The Planning Administration recently announced that the Tel Aviv District Planning Commission had decided to deposit the Givatayim Northwest Plan
The plan refers to the area around the western end of Katznelson Street and Aliyat Hanoar Street and includes something that Givatayim residents are not used to - 30 floor towers and some even as high as 45 floors
Other such plans are also being drawn up and the question is when will all this actually happen
"Daring planning but not certain it can be implemented"
The Northwest Plan is being pushed forward by the Givatayim Municipality and the Urban Renewal Authority and includes several renewal tracks: strengthening demolition and building in the heart of the neighborhood
demolition and rebuilding along the main streets of Katznelson Street and Aliyat Hanoar Streets with 32-45 floor buildings
The average apartment will be 85 square meters
with 30% of the apartments just 40 square meters in size
Genuine urban renewal and not buildings just in the areas surrounding the city
These are areas bordering on Ramat Gan and Tel Aviv and there the ambition is to build high
there will be urban renewal but there we want to protect what already exists
"The plan that was approved for deposit by the District Commission is a little different from what it was several months ago because we came to the conclusion that the original version was too overwhelming
this today includes less urban renewal areas
I know that there are residents who fear building high and the word tower but they must understand that if the plan is executed
Architects Association chairman of the regulations committee Benny Perry makes calming comments
"I'd bet now on it taking 20 years until the plan is realized." Perry has served in the past as Givatayim's City Architect
"You have to remember that for the purposes of renewal in these areas we are steamrolling another urban fabric
I have no sentiments towards the existing urban fabric
which was built according to incorrect criteria but in those 20 buildings that they will steamroll there are residents and there are an infinite number of opinions
The planning that they are doing here is very daring
and it is not certain that it will be possible to implement it
It's hard for me to see how they will easily persuade existing tenants to take an apartment on the 25th floor of a new tower
So the question is if there is any chance of realizing it
not in 20 years but in the next 100 years."
A main part of the renewal program for the northeast of the city is to "strengthen Katznelson and Aliyat Hanoar Streets
which rely on existing public transport systems and in the future on planned mass transit systems for the region." This refers to the M2 Metro line
which will run beneath the length of Katznelson Street
It will be colonnaded along its entire length
with a covered 3.25 meter sidewalk and buildings jutting right out to the street
There will be a 2 meter cycle path on each side of the road with a bus lane and one lane for cars
"The plan expands the main roads and generally provides changes and upgrades transport which will relieve the traffic flow
Katznelson itself will be significantly wider
"Generally speaking Givatayim is a small city and its many residents usually get to places by walking so we have focused on plans for walking
The Metro will also provide a broad solution for public transport users as well as the mass transit project
(which will also pass along Katznelson) but there is no doubt that improvements are required on the subject at a national level."
Perry stresses that the plan has many things that express proper planning practices
"The desire to create streets of proper proportions
The cross section of Katznelson Street is very interesting and allows comfortable walking
a walkable city where it will be fun to live
The overall plan for Givatayim is to enlarge construction around the main transport arteries and near the city's boundaries interfacing with Tel Aviv and Ramat Gan
In the city center construction will be allowed up to eight floors
up to 16 floors in the older neighborhoods and 40-floor towers in the northwest and south of the city
Givatayim's trend towards towers can already be seen on the land closest to the Ayalon Highway in the City complex
while nearby the 55-floor Hi Tower is being built
the 40-floor Korazin Tower was approved for the south of the city and both the Histadrut and Rambam areas are planning 25,35
and even 45-floor high-rise residential towers

Israeli law firm Fischer (FBC) is leaving the Azrieli Town project and has signed a leasing agreement with Tidhar Group
Union Group and Himanuta for 14,400 square meters of space on eight floors in the Beyond Towers project in Givatayim
The agreement includes an option to increase the amount of space leased by several thousand square meters
currently under construction by the Ayalon Highway's Arlozorov Interchange
are about 300 meters from the law firm's current offices in Tel Aviv's Azrieli Town project
"Globes" estimates that FBC will be paying rent of about NIS 80-90 per square meter per month for a total monthly rent of NIS 1.15 million or NIS 13.8 million per year

Givatayim Municipality has approved for deposit with the Tel Aviv District Planning and Building Committee
a large urban renewal plan on the eastern border of the city
The plan includes the construction of 4,000 housing units in 15-30 floor towers
and the demolition of the 1,900 apartments in the area at the moment
An additional 936 housing units will be built as part of the urban renewal program and 269 existing housing units will remain unchanged
The plans covers 238 dunam (238,000 square meters) in the eastern streets of Givatayim including Ben Gurion Street on the border with Ramat Gan

The Mitzpor Shalom lookout in Givatayim is one of the most beautiful lookout points in the entire Tel Aviv region
It provides a wonderful view of metropolitan Tel Aviv
and is one of the most popular meeting places for residents of Givatayim - for now
Part of the panorama from the outlook is liable to be blocked by buildings in the coming years in an urban renewal plan right below the lookout post being pitched to the tenants by Dunietz
The project is slated for construction on the slopes of Kozalawsky Hill
one of the hills from which the city's name is derived (Givatayim means "two hills")
The five-dunam (1.25-acre) site contains seven old buildings at 54-56 Hameri Street and 1-9 Nitzana Street with six floors each having a total of 42 apartments
Sources inform "Globes" that one of the apartments in the buildings to be demolished belongs to Tel Aviv District Planning and Building Commission chairperson Daniela Posek
who is therefore enjoined from hearing the plan
Tel Aviv District planning deputy Tali Dotan is replacing her for purposes of the discussion
The Local Planning and Building Commission is deducting one floor
the Givatayim Local Planning and Building Commission discussed the plan
Dunietz wants to demolish the seven old buildings and build four new buildings in their places: two with nine storeys above ground in the southern section of the site and two buildings with five storeys above ground in the northern section
A total of 120 new apartments with 113 square meters each in main space will be built
The Local Planning and Building Commission approved the project
subject to reducing the height of the northwestern building by one storey and the total number of apartments to 105
and recommended it for deposit at the Tel Aviv District Planning and Building Commission

In the discussion at the Tel Aviv District Planning and Building Commission in September 2018
the Commission approved the plan for two eight-storey and two five-storey buildings with a grand total of 105 apartments and 106 square meters of main space per apartment
20% of the apartments in the plan will have up to 75 square meters of space
"The plan is located in a area on a steep slope
Designing the underground parking floors is very difficult
and construction areas are therefore needed in order to ensure the underground parking spaces
The difference in height between Nitzana Street and Hameri Street is six floors
The plan contributes additional parking spaces to the surrounding area
and creates the easiest possible connections between Hameri Street and Nitzana Street."
The Tel Aviv District Planning and Building Commission also ruled that construction could be no higher than 98 meters on the south and 87 meters on the north in order to maintain the lookout from Kozalawsky Hill and Mitzpor Shalom
The plan includes a parking lot for the apartments and a public parking lot with 20 spaces
The Tel Aviv District Planning and Building Commission described the area as "view-sensitive
while preserving the views observed from the its surroundings of metropolitan Tel Aviv." The document states
"The plan preserves the views from the hill
including the unique topography and the staircase for pedestrian traffic between the two streets."
Objections by both the company and the neighbors
Two objections to the plan were filed after it was deposited
which argued that the changes in the plan by the District Planning and Building Commission
among them the reduction in the number of floors and apartments
detracts from the chances of implementing the project on the site
The company added that the District Planning and Building Commission had added an instruction requiring the preservation of the lookout point from Kozalawsky Hill
even though the Givatayim Local Planning and Building Commission had not inserted such a clause
The company said that the clause was irrelevant
because no lookout point from Kozalawsky Hill would exist under the Tama 38 plan
while the deposited plan preserved the looking point from Mitzpor Shalom
the company asked that it be allowed to build a 14-storey building and improved the design on the site
Another objection in the opposite direction was filed by a neighbor of the plan
who argued that if the plan is approved in its current format
the volume of construction would be five times the existing volume
which would damage the view from Mitzpor Shalom
which he described as an "inalienable asset."
stated that the designers of the plan were seeking approval of 87 meters in height for the two buildings
which was 14 meters higher than Mitzpor Shalom
and that this would damage the view of the city and the sky and substantially hamper the existing panoramic view
The opponent therefore asked that the height of one of the buildings be reduced from 87 meters to 71 meters and that the height of the third of the four buildings be reduced from 98 meters to 87 meters
"The requested construction space indicates an intention of increasing the number of apartments to over 105
thereby increasing the number of vehicles in the project
This will exacerbate the already existing parking shortage."
Responses: The view from the hill will be obstructed
The Givatayim Local Building and Planning Commission said that it could not comment on the plan before the discussion of the objections
The Tel Aviv District Planning and Building Commission said in response that since the plan was at the stage of hearing the objections
It added that all of the legally submitted objections would be discussed
and a decision on them would be taken in the framework of the Commission
"Development of the plan is designed to meet an immediate need of the tenants to renew their residential surroundings
which suffer from impossible access conditions
and buildings constructed 60 years ago that are now in a shaky and deteriorating state," Dunietz said
"The company submitted an objection seeking to improve construction on the site through spacious

Meitar Law Offices has leased 30,000 square meters

Hazan was just 18 months old when authorities there began to arrest Jews without French citizenship
It was then that Hazan's Polish father was arrested and sent to a death camp
her mother had gone on a short visit to visit her aunt
Her mother had planned to return to Cannes by train but she was arrested along with other Jews that had been at the station with and sent to Auschwitz and to their deaths
Hazan and her brother then went to stay with their grandparents
that family would change Colette's and her brother's last name to theirs and smuggled them across the Spanish border
Her grandparents feared the children would be taken
made contact with a Christian family living on a farm on the Spanish border that helped hide Jewish children
Hazan and her brother would remain in hiding on the farm for years until the end of the war when they were reunited with the grandparents
Hazan's story will be broadcast on the Israel Hayom website at 7:30 p.m

Tadmor-Levy law firm has signed a leasing agreement with Azrieli Group (TASE: AZRG) for three more floors and extended its existing leasing agreement
Azrieli Group is now leasing nearly 15,000 square meters of office space in the Azrieli Center square and round towers for the next 10 years
Tadmor-Levy has leased 10,600 square meters in the round tower and is now leasing 4,155 square meters on three full floors in the square tower
which is being vacated by IBM Israel's development center
IBM has laid of employees and has told "Globes" that it is consolidating its development center in the Shahar Tower in Givatayim near the Ramat Gan Diamond Exchange
Market sources estimate that rents in the Azrieli towers are between NIS 130 and NIS 150 per square meter per month
Tadmor-Levy will pay Azrieli Group NIS 1.95 million per month
NIS 23.4 million per year and NIS 234 million over the 10-year lease
another large law firm that is a tenant in Azrieli Towers recently extended its lease by 10 years

Tadmor-Levy was formed in 2022 from the merger of Yigal Arnon and Tadmor Levy and is one of the biggest law firms in Israel with 600 employees including 450 lawyers and interns
The firm also has thousands of square meters of office space in Jerusalem
Tadmor-Levy told "Globes" that the lease extension for such a long period represents a vote of confidence and continuing partnership."

Eitan Erez today submitted a request to the Tel Aviv District Court for the sale of four of Inbal Or's apartments in Ramat Gan and Givatayim encumbered by the bank
The apartments are at 34 Reines Street in Givatayim
Mizrahi-Tefahot Bank is seeking to foreclose its mortgage registered on the properties
Amit Pines and Erez as permanent receivers for the properties
including giving them all the authority required to sell them
It was reported last Friday that real estate developer Inbal Or had "broken into" an apartment in Givatayim
In a petition by Erez to the Tel Aviv District Court
he demanded that Or be barred from using the apartment on Lamed Heh Street in Givatayim
to which he alleged Or had transferred property
owned by one of the Or City Real Estate companies
because Mizrahi-Tefahot Bank has a lien on it for coverage of Or's debts
when representatives of the receiver went to the apartment
they saw an employee of Or working there and property belonging to her
The Court yesterday granted the receiver's petition and ordered Or to desist from using this apartment

2012A 70-story tower - what will be Israel's new tallest building - will go up in the Givatayim neighborhood known as the City near Ramat Gan's Diamond Exchange
The Tel Aviv regional planning and building committee approved the plan on Thursday for the 235-meter-high skyscraper
It is also expected to house some of Givatayim's municipal offices

A large square will be built in the middle of the complex to serve as a park
which will be connected to surounding areas with bridges and uindeground passages
Construction is expected to cost around NIS 1 billion and last about five years
The architects say that in a worst-case scenario they will complete the job by the end of the decade
But the building may not keep the title of Israel's tallest for long; the new Elite Tower is expected to be built nearby at 74 stories and 270 meters
Shaul Elovich's Eurocom Global Real Estate owns 76% of the land for the 70-story building
the Jewish National Fund's Himnuna subsidiary owns 18% and private investors 3%
It will most likely be called the Eurocom Tower
The company will not sell space before construction starts
The skyscraper will be a bit taller than the nearby 68-story Moshe Aviv Tower in Ramat Gan
The building will go up between the Ayalon Highway and Shefa Tal and Arvei Nahal streets
It will have an underground garage with 950 parking spaces
The three bottom stories will be a commercial mall with about 10,000 square meters of space
Above that will be a large convention center with offices on the floors above that
the building will contain about 84,200 square meters
The company bought the land in the mid-1990s
The regional planning committee's appeals panel gave the final approval on Thursday
The biggest worries concerned parking and public transportation
But the committee took into consideration the tower's location near the Ayalon Highway and the train station on Tel Aviv's Arlosoroff Street
as well as the planned route of the Tel Aviv light rail
The committee also reduced the required number of parking spaces by 50% in an attempt to force people to take public transportation and reduce congestion on nearby streets
The committee also decided to allow the building to reach the height of the nearby Moshe Aviv Tower to keep the skyline at a uniform height
Last week the committee approved the first stage of a huge project at the other end of Givatayim
It will start with two 27-story office towers
The late Amnon Niv and Amnon Schwartz planned the 70-story building
across from Ramat Gan Stadium we're planning a 60-story tower that will be the tallest building in the Bnei Brak area
and this tower will be the symbol of Givatayim," said Schwartz
The building was designed to withstand earthquakes; that's the reason for its unique design and structure
70% of the views will face the Mediterranean Sea
and the necessary mass transit systems don't exist yet
Givatayim to increase tax revenues by 25%
Givatayim Mayor Reuven Ben Shahar cited policy to promote high-rise construction on the city's outskirts while preserving the fabric of residential neighborhoods and the city center
The mayor added that the new building and other planned high-rises would significantly increase the city's municipal tax base and property tax revenues
the city has a problem because two-thirds of property tax comes from residential property and only one-third from businesses
He said the increased revenues would allow improved services for residents
The City complex would add about 25% to Givatayim's annual property tax revenues
is currently the world's tallest building at 830 meters and 163 habitable floors
