning for violating the tenancy agreement by not being at the stall physically
NEA requires stallholders to personally operate their stalls to prevent subletting
Dr Koh said it was a "very one-sided story" as NEA had offered Mrs Noorman to nominate another person to take over the store during her pregnancy
The stall is registered under Mrs Noorman and the couple has been manning it personally before adopting technology and software to allow their staff to handle the physical work while they looked after administrative matters
"But instead of actually accepting that as a legitimate option to do so
they decide to put on social media to try and say that we have been unhelpful," Dr Koh said
He said that Mr Noorman runs two to three stalls in NEA hawker centres and up to 21 registered stalls in other food and beverage (F&B) establishments
"We're quite happy that hawkers like him have succeeded
but it is understandable that as a business owner
he wants to focus on his other business and try not to focus as much attention on the hawker stalls."
The senior minister of state added: "If a member's business has grown to a size where they are actually unable to split the time properly
and they have to focus their time more on the businesses outside the hawker centres
then I think it's time for them to really take a hard look and see whether where their main revenue source is coming from."
These hawkers may have to give up their store which NEA has given to them for a lower rent to someone else who may need the space more

but we must also prevent individuals from gaming the system by profiteering from subletting."
If NEA did not enforce this rule and stores are run fully by hired workers
hawker centres will become "indistinguishable" from coffee shops and food courts "eroding the authenticity"
shifting from passionate hawkers serving their own dishes to our customers to businesses just prioritising efficiency and scale over heritage and quality."
While NEA supports the use of technology to improve efficiency at stalls
it should not be at the expense of hawkers stepping away from running the store themselves and leaving its manning to workers
"If hawker(s) wish to extend to a chain model and become bigger
they have the option to move out of the hawker centres and do it at other F&B establishments where we do not impose restrictions," Dr Koh said
The balance between protecting the hawker heritage
and keeping food affordable and ensuring fair opportunities for new hawkers would be "quite difficult" to maintain if there are no rules to manage this
It would have been "far easier" for NEA to let the hawker centres operate just as any other commercial outfits without any restrictions on subletting or any business models that the operator wants to do
"But that will mean losing what makes them really special today
So if Singaporeans are prepared to accept hawker food at price points
just like any other coffee shop or food courts
then we could remove these restrictions and let the free market take this cost," said Dr Koh
Mr Edward Chia (PAP-Holland-Bukit Timah) asked in a supplementary question if the current requirements for hawkers to personally manage their stall has been effective in preventing unintended subletting
and if this has unintentionally also discouraged genuine hawkers
Dr Koh said that physical presence was the "most practical and fair way" of ensuring that the store is not sublet
NEA would be able to directly monitor whether stallholders physically operate their stores during operating hours or are subletting on the ground
"The truth is to catch subletting is not so easy because it is a private arrangement that can take place between the person who has bidded for the place but has not intention to run it and actually under the table could have been … subletting the store to someone else and profiting from rent," Dr Koh said
The rent for hawker stalls can sometimes be below the market rate, even as low as S$1
"What we don't want is for a subletter to then profit from the huge margin by actually extracting rent from a person who's actually interested to run the store and pass the cost subsequently to consumers," said Dr Koh
"And if there is a way for us to catch it better
NEA will follow (up) on feedback where possible."
He added that NEA will also exercise flexibility to allow stallholders who need to step away from their stores for a short period of time to run errands to do so without penalty
Associate Professor Jamus lim (WP-Sengkang) then shared that he had a resident who had sought that flexibility by asking for a window during which he had to physically be present at the store for the inspections
He asked if providing such a window is not considered part of the flexibility
Dr Koh said that there are place managers at every hawker centre to manage the operations who hawkers can communicate with if they need flexibility on the ground
when the things are flouted and is too much of a repeat ask
then I think it calls into question whether there is genuine need
or whether there are some actions to try and circumvent our rules," he said
adding that NEA will have to take things on a case-by-case basis

If you’re a fan of silky, creamy scrambled eggs, you might have heard of Danlao — the hawker stall at Maxwell Food Centre serving up yummy scrambled egg rice bowls paired with toppings such as luncheon meat and chicken cutlet
the popular brand now boasts 18 outlets in hawker stalls all around Singapore and it looks like they are still going full speed ahead
The founding team, composed of Ong Zhen Ning, Jerrick Koh, Jermaine Choo, all aged 27, and Howard Ng, 30, have set their sights on further expansion with the launch of Kawan Bowl
First opened in March at Choa Chu Kang’s Sunshine Place, Kawan Bowl is DanLao’s Muslim-friendly sister concept
The main attraction is still scrambled egg rice bowls
but with Malay and Indonesian-inspired flavours
Expect unique options such as ayam berempah
The chef graduated from At-Sunrice GlobalChef Academy in 2021 and has worked for restaurants such as PS
The idea for DanLao first came about in 2021
“I saw a gap in the market for this concept,” says Zhen Ning
“I love creamy and silky eggs and felt that not many places execute this well
So I wanted to do a simple hawker concept focusing on egg and rice.”
Working at Eggslut also influenced his recipe for the brand’s signature scrambled eggs
which he describes as “using western cooking techniques on a Chinese wok”
“Western chefs will constantly stir the scrambled eggs when cooking,” he adds
places such as Hong Kong cook scrambled eggs layer by layer.”
Zhen Ning gained plenty of experience controlling the desired consistency
texture and creaminess of the eggs.He had also trained new staff members in cooking the eggs
Initially, he had planned to start DanLao as a solo venture, but eventually realised that having more partners would give the brand more runway to grow
Learning to run a business with like-minded individuals was also the best way forward
The latter’s F&B experience includes a diploma in culinary and catering management at Temasek Polytechnic
as well as working at the now-defunct fine-dining restaurant Vis-a-Vis
“I was keen to start the business with Zhen Ning
because I felt I didn’t fit into the rank and file system a lot of restaurants had,” says Jermaine
“I wanted to create a business where I had more agency over things and could create a good working system for staff.”
Jerrick, Zhen Ning’s former classmate from At-Sunrice, joined the fray, too. He had worked for restaurants such as Putien, Ola and as head chef of September Coffee
Howard, Zhen Ning’s childhood friend who had worked at a lei cha stall at Fusionopolis in One-north
Each of the founding members take on different responsibilities
Zhen Ning is in charge of company operations
making sure the brand runs smoothly and comes up with SOPs and new menu items
he takes charge of training newcomers & managers
setting up new store openings and liaising with contractors
In December 2022, DanLao’s first outlet was set up at Maxwell Food Centre
with diners taking well to its delicious scrambled egg rice bowls
with its latest located at Marina Bay Financial Centre
the founders began toying with the idea of opening Kawan Bowl
“Many of our Muslim friends were asking for a halal option
so we thought of reaching out to the rest of this community and exploring this new market,” says Zhen Ning

“It is well known that Malay and Indonesian food are melting pots of spice
The flavour profile is fairly complex and we wanted to conceptualise such dishes in a simple
yet elevated way in neighbourhoods stalls,” says Zhen Ning

which took about a month of R&D to create
In contrast to DanLao’s menu of five items, Kawan Bowl has nine selections: Chicken luncheon egg rice (S$5.90), banana leaf otah egg rice (S$6.90), ayam berempah egg rice (S$7.90), satay goreng chicken egg rice (S$7.90), ayam panggang egg rice (S$7.90), taliwang chicken cutlet egg rice (S$7.90), curry fried chicken egg rice ($7.90), sambal prawn egg rice (S$7.90) and beef rendang egg rice (S$8.90)
“When we were creating the menu at Kawan Bowl
we understood the importance of having more variety in our menu,” says Zhen Ning
“We are serving the neighbourhood crowds in Bidadari and Anchorvale
where people might want to sit and eat a bit longer
which are typically at the CBD and airport terminals
where people prefer quick and fuss-free options.”
diners also have the option of pairing their mains with different styles of egg: Classic silken egg
telur dadar (omelette style) and crispy egg (deep-fried)
These were added to the menu after the founders sought feedback from their friends in the Muslim community
some of whom had a preference for fried eggs
as opposed to the more runny style of scrambled eggs
One of Kawan Bowl’s signature items is the ayam berempah egg rice
The deep fried Malay-style goreng chicken was inspired by Zhen Ning’s love for the dish
the ayam berempah is marinated in a special sauce
deep-fried to retain its moisture and cooked thoroughly
We had a chance to try it and were thoroughly impressed by how tasty and tender the chicken was
While the menu indicated that the dish was spicy
I didn’t find the special sauce too overwhelming and thought that it added a nice kick to the dish
Another popular choice is the sambal prawn egg rice
the prawns are pan-fried together with red onions and finished with a special taliwang sauce
You do need a higher spice tolerance for this
but the sambal chilli isn’t too heavy and complements the egg-and-rice combination well
We also tasted a tinge of sweetness in the chilli and appreciated the freshness of the prawns
the satay goreng chicken egg rice will definitely tempt you
The inspiration for this dish came from Zhen Ning’s memories of eating satay chicken rice
and the team agreed that it was a much-loved local dish that would compliment the eggs well
We found the satay chicken to be moist and tasty
pairing well with the satay sauce — it has just the right texture and consistency

Were the founders ever hesitant about such rapid growth

“We want to create a big impact — that’s why we pushed for expansion,” says Zhen Ning
our concept is considered a new trend in Singapore
so we have to strike while the iron is hot
and open new stalls while we are still young.”

Jerrick takes charge of quality control and ensures that training and SOP is the same across all outlets
All four founders also head down to the stalls regularly to check that everything is running up to par
it has been a roller coaster ride for the founders
They recall snaking queues from 10am when DanLao first opened at Maxwell Road almost two years ago
all the while operating on only a skeleton crew
“We lifted the shutter and saw the queue snaking all the way out back and I felt like closing it again
as we were already struggling to open,” recalls Jermaine
we had to challenge ourselves to continue pushing out food.”
They’ve come such a long way since then and the founders hope to take their brands to even greater heights
They’ve just set up Yummy Thai in September — a food kiosk-style stall at Changi Airport’s Terminal 3 selling moo ping (pork skewers) sandwiches

On offer there are Ipoh-style curry noodles and Malaysian-style scrambled egg rice
we hope to inspire the next generation of hawkers to step up

said the National Environment Agency (NEA) on Thursday (Feb 20)
"Subletting would drive up rental prices and food prices to the detriment of Singaporeans," they added
The agency was responding to AsiaOne's queries after a hawker's complaint went viral on social media this week
Noorman Mubarak said that he was forced to make his heavily pregnant wife stand in their nasi lemak stall at Yishun Park Hawker Centre
after they received a warning for violating NEA's tenancy agreement
Noting that it is "rightly so" that hawkers must personally manage the stall
he took issue with NEA saying that "personally means physically being in the stall"
he and his wife have been managing the original Nasi Lemak Ayam Taliwang stall since 2017
After personally manning the stall for up to 18 hours daily for years
the couple now let their staff run the stall while they handle administrative work and other matters
it does not mean she cannot manage the shop in other ways," he said
"We are just being smart and upgraded ourselves by using technology and software."
Nasi Lemak Ayam Taliwang has 20 stores in Singapore
and has been featured on Michelin Guide Singapore since 2021
NEA said that the stall is registered under Noorman's wife
adding that Noorman is currently not a registered stallholder or stall assistant
"NEA's appointed operator for Yishun Park Hawker Centre
observed that Mrs Noorman has not been operating the stall personally and had reached out to her to explore appointing a joint operator or stall nominee," the agency added
these options remain open to Mrs Noorman."
Hawkers are also supported through measures such as rental rebates if they have to close their stalls temporarily
Yishun Park Hawker Centre said in a Facebook post that they have engaged Noorman's wife "multiple times" to understand her circumstances and explore solutions
"Our priority is to support a thriving hawker culture while ensuring compliance with existing policies
It is not our intention to disrupt hawkers' businesses," they added
Noorman told AsiaOne on Thursday that the hawker centre operator only contacted them once through a WhatsApp message
"My wife told them that she is still managing the stall and is pregnant," the third-generation hawker said
"No reply from them until they emailed us that we violated the tenancy agreement."
Noorman said that he will be meeting with representatives from NEA to discuss the issue
and added that he is open to all solutions
including Timbre+ Hawkers' suggestions of him becoming a joint operator or stall nominee
"But we are not side-stepping or pushing the issue aside," he added
"Why are hawkers painted with a broad brush that we will sublet a stall if we are not physically in the stall?"

Senior Minister of State for Sustainability and the Environment Koh Poh Koon addressed an issue that had gone viral last month
after a hawker posted a photo of his heavily pregnant wife standing in their stall

Dr Koh called the post “one-sided” because the family had been given the option by NEA to appoint a joint stall operator or a nominee if the owner

He further pointed out that Mr Noorman has two to three stalls in NEA hawker centres and as many as 21 registered stalls in other venues
“If a member’s business has grown to a size where they are actually unable to split the time properly
then I think it’s time for them to really take a hard look and see whether where their main revenue source is coming from,” CNA quotes Dr Koh as saying
He added that these members may end up having to relinquish lower-rent NEA stalls to others who need them more
He underlined the importance of “maintaining fairness” in the industry
as well as the need to prevent those who would game the system by profiteering from subletting
there would practically be no difference between hawker centres and other food and beverage establishments
“eroding the authenticity” of the hawker culture

Dr Koh also said that hawkers who want to expand their operations have the option to move out of NEA-run centres where they are not subject to restrictions

with a thin and soggy breading that overshadowed its flavour

Starting as a humble food centre stall in the west in 1971

It’s known for its warm and fresh ingredients that deliver a flavourful punch
Our thoughts: The coconut flavour is prominent in the rice
yet the grains are overly soft due to the richness of the milk
carries a mild spiciness that invites you to go back for more
The freshly fried chicken is crispy with just the right amount of batter
though the meat could use a little more marination
While each element in the nasi lemak chicken set (S$4) had some room for improvement
this was a plate that left me feeling satisfied

all while maintaining wallet-friendly prices
the infusion of coconut and pandan flavours into the rice of its nasi lemak (S$3.50) impressed me
The sambal elevated the dish with its unique smoky sweetness and a lingering spice
The chicken was well-seasoned and had a lovely crisp
sharing the same charred smokiness as the sambal
and the dish lacked the essential ikan bilis
the nasi lemak here is another personal favourite for its unique flavours and unbeatable value
Nasi Lemak House.com is a nasi padang stall nestled within Bukit Timah Plaza
you can savour a variety of comfort dishes
Our thoughts: The rice in its nasi lemak (S$4) was fluffy and decently flavoured with coconut
but the sambal veered towards the sweeter and more liquid side
Adding on to the fact that portions were modest
the nasi lemak at Pangkor Island Nasi Lemak takes inspiration from Malaysian-style coconut rice

I also tried the turmeric chicken (S$4.50)
which proved similarly tender and flavourful
provided a complementary sweetness to the salty anchovies
overall the chicken was the only thing worth praise

is an authentic Indonesian food stall by a father-son duo
drawing crowds for its affordable nasi padang and nasi ambeng
with signatures such as tahu telur and sotong sumbat
and celebrates the togetherness of old-school communal dining among family and friends
Our thoughts: The paste-like sambal in its simple nasi lemak (S$3.80) offered a delightful kick that paired perfectly with the basmati rice
which remained fluffy despite being generously infused with coconut
The thickly battered fried chicken carried aromatic hints of prawn paste
While the dish didn’t look particularly appetising
it nevertheless delivered a commendable offering

What’s it about: A Michelin-recommended nasi lemak establishment that was born at Yishun Park Hawker Centre in 2017, Nasi Lemak Ayam Taliwang has since grown a strong presence with 12 branches across the island
It’s a Muslim-owned eatery influenced by nasi uduk
and a unique sauce from the town of Taliwang
Our thoughts: The sambal was a hit — semi-sweet with a faint shrimp undertone and a touch of lemongrass
Combining it with the coconut-infused savoury rice and the ikan bilis nut mix created the perfect bite
and found the chicken to be well-marinated

the lobster was served in the shell with a bubbling layer of cheese
I also had a side of fried chicken (S$1.80)
it couldn’t quite compete with the lobster

This family-run business made its debut in Tampines Round Market in 2017 and has been a beloved dining spot in the east since
offering both budget and value sets featuring beloved classics such as the begedil
Our thoughts: The fragrant basmati rice absorbed a decent amount of coconut
although its texture suffered from some broken grains
The sambal bore a resemblance to bottled chilli sauce
leaning toward sweetness without much complexity
the fried chicken salvaged my chicken wing set (S$4)
The distinctive turmeric seasoning infiltrated the meat beyond its crispy skin and momentarily erased my disappointment in the sambal
What’s it about: This little family-run stall is a lesser known spot for Malay-style nasi lemak in the east
it also offers a decent selection of traditional desserts and snacks such as kuih-muih and epok epok
Our thoughts: The nasi lemak (S$4.50) here is an underrated gem
and the sambal elevates it to another level with an intense spice and smoky sweetness
The well-marinated fried chicken had an ideal amount of batter that maintains its crisp
What’s it about: This super popular nasi lemak stall in Changi Village food centre needs no introduction, for it is often touted as one of the more well-regarded nasi lemak spots in Singapore. In operation since 1997, Mizzy Corner even occupies two stalls within the food centre
serving up authentic nasi lemak with a variety of add-ons
Fluffy and aromatic with coconut and pandan
which created a harmonious blend of sweet and salty
The chicken was flavourful but nothing spectacular
What’s it about: This traditional nasi padang stall may not have a social media presence
but manages to attract a brisk-moving queue of patrons
It’s one of the more popular names in the hawker centre
known for dishes such as beef rendang and black ink sotong
Our thoughts: The sambal in my nasi lemak (S$4) was unlike any other I’ve tried
With a dry and flaky texture reminiscent of finely chopped radish
it surprised with a nice combination of sweetness and spice and provided additional texture to the long grain coconut rice
The nasi lemak here proved to be a powerhouse in both taste and price in the Changi Village nasi lemak scene
this stall is ironically less renowned than Mizzy Corner
but stands as one of the contenders for the best nasi lemak in the food centre
and you can take your pick from a variety of sets depending on your appetite for the day
Our thoughts: The flavour of the rice could not hide how overcooked and clumpy the basmati rice was
and the sambal was just sort of sweet without any depth of flavour
while the ikan bilis were stale and inedible
the nasi lemak set 3 (S$4.50) was a disappointing one
Our thoughts: The coconut rice of our ayam goreng berampah nasi lemak (S$10.80) was soft and had a sweetness to it that was not entirely unpleasant when balanced with the salty ikan bilis
The chicken stole the show with its crispy and flavourful skin
and though the individual flavours were obvious
the nasi lemak was enjoyable — although a little too pricey for something that isn’t quite perfect

a post from a hawker who claimed the National Environment Agency (NEA) requires hawkers to be present at their stalls every day went viral
due to the fact that he included a photo of his visibly pregnant wife looking none too pleased standing in the stall

has received over 1,400 reactions and has been shared an equal number of times
which manages Singapore coffee shops and hawker centres and is responsible for regulating tenancies
presented another side to his post and said that the couple has options
Mr Noorman wrote that NEA gave his wife a warning
saying they were violating their tenancy agreement “by not being in the stall physically.”
He went on to say that they have been managing the stall since 2017 and worked “daily and tirelessly” for 12 to 18 hours a day during the first four years
He added that he used to wake up at 3 am to start working
He would only pause after lunch to take a nap for an hour
and their staff is doing more of the physical work while they themselves handle administration
“Now that we are more comfortable using SOPs and systems and software
we are being told we need to physically handle the stall again,” said Mr Noorman
This does not mean that she is unable to manage the shop
but the technology and software they’ve upgraded allow them more freedom
his wife can manage the stall by instructing the staff
he claims the NEA finds this unacceptable and she is required to be physically present
“If this is how they treat hawkers who just only tasted a little breathing space and success in creating a system to enable more time for ourselves
I highly discourage Singaporeans/PRs to be hawkers
they want you to remain in the stall until you give up.”
According to a Feb 20 report in MustShare News
It quotes NEA as saying the stall owners are required to be physically present to prevent subletting
a practice that could result in higher prices
Stall owners who may not be able to meet this requirement may opt to appoint a joint stall operator or a nominee
it is his wife who is the registered stall holder
NEA added that the operator at Yishun Park Hawker Centre had seen that Mr Noorman’s wife had not been at the stall and contacted her to explore the option of appointing a joint stall operator or a nominee
They turned down the proposal but can still explore that option
Mustshare News quotes the agency as saying
“NEA and our appointed operators are committed to safeguarding our hawker culture and supporting our hawkers.”
The Independent Singapore has reached out to Mr Noorman for further comments or updates

Expect to hear the T-Rex roaring away or the five-metre tall Brachiosaurus 'munching' on some leaves as you tuck into your meal
Jurassic Nest is a food hall so the food has got to be on point
We got the opportunity to head down to Gardens by the Bay to sample what's on offer and soak in the full Jurassic Nest experience
there's no denying that the food court (at an aesthetic level) is impressive
Walking through the doors for the first time gets you amped up for your meal
The forest-like setting just adds to the whole experience
There were just five food stalls open — Hawker Chan
After a taster from a few different stalls
Bismillah Biryani's dishes shone through
the Muslim-owned brand prepared lamb dum biryani and chicken haleem
Don't let the viscous nature of the chicken haleem fool you
it was smooth and each spoonful packed a punch
The shredded chicken added a nice bit of texture to the dish as well
in the sense that it either blows your mind with the complexity of flavours or simply have you shrug your shoulders at the dull and subdued nature of the dish
Bismillah Biryani's rendition was the former
We appreciated how tender the meat was as well
it literally slid off our plastic utensils
nothing we tried at Jurassic Nest was a straight-out no-no
The same goes for the famous soya chicken rice from Hawker Chan
If your tolerance level for spice isn't the greatest
you might want to take it easy at the Michelin-recommended Nasi Lemak Ayam Taliwang
the marinade could be a tad too fiery for some
The rice was a slight disappointment though
with the coconut aroma not exactly coming through
Jurassic Nest is a winner when it comes to finding some good food while out at Gardens by the Bay
And if you've yet to try some Michelin-rated food
why not add to the experience by having some friendly dinosaurs join in the fun

Do note that the stall is still in the process of undergoing halal certification
