Mountain villagers in Trenggalek protect their springs against mining plans

The temperature drops as the road winds uphill
The air feels fresher and the traffic noise is replaced by the gentle sigh of a mountain wind rustling the trees and by the sound of crickets
Our vehicle moves between huge trees towards one of Trenggalek's highest points
The tranquility and beauty of the forest environment is complemented by the coffee produced from this land
This adds to the serenity of the afternoon
Part of the highland area of Mount Semungklung and surrounding mountains fall within the administrative area of Sumberbening Village
This village is also home to the springs that irrigate other villages below
Sumber Bening can be translated literally: ‘Source of clear water.’
The success of Sumberbening residents in protecting their springs and forest environment earned them an award in 2022
under the Climate Village Programme (ProKlim)
This is a community-based climate change adaptation and mitigation programme from the Ministry of Environment
The conservation initiative continues to the present day through concrete actions
such as sustainable farming and waste management to help keep the springs sustainable
A female climate activist from Sumberbening
shared with us the strong reasons for her involvement in ProKlim as well as in rejecting the mine
She just wants her local environment to be sustainable without mining
She says she is contented living in her village: ‘Life is good here
The protected forest area of Sumberbening Village also hosts lovely tropical rainforest biodiversity
that precisely this area has become the victim of business interests from multinational mining companies
ever imagined their area would become the target of multinational investors
it soon turned out that information on the gold mining plan was government policy
the wider community must be involved in every environmental impact assessment and environmental permit process
The community only heard word-of-mouth rumours of the mining plans
one of those who heard it one day was Yoga
head of Sumberbening's official youth association Karangtaruna
Realising his home village had been declared a gold digging prospect
he immediately conducted an independent study
Yoga paid serious attention to the risk of environmental impacts from mining in his area
This is because the place where he lives is one of Trenggalek's highland areas
According to data from the Trenggalek Central Bureau of Statistics for 2023
the upstream location of the water source for surrounding villages has a protected forest cover of 1468.4 hectares
This figure is small by comparison with that in neighbouring sub-districts
Protected forest in Munjungan and Watulimo sub-districts cover respectively 7183.6 and 5826.6 hectares
Both are also included in the 14 sub-district mining areas
Yoga's concern for the sustainability of forests and water in his area led him to meet Jhe
a karst ecosystem activist (see elsewhere in this edition of Inside Indonesia)
The meeting led to a network of other environmentalists
an environmental and village economy activist based on the coast of Panggul sub-district
Papang also shared concerns about the sustainability of the water source (Konang River Watershed) with residents upstream of the Sentul mining prospect
They were concerned about coastal pollution
and the economic sustainability of small fishermen in Panggul
It was not easy to convince villagers - or even the young activists themselves - of the threat mining posed to their environment
because information about the project never reached the community
along with a network of activists from outside the Trenggalek area
initiated a biodiversity study of the karst ecosystem at Mount Semungklung and its surroundings
This self-assessment was aimed at preparing an academic document about the status of the Trenggalek Karst Essential Ecosystem Area to submit to the Indonesian Ministry of Environment and Forestry
activism to resist mining was growing in the Trenggalek city area among groups of young people there as well
Suripto and Trigus were among the pioneers
they did not get information about the Trenggalek gold mining project from the local government's information disclosure system
but from a leak of spatial planning data from within the government office
This data breach immediately sparked concern among Trenggalek's young people
The social-media campaign and the production of community media coverage managed by Trigus and friends led to a meeting with Jhe
An environmental alliance was formed connecting young people in Sumberbening and other villages with a network of local NGOs
with Trenggalek religious groups such as the Anshor Youth Movement
Fatayat NU (an autonomous organisation under Nahdlatul Ulama)
and even with national environmental organisations such as Wahana Lingkungan Hidup (Walhi)
the Muhammadiyah Law and Human Rights Council
and the Muhammadiyah Institute for Wisdom and Public Policy
the adverse impacts of mining remain a mystery to most people
‘Nothing has happened until now’ (‘Iki enek tenan opo ora’ in Javanese) - this is how people express their confusion about activists' environmental conservation campaigns
there has been no mining exploitation activity
Activists who attempt to convince the public of mining’s adverse effects have to deal with a thousand and one cunning strategies by the mining companies to win the hearts of the community
The companies also take a cultural approach through Islamic religious leaders
Everything is carried out with an abundance of corporate money – they think they can ‘buy’ everything

claimed that their company PT Sumber Mineral Nusantara (SMN) was there to help the community
not like the activists who were away protesting in Jakarta
At around that time the Trenggalek People's Alliance was appealing to relevant ministries and other government agencies in Jakarta

Advocacy through structural channels against Far East Gold's mining project in Trenggalek is a road full of twists and turns
Not to mention that the state apparatus often tramples on public participation rights
Let alone the right to speak out against mining for reasons protected by the constitution
The Trenggalek gold mining plan has been maladministered from the start
but it is a difficult advocacy nut to crack
The project is said to be ‘maladministrative’ because it never existed in the Trenggalek 2012-2032 Regional Spatial Plan document as approved by the legislature
which is where gold mining designations for 14 sub-districts should go
It was subsequently amended without involving the wider public
If indeed this project was to be included in the regional development framework
then it should have been preceded by a complete study
and it must not overlap with other regulated spatial utilisation
PT SMN's mining concession has encroached on the use of a number of protected forest areas and karst geological protected areas
in 2020 a legal umbrella product was published in Jakarta concerned with accelerating the economy
It was called the Job Creation Law (UU Cipta Kerja)
One of its privisions was that it amputated the function of regulating and managing regional mineral and coal resources formerly held by district governments
So all the efforts by citizens to get a proper evaluation of the mining licence ran smack-bang into the provincial governor's desk
And it was on that desk that the new spatial document was signed and ratified
provides a huge loophole to permit what Walhi in East Java calls an ‘ecological apocalypse.’ There are articles in it allowing mining exploitation in protected forest and karst areas
When the state orchestrates its legal and policy instruments in such a way
it makes it difficult for people to get environmental justice
The forest cover of Mount Semungklung sustains a huge variety of living communities
But this means nothing to mining companies and oligarchic governments
Everything can be plundered and dredged out
in the name of money and economic development

East Java. In response to health concerns
the Trenggalek Police Department in East Java has initiated a mandatory weight loss program for dozens of officers identified as overweight
The officers participated in physical training sessions outside the Trenggalek Police Station
where they engaged in aerobics and light jogging around the station’s field
Health screenings revealed that 60 officers are classified as overweight
coming from various units and precincts within the department
Trenggalek Police Chief Indra Ranudikarta stated that among these 60 officers
“To reduce the adverse health effects
all officers who are obese are required to participate in a weight loss program
With close supervision and physical training
we hope these officers can achieve their ideal weight
which will support their mobility as police officers,” Indra said after addressing the officers on Wednesday
the participating officers will receive motivation to adhere to a diet plan
including guidance on managing their eating habits

Being deep inside a limestone cave is a healing experience
The others behind me are making their measurements
These are not ideal conditions for a human being
I think to myself: ‘This is like a spiritual journey
will it be like this in the bowels of the earth?’
Sometimes we turn off our lights and remain still
We want to be in this darkness of eternity
that kind of romanticism makes us want to come back again and again
We are mapping the caves to see if perhaps there is a pool of water inside that people can access
The river that runs through the cave ends in the Indian Ocean a few kilometres south of here
A kind of eel comes out of the ocean to breed in the fresh water
People hold them sacred – there is a taboo on eating them – it will cause sickness or an accident if they do
We think this is how villagers protect the ecosystem
I have been mapping these caves with my friends since 2013
when I was still an electrical engineering student in the city of Malang
My father comes from here and I call it my home kampong
and started growing maize on some land I rented there
Then we heard from the environmental organisation Walhi in Surabaya that a Mining Business Licence (Wilayah Izin Usaha Tambang
WIUP) had been issued covering 30,000 hectares of Trenggalek district
Almost nothing was publicly available about this
But through our work of mapping caves we had come to know the Environment Ministry
the directorate of essential ecosystems management
This brought us into contact with local government officialdom
Here we learned how they made this land available
Rumours of mining plans have in fact been around for 20 years
People here travel around Indonesia for work (merantau)
Some have seen the terrible wounds in the earth made by open-cut mines in Kalimantan
Villagers first saw drilling equipment moving around the narrow mountain roads of Trenggalek in 2005
When by 2013 the drillers arrived in one village – Sumberbening – they actually blocked the machines and halted the exploration
This led the district head of the time to suspend the mining licence in 2014 (but with a two-year extension so it expired at the end of 2016)
When in 2015 district head elections came around again
people made what was called a ‘political contract’ with the various candidates
which said there would be no gold mining in Trenggalek
Because of the strong resistance particularly in Sumberbening and Dukuh – often led by local women – the new district head and his deputy agreed not to issue further licences so long as people were opposed to them
But in 2016 the authority over mining was taken away from the district and passed to the province of East Java
In that context the new district head signed an environmental licence that would be essential for any mine’s environmental impact statement (Amdal)
The following year he rearrange the land-use plan as mentioned above
This man went on to become deputy governor of East Java in 2019
and in that year the province issued an operational licence for the Trenggalek gold mine
All this has been very much in the public eye since activists consolidated on the case in 2021
They call themselves the Trenggalek People’s Alliance (Aliansi Rakyat Trenggalek)
That’s how everyone knew the operational licence had been issued – it was never announced
The current district head used to be a village head and in favour of the mine
But when he went to the village of Dukuh during the anti-drilling demonstration
he realised people really were opposed to it
But will it be enough against such powerful interests in the province
How do I feel about our caves possibly being destroyed
I know it is precisely those hills the mining company is targeting
The many fault-lines means that only a little blasting
So many caves below the surface have not even been mapped
We think together about our common destiny
This is what makes us feel so unhappy (miris)
It can never be repaired once the ecosystem is ruined
The bats in the caves help control insect pests that affect the paddy fields
They also help fertilise our valuable durian fruit trees
Every evening they emerge from their cave mouths
and fly about the country for a distance of 3-5 kilometres
My mother always says: ‘Why travel for work far away
It’s heaven.’ That’s why I came back to Trenggalek
I think Trenggalek can be rich just from what is in the landscape
not from what is buried beneath the surface
We can be prosperous from the country as it is
provided it is not all disturbed and destroyed
Extraction produces systematic poverty – social poverty

and community service to the Rector of UGM
the regent stated his intention to enhance the quality of human resources in Trenggalek by sending local students and civil servants to pursue their studies at UGM
“We want to collaborate with UGM to progress and modernize Trenggalek,” he said
He mentioned that many Trenggalek students and civil servants study and gain experience at UGM
they are expected to support the development policies in the southern part of East Java Province
“They will gain valuable experiences that they can bring back and execute when they return to Trenggalek,” he added
he hoped the rector would consider sending internship students to Trenggalek and periodically sending UGM students to serve in remote villages in the regency in community service programs
the regent suggested that marine affairs could be one of the collaborative research themes chosen by UGM researchers
as the potential of marine resources in Trenggalek has yet to be optimally developed
He also mentioned that President Joko Widodo had proposed the construction of a Science Techno Park (STP) in Trenggalek
he believed that support from various parties
“I think we need to collaborate with many parties,” he explained
The rector expressed appreciation for the offered collaboration from the Regent of Trenggalek
Professor Emilia stated that UGM would support and commit to enhancing the quality of human resources in Trenggalek through education
She also suggested that civil servants in Trenggalek pursue postgraduate education to support the development of the regency
“We have many master’s and doctoral programs that align with the current world needs,” he explained

Far East Gold Ltd has finalised its 2025 exploration and drilling plans for its key assets
the Idenburg orogenic gold project and the Trenggalek copper-gold project
The company aims to expand the existing 540,000-ounce gold resource at Idenburg and test high-priority porphyry and epithermal targets at Trenggalek
The planned drill programs are designed to advance these assets towards near-term development in collaboration with strategic partners

while also conducting scout drilling at Kwaplu
FEG’s aggressive exploration strategy is aimed at unlocking further value
with results expected to guide future development plans
The upcoming drill program aims to expand the inferred resources at the Sua
where a recent JORC 2012-compliant estimate outlined a total resource of 540,000 ounces of gold at an average grade of 4.1 grams per tonne (g/t)
are planned to test the continuity of mineralisation along strike and at depth
the program will include initial scout drilling at the Kwaplu prospect
Kwaplu hosts a significant gold-in-soil geochemical anomaly
with ongoing surface mapping underway to refine drill targets
are planned to assess the resource potential of this area

The planned holes will attempt to expand current defined gold resources within the Sua
Mafi and Bermol prospects and complete initial drilling at the Kwaplu prospect area southwest of Sua
The Sumber Bening prospect was identified by the Anglo-American exploration group as the top-priority drill target at Trenggalek
north-northeast-trending advanced argillic alteration lithocap
delineated through detailed mapping and surface rock sampling
The lithocap extends along strike for 5 kilometres
with a central 1.6-kilometre zone of vuggy quartz and an advanced argillic alteration assemblage comprising alunite
This alteration is spatially associated with several deep
which may indicate the presence of buried porphyry systems
The drill program will consist of two holes
targeting high-sulphidation alteration zones mapped at the surface that coincide with interpreted induced polarisation (IP) geophysical anomalies
The holes will also test deeper porphyry targets identified through 3D magnetic inversion modelling
Previous drilling at Buluroto in 2010 intersected a broad zone of dilational crackle breccia with a fine-grained quartz matrix and disseminated pyrite-chalcopyrite mineralisation
the breccia was encountered from 95.8 to 162.75 metres down-hole
returning an intercept of 24.55 metres at 0.51 grams per tonne (g/t) gold (Au) and 0.21% copper (Cu) from 138.55 metres
including 1.05 metres at 0.47 g/t Au and 1.12% Cu
The breccia is located adjacent to a large high-magnetic body
and planned drilling will test for its downdip extension and the potential for porphyry-related copper-gold mineralisation
are planned to test a 500-metre section of the Buluroto epithermal vein system that remains untested
The targeted vein system extends northeast from the porphyry drill target
The Singgahan prospect hosts multiple porphyry copper-gold (Cu-Au) targets
identified through surface mapping and sampling coinciding with high-magnetic anomalies from 3D magnetic inversion modelling
Historical drilling intersected silica-magnetite-chlorite-epidote-altered diorite intrusive rock with fracture-controlled pyrite
The upcoming drill program will test additional magnetic targets associated with porphyry-style alteration and Cu-Au mineralisation
are planned to assess key porphyry targets defined by surface rock sampling and geophysical modelling
The Trenggalek IUP-OP property contains numerous areas of alteration and mineralisation
Three of the prospect areas have been identified by the company as priority drill targets
These include porphyry-type mineralisation at Singgahan and porphyry-related mineralisation at Buluroto and high-sulphidation-type
advanced argillic alteration at Sumber Bening
are planned for initial scout drilling at the Kareung Reuboeh prospect

The high-grade Kareung Reuboeh veins are located approximately 500m north of the Aloe Rek veins previously drilled
Previous surface sampling has confirmed the occurrence of high-grade mineralisation within the Kareung Reuboeh veins
The Kareung Reuboeh veins have not been drill tested
Surface mapping has delineated three separate veins
Chip and grab samples from exposed veins have returned high-grade gold values
Assay results of samples of exposed quartz veins in the Kareung Reuboeh prospect area
and the program aims to test them along a 250-metre strike length and to a depth of approximately 50 metres

a community service team from the Industrial Engineering Study Program of the Faculty of Advanced Technology and Multidiscipline Universitas Airlangga (FTMM UNAIR) in collaboration with PT
IITOYA have disseminated water quality parameters and the importance of clean water provided water filters and trained the locals on how to use and maintain the water filters
They carried out the activities on August 31
Chandrawati Putri Wulandari, S.T., M.T., MBA., Ph. D as the Industrial Engineering Study Program coordinator said that Jatiprahu Village
is one of the areas that have groundwater with excessive lime content
the community service team also provided 100 water filters to be used in the village
the FTMM community service team also conducted research whose results are expected to provide benefits to the wider community
“We got the opportunity in Jatiprahu Village and our research or our product happened to be related to water filters,” said Chandrawati
Aisyah Dewi Muthi’ah said that clean water in the community can improve life quality
“Clean water can change everything; access to clean water can improve people’s quality of life,” explained Aisyah
She emphasized that this community service program was carried out to support the sustainable development goal number 6
supporting the availability and sustainability of access to proper sanitation and water
SDG 9 through downstream research of water filters distributed to the residents by building strong infrastructure
promoting industrialization that are inclusive and sustainable
the community service activity received a positive response from the people of Jatiprahu Village
People have felt the negative impact of water with excessive lime content
hoped that this community service program would be sustainable and help overcome clean water problems in Jatiprahu Village
our community will be healthier because they consume clean water so that it can also improve the quality of life of the people here,” concluded Slamet

BNPB reported the bodies of 3 victims were recently recovered by search and rescue teams
Heavy rain has continued causing floods in Palopo City inSouth Sulawesi Province on 17 October which damaged 1,746 homes and affected 8,730 people
The following day flooding affected over 3,000 people and damaged 650 homes and a bridge in Luwu Regency
Meanwhile flooding in Central Mamuju Regency of West Sulawesi Province damaged around 350 homes and impacted the lives of 1,252 people
