The Euros were on so it was busy with plenty of orders coming in on a Tuesday evening. There were big chunks of lamb in the lamb Kohlapuri, which comes in a thick sauce with flavours of cumin, curry leaves, coriander seeds onions and tomato, with soaked cashew nuts adding texture. The tarka dal was chunky and substantial, with lentils and peas. A generous portion of raita is refreshing and not too sweet. All packaging is paper and plastic-free, so recyclable if clean. Corinna Hardgrave, a contributor to The Irish Times, writes a weekly restaurant column DLR in collaboration with A Playful City* and the local community are developing a co-created vision for Pearse Drive laneway in Sallynoggin to enhance it as a more playful Pearse Drive Sallynoggin is defined by a series of long streets running between Sallyglen Road and Rochestown Avenue with the majority of retail to the northeast of the laneway and public amenities to the south With close proximity to places such as St Josephs' Boys AFC and the Community & Senior Centre and so has the potential to become a key link between these key stakeholders accessible and attractive place for the local community This exciting and innovative project will be made up of multiple phases from community visioning all the way to design and execution with each phase involving listening to and collaborating with community members and lADT and Sallnoggin College of Further Education The project report is available to read below Report a problem with the Council E-mail: info@dlrcoco.ie which was discovered while cleaning out the council house he was thought to have abandoned is likely to have lain undiscovered for over a year whose body was discovered in the back bedroom of his home at 3 Sallynoggin Road Lower The inquest heard there had been three visits to the house between October 8th gardaí and cleaning contractors during which Mr Whiston’s body lay undiscovered as rubbish was piled so high his bedroom could not be accessed husband of Tanya Courage – Mr Whiston’s niece – said he had last seen him on Christmas Eve 2019 He said he was the only family member who visited him in his latter years “Michael has lived alone since his mam died in about 2008,” said Mr Courage “Michael went downhill after his mother’s death For a couple of years he’d come out to our house for dinner at Christmas but after 2010 he stopped coming out altogether.” He had helped organise a clear-out of the house “During a five-hour period they cleared out two trailer loads When we got back Michael was angry and within six months it was nearly as bad again After that he wouldn’t let me past the door.” With Covid-19 he stopped visiting him as regularly He had three sisters and they had a very bad childhood I believe this contributed to his depression and the way he lived Michael never worked and never even left the country,” he said Garda Ciaran Stone of Dún Laoghaire told the inquest he accompanied staff from Dún Laoghaire-Rathdown County Council to check on the property on October 15th The staff were “concerned the tenant may be there as he had been known to leave and return sporadically” “I was aware I was searching for a possible body and that the property was in bad condition.. There was rubbish piled chest-high.” He said having attended a number of previous incidents of deceased people he was “looking for indications of the same including visual signs He had to make a pathway through “rubbish including milk cartons piles of newspapers and alcohol bottles and climb over piles” to see into the kitchen He was not aware there was a second bedroom at the back of the house of the council’s housing allocations office said the council got a report in January 2021 from a neighbour that Mr Whiston had not been seen since before Christmas 2020 With no next of kin on file, the council contacted neighbours, consulted RIP.ie, local nursing homes and social workers for the elderly in the area. They also called to the house a few times. The last rent received had been deducted from his pension on January 20th, 2021. “Normally you would hear if someone had moved or was missing,” said Ms Donlon. Covid restrictions hampered the council’s inquiries. With no response from Mr Whiston, on October 8th, 2021 a security company, contracted by the council, entered the house and took photos before securing it. A further inspection, involving gardaí and council workers, took place a week later. A termination of tenancy notice was attached to the front door of the house on November 15th, 2021 and in February it was “returned to council maintenance section” to prepare it for reletting, said Ms Donlon. The inquest heard the body had lain so long it “had gone past” producing a bad odour Andrew Dempsey, operations manager with specialist cleaners the Ashford group, was contracted to clear the house and went there on January 20th, 2022 to take pictures and price the job. He had to climb across rubbish in the front room and couldn’t fully access the two bedrooms as they were blocked by rubbish. Cleaners began work, clearing the front rooms, on February 1st. Noel Cullen, cleaner, said they returned on February 2nd to continue clearing the house. They had to stop for a while after he found an old hand grenade dating from the Irish Civil War in the kitchen. It was removed and made safe. When they resumed cleaning, he finished the kitchen and proceeded to the second bedroom. “The door only opened about a foot. I turned on the light switch and stuck my head around the door... I then saw practically a skeleton, the remains of a human. The body was in a sitting position on the bed. There appeared to be pillows under the body which was facing towards the door. I then realised that was why they couldn’t find this guy. He was here all the time,” said Mr Cullen. He said Mr Whiston had blankets up to his head. Detective Sergeant Grace O’Boyle said she was called at 12.19pm to the house after the body was discovered. “He appeared to mummified,” she said. The inquest heard the body had lain so long it “had gone past” producing a bad odour. Mr Whiston was identified by DNA evidence, comparing samples with nail clippings from his sister, Emer Greir, who had dementia and was estranged from her bothers for many years. A postmortem by pathologist Heidi Okkers found he had been dead “at least six months”. His body had been partially preserved due to natural mummification and his internal organs were intact. He was found to have suffered no injuries and had no drugs or alcohol in his system. Evidence of severe heart disease was found. It is likely he had been dead about a year, said coroner Dr Cróna Gallagher. Describing the case as “sad” and “very unusual”, she returned a verdict of death by natural causes and gave a cause of death of “sudden cardiac death due to severe coronary artery disease”. Kitty Holland is Social Affairs Correspondent of The Irish Times What’s so good about it?Sallynoggin may not be a "destination" neighbourhood like nearby Dún Laoghaire Glenageary and Sallynoggin were pretty much one and the same "Underestimated" and "overlooked" often translates in the current market as "not short of bargains" house buyers get to enjoy proximity to these more "desirable" addresses and their myriad amenities Sallynoggin very much has its own identity with a longstanding group of residents who take great pride in the neighbourhood and hold tight to the name the area was a quiet working-class neighbourhood but as happened with Monkstown Farm and Ballybrack a young set of upwardly mobile professionals are wising up to its obvious appeal The area consists mainly of former local authority housing built between the late 1940s and the mid-1950s by Dún Laoghaire Borough Corporation there is a nice stock of old council houses that have the square footage that many families need; as an added bonus they're usually well built and well insulated Sallynoggin is a bit of a trek to the Dart but most of these nearby coastal villages are still under a half-hour walk away yet without the throngs of visitors; and if you're working in Sandyford or Dundrum Tranquil can verge on too quiet for those hoping to live near a hub Many locals would like to see more cafes and restaurants spring up in the immediate area The presence of giant retailers like Woodies and Power City often brings plenty of traffic to the area on weekends making getting around a bit of a mild annoyance three-bathroom house with an attic conversion and almost 200 sq metres of living space Closer to IADT Dún Laoghaire, 77 Kill Avenue has a Dún Laoghaire address (€595,000, via Sherry Fitzgerald Dún Laoghaire), but is a spacious four-bedroom that's less than a kilometre to the very heart of Sallynoggin. Again, certain estate agents are wont to describing Sallynoggin properties as being in Glasthule or Dún Laoghaire in their advertisements. A two-bedroom property can cost about €1,600-€1,800 per month, which is well below the average rental tag in Dún Laoghaire proper. The Sallynoggin Inn in Sallynoggin Road is a bit of a local institution, while in nearby Deansgrange, Baker's Corner (Kill O'The Grange) and The Grange (Deansgrange Road) are good for cosy local pints. Some great takeaways service Sallynoggin, from Happy Times (2 O'Rourke Business Park) to fish & chip favourite San Siro (9 Church Place). The immediate area is evidently crying out for a neighbourhood brunch spot or go-to bistro, but dozens of these are in nearby Dún Laoghaire. For years, Sallynoggin’s population was settled, with many who grew up there staying on in the area. The age breakdown is thus, according to MyHome.ie’s findings: 18 per cent of locals are under 16; 24 per cent fall into the 16-34 age category, 20 per cent are in the 35-49 bracket, 20 per cent are aged between 50 and 64, while 18 per cent are aged over 65. Playing fields on either side of Sallynoggin Road, not to mention St. Joseph's Boys AFC, are ideal for sporty families. There's a Lidl in the village for the big family shop, and Sallynoggin Youth & Community Facility welcomes those in the area aged between 10 and 18. In terms of primary schools, St Kevin's National School on Pearse Street (Catholic, mixed) services Sallynoggin. The day/boarding school Rathdown School (Church of Ireland, girls) offers primary and secondary-level education, while Holy Child Community School (multidenominational, mixed) is another popular post-primary option. The latter in particular prides itself on being inclusive and diverse, with a strong music, arts and sports programme. Glenageary Dart station is about a 20-minute walk from the heart of Sallynoggin – a trip into town this way can take about 40 minutes. Dublin Bus routes that reach Sallynoggin include the 7, 7A/B, 45A and 111, which goes to Dún Laoghaire. The network is described by locals as "reasonable", although there's a hope that things will soon improve with the implementation of the BusConnects programme. In terms of amenities, Sallynoggin has a number of small supermarkets and other local businesses such as gyms, Woodies and Power City. Parishioners in south county Dublin have expressed anger at how the Salvatorian congregation handled a church report which severely criticised how it dealt with an abuser priest. The religious congregation's response has been described as an insult to Sallynoggin parishioners. A report by the Catholic Church’s child protection watchdog, the National Board for Safeguarding Children, earlier this month looked at the case of former Sallynoggin parish priest Fr Paddy McDonagh. It found he was allowed contact with children for at least two years after allegations of child abuse were first made against him in 2002. His superiors moved him to Rome and no one was told. Fr McDonagh had been in Sallynoggin parish since 1989 where the Salvatorians had ministered from 1982. The Salvatorians, who are based in Harrow in England, have since left Sallynoggin, their only parish in Ireland. Fr McDonagh was arrested following further allegations in May 2004 and afterwards admitted he had abused more than 100 children. In December 2007 the Salvatorian priest was jailed after pleading guilty to sexually abusing several girls over a 25-year period. He died in 2009 aged 80. Sallynoggin parishioner Anne Walsh has written to Salvatorian provincial superior Fr Alex McAllister to express "great shock and dismay" at the report and how it was handled by the congregation. She described the generic statement circulated to Sallynoggin by the Salvatorians following publication of the board’s report as “shallow, lukewarm and insincere”. It was, she said, “an absolute insult”. The statement does not identify Fr McDonagh, describing him only as “Father A”, and makes no reference to Sallynoggin parish. She said it was “disrespectful also to our parish administrator and to parishioners of long standing”. “Worse still was the fact that no senior Salvatorian saw fit to come personally to deliver the actual apology and to address the people” where Fr McDonagh “had his longest tenure”. Instead, it was left to “our own good and courageous Fr Pádraig [Gleeson]” who “had first to deliver his own open and honest address to his parishioners with regard to the report, your letter of apology and the relevant media reports. He spoke at all five Masses. He was brave, open and very honest.” It seemed “to those present that the Salvatorians had once again, run for cover”, she said. A congregation spokesman told The Irish Times that although the Salvatorian province was based in Britain and had just one parish in Ireland, it invited the board to review its child protection practices. “We were not required to do so,” he said. He agreed it was because of the Fr McDonagh case. Things had changed a lot where the vast majority of members of the Salvatorian congregation were concerned, he said. The review by the church’s National Board for Safeguarding Children did not name the Salvatorian priest who abused in excess of 100 children up to 2004. However, the priest in question was the late Fr Paddy McDonagh, also known as Fr Aloysius. He was aged 78 in December 2007 when he was jailed for sexually abusing several girls over a 25-year period. He was given a four-year sentence at the Dublin Circuit Criminal Court by Judge Patrick McCartan, all but 18 months of which was suspended. In December 2002 he was withdrawn by his then Provincial from Sallynoggin parish in Dublin where he had been serving, after he had been accused by a female relative of abusing her when she was a child. But, in informing the then Archbishop of Dublin Cardinal of this, the Provincial said Fr McDonagh found “that with advancing years [73 years] he is no longer able to do many things that would need to be done and doing relatively minor things has become more stressful. In the New Year Father McDonagh will join our Generalate Staff in Rome where he will assume less onerous duties.” There was no reference to child abuse allegations. In May 2004 Phil Garland, then director of the Child Protection Service at the Dublin archdiocese, spoke to a woman in Co Roscommon who told him Fr McDonagh had abused her daughter. The Garda, relevant civil authorities, and the religious congregation were all informed. In May 2004 it was also established that Fr McDonagh had returned to Ireland from Rome on holiday and had greeted people at the door of the Church in Sallynoggin and that he had been resident in the presbytery there. Priests in the parish had not been informed about the 2002 allegations against him either. Fr McDonagh was referred to Stroud in England, a residential unit for the treatment of clergy with addiction and other issues, in August 2004. While there he admitted to having sexually abused more than 100 children, mostly but not exclusively small girls. In October 2004 it emerged that the Salvatorian congregation was aware of three abuse allegations against Fr McDonagh and that he had also celebrated Mass in Dublin over three weeks earlier, though the archdiocese had prohibited him from doing so. In July 2005 a file was sent to the DPP. It was decided Fr McDonagh should face nine charges arising from complaints by four people. The priest pleaded guilty to eight counts of sexual and indecent assault on four girls in Dublin, Limerick and Roscommon between 1965 and 1990. Sgt Gerard Daly told the court that McDonagh voluntarily admitted abusing six more victims but did not divulge further details. Sgt Daly said the abuse started in 1965 when McDonagh used to occasionally visit a then seven-year-old victim's home in Dublin. He also said McDonagh visited the home of two sisters, aged six and 10, in Limerick for long weekends in 1984 and after they said their prayers he would climb into bed with them. Sgt Daly said the most recent abuse took place in Roscommon in 1990, when the victim was six to seven years old. Fr McDonagh was sentenced in December 2007. Reporting restrictions applied to the naming of the victims and the location of the crimes. A statement was read out at Masses in Sallynoggin Church on the weekend following the sentencing of Fr McDonagh. The priest was released from prison in 2009 and died the same year. A local Sallynoggin resident has claimed that they raised concerns with Dun Laoghaire Rathdown County Council about tenant Michael Whiston (76) for the first time about a year ago and a few times in 2021 . His decomposed remains were found last week at the local authority house where he lived in south Dublin’s Sallynoggin. Greg Keegan, manager of the local Spar manager, where Mr Whiston shopped almost daily, said he was last seen there in 2020 shortly before the pandemic began. "He used to come in to do his shopping. Didn't say much really. He'd be in most days. He was a regular customer." He noticed Mr Whiston stopped coming in “just before lockdown in 2020, about then. A quiet man, there was nothing too special about him (in appearance). He came in most days, pretty much every day he’d get his groceries, a few sandwiches, down to the deli even. Then he just stopped.” A local person, who does not wish to be identified, became concerned about Mr Whiston towards the end of 2020, noticing he had not been seen about for some time. “He used to be out for a walk most days.” This person said they first wrote to the council raising these concerns “about this time last year. I wrote to them about six times (in 2021).” There were some follow-up phone calls but nothing else happened, they said, “Towards the end of last year there were two gardaí passing and I spoke to them about him,” the person said. Some time later Dun Laoghaire Rathdown Co Council posted a notice on Mr Whiston's door confirming his tenancy at the house would end "with immediate effect" unless he contacted them within a month of its being served on October 15th 2021. The notice remains on Mr Whiston's door. Last week council workers went to clear out the cottage cottage after they had tried to contact him and apparently concluded the house had been abandoned.
