Around 110 Ukrainian refugees who have been living at a former holiday village in Wicklow for around two years have been told they will be relocated in just over two weeks' time
People living at The Avon in Blessington were issued with a letter from the Department of Integration telling them they will be relocated by 7 February
They were also told that the department cannot guarantee they can stay in or near the area
that pets cannot be accommodated and they will have 48 hours' notice in advance of the transfer
Many have set up lives in the Blessington area
where they have jobs and their children are in school
who lives at The Avon with her daughter and works locally
appealed to the Government and the site's providers to allow them to stay and pay rent on the properties they currently live in
here people found their second home and finally felt protected
Don't make them lose it all again," she said
This February marks three years since the invasion of Ukraine by Russia
111,389 PPS numbers had been given to Ukrainians Under Temporary Protection
the CSO estimates that around 25% of those people have since left the country
The Department of Integration is now ending accommodation contracts as the demand decreases and where there are vacancies at contracted accommodation sites
the providers are ending contracts themselves to return to the private sector
or to offer their accommodation for other uses
Olha has lived at The Avon with her daughter since 2023
I finished my Level 4; I took eight courses in IT skills
I'm working under Community Employee Programme
I'm working with people with intellectual disabilities."
She said the community is the best and a part of her life and her young daughter loves her school and her teacher
St Mary's Junior School is one of a number in the area and has 36 children who are either Ukrainian or from families under International Protection
St Mary's principal Carmel Dillon said neither students nor staff want to see these children taken out of the school and relocated
Not just because we have gotten to know these children and they have endeared themselves to us and to our school community
but I'm upset and worried for them because of the impact this will have on them and on their families."
Ms Dillon said the children are usually very timid at first
She described how one of the school's staff is faced with relocation
Ludmila has been with us for a long time and she's been fantastic
And now all of a sudden she is being faced with relocation
so therefore she won't be able to continue her job with us"
"But also we will be making appointments for SNA support for the children with additional needs for English as an additional language
but those appointments can't be guaranteed because as the numbers of children drop then the allocation drops ..

In a statement regarding the Blessington site
the Department of Integration said the need for accommodation for international protection applicants is increasing and the provider at The Avon has expressed an interest in providing accommodation for international protection
The owners operate under Arturo Ventures Unlimited
and the directors are linked to several other accommodation centres for asylum seekers
which approximately 15 minutes from The Avon
They have been contacted for comment but have yet to respond
Local independent councillor Jason Mulhall said it is a human rights issue
"I think it's deeply troubling for me and a lot of people
that financial motives appear to be prioritised over the well-being of vulnerable people who've already endured immense hardship
"I'd really urge our Government and elected representatives to intervene and to prevent this displacement," he said
Ukrainian residents at The Avon are left with a few options; they can find their own rental accommodation or source accommodation through the Red Cross or their Local Authority
there are no rental properties available to rent in Blessington itself
with just five properties in the surrounding areas with prices ranging from €2,000 to €3,500 per month
If they want to continue in State-provided accommodation they must be at the new location on the date specified or it will be considered an automatic refusal
The department said every effort will be made to keep the Avon residents as close to their current location as possible

it’s been renovated and upgraded over the years and comes to the market with a clean

insulation and a smart app-controlled heating system
It now has an energy efficient B2 BER rating
the property opens into a wide entrance hall with a living room off
flowing into a modern kitchen with island unit
quartz countertops and American-style fridge freezer
Also at ground level are three bedrooms (one en suite) and a bathroom

Eoin Mac RaghnaillWicklow PeopleWed 5 Mar 2025 at 06:00Wicklow County Council has granted conditional approval for an expansive mixed-use development in Blessington that will include 269 new homes
Located on a 6.05-hectare greenfield site at Blessington Demesne
the development will feature a houses and apartments/duplexes ranging from one to five storeys

The approved plans also include a 224 sqm medical centre
a communal amenity space and private amenity spaces
which was granted approval for a 120-bed nursing care home in 2020
is to the east/southeast of the Blessington Inner Relief Road
to the northeast of the local access road which connects the Inner Relief Road to Main Street and the northwest of the Dunnes Stores anchored retail development
It is bound to the north and south by existing residential development
Oak Drive to the north and Glen View/The Close to the south
with a childcare facility operated by Cocoon located almost midway along the southeastern side of the site
two multi-modal entrances/exits with junctions at Blessington Inner Relief Road to the northwest and the local street to the southwest will be created

including that the first occupation of homes be by individual purchasers or those eligible for the occupation of social and/or affordable housing
No homes may be occupied until the developer has demonstrated that adequate childcare facilities are available to cater for the demand generated by future residents

The application required full completion of the Blessington Town Inner Relief Road to be in place before the proposed development could connect to the local public road network
An application for 69 homes in Blessington has been refused over a lack of information provided regarding the completion of the Blessington Town Inner Relief Road
the local authority also noted that housing targets for Blessington have already been exceeded
Kelland Homes Ltd applied to Wicklow County Council for the construction of the residential dwellings at Santryhill
and three duplex blocks containing 17 two-bed apartments and 17 three-bed duplex units
PV solar panels were to be fitted on the roofs of all the buildings
Planning was also sought for 132 car parking spaces and 92 bicycle spaces
The planning section of Wicklow County Council noted that
while the development is reliant on the completion of the Blessington Inner Relief Road
no targeted date for commencement was provided as part of the planning application details
and therefore to allow this development would be premature
and would result in substandard development
It was also noted that the housing targets for 2028 and 2031 for Blessington
as set out in the core strategy of the Wicklow County Development Plan 2022-2028
The new housing being proposed was considered in excess of the housing growth targets for the settlement over the development plan period
The proposed development would be inconsistent with policy objectives of the County Development Plan
be contrary to the proper planning and sustainable development of the area

Asked if it could be described as in the brutalist style
highlighted in the Oscar-winning film of the same name
its architect Derek Byrne of Henry J Lyons told the Irish Independent: “A sense of weight and mass is a trait of the brutalist style of architecture
but these attributes are also a feature of the classical renaissance style
as exemplified in the nearby Credit Union Market Building in Blessington and I was definitely chasing that sense of a building sitting firmly on the ground in the Civic Building
Brutalism was also very much characterised by rough undecorated finishes
The Civic Building would not fit the bill in this respect
The submerged fishing boat sinking under the water
Myles BuchananWicklow PeopleTue 18 Mar 2025 at 13:59Three fishermen had to be winched to safety by the Coast Guard helicopter on Sunday
after their fishing boat sank in Blessington Lakes
after members of the public alerted the gardaí that they had seen a submerged fishing vessel and three people in the water near to Valleymount Bridge
Gardaí tasked Blessington Rescue Boat to attend the scene
while they also received an alert from the Coast Guard relating to the incident
Blessington Rescue Boat was on the scene within 15 minutes of launching and the four person crew included two advanced drivers and two crew members
Three onshore crew were also involved in the incident
The fire brigade and two ambulances also arrived on the scene
but it was decided that the best option would be for the helicopter Rescue 116 to winch the three casualties from the water so they could be transported to hospital
The last person was winched from the water at 4.15pm
Blessington Rescue Boat then carried out an area search of the lake to make sure there were no other casualties who required rescuing
The rescue operation was stood down at 4.30pm after teams on Blessington Rescue Boat and Rescue 116 were able to determine that no one else had entered the water
Cllr Gerry O’Neill has praised Blessington Rescue Boat’s timely response to what was their first callout of 2025
“People must all be conscious that this is a man-made lake and is dangerous as it was a valley which was just flooded to create the reservoir
“I have to credit Blessington Rescue Boat for their prompt response to this incident
It just goes to prove how vital the life-saving service they provide
“It would be wonderful to see Blessington Rescue Boat actually receive the proper funding they require and deserve in recognition of just how important the service they provide is.”

Wicklow PeopleWed 8 Jan 2025 at 02:40New Year’s Eve
The dreadful weather in Blessington on New Year’s Eve spoiled a lot of the celebrations that were planned to say goodbye to 2024 and welcome in 2025
The heavy rain lasted all day and into the night and it was because of the terrible weather not many fireworks were set off around the town
The pubs were packed and some of them laid on some musical entertainment for their customers to say goodbye to 2024 and welcome in 2025
It was wonderful to hear the church bells of St
This is an old tradition that goes back hundreds of years so well done to the current bellringers for keeping the tradition going
Twelve months ago we had heavy rain throughout the day and twelve months on the Irish weather was every bit as bad
Maybe it will be third time lucky this year

Two lads from Eadestown played against each other in a URC match just after Christmas

Leinster had a comfortable win so it was Jimmy who was the happiest at the end of the match

AN APPLICATION FOR a major greenway in Blessington
Co Wicklow has been denied by An Bord Pleanála
A total of €6.4 million was allocated to the project as part of plans to widely expand Ireland’s walking and cycling greenways in 2020 and the loop path in Blessington has been waiting to get underway since 2022
An Bord Pleanála adjudicators denied the application last week, however
The inspector report, published by a local conservation group this week
details that the board was not satisfied that the project would not have adverse impacts on the surrounding area of the Wicklow Mountains
An Bord Pleanála also decided to refuse permission for the project to get underway after
there was insufficient reportage carried out into the environmental impact of the project
The Board Direction states that there was an “absence” of detail on what impact
the greenway construction would have had on the water quality of the nearby reservoir and
It also details that the project had not assessed how native bird species would be impacted by elevated pedestrian and cyclist presence
the report says that inspectors were not satisfied that the view of the Wicklow Mountains
would not be impacted by the construction of the project either
the Board is not satisfied on the basis of the information on file
that the proposed development would not adversely affected the integrity of the European sites in view of the [greenway's] conservation objectives,” it said
The Blessington Greenway would have consisted of 33 kilometres of walking and cycling paths surrounding the Blessington Loop
along the banks of the nearby river and Poulaphouca Reservoir
with the project being approved by Wicklow councillors
which was included in a €63.5 million package and later injected into the project in 2020
both in support of and against the greenway
were put to the inspectors for consideration
Some entries recommended amenities such as toilet facilities while other questioned the impact the project could have on the local habitats
One frequent critique in many of the submissions from local residents and landowners was that there little engagement over proposals to downgrade the bridges along the lakes to single-lane roads and other traffic management plans
The major project was set to begin construction as soon as planning was approved
separate sections in and around the areas near the river and reservoir
car-parking spaces and public bins were to be added to almost every section of the project

West Wicklow councillors are hopeful that adoption of a new local area plan for Blessington will free up plans for housing in the area which were previously rejected because the previous plan expired in 2019
The Blessington Local Area Plan 2025 is the first local area plan to be adopted in over ten years
with the previous plan in place from 2013 to 2019
An Bord Pleanála refused Cairn Homes permission for 329 residential units in Blessington following an appeal against Wicklow County Council’s decision to grant planning
The main reason for the refusal was due to the fact that no statutory zoning applied to the subject site at the time because there was no up-to-date Blessington Local Area Plan in place
Speaking about the potential for Cairn Homes to resubmit their plans now that a local area plan has been adopted
the Cathaoirleach of Baltinglass Municipal District
stated: “We hope that this will be addressed now that we have a plan in place
which paves the way forward for Cairn Homes to resubmit their application
“They would have to go through the planning process again but I think the outcome would be much more positive now that we have a new plan adopted and in place
The northern end of the relief road is developer led
so we are hoping Cairns can also get that up and going
the adoption of the local area plan is very positive for the town moving forward

meaning there was no suitable statutory zoning of the site

Permission denied for 329-unit housing development in Blessington due to zoning issues
while town park and road extension get approval
Myles BuchananWicklow PeopleTue 17 Sep 2024 at 17:00An Bord Pleanála (ABP) has refused permission for 329 residential units in Blessington on appeal
while giving the green-light for a town park development and the extension of the Blessington inner-relief road
The main reason for refusing the residential development element was due to the fact that no statutory zoning currently applies to the subject site because there is no up-to-date Blessington Local Area Plan
The appeal was taken by Ballymore Eustace Community Development Association and Ballymore Eustace Trout and Salmon Anglers Association
Wicklow County Council granted Cairn Homes with permission in April of this year for the construction of 329 residential units as part of a proposed development on 25.14 hectares within the townlands of Blessington Demesne
The scheme was due to consist of 270 houses
the planning authority has refused planning for the large scale residential development (LSRD)
as it is not consistent with the legislative preconditions for an LSRD application
in so far as it is not on land the zoning of which facilitates its use for the purposes proposed in the application
ABP is precluded from granting permission for this element of the proposed development
ABP considered that the proposed development would be premature
pending the making of a statutory local area plan for this overall settlement and which will confirm the final appropriate quantum and location of residential zoned land
Cllr Gerry O’Neill is hopeful that plans for the residential aspect of the development can be revisited once a new local area plan for Blessington has been adopted
He said: “I’m disappointed that the Board has refused this development which would have included up to 90 much-needed social houses
"At present there are 247 applicants on the housing list for the Blessington area and this development would have been great news for them
"I am hoping that the local area plan can be implemented soon which will hopefully clear the way for a new planning application and will also include a playing area and surrounding all-weather athletic track.”
The planning authority has granted permission for the 10.65 hectares town park and the extension of the Blessington inner-relief road
from the existing four-arm roundabout at Blessington Demesne lands’ running northwest of Blessington Business Park
and north of the Woodleigh residential area to a new four-arm roundabout junction on the N81 Dublin Road
The new roundabout will consolidate existing junctions with Holyvalley
Doran’s Pit and the Roadstone quarry site’ a new junction will be provided to the Roadstone Quarry access road north of the road’s alignment
The scheme will comprise a two-lane single carriageway road with cycle lanes and footpaths
road signage and all ancillary site services and development works above and below ground’ all on a site on lands within townlands of Blessington Demesne
ABP felt the plans for the town park would provide improved facilities and amenities to meet the needs of existing and future residents in accordance with the County Development Plan

Wicklow PeopleTue 31 Dec 2024 at 02:40Christmas in Blessington
Christmas in Blessington was a time of celebration for all the families in the area whose loved ones came home just to be with their families at Christmas
Many former residents had travelled from all around the world just to be back home at least for a short holiday
I wonder what did they think of the old town
Our churches were very busy with services both on Christmas Eve and Christmas Day and large attendances were reported in all the churches
The weather played its part on Christmas Day
It was mild with just a drop of rain in the morning
Many residents went for a walk or a jog to get them in the mood for the Turkey and Ham later on
The pubs were closed as per usual on Christmas and nearly all the shops did not open both on Christmas day and St
Finally there was very little traffic on the roads around the Blessington area
A Services Directory of local essential services and amenities in the Blessington area has been produced and it should be of great use to the local community especially those people who are new to the area

Some local Councillors have been in contact with the company that look after the maintenance of these lights and have been informed that it could take a number of months before they are fixed

We are very lucky that the Christmas street are shining bright every night
Let’s hope that the repairs will not take as long as have been promised
