Agency of Wonosobo Regency (2018) titled "Disaster Risk in Kejajar District it is mentioned that various topographical factors and low vegetation density are factors that contribute to the high level of landslide threats in the area (Nugraha et al. stated that Kejajar District is prone to landslides The steep land should not be used for agriculture in reality the land is cultivated for agriculture from 1985 to 1995 there was a boom in potato planting which knew no seasons and had provided prosperity and welfare for local farmers The occurrence of large-scale potato planting has stimulated people in Kejajar District to expand their agricultural land area Expansion of this land area to include agricultural land to clear 900 hectares of forest into potato farming land (Setyari Vehicles pass through a road that has just been cleared from landslide debris on the Wonosobo-Dieng route a landslide analyst from the Geology Engineering Department of Jenderal Soedirman University in Purwokerto the area does have the potential for landslides due to its composition of volcanic rock weathering products from the nearby Dieng mountain area These volcanic rocks were formed millions of years ago and have weathered into soil that forms the walls of cliffs or hills in the area "The condition of landslide-prone areas is mainly due to the cutting of relatively steep and vertical rock cliffs to facilitate road construction These cliffs are vulnerable to landslides because they have been cut vertically causing weak materials attached to the walls to easily slide down," said Indra The acceleration of landslides can be caused by high rainfall conditions which can change the characteristics of the soil making it soft and loose and therefore prone to movement and landslides This is a very common occurrence and will happen repeatedly in locations with the same type of soil "What is of concern is that the road is an important access for drivers the occurrence of landslides must be anticipated especially when it happens during periods of high traffic intensity," he said mitigation can be carried out systematically namely by mapping along the road and knowing its level of stability This can be done by taking samples of the condition of the soil material and then analyzing them in the laboratory and simulating slope stability software the level of slope stability can be determined and then mitigation steps can be taken Mitigation steps will be appropriate if location identification can be determined properly "A simple description of this mitigation is by sloping the cliff geometry and geogrid technology to overcome soil erosion on sloping cliffs," he said Acceleration of landslides can be caused by high rainfall where the water that enters the soil will change the characteristics of the soil into soft and mushy Indra added that emergency steps can be taken by providing landslide-prone signs for dangerous areas and installing warning devices if the conditions have already experienced cracks or landslides "The public is also advised to be cautious when passing through roads with landslide-prone areas Practical steps that can be taken by the community in the event of a landslide should also be considered it is expected that the risks of landslides in the Dieng area can be addressed or minimized," he said The expertise hubs enrich the online discussion with the topic ”Mengurai Sengkarut Perkawinan Usia Anak di Kabupaten Wonosobo” (Unravel the Complexity of Child Marriage in Wonosobo Regency) on Thursday (17/6/2021) Wonosobo scored an outstanding number of child marriage practices records shows there's 2109 cases of child marriage which fortunately declining in the years after that -- 2018 cases in 2019 Fahmi Hidayat Desk Coordinator of Wonosobo Human Rights Friendly Regent started the discussion with his opening remarks "It is hoped that this discussion could give literacy and a better understanding to all parties in order to control the execution of child marriage practices to take place," stated Fahmi FNF Project Director, Dr. Almut Besold delivered her perspective on child marriage practices "Child marriage does indeed gives an instant solution to a right-now problem but only for a short term in the long term it will create a much more series of serious problems," stated Dr let's take a look at the explanations from the following resource persons: Yusuf Romli, staff at the International Cooperation Division from the Ministry of Law and Human Rights, explained the role of the Ministry of Law and Human Rights in child marriage.  "The Ministry of Law and Human Rights had established a 'Law-Conscious' Village, that is a foster village where one of the criteria is there must not be any child marriage practices take place," stated Yusuf. Therefore, we can understand that the synergy between the government and all parties in controlling child marriage is essential. This statement is agreed upon by Erna Yuniwati, Head of the PP PA Division of the Population Control Office of KB PP and PA Wonosobo Regency. She explained that the common reason why pleader seeks permission to conduct child marriage is because of promiscuity and school drop-outs. "Wonosobo District has established an Integrated Service Center (PPT) to control child marriage, specifically PUSPAGA (Family Learning Center) which task is providing recommendations or services (regarding family issues)," explained Erna. The marriage control strategy for KB PP PA Wonosobo, continued Erna, focuses on two main things: improvising the family's quality and fulfilling the children's rights. "Improving the quality of families could create a happy and eternal family that is in accordance to Pancasila number one. Moreover, child fulfillment program emphasizes the obligation of parents to prevent child marriage," explained Erna. Also present is Muhsin, The Judge of the Religious Court Wonosobo (Eselon III/a) who shares about the ongoing judicial process and what the religious court can do to control child marriage. "Although it's not allowed (legally), there can be an exception where the parents of the male and female (who wishes to be married) ask for dispensations to the court on the grounds of the matter being very urgent and provided supporting evidence to carry out child marriage," said Muhsin. He added that the dispensation is given due to sudden reasons, based on article 7 section 2 of Law 15/2019, because of the child's own will and cases of pregnancy out of wedlock. Other findings shows that economy plays a big role in normalizing the practice of child marriages. Getting married is seen as combining the two families economy or financial expenses together, therefore for some families who are struggling financially, marriage is seen as an attempt to lessen the burden of their financial struggles.  With that reasoning, Rumiyati from KITA Institute Wonosobo initiated the movement to overcome child marriage. "The KITA institute has established a mission to carry out an empowerment movement through activities such as Peer Counseling Training and Literacy via "KITA Reading House," said Rumiyati. Rumiyati hopes that the effort made by the KITA institute will become a vehicle that empowers children who originally wanted to become brides, turned into an actor who voices the dangers of child marriage. In addition to discussing counter efforts carried out by various sectors, this discussion also discusses the risks of child marriage. Meanwhile, Zumrotin, from Indonesia Women's Health Foundation, an activist who fights for the revision of the child marriage law, said that the revision of the marriage law was not enough. "Revising the Child Marriage law alone is not enough to control the rate of child marriage. The emphasis on the dangers of child marriage on the health of mothers and babies also needs to be socialized," said Zumrotin Unraveling the chaos of child marriage is a long journey, but it is not impossible to be done. In the first-level environment, there are parents, children, mass organizations, and religious leaders. In the second-level environment there is  the community that can embrace others (activists, PKK, and NGOs) to educate, stop or provide other opportunities for parents and children so that they are not tempted to marry at an early age.  Then, on the third-level environment, there are the Religious Court and the KBB PA service, and local governments whose role is to be responsible and be ready to prepare recommendations for dispensation Now, we have to see our closest position; are we on the first, second, or third level of environment? All of us have a shared responsibility to prevent child marriage and restore the purpose of marriage to form a good family. *Written by Elgawaty, translated from Bahasa Indonesia by Arum Sekarsari (FNF Jakarta Intern). #TrenSosial: "Bisakah Anda menunjukan bukti satu kuburan massal? Iklan Java’s Forgotten Shallow Earthquakes A devastating earthquake originating from an inland source occurred near the Central Java city of Wonosobo in 1924 This quake caused mudslides and killed almost 900 people Audio Berita By AHMAD ARIF · 7 minutes read TEKS Data indicate that shallow earthquakes more powerful than the recent Cianjur quake could occur in more densely populated cities on the island of Java The recent 5.6-magnitude shallow earthquake that struck Cianjur points to the dangers of shallow crustal earthquakes on the densely populated island of Java Records from the colonial era show that shallow earthquakes devastated a number of cities on Java The recent Cianjur quake demonstrates that a shallow earthquake of low magnitude can cause enormous destruction According to the National Disaster Mitigation Agency (BNPB) 323 people were killed and 9 others still missing as of Monday (28/11/2022) The head of the Earthquake and Tsunami Center of the Meteorology explained that the Cianjur quake was highly destructive for several reasons its epicenter’s close proximity to human settlements the settlements’ location in an area with soft earth and local site effects and the settlements’ location in a hilly area with topographic site effects The most significant factor was that local buildings did not meet quake-proof standards Although the quake originated on the Cimandiri sinistral strike-slip fault that triggered high-intensity ground movement of MMI (Modified Mercalli Intensity) VII if the buildings had met quake-proof standards they would have withstood the seismic shock Quake-proof structures are capable of withstanding tremorsof up to MMI IX > Earthquake Zone and Earthquake Resistant Houses > Prioritizing Evacuation and Shelters we need to anticipate the threat of shallow crustal earthquakes originating along inland faults earthquakes of this type can be dangerous if they strike densely populated regions “Gempa Nusantara: A Database of 7,380 Macroseismic Observations for 1,200 Historical Earthquakes in Indonesia from 1546 to 1950” Meltzner and published in the Bulletin of the Seismological Society of America in October 2022 covers the many destructive earthquakes that have struck Java since the 17th century “Nine earthquakes since 1865 have caused shaking so severe they were almost certainly shallow events,” writes Prof an earthquake expert from the Australian National University An eyewitness described being thrown off a chair and a herd of cows being knocked off their feet A devastating earthquake originating from an inland source occurred near the Central Java city of Wonosobo in 1924 Cummins and his team also documented extremely violent seismic waves that resulted from the 25 Oct which had experienced a damaging earthquake on 28 March 1879 that caused the several buildings to collapse with several lives lost Cirebon experienced a damaging earthquake on 16 Nov 1847 that caused a river to deviate 5 meters from its original path This violent tremor is also confirmed in a report by Mudrik Rahmawan Daryono and his team from the National Research and Innovation Agency (BRIN) in the IOP Conference Series: Earth and Environmental Science (2021) the 1847 Cirebon quake was triggered by the Baribis Fault proving that the fault line extending to the southern part of Jakarta was active The Baribis Fault was verified by previous researches including the study by Simandjuntak and Barber (1996) Using geological mapping with seismic reflection data Achraf Koulali and his team (2017) discovered that the Baribis Fault a strike-slip fault located 25 kilometers south of Jakarta was active with a slip rate of around 5 millimeters per year The latest report from Sri Widiyantoro and his team at the Bandung Institute of Technology in Scientific Reports (2022) proved that the western part of the fault line was locked southern Jakarta is vulnerable to an earthquake caused when the accumulated strain energy is released Although historical records on the Lembang Fault are limited Mudrik Daryono and his team have mapped geological evidence of prehistoric earthquake activities This fault is estimated to cause tremors of magnitude 6.5-7.0 every 170-670 years Historical data show that Jakarta and the surrounding area were once hit by a strong and destructive quake Research by Nguyen and team (2015) discovered that the tremor that devastated Jakarta on 22 Jan 1780 originated on the Baribis Fault and had a magnitude of 7-8 followed by a second tremor with a magnitude of 7-7.7 on 10 Oct The inland quake triggered powerful ground shaking West Java also has the Lembang Fault that lies just outside the city of Bandung which has a population of 8.8 million people An active fault is also found in the eastern part of Java a 6-magnitude quake struck the East Java regencies of Situbondo and Sumenep The BMKG identified the tremors as having a south-dipping thrust that originated in the Flores Thrust The Flores Thrust connects to the active Kendeng Fault According to National Earthquake Sources 2017 the Kendeng Fault extends westward and eastward across Central Java to as far as East Java the Kendeng Fault links up with the Semarang Fault and with the Baribis Fault further west Earthquake researcher Gayatri Indah Marliyani from Gadjah Mada University in her dissertation on tectonic faults in Java refers to recurrent tremor of magnitude 6-7 in several locations that can cause massive destruction like the 2006 earthquake in Yogyakarta Colonial-era documents revealed that on 26 Nov an earthquake occurred with damage concentrated in Grati (1922) listed 21 strong tremors that occurred in Java in 1699-1920 The historical and geological evidence point to earthquakes as a fact of life in Java Shallow earthquakes more powerful than the Cianjur quake could happen in more densely populated cities It’s only a matter of time that the disaster will again strike densely populated cities in Java Reducing the risk of disaster should ideally start with spatial planning and design that avoids active fault lines Analysis in 2019 by a team from the National Earthquake Study Center (Pusgen) pointed out that the United States in 1977 set safe distances from main faults at 150 meters and from branch faults at 60 meters if a fault has a history of generating tremors of magnitude 7 or greater the safe distance is 100 meters on both sides For faults with a history of generating tremors of less than magnitude 6 Removing buildings from fault zones in Indonesia is not simple Referring to the map of National Earthquake Sources 2017 the Pusgen research team estimates that 4 million people and 2,892 schools in the country are located in earthquake hazard zones within a radius of 1 kilometers from faults At least the construction of new buildings should not be permitted on or near faults This means that regional administrations must take the initiative to integrate their spatial plans with earthquake hazard maps Existing buildings should be reinforced to make them earthquake-resistant We can also use the model of the Japanese government which provides subsidies to people to reinforce their houses in line with quake-proof standards Reinforcing people’s houses should be seen as investment for reducing the risk of earthquakes This article was translated by Aris remains of all these people From the accounts we have of the killings of 1965-66 we know bodies were dumped in a range of locations including rivers cemeteries and limestone caves in southern Central Java many people in local communities knew where mass graves were located but any discussion of them was taboo there is still a sense of fear about sharing knowledge of them with outsiders NGOs and the National Commission of Human Rights have made efforts to document the mass graves One of the most vocal advocates of justice for the dead and the recovery of the remains of those killed was Sulami a former member of the communist women's group Gerwani who co-founded the Foundation for the Research into Victims of the 1965-66 Killings One of the specific goals of YPKP was to conduct investigations of mass graves to prove that the killings of 1965-66 took place YPKP exhumed a mass grave in Situkup forest near Dempes village on the outskirts of Wonosobo in Central Java This gravesite was unusual because a prison official had recorded the names of people killed at this site and YPKP was in contact with a surviving family member of a person on this list Syaiful H Shodiq was part of a group of Muslim youth activists concerned to make amends for the role of his organisation He assisted YPKP in negotiating with the district head and his deputy The deputy head initially asked YPKP to delay the exhumation forcing YPKP to go to the National Human Rights Commission When they presented their case to the commission YPKP argued they wanted to exhume the grave so that Sri The excavation team identified some of the victims in the grave using the list of persons taken to the site skeletal evidence and personal items found at the site determined that the killings had been carried out using short and long barrelled rifles of the kind used by the military The forensic team was able to identify six of the 26 people in the grave Given the strong climate of anti-communism during the New Order the Wonosobo exhumation went surprisingly smoothly Local members of the youth wing of the Nahdlatul Ulama were on site for the exhumation to assist with security as were members of the security apparatus attached to the political party PDI-P The exhumation also attracted widespread media coverage and international attention the physical evidence from this grave was important as a form of proof both of this specific atrocity and of the mass killings of 1965-66 in general But despite the positive identification of several individuals from the mass grave at Wonosobo as victims of the killings and the finding that the people in Wonosobo had been executed by rifles the YPKP was unable to submit this evidence as part of a larger investigation on 1965 because at that point the National Commission of Human Rights was not mandated to investigate the massacres the opening of this grave presented the first opportunity for them to witness evidence of the deaths of community members or relatives Surviving family members wanted answers to questions that for almost forty years they had not been able to ask such as where their own family members had been buried the recovery of her father's remains brought some sense of closure and allowed her to rebury his remains respectfully After the identified remains were returned to their families those not yet identified were stored at Dr Sarjito Hospital in Yogyakarta the hospital contacted YPKP to inform them that they could no longer store the remains YPKP decided upon a reburial of the remains in a small ceremony with multi-faith prayers for those who had died the reburial served to rehumanise the victims of this violence thus challenging the long held view that communists were somehow subhuman and deserving of their fate A former political prisoner and member of YPKP offered to donate land for the reburial in the sub-district of Kaloran north of Yogyakarta In the lead-up to the scheduled burial on 25 March 2001 YPKP reassured the religious leader Kiai Khozim and the Temanggung police intelligence chief that they were not going to make a big fuss Only six coffins were to be used to bury the remains of the twenty unidentified persons recovered from the Wonosobo exhumations with the remains of between two and five people in each coffin the coffins for the remains would be much smaller than normal coffins The YPKP committee had also visited Kiai Khozim's nearby pesantren (Islamic boarding school) Pondok Pesantren Sumur Blandung to gain approval for the reburial members of the Kaloran Muslim Brotherhood (FUIK) made it known that they intended to obstruct the proceedings and a mob of young men blockaded the road leading to the house of Mangunkusuma When members of the organising committee tried to escape with the remains of six people a group of around fifty protesters stopped the second vehicle They assaulted the driver and a member of the organising committee dragged the coffins out of the vehicles and strewed the remains on the ground The skeletons were rescued for later reburial but the mob burnt the remaining coffins and destroyed Irawan's home There are conflicting accounts about the reasons for this violent disruption Syaiful heard reports that the local military had tried to provoke the hard-line factions of the two NU-aligned parties PKB and PPP to obstruct the reburial and to isolate those young members of the NU who had supported YPKP It appeared that the main motivation for this action was to defend the institutional image of both the military and the NU both of which had played a major role in the killings On the other hand there were also reports that some of the men involved in the obstruction were from Laskar Jihad which at the time was searching for shared Islamic causes in addition to its campaign in Maluku Even though the National Commission of Human Rights protested about the violence to the head of the Temanggung police there were no arrests or prosecutions of those responsible for the violence suggesting a lack of broad support or sympathy for YPKP's cause the anti-communist group which had emerged to oppose the reburial The Kaloran incident shocked members of the YPKP Many within the organisation realised that the reburial had not been properly planned and that they were perhaps overconfident about the extent to which community attitudes towards the events of 1965 had changed Sulami herself suffered shock and her health deteriorated rapidly due to the emotional and physical stress associated with the events all of which have continued to document mass graves throughout Indonesia Wonosobo is the only known example of a successful excavation of a mass grave from 1965 Two NGOs that have also been involved with mass grave identification are SEKBER 65 (Joint Secretariat 65) based in Solo and Kasut Perdamaian (Shoe for Peace) based in Jakarta Members of the National Commission of Human Rights appointed in 2007 have also formed a team to investigate the killings They have collected extensive evidence of gravesites across Indonesia be used for legal purposes unless the Attorney General calls for further investigation after considering the team's findings But given continuing opposition within Indonesia to opening this past there is only a small possibility that those further investigations will ever
