Pemagaran laut Tangerang sepanjang 30,16 km membuat ramai belakangan ini kendati pun sudah berlangsung lama dan sepanjang itu pemerintah mengaku belum mengetahui siapa aktor di balik pemagaran itu bambu penyangga tertanam sebagai penyangga Dua sisi ada jalan setapak terbuat dari anyaman bambu lebar sekitar 1,5 meter Jarak sekitar 200-500 meter dari bibir pantai itu berbentuk memanjang bentuk pagar laut berbeda dengan di Kronjo  pagar laut ditanam satu per satu dengan celah sekitar 20-30 centimeter dan jadi kotak-kotak tanpa celah dan memanjang ke arah laut sekitar 200 meter Mongabay juga sempat menelusuri pagar laut dari Pantai Tanjung Pasir Kecamatan Teluknaga hingga Kecamatan Mauk pakai perahu nelayan Jarak tempuh memakan waktu sekitar satu jam Pagar laut sepanjang 30,16 meter itu berbentuk berkelok-kelok dan ada hanya tanam satu per satu kotak-kotak  Kapala Dinas Kelautan dan Perikanan (DKP) Banten mengaku tahu pagar setelah warga  lapor pada 14 Agustus 2024 Tim sempat bertemu beberapa pekerja tetapi ketika tanya peruntukan pagar mereka tidak menjawab “Saat itu panjang pagar hanya 7 kilometer,” kata Eli dalam diskusi publik terkait permasalahan ini di KKP Jakarta Pusat tim DKP kembali turun bersama rombongan Direktorat Jenderal Pengawasan Sumber Daya Kelautan dan Perikanan (PSDKP) Kementerian Kelautan dan Perikanan (KKP) pagar laut ilegal itu sudah 30,16 kilometer Ia membentang dari Kecamatan Teluknaga sampai Kronjo “Pagar laut itu meliputi 16 desa di enam Kecamatan tiga di Kecamatan Pakuhaji dan dua desa di Kecamatan Teluknaga.” Lokasi pagar laut masuk kawasan pemanfaatan umum berdasarkan Peraturan Daerah (Perda) Banten Nomor 1/2023 meliputi zona pelabuhan laut Lokasi ini beririsan dengan rencana waduk lepas pantai inisiasi Badan Perencanan Pembangunan Nasional (Bappenas) Direktur Perencanaan Ruang Laut KKP katakan pemagaran laut sebagai upaya akuisisi wilayah laut secara ilegal untuk mengubah menjadi daratan atau reklamasi karena adanya hak akan menjadikan pemegang hak berkuasa penuh dalam memanfaatkan laut dan  perubahan fungsi ruang laut sudah pasti tidak dapat dielakkan,” katanya kepada Mongabay pagar laut belum memiliki dokumen Kesesuaian Pemanfaatan Ruang Laut (KKPRL) berdasar Perda Nomor 1/2023 tentang Rencana Tata Ruang dan Wilayah (RTRW) Banten wilayah pemagaran itu berada di atas garis pantai dan merupakan perairan laut “Berdasarkan kajian melalui analisis citra satelit selama 30 tahun ke belakang area pemagaran belum pernah menjadi daratan atau tanah Berdasarkan Undang-undang (UU) Nomor 6 /2023 tentang Cipta Kerja Pasal 147 menyatakan  setiap orang yang memanfaatkan  ruang laut di perairan pesisir dan/atau wilayah yurisdiksi secara menetap di sebagian ruang laut wajib memiliki Kesesuaian Kegiatan Pemanfaatan Ruang Laut (KKPRL) Pagar laut itu juga mengganggu ekonomi warga nelayan ada 3.888 nelayan dan 502 pembudidaya laut di sekitar terdampak pagar laut ini mereka harus hati-hati melewati pagar laut itu aga tak menabraknya nelayan memutar jauh dengan konsekuensi waktu dan biaya operasional membengkak Ikan di pinggiran kerap bersembunyi di area pagar Nelayan gak ada yang mau berangkat daripada buang-buang biaya beli solar Heru sempat mencoba menebar alat tangkap bubu di dekat pagar ikan di pinggiran sebenarnya ada tetapi mereka sulit menebar jaring karena ada pagar Beberapa perahu nelayan juga rusak karena menabrak pagar Dia mau belok hindari pagar  malah dihantam ombak Mulai dari perairan Kecamatan Teluknaga hingga Kronjo yang baru rampung sekitar dua bulan lalu Dia juga sudah melaporkan ke pihak berwenang tetapi tak ada tindak lanjut berarti Saat Mongabay turun lapangan melihat dampak pembangunan PIK 2 di Kosambi sampai Pulau Cangkir Beberapa nelayan yang Mongabay temui menyebut pagar itu dibuat pekerja pengembang Pantai Indah Kapuk 2 (PIK 2) Nelayan di Krojo bahkan sempat dapat tawaran ikut bekerja memasang pagar dengan upah Rp125.000 per hari laut Tangerang dalam kuasa PIK 2 yang akhirnya nelayan tak bisa lagi melaut Pengalaman nelayan di Kosambi tak bisa mendekati perairan 500 meter dari bibir pantai area PIK 2 material reklamasi dari sekitar perairan Desa Kohod dengan kapal keruk lalu mereka timbun di area berpagar “Itu ada pager panjang kan yang dipatok bambu-bambu itu banyak bagan laut nelayan roboh karena pasir tersedot kini sudah berhenti tanpa tahu penyebabnya Rahmat sudah melaporkan ke pemerintah daerah tetapi tak mendapat respons Proyek PIK 2 sendiri membentang di pesisir Kabupaten Tangerang dari Kecamatan Kosambi sampai Kronjo seluas 2.650 hektar Lokasi itu akan jadi pusat bisnis dan hunian premium dengan pengembang Kementerian Kelautan dan Perikanan turun ke lokasi dan menyegel pagar laut pada 9 Januari Informasi dugaan keterlibatan pengembang PIK 2 “Di lapangan hanya berjumpa dengan mandor yang tidak mengetahui untuk keperluan apa pemagaran,” kata Suharyanto Mereka akan melengkapi informasi yang dikumpulkan dan kolaborasi dengan Pemerintah Tangerang dalam menangani kasus ini sampai tuntas Direktur Jenderal Pengawasan Sumber Daya Kelautan dan Perikanan (PSDKP) KKP mengaku masih mencari tahu pemilik pagar termasuk peruntukannya pasti akan kami lakukan tindakan lebih lanjut,” katanya sampai saat ini belum ada pengajuan izin reklamasi di wilayah itu Muannas Alaidid tidak berada di wilayah PIK 2 maupun yang masuk proyek strategis nasional (PSN) pagar itu warga buat untuk memecah ombak dan tambak ikan “Atau digunakan membendung sampah seperti di Muara Angke Atau pembatas lahan warga pesisir yang swadaya masyarakat “Nelayan biasa dengan problem yang mereka hadapi saat ini sangat kecil kemungkinan bisa membangun pagar laut sepanjang itu Juga akan terjadi keributan antar nelayan,” katanya  ada pemodal besar yang membiayai pembuatan pagar Membuat pagar laut sepanjang 30,16 kilometer Susan Herawati, Sekretaris Jenderal Koalisi Rakyat untuk Keadilan Perikanan (Kiara) mengatakan pemasangan pagar upaya jadikan laut– merupakan ruang publik–sebagai area pribadi merujuk Perda Banten Nomor 1/2023 tentang RTRW lokasi itu merupakan zona perikanan tangkap  Dinas Perikanan dan Kelautan (DKP) Banten sudah tahu sejak 14 Agustus 2024 tetapi sampai tahun berganti tak ada tindakan tegas dari KKP “Ini membuktikan KKP telah melakukan pembiaran pemagaran laut di Kabupaten Tangerang,” katanya  pemagaran itu berkaitan dengan PSN Pantai Indah Kapuk (PIK) 2 yang berlokasi di pesisir sama Hidup 4.463 nelayan yang bergantung pada perairan di enam kecamatan lokasi pemagaran pun terancam  juga membuktikan pelibatan nelayan kecil/tradisional sebagai aktor utama dalam menjaga dan mengawasi laut belum berjalan  persoalan ini jadi momentum bagi KKP evaluasi menyeluruh demi memberi perlindungan pada nelayan tradisional/nelayan kecil KKP juga harus mengevaluasi kebijakan dan peraturan yang melegitimasi perusakan seperti kebijakan persetujuan kesesuaian kegiatan pemanfaatan ruang laut (PKKPRL) yang melegitimasi perampasan ruang laut  Ketua Departemen Ilmu dan Teknologi Kelautan Fakultas Perikanan dan Ilmu Kelautan IPB University mengatakan  pemagaran laut siratkan lemahnya koordinasi lintas sektor pembangunan terkait pengelolaan ruang yang mendorong pengelolaan perikanan dan keseimbangan ekosistem di wilayah pesisir serta sentralisasi pembangunan yang masih berorientasi darat,” katanya Merujuk Peraturan Presiden Nomor 3/2022 tentang Rencana Zonasi Kawasan Antarwilayah Laut Jawa pola ruang di perairan Tangerang untuk kawasan budi daya dan lindung  berdampak pada ekosistem pesisir mencegah abrasi pada fase-fase awal rehabilitasi lahan mangrove sifat dampak pemagaran laut bergantung pada tujuan pemagaran laut tidak terjadi seketika tetapi sudah berbulan-bulan “Beberapa media bahkan sudah memuat dan mempertanyakan pemagaran ini sejak pertengahan tahun lalu dan baik pemerintah daerah maupun K/L (kementerian/lembaga) kabarnya sudah terinfokan sejak tahun lalu.” ternyata masih belum banyak yang tahu siapa pemiliknya “Kemungkinannya mereka bukan benar-benar tidak tahu namun sungkan atau khawatir jika menyebutkan nama karena menyangkut orang kuat tak cukup hanya segera tetapi mendorong KKP membongkar pagar dan mengungkap pelaku Dia khawatir akan mengganggu akses nelayan  Direktur Pengawasan Sumber Daya Kelautan KKP menjelaskan  dari analisis foto drone dan arcgis
