while Tel Aviv and Haifa are midway in the table
The quality of life rankings take into account 60 different parameters including both objective criteria and subjective feelings of satisfaction related to quality of life
housing conditions and satisfaction with the home
the resulting ranking of the cities is not similar to that obtained using precise indicators
but rather constitutes a weighting of all parameters
in accordance with the overall average quality of life in the country
Israeli cities with a high overall score in the quality of life indicators for 2023 were Herzliya
Cities with a medium overall score in the quality of life indicators were Haifa
Netanya was found to be the most typical Israeli city in terms of quality of life in so far as its overall mark was closest to the average
Jerusalem and Bat Yam received the lowest marks
Herzliya leads in most quality of life indicators
including median household income from work
percentage of employed people satisfied with income
and satisfaction with the economic situation
Kfar Saba leads in satisfaction with the residential area
percentage of eligibility for matriculation
satisfaction with parks and green spaces in residential neighborhoods
satisfaction with cleanliness in the neighborhood
Ramat Gan leads in the percentage of employed people whose job matches their field of study
the lowest rate of deaths in traffic accidents
Rehovot leads in trust in the healthcare system
in the sense of being able to influence government policy
and in the use of online government services (e-Gov)
Rishon LeZion leads in the quality of drinking water and in the lowest percentage of residents feeling discriminated against
So what is not good about the quality of life in Tel Aviv
The city has the lowest percentage of affordable housing and expenditure on housing is higher than in other cities
Also in the parameters of trust in the government and the sense of being able to influence government actions - Tel Aviv scores low places
the percentage of involuntary part-time employees was higher than in other places
the median income from work of a household reached two-thirds of the general average
and it also has problems with affordable housing

Reality Group Real Estate has today announced that it has purchased 44 dunams (11 acres) of land in north Herzliya for NIS 205.5 million
The land bought by Reality Group's fifth fund which was raised last year has huge potential in one of Israel's most expensive and sought after regions
although there are many obstacles before the fun's grandiose plans can be fulfilled
Reality Group bought the land from Keren Hayesod
which includes three lots east of Kanfei Nesharim Street
which will be part of the 3006 national outline plan for north Herzliya being promoted by the National Planning and Building Commission
The new neighborhood in north Herzliya is planned to cover 2,158 dunams (539.5 acres) between Kanfei Nesharim Street in the west
Jewish Brigade Street in the south and Road 531 to the north and east
10,000 new homes are planned for the district
With easy access to Road 531 and the Ayalon highway and near a planned Metro station on the M1 line
the neighborhood will also be close to Reichman University
This is one of the largest stretches of available land in Herzliya and is likely to have huge demand as in Glil Yam in the south of the city
Reality Group's deal reflects a price of NIS 4.6 million per dunam (1,000 square meters)
Market sources say this is a low price for the area with some recent deals fetching up to NIS 8 or even 9 million per dunam
At the moment the land bought by Reality Group is still zoned for agriculture and its value will jump when it is rezoned for construction
When that happens the land could be worth between NIS 10 and 20 billion
Meanwhile plan 3006 is far from being realized with many obstacles to be surmounted
with many ownership and planning problems that must be resolved before final approval to rezone the land is given
Reality Group will be required to work in close cooperation with Herzliya Municipality to promote the plan

A substantial wave of deals lately in the luxury housing market in Jerusalem
puts the city second after Tel Aviv for the number of luxury deals in the past eighteen months
Tel Aviv continues to lead the luxury housing market in Israel
and has even consolidated its position in this respect
50-60% of the deals in this market take place in Tel Aviv
which generally also leads in the prices of the properties sold
which traditionally competes with Jerusalem for the number two spot
has been firmly pushed down into third place in the past eighteen months
that include location and technical specification
but for the sake of simplicity we define this market as consisting of homes costing NIS 10 million or more
The proportion of such homes in the housing market as a whole is about 0.5%
Herzliya and Jerusalem generally account for about 15% each of the luxury home deals
The remainder are distributed around various cities
generally in the Tel Aviv area and the Sharon
From "Globes’" inquiries it emerges that of 434 luxury deals carried out from January 2023 to the end of June this year that have been registered with the Israel Tax Authority
There were 58 luxury deals in other places
That Tel Aviv heads the luxury home table is very natural
or at least has been so since the beginning of the present century
Ten years ago too it topped the table as well
The steep rise in home prices in Tel Aviv has increased its weight in the luxury home market
52% of the luxury home deals took place in Tel Aviv
when there was a substantial slowdown in the Tel Aviv housing market
its share of the national luxury market fell to 50%
in the past eighteen months it has recovered to 59%
Jerusalem has seen a large wave of home purchases by overseas residents
which has contributed to its rise in the luxury market table
The peak of purchases by overseas residents in Israel was recorded in 2005-2006
amounting to over 5,000 homes in each of those years
amounting to 1,000-2,000 in the past few years
a third of purchases by overseas residents were in Jerusalem
and some of these purchases are at the luxury end of the market
"Globes" reported on a phenomenon that had begun before the war broke out
whereby overseas residents organize to buy together apartments in new projects in the same week and sometimes even on the same day
in the Midtown Jerusalem project of Israel Canada and the 12 Sarei Yisrael Boulevard project of AR Best Properties
eight apartments were purchased on October 17
twelve were purchased on the following day
and another eight were purchased a week later
when it sold no less than 16 apartments in the project it is constructing at 27 Hanevi’im Street in Jerusalem at prices of over NIS 70,000 per square meter
Nine of the apartments crossed the NIS 10 million threshold
Sources in the Jerusalem real estate market say that this is not happenstance
and that groups of religious Jews from abroad
are buying together many apartments in the city
apparently because they sense growing antisemitism in their countries
a city that attracts real estate investments by overseas residents very different from those who buy in Jerusalem
Investments in Herzliya signify economic globalization
the integration of Israeli companies into international markets
and involvement of international financial bodies and others in Israel
Only 31 luxury deals in Herzliya were registered with the Israel Tax Authority between January 2023 and June 2024
amounting to 7% of all luxury deals in Israel in that period
in 2022 there were 61 deals of NIS 10 million or more in the city
amounting to 12.5% of the total luxury market
That the numbers are down is apparently an indication that the direction that the country and the local economy have taken
and especially what has been happening here since the outbreak of war
do not attract overseas residents of the type who would buy properties in Herzliya in former years

Ludmilla Lipovsky, 83, was murdered Friday morning in a terror attack on Kdoshei Hashoah Street in the central city of Herzliya.
Initially, Magen David Adom (MDA) reported that the woman was in "very serious" condition. Medical teams began fighting for the woman's life at the scene and evacuated her to Ichilov Hospital in Tel Aviv.
However, the hospital declared her death shortly after her arrival.
"She was brought to the hospital with a large number of stab wounds, while undergoing resuscitation, and the hospital was forced to declare her death upon her arrival," the hospital said.
Initial police estimates are that two Brinks security guards who were at the scene neutralized the terrorist, who suffered an injury to his leg and was arrested.
Tel Aviv District police commander Haim Sergoff, who arrived at the scene, stated that the terrorist who carried out the attack is a Palestinian Authority Arab who arrived from the area of Tulkarm. A police source added that the terrorist was formerly incarcerated in an Israeli prison, and that there was no specific, focused warning prior to the attack.
Recounting the terror attack, Sergoff said, "Security guards from Brinks heard shouts of, 'Allahu akhbar,' identified the stabbings, and determinedly charged, fired shots, and hit the terrorist, who is a resident of the [Palestinian Authority-controlled] territories."
MDA paramedic Idan Shina said: "We received a report regarding a woman who was injured by stabbing. We quickly arrived at the scene and saw the woman lying unconscious and suffering from a stab wound to her body. We provided her with initial medical treatment, including stopping the bleeding and providing medications, and evacuated her to the hospital in critical condition."
