moving the Volcani Institute - Agricultural Research Organization from its campus at Bet Dagan
and reducing the area of the Mikveh Israel agricultural school
are at the top of the government’s housing plans for 2025
This is alongside extensive plans for raising the supply of housing through what are called "mega roof agreements," and distribution of aid to advance urban renewal projects
These measures are the basis of a highly ambitious government housing plan for next year
Central to the plan is the government’s desire to move the bases at the "Kirya"
the IDF’s headquarters in central Tel Aviv
the military training bases at Glilot on the border of Tel Aviv and Herzliya
to new locations to be determined by the Israel Land Authority
and the Budgets Division of the Ministry of Finance
According to the timetable in the proposal
the bases at Glilot will be moved to a new location by the end of 2026
within four months the Israel Land Authority
the Ministry of Defense and the Budgets Division will come to an agreement on realizing this decision
including the costs of removal and the location of the land to which the bases will be moved
the plan instructs the Israel Land Authority to advance the planning for the sites that the IDF will evacuate within 45 days of the decision
and to start planning the IDF bases in the new locations chosen for them
allocating priority to these plans in the planning and building institutions
with today’s technology there is no need for such extensive areas as are currently taken up
The government also wants to move the Volcani Institute to a new location
in order to increase substantially the supply of housing in the heart of the areas in high demand
the Ministry of Defense and the Ministry of Finance Budgets Division are to formulate a detailed agreement on realizing this decision
historic agricultural site that the government plans to deal with is the Mikveh Israel youth village and agricultural school
The government’s decision calls for the Ministry of Finance to reach a detailed agreement with Mikveh Israel-Kol Israel Haverim
part of the Alliance Israélite Universelle
on the planning and development of housing units on part of the land currently used by the school
while the Israel Land Authority advances planning for the land that will become free
The government also seeks to instruct the minister of construction and housing and the minister of finance to sign "mega roof agreements" within 90 days of the decision with local authorities that have plans for at least 15,000 housing units due to be approved within a year and a half by the planning institutions
these local authorities will commit to allowing the sale of land within their jurisdiction
at a rate of at least 5,000 housing units a year
and the local planning authority will commit to being prepared professionally to approve applications for building permits within 90 days
The plan also attempts to deal with the slow progress of urban renewal projects
and it includes a substantial increase in government aid for projects that are not worthwhile economically
and reinforcement of buildings against earthquake
Owners of apartments in such buildings will be required to repay the government aid
What are the chances of these plans being carried out
It’s hard to believe that they are high
To take the removal of the Kirya bases: the target date is 2030
even if the IDF and the Ministry of Defense rapidly come to agreement with the Israel Land Authority and the Ministry of Finance om alternative sites
Shifting the Volcani Institute was an idea of former minister of agriculture Uri Ariel
and it met with opposition both within his ministry and from the Rishon LeZion municipality
within whose jurisdiction the institute lies
Reducing the area of Mikveh Israel is another move that will arouse public opposition
since the school is perceived as a green lung in the Tel Aviv metropolis
not to mention the school’s historic status
it must be said that very few local authorities currently meet the condition of available plans for 15,000 housing units
Those that perhaps do are those that already performing well in construction - places such as Ashkelon
but have yet to construct many housing units under them

The Israeli breeder of the world's heaviest strawberry
recently certified by the Guinness Book of World Records
Nir Dai is delighted by the sheer size of his creation
a researcher from the Israel's Agricultural Research Organization (ARO)
near Tel-Aviv told FreshPlaza this unusually large strawberry was developed under a unique set of circumstances
It is bigger and heavier than your average mobile phone,18 cm long
This strawberry is of the Ilan variety and was grown by the Ariel family business "Strawberries in the Field" (תות בשדה משק אריאל)
which was officially weighed on 12 February 2021
The Guinness World Record only confirmed the record during early February 2022 allowing Chahi to boast proudly and officially about his giant strawberry find
selected and tested over a 5 year period by Dr
He said this unusually large strawberry was developed under a unique set of circumstances
“Due to the cold weather in 2021 the crucial growing stages from flower to ripening was delayed
It took around 45-50 days in the ripening stage because of the weather and the cultivar
Some berries can make this phenotype but Ilan in its first flush saw some flowers fusing together and you get this huge round strawberry,” explained Dr Dai
“Ilan was commercialised 4 years ago mainly in Israel
Hopefully they will introduce it commercially
with less than 200 growers and a little more than 400 hectares
which depending on planting is ready about 1 month later than the early cultivars,” explains Dr Dai
did the record breaking Ilan strawberry taste as good as it looks
“Ilan berries are firm and sweet and have a long storage life
Here in Israel when growers mark and sell the different varieties of strawberries at farm stalls
Ilan berries are sought after by the public
the strawberry packaging is generic with little consumer recognition
the record-breaking strawberry was never tasted as it is frozen and kept for display purposes by the Guinness organisation,” says Dr Dai

Arid lands are among the world’s most fragile ecosystems
made more so by periodic droughts and increasing overexploitation of meagre resources

On March 17, former Mossad chief Meir Dagan passed away at the age of 71
An examination of Dagan’s career illuminates how creative thinking and bold approaches can enable intelligence organizations to adjust to changing environments
while at the same time demonstrating that the use of power has its own limitations
It also sheds light on several key issues regarding the relationship between policymakers and senior intelligence officers and how politics is always a part of the equation
he retired and began working closely with several prime ministers — including Yitzhak Rabin
The latter appointed him as head of Mossad in 2002
and his term was extended both by Prime Minister Ehud Olmert and later by Netanyahu
he retired after serving almost 50 years in the Israeli security world
resourceful and successful heads of Mossad
he brought about deep changes in the structure and operations of the agency
He adjusted the Mossad to a new set of challenges: new types of sophisticated terror
and (above all) the attempts to prevent Iran from achieving nuclear capabilities
the Mossad focused primarily on the operational aspect of intelligence work — i.e.
as it would give the Iranians justification to turn onto a nuclear military path and would push Tehran to retaliate via its Hezbollah and other terrorist proxies
Australia and Israel after the Dubai police revealed that the assassins had used forged U.K
Despite these tactical successes of Dagan’s Mossad
one can rightly question the success of the overall efforts to prevent Iran from becoming a nuclear power
despite the almost unlimited resources the Mossad had received in order to stop Iran’s nuclear plan
it was international economic pressure that convinced the Iranian leadership to engage in talks with the West and stall its nuclear race
The nature of Dagan’s leadership and strategic vision come further into focus when one considers his successor as head of Mossad: Tamir Pardo, who has just recently retired. Pardo was the exact opposite of Dagan: more conservative and more collegial with his bosses
though he did not always see eye-to-eye with Netanyahu on Israel’s strategic challenges
who brought this debate out into the public
The two also represent different approaches to the profession of intelligence in general: While Dagan strongly believed in old-school covert but kinetic operations (e.g.
Pardo invested a great deal of effort and resources in the cyber domain
believing it to be Israel’s main future battlefield
While Dagan’s term was characterized by significant structural
whose main purpose was to promote the agency’s operational capabilities
Pardo reacted differently and strived to improve the agency’s technological capabilities
Given the conservative nature of the community
it needs both more brave managers like Dagan and more updated and technologically oriented approaches such as those of Pardo

Some 18 researchers at five institutions in four countries are hard at work trying to find a solution for Tilapia Lake Virus (TiLV)
a contagion causing high rates of mortality in farmed and wild tilapia stocks in Israel
Tilapia is farmed in 80 countries worldwide but the leading producers of this protein staple are China
There have been no reports of an outbreak of TiLV in China to date
executive director of the China Blue Sustainability Institute
said the Chinese government is being urged to begin field investigations
“Right now we’re going through a high-temperature season during which tilapia easily get sick,” she noted
“Most symptoms reported from farms showed regular afflictions
and we’ve heard of no particular fears or concerns about TiLV among our partners to date.”
a veterinarian with the Kimron Veterinary Institute in Bet Dagan
was one of the first to link tilapia mortalities to TiLV back in 2010
“At that time we saw tilapia catches decrease in the Sea of Galilee and suspected it was a virus,” he said
“We sent samples to reference labs and colleagues across the world but no-one could point towards a known agent.”
a colleague and molecular virologist at Tel Aviv University and together they began examining the cytopathic effects of TiLV
“In our initial experiments we induced the disease in cells and found that a small portion of the tilapia survived the infection,” Bacharach said
“Those fish were immune to further exposures of the virus
So we started thinking about ways to vaccinate the fish.”
TiLV has real potential to be devastating to the industry
“We have a few approaches to inducing immunity to this pathogen in tilapia populations
One is keeping an attenuated strain of the virus alive with the ability to replicate
yet without its virulence,” Bacharach added
involves expressing a limited set of the proteins derived from TiLV and exposing the fish to this.”
The researchers are also trying to identify tilapia strains or species that are less susceptible to TiLV
we try to hybridize these less susceptible fish with commercially grown fish,” Eldar said
The two researchers are collaborating with others at Columbia University in New York
Grant funding has been supplied by a U.S.-Israel Binational Agricultural Research & Development Fund and a fellowship from the Manna Center Program in Food Safety and Security at Tel Aviv University
“This is a disease affecting poor countries in Africa and East Asia
not a disease found in Europe or North America,” he explained
a major protein source and source of work in the developing world
and not the next big issue for the fish industries in America or Europe
which is why more funding of our research is not readily available.”
Tilapia is the world’s second-most farmed fish
estimated at between 4.5 and 5 million metric tons annually
Israel’s annual tilapia yields have plummeted up to 85 percent and similar mortality rates have been reported in Ecuador and Colombia
TiLV has real potential to be devastating to the industry,” Bacharach said
“We were the first to report on this disease in Israel in 2014
the same year it was reported in Ecuador,” Eldar noted
there have been more and more publications of outbreaks in Asia and South America and every week we’re approached by colleagues asking for information on how to culture and detect the virus
This leads us to believe that TiLV is occurring all over the world.”
While the Food and Agriculture Organization (FAO) says TiLV does not pose a risk to public health
it issued an alert through the Global Information and Early Warning System asking countries importing tilapia to intensify their diagnostics testing
deploy quarantine measures and develop contingency plans

Viruses often are the most potentially damaging pathogens in nature, affecting both wild stocks and farmed animals. Due to an Infectious Haematopoietic Necrosis (IHN) viral outbreak that occurred in Atlantic salmon in British Columbia, Canada some years ago, a vaccine for IHN was developed against this serious threat.
At this year’s GOAL conference in Guangzhou, China, leading animal welfare and aquatic animal disease experts will share knowledge about how producers can gird their operations. EMS, EHP, streptococcosis and sea lice will be addressed, as will the latest in area management.
The next step for shrimp breeding will be developing animals that aren’t just disease-free, but increasingly resistant to multiple pathogens. The industry is globalizing, with suppliers setting up shop overseas. But its birthplace will always be Hawaii.
Biosecurity measures and preventive strategies are essential in any biological production chain. Properly planned and implemented biosecurity programs will enhance animal health, production and economics.

This ambivalence is evident, too, on the Israeli left. In 2008, the columnist Gideon Levy criticized Channel 2 when it declared Dagan Israel’s “man of the year.” (“Our man of the year is a declared killer,” Levy wrote. “Whether by box-cutter or car bomb, his craft is killing. His killer instincts are our source of pride, the peak of our creativity.”) Three years later, after Dagan went public with his criticism of Netanyahu, Levy celebrated Dagan for his “responsible and courageous act.”
“I was an Army captain in 1973 and I saw the discussions of our military and intelligence leaders,” he said. “None of them were stupid. This was Israel’s best team. Nevertheless, they made mistakes—mistakes that cost twenty-five hundred lives. I don’t want to find myself in a situation where I look back and I haven’t acted and spoken from my conscience.
“Don’t be mistaken, I am not a liberal by point of view,” he went on. “If I thought the use of brute force on Iran would stop the nuclear threat in the region and to Israel, that would be one thing. I am judging things from a practical point of view. . . . You have to take into consideration the following questions about an Israeli attack: What would be achieved? What about five minutes after? And what are the consequences of such an attack?”

Ya’alon is a tough but subtle operator, and he is known to be more reluctant than Netanyahu and Barak to launch a bombing campaign against Iran. “It is not our preference to do it ourselves,” he told me. “This is achievable without the military option, which I consider a last, last resort. But so far I don’t see that the Iranians are ready to give it up.”
But isn’t proliferation inevitable? We’ve even learned to live with a bomb in Pyongyang. “North Korea has no aspiration to impose its regime and ideology globally,” Ya’alon replied. “It wanted a nuclear weapon to defend the regime and to exercise blackmail. Even Pakistan, which is complicated and dangerous enough, does not want to impose its regime globally. Iran is unique.
“We face a fanatical, messianic, apocalyptic regime with the aspiration to defeat Western civilization,” Ya’alon said. “And in this picture Israel is the minor Satan and America is the great Satan.”
For Netanyahu, reliance on the United States smacks of timidity and a repudiation of national purpose. As Moshe Halbertal, a professor of philosophy at the Hebrew University, put it to me one morning in Jerusalem, “If Netanyahu fails, in his terms the entire raison d’être of Israel falls apart—meaning, if we cannot face up to the new Hitler, who am I? Who are we? At this point, he would have to be courageous not to attack Iran.”
“In 2003, as the United States invaded Iraq, Iran felt under siege,” he went on. “The great Satan was at their borders and threatening. . . . The Iranians learned from North Korea, Pakistan, and India that a state with a nuclear weapon will not suffer interference the way a state without one does.”
Dagan smiled. Then he said, “As for the ‘man who knows how to play the piano,’ if you look back at his career, every major strategic approach when he was Prime Minister was a failure: his meetings with Arafat at Camp David, his attempt to make peace with Assad of Syria, his retreat from Lebanon, which brought Hezbollah to our borders. And there are other examples. I’m not under the influence of such a renowned, clever man.”
As we were talking, Dagan interrupted himself and motioned to the spread of dates, nuts, and candy that he had laid out on the coffee table in front of us. “Look!” he said, with a mock-wounded expression. “You haven’t touched a thing!”

on broiler live performance from 1 to 48 days of age
A group of Ross 344 x 708 male chicks were assigned to a factorial arrangement of treatments consisting of two dietary inclusions of coarse corn (CC) in the presence of two feeding programmes (ad libitum or time-limited)
Each of the four treatment combinations was replicated with 24 pens of 15 birds each
Fine corn (FC) was ground to 262 microns (2.4 mm screen) while CC was ground to 1082 microns
The FC and CC were blended to create the CC inclusion levels of 20
Feed intake and bodyweight were determined at 14
and 48 days of age and adjusted feed conversion ratio (Adj FCR) was calculated by including bodyweight of mortality
The CC broilers consumed less feed but there was no effect on bodyweight
Broilers consuming the 20-35-50% CC diet series exhibited decreased relative proventriculus weight but increased relative gizzard weight
Feed intake and bodyweight were increased by ad libitum feeding
time-limited feeding improved Adj FCR while it decreased mortality to 49 days
probably due to decreased cloacal temperature
The study demonstrated that CC and time-limited feeding significantly improved AdjFCR
The mechanism responsible for decreased mortality of broilers grown in hot weather may be a lower body temperature

Meir Dagan was an Israeli soldier and spymaster who was widely credited with setting back Iran's nuclear program through covert and daring operations as the director of the Mossad intelligence agency from 2002 to 2011
takes part in a ceremony in Tel Aviv in 2010.Credit: AP
Prime Minister Benjamin Netanyahu of Israel
referred to a well-known and chilling photograph showing Dagan's grandfather kneeling and humiliated before Nazi soldiers shortly before he was killed in the Holocaust
"Meir was determined to ensure that the Jewish people would never be helpless and defenseless again," Netanyahu said
"and to this end he dedicated his life to building up the strength of the state of Israel."
Dagan (pronounced dag-ANN) publicly criticised Netanyahu and his defense minister
over their policy of preparing for a military option against Iran's nuclear program
He told an audience at a conference in Jerusalem that a strike on Iran's nuclear installations would be "a stupid idea"
Dagan argued that military action might not achieve all its goals and could lead to a regional war
His criticism became more personal after the military chief of staff Gabi Ashkenazi and the director of the Shin Bet internal security agency Yuval Diskin left office
Ashkenazi and I could block any dangerous adventure," Dagan was quoted as saying
"Now I am afraid that there is no one to stop Bibi and Barak," he added
Dagan oversaw a number of reported operations that were hailed as great successes in Israel
One was a joint US and Israeli effort that produced the Stuxnet computer worm
a program that appeared to have wiped out about a fifth of Iran's nuclear centrifuges
It had been tested at Israel's heavily guarded Dimona nuclear facility in the Negev
Though he never spoke publicly about his role
Dagan was central to the Israeli part of the program
conferring regularly with senior members of then-president George W
the world powers reached a deal with Iran to curb its nuclear program
which Israeli leaders consider an existential threat to their country
Dagan provided US officials with the pictures that proved that Syria had been building a nuclear reactor with North Korean help
The Bush administration declined to bomb it but
Israel destroyed it in an air raid in September of that year
Dagan was regarded by reporters as humourless
He criticised Israel's political leaders for failing to pursue seriously a peace initiative with the Palestinians
and last year he again lashed out at Netanyahu shortly before the general elections returned him to office for a third consecutive term
stronger by far than all the countries in the region
is incapable of carrying out a strategic move that will improve our situation?" Dagan asked at a rally in Rabin Square in Tel Aviv calling for political change
"The answer is simple: we have a leader who is fighting one campaign only
the campaign for his political survival."
Dagan said at the rally that he was "not a man of speeches" or a member of any political party
"The only party I am loyal to every day is the state of Israel," he said
Other reports said he was born on the floor of a train
as his parents travelled between Poland and the Soviet Union
He immigrated to Israel with his family in 1950
and enlisted in the Israeli military in 1963
He served in the paratrooper brigade and fought as a company commander in the Arab-Israeli War of 1967
the general who became prime minister of Israel
to establish a special unit to combat militancy in the Gaza Strip in the 1970s
He was later appointed commander of the South Lebanon region
He retired from the military in 1995 with the rank of major general
Dagan then joined Israel's counterterrorism bureau under then-prime minister Shimon Peres and was later appointed head of the bureau
He returned to the military in the late 1990s
joining the general staff and serving as a special adviser to the chief of staff
It was Sharon who appointed Dagan to lead the Mossad
where he served as director under three prime ministers: Sharon
Israel does not acknowledge responsibility for operations abroad
blamed Israel for the 2008 assassination of Imad Mughniyeh
whose car exploded in the heart of Damascus
In a more embarrassing episode on Dagan's watch
the Palestinian Islamic militant group that controls Gaza
accused Israel of killing one of its senior officials
Israelis initially celebrated the 2010 operation but then the Dubai police released images showing some of the 17 people suspected of being in the hit squad bumbling about in almost comical disguises
described Dagan as "one of the builders of the foundations of the theories of the war against terrorism
of special operations in the military and within the intelligence community"
Marking Israel's Holocaust Remembrance Day in April 2010
the popular Israeli newspaper Yediot Aharonot printed the photograph of Dagan's grandfather on its cover
Dagan's voice broke with emotion as he linked his personal connection to the Holocaust with his lifelong mission of trying to safeguard Israel
"During all the years of my service," he said
"I carried with me from place to place the photograph of my grandfather taken a moment before he was murdered by the Nazis
I swore that that would never happen again
I hope and believe that I have done everything in my power to keep that promise."

Warning: there are massive spoilers for Jedi: Survivor ahead
Set five years after Jedi: Fallen Order and 10 years after the events in Revenge of the Sith, Star Wars Jedi: Survivor is another amazing tale in the Star Wars ever-expanding lore
The game, which can be played as a standalone if you didn't try the first title, introduces formidable enemies and new faces in the Jedi Order. Dagan Gera is one of these new faces
It's not long into Jedi: Survivor that players come across the characters
But who is Dagan — and what do you need to know to take him down in the title
Dagan is the one in the Bacta Tank who Cal stumbles upon early in his journey
we learn that the one-armed man was a Jedi at the same time ZN-A4 (aka Zee) was sent on her mission to retrieve the key to Tanalorr
Santari Khri was Zee's master and close with Dagan when the Jedi were prominent on Koboh
When he emerges from the Bacta Tank two centuries after the fall of the Jedi
Cal initially believes he has another Jedi on his side to help restore the order — but it quickly becomes clear that Dagan has turned to the Dark Side
Dagan's main goal is to return to Tanalorr
though it quickly becomes clear that his reasons for wanting to do so are not in the interest of the greater good
Cal will need to retrieve the key and directions to the long-forgotten planet before Dagan
Cal facing off against Dagan for the first time
Though Dagan is not the only villain you will face off against in Jedi: Survivor
he will definitely be one of the most difficult to beat in combat
There are three separate boss battles in which you will have to face off against the ancient Jedi
Not only does Dagan have impressive lightsaber skills to spar against
but he also has dangerous Force powers that Cal is far from immune to
As is the case with most of the bosses you'll face off against in Jedi: Survivor
parrying will be your best bet to defeating Dagan
You'll want to parry as many of his blows as you can or wait for gaps in between his combos to strike
If you have a companion with you during your face off against the Jedi
making them easier to attack in a flurry and deal some serious damage at once
There are also moments where Dagan's lightsaber will swing around the field
he is far from lacking in his combat skills
It's best to avoid the lightsaber when it's making a path of its own accord
unless you're incredibly skilled and feel confident parrying it
Your battles against Dagan will be difficult — but Cal is a talented Jedi
