NAHANT — Town Administrator Tony Barletta has announced that
he will be moving on to a new position as the town administrator for Manchester-by-the-Sea
Barletta stepped into the position in 2018
“There’s never a really right time to step aside
but Nahant is in a very good spot… The finances are stabilized
a lot of the financial goals that we set for ourselves six or seven years ago
we’ve accomplished and are continuing to advance,” Barletta said
“A lot of the goals have been accomplished
or are on their way toward being accomplished
we also have a lot of talented volunteers… So
I feel confident that Nahant is in a good place to keep making progress.”
he said he wouldn’t feel comfortable leaving if it wasn’t in such a good place
I wouldn’t feel comfortable leaving… But I feel like it’s in a good place and can continue to make progress
He added some of the big capital projects underway to improve elements like the sewer system
and the sale of the Coast Guard Housing lots
Barletta also included the Lowlands Stormwater improvements and the upgrades to the town’s recreational facilities as some of the biggest accomplishments in his term
“The thing that means the most to me is the relationships that I’ve built with former and current staff
“The time spent with them on advancing a lot of the goals the town had
and working through a lot of difficult situations… the time they dedicated toward the betterment of Nahant
that’s what is my primary accomplishment.”
He said he hopes that his successor can keep the town on the path it’s currently on
“The financial goals were the foundation for being able to accomplish all these other things
keeping those as a priority and making sure the town is financially sound
as well as trying to maintain the character of the community,” he said
Barletta said it’s important to understand what the community has been about
“Trying to keep that small-town community culture can be difficult because of the different policies that are placed on municipalities
or the financial pressures of increasing costs and required services… It’s a delicate balance of keeping the town affordable for residents while also managing the finances of town government in a way that allows you to accomplish these very important tasks that need to be done,” Barletta said
Board of Selectmen member Rob Tibbo commented on Barletta’s departure from the role
“I consider this to be a tremendous loss for the town
Manchester has no idea how wonderful a person they hired… And it’s my own opinion that Tony set a very high bar for the future town administrator in Nahant.”

NAHANT — Town Administrator Tony Barletta took time on Monday afternoon to discuss what he thinks are the biggest challenges and most pressing issues in the town
and how he plans to address them throughout the rest of 2025
“The town’s finances are always number one,” Barletta said
and investing in whatever capital needs that are on our plate right now.”
Barletta reiterated that in the short and long term
the goals of the town on an annual basis start with the finances of the town
“The town is always challenged with developing a balanced budget with the limited additional resources that it generates on an annual basis.”\
He emphasized that the work to complete these projects is a collaborative effort between the different boards and committees within the town
where he doubled down on stating it’s a team effort to keep the town on the best possible track
“We’ve always tried ways to balance the budget without having to increase costs to residents of the town
whether that be through fees or taxes,” Barletta said when reflecting on the town’s finances
“We also look aggressively at how we can offset expenses
whether that be prioritizing needs and wants
negotiating contracts that benefit the town
but mostly aggressively pursuing grant funding.”
over 90% of the town is funded through real-estate property tax
which is capped at Proposition 2 ½ (a Massachusetts law that limits property tax increases by municipalities)
Barletta went on to say that at the same time
people’s personal expenses are going up beyond 2½
it’s a priority to figure out how you accomplish things for the town with the limited resources that you have.”
Barletta noted some of the big projects the town has on its plate
He cited the Ward Road pump station project (which he says should be completed by this summer)
the next phase of selling Coast Guard Housing properties
and the goal of replacing people’s water meters as some of the top priorities going forward
“It’s always important to work on coastal infrastructure to prevent future storm-related damage,” Barletta said
He emphasized that Nahant is essentially an island town

NEW SALEM — The attorney representing the New Salem Museum and Academy of Fine Art’s owners hopes to meet with some of the institution’s abutters to hash out differences as he works to secure site plan approval for this clients
Marc Goldstein told the Greenfield Recorder he would like to sit down with the concerned abutters and their attorney
to try to reach an agreement that will satisfy all parties
“I’m always optimistic that we can find common ground,” he said on Friday
Goldstein was joined by the museum’s director

A follow-up hearing will be held in the Stowell Building at 19 South Main St

though some in town have been concerned about environmental impacts

The Barlettas received site plan approval in 2019 and renovated the facility
The following year they applied for and received special permits the Planning Board decided were necessary
a trial court judge ruled the portions of the New Salem zoning bylaw relied on for the issuance of the special permits were invalid
That case is now in the Massachusetts Appeals Court in Boston
“What we determined was we needed a refreshed site plan approval,” Goldstein explained
“This is meant to be a more fulsome site plan review.”

which also happens to be one of the state's top construction contractors in recent years
remains locked in a tense legal battle that is complicating the Washington Bridge rebuild efforts
Attorney General Peter Neronha charged Barletta Heavy Division in January 2023 with illegally trucking 3,500 tons of dirty railroad stone from Boston to Providence for the 6-10 Interchange project
That felony case has simmered in Superior Court since
with Judge Maureen Keough's denial of Barletta's bid to dismiss the case in February and settlement talks that appear to be going nowhere
Massachusetts-based Barletta out of work in Rhode Island at a time when the state has a lot of construction work it needs done – starting with the Washington Bridge – and not that many companies capable of or interested in doing large
Why didn't Barletta bid on the Washington Bridge project?When Gov
Dan McKee in March announced that the westbound Washington Bridge would be torn down and the state would go out to bid for someone to design and build the replacement
Barletta was already working on plans for reconstruction
There were even informal discussions for an emergency fast-track rebuild
when the state went out for Washington Bridge bids
Barletta entered into a "voluntary exclusion," agreeing to not bid on any federally funded projects in Rhode Island or for the Massachusetts Bay Transportation Authority while the criminal charges are still in play
Barletta was already working (as part of a joint venture with Aetna Bridge and engineering firm Vanasse Hangen Brustlin) on a Washington Bridge repair and expansion project
so that job went ahead despite the exclusion
Aetna and VHB – because they were already there on the bridge – to do the emergency work needed to prevent the Washington Bridge from collapsing last December and build the westbound bypass to the eastbound bridge
they had to get a federal exemption for Barletta to be on the project
Aetna was one of only two bidders on a contract to demolish the old westbound bridge
No companies bid on building the new bridge
forcing the state to cancel the RFP and go back to the drawing board
In an email response to questions about the Washington Bridge project
Barletta confirmed that it would have bid on the Washington Bridge projects if it could
Barletta "believes it could have completed the demolition and reconstruction projects for a very competitive low price
as demonstrated by its history on such projects
as well as completing them in a similarly competitive shortened time frame," the company said
There is no way to know how much Barletta would have bid
but the company this month told The Journal that
it was working on plans to demolish the old structure and build a new one by the end of 2026 for less than $400 million
That estimate resembles the initial price tag the DOT put on Washington Bridge reconstruction this spring
Since the demolition contract came in around $18 million higher than expected and there are no firms bidding on reconstruction
the timeline may ultimately end up being longer and cost more
To build the new lanes and flyover ramps where the highways meet
the company needed large amounts of fill – dirt mixed with rock – to lay under the new road beds
At the same time that Barletta was ramping up 6-10 work in the summer of 2020
it was also working for the MBTA to overhaul deficient subway tracks in greater Boston
allegedly ordered old unwanted "ballast," or the rock beneath rail beds
from the Green Line repair project to be trucked to 6-10 – even though he knew it had not been tested to see what chemicals it contained
When asked by Rhode Island officials for chemical testing records for the Green Line stone
Ferreira is said to have provided testing records for stone removed from the Blue Line
when he was assigned to work on another Barletta project
the construction of a new MBTA train station in Pawtucket
Ferreira allegedly shipped 52 truckloads of known contaminated soil to 6-10 without permission
Last year, Barletta agreed to pay $1.5 million to settle a federal Department of Justice case on the 6-10 dumping.
Ferreira pleaded guilty to three counts of making false statements and was charged individually by Neronha in the state case still pending
As the legal action moved from federal to state court
the biggest points of debate have been over how bad the materials brought to the 6-10 interchange between Federal Hill and Olneyville were
and how much Barletta executives knew about what was happening
“Their actions come at the expense of Rhode Islanders' public health and their environment," Neronha said in a new release with the charges
the company argues that no Rhode Island highway contractor has ever been charged criminally for violating a soil management plan
Although the MBTA rock was not clean enough to meet the residential specifications for fill it had agreed to with the state
it was not toxic or any more dangerous than the existing soil around 6-10
which has been traversed by highways and railroads for more than a century
Barletta's attorneys argue in court filings
The chemicals in the 6-10 soil pile that exceeded state standards for residential use "were detected at similar levels in the New England city background soil samples
which included Providence and Boston," an April 2021 Rhode Island Department of Health evaluation said
"Because the [polycyclic aromatic hydrocarbon] levels between the 6-10 soil samples and background city soil were similar (e.g
it was likely that the backfill soil [chemicals] came from normal human activities
rather than a chemical spill or deliberate dumping."
The Health Department did "not currently consider the backfill soil piles to be highly contaminated hazardous waste" and
because all the imported soil was trucked away or buried under the highway by December 2020
"did not pose a public health hazard to occupational workers or nearby residents," the Health Department wrote
Barletta also argued that Ferreira was a "rogue employee" acting outside his authority and his use of MBTA rock at 6-10 saved the company at most $50,000
a rounding error on a $280 million contract
while the transport of Pawtucket soil didn't benefit the company at all

An alleged fentanyl dealer who was previously charged with multiple counts of illegal drug distribution has been indicted on charges of distributing cocaine and fentanyl that resulted in the deaths of two gay men
On June 13, the U.S. Attorney’s Office for the District of Columbia announced in a press release that it had obtained a “secondary superseding indictment” linking 32-year-old Jevaughn “Ledo” Mark to the deaths of 38-year-old Brandon Román and 28-year-old Robert “Robbie” Barletta
Román and Barletta were found unconscious at Barletta’s home on December 27
a historic preservation expert and home renovation business owner
Results of autopsies revealed the cause of death to be accidental consumption of drugs that created a fatal “toxic” effect
Both men’s deaths were attributed to a combination of MDMA
a substance formed within the human body after someone consumes both cocaine and alcohol
Román’s autopsy showed traces of ketamine and xylazine
or “tranq,” a non-opioid tranquilizer approved for veterinary use but not for humans
which has been linked to a large number of drug overdoses when used
Many drug dealers will mix cheaper fentanyl with other drugs like heroin
and meth to increase their profits without risking the dwindling of their supply of party drugs
Harm reduction advocates focused on preventing unintentional chemical poisonings or drug overdoses say xylazine is often ingested after it is used to cut opioids like fentanyl or heroin
often resulting in a host of unpleasant side effects
including the development of large ulcers on various parts of the body
Jevaughn Mark is being held without bond on charges that include eight counts of unlawful distribution of fentanyl
and heroin and distributing 40 grams or more of fentanyl between January 10 and March 13

police were able to link their deaths to drugs allegedly sold by Jevaughn Mark as part of the aforementioned drug distribution conspiracy
resulting in the second superseding indictment last week
Both Román and Barletta were well known in the local LGBTQ community and patrons of D.C.’s various gay bars
there were calls from some to raise awareness of the unreliability of party drugs
and the dangers of opioid poisonings or overdoses

His focus was always on the person he was with
cherishing every moment. He coped with his illness with strength and courage
He could always be counted on to make you feel better
and Rita (Donato) Barletta. He met his loving wife while they were employed at the New Haven Office of the FBI. He worked for The Hartford and Travelers Insurance companies finishing up his career corporately as the Administrator of the Workers’ Compensation Program for the State of CT
He was a graduate of Quinnipiac University and served with the 344th Military Police Company of the United States Army
He was the devoted husband of Karen Bradley Barletta for just shy of 57 years. He leaves behind his daughter Beth-Paige Alogna and her husband Michael
along with their two beautiful daughters Isabella and Makenzie; his son Brian Michael Barletta; his sister Elizabeth Ann (David) Salerno; his brother
Henry “Rick” (Patty) Barletta; his brother-in-law Bob Bradley and wife Claudia
cousin and friend. Michael had a great sense of humor
impeccable character and was loved by all who knew him

Student leaders are calling for the termination of tenured associate professor Vincent Barletta amid renewed outrage surrounding Stanford’s handling of sexual misconduct.
Barletta, who has faced at least three Title IX cases since the early 2010s
is currently on a year-long leave to pursue research related to his 2021 Guggenheim Fellowship
A graduate student who worked with Barletta in Stanford’s Division of Literatures
Cultures and Languages (DLCL) said that the leave is unrelated to The Daily’s investigation and was planned as early as the fall of last year
The student requested anonymity for fear of retaliation within the department
posting signs against what they see as Stanford’s failure to address sexual violence among faculty
who is a professor of Comparative Literature and Iberian and Latin American Cultures
did not respond to a request for comment.
University officials determined that Barletta had violated Stanford’s sexual harassment policy after he kissed his advisee and “blurred the lines of a professional and overly personal advisor-advisee relationship” with her.

Participants were given the choice to opt-out of his seminar in the aftermath of The Daily’s investigation.

Barletta was accused of sexually abusing as many as 25 minors
The conduct made Barletta one of the 41 "predator priests" from the Catholic Diocese of Erie named in the groundbreaking August 2018 statewide grand jury report on clergy sexual abuse in the Roman Catholic Church in Pennsylvania
leaving behind a dark legacy that only fully came to light with the grand jury report
was particularly notable because of its scope and how the complaints against him involved a series of bishops
suspended from the priesthood in 1994 and later removed from ministry but never defrocked or charged — died in late August
The 13-county diocese on Friday updated its public disclosure list — its list of clergy and laypeople credibly accused of misconduct with minors — to note that Barletta had died in "August 2022."
The Erie Times-News also confirmed Barletta's death
but was unable to determine when and where he died
The Catholic Diocese of Erie has no role in funeral arrangements for Barletta and noted his death only for the purpose of updating the public disclosure list
Barletta's victims included boys and at least one girl
according to the grand jury and other legal filings
which a woman filed in Erie County Common Pleas Court in 2020
claimed Barletta molested her in the 1970s
when she was in grade school and high school
"Barletta was a danger to children," the suit said
Though the woman's lawsuit did not proceed in court because the statute of limitations had run out
Barletta's behavior was the subject of several claims filed with the compensation fund that the diocese — in response to the grand jury report — set up for victims of abuse
The Pennsylvania General Assembly never passed legislation that would have rolled back the statute of limitations to allow abuse victims to sue in old cases

"I hope that some of the men who were betrayed and assaulted by Barletta feel relieved at his passing
knowing that he'll never be able again to hurt another child," said Adam Horowitz
who represented two of Barletta's victims in claims filed with the compensation fund
"Many abuse survivors agonize that their perpetrator — no matter how old or infirm he may be — is still molesting others years later
"The bishop should remind his parishioners and the public that Barletta admitted assaulting 25 youngsters and that someone they know may be secretly carrying this burden alone
He was last known to reside in an apartment in Erie
Barletta started his teaching career at what was then Kennedy Christian High School
Barletta taught at Prep — then an all-boys school — from 1975 through the 1993-94 academic year
through which students from Prep and other local Catholic high schools aided the underprivileged
Barletta — known as "Barts" — became a popular teacher who would socialize with students and take some of them on trips
"He was very charismatic," one of Barletta's former students told the Erie Times-News in 2003
He was kind of a big kid in a lot of ways."

starting when the man was 15 and a sophomore at Prep
"He is a calculating predator," the man said in 2003
The statute of limitations for charging Barletta had long expired by the time Attorney General Josh Shapiro released the 884-page grand jury report on Aug
The report said 301 priests in six of the eight Roman Catholic dioceses in Pennsylvania abused 1,000 victims over 70 years
and that the dioceses covered up the abuse
The report listed Barletta as retired since 2002
the Erie Times-News reported that three Prep alumni who complained to Erie Catholic Bishop Donald W
Trautman about Barletta said Trautman told them he removed Barletta from ministry in 2003
in response to allegations of sexual abuse
Trautman also suspended Barletta in 1994 and required him to get inpatient psychological treatment in 1994-1995
The report said Barletta worked in diocesan offices from 1995 until his retirement
Barletta's name was on the disclosure list
and the grand jury report detailed the abuse claims against him

The report cites Trautman's handwritten notes as evidence to support the allegations against Barletta
According to the report: "In Bishop Trautman's handwritten notes
he recorded the details of a conversation that he had with (a nun) about Barletta
Trautman wrote that Barletta has abused 25 children
Trautman noted that Barletta admitted to the number himself
"Trautman also noted that Barletta needed a restricted ministry
He added that Barletta was very defensive and that his abuse included nudity and rub downs
and that Barletta vacationed exclusively with teens."

Barletta's case also prompted the Catholic Diocese of Erie to call out how another bishop handled sexual abuse allegations
who died at 80 in 1990 and served as bishop of the Erie diocese from 1969 to 1982

The grand jury report and its supporting documents detailed how Watson failed to act on a credible abuse allegation against Barletta around 1970. Watson instead transferred Barletta to a different school, "where Barletta abused additional teenagers," according to the diocese's response to the grand jury report
'Unholy wall of silence':Former Bishop Watson faulted
showed "a complete disregard for protecting children from accused priests," according to the response
contributed to "an unholy wall of silence that the Erie Diocese is now fully committed to shattering."
Watson is also named on the diocese's disclosure list
for failing "to act to stop abuse which was credibly reported to him."
Barletta claimed the grand jury report was in error
Barletta "absolutely and unequivocally denies the scurrilous allegations made against him in the report," his lawyer said in a statement to the Erie Times-News on Aug
two days after the release of the grand jury report
"While the victims of clergy abuse must be served justice for the suffering they have endured
the accusations against Father Barletta are meritless."

The Catholic Diocese of Erie never took Barletta's name off the public disclosure list
And the diocese never disputed the allegations against Barletta in the grand jury report
including the allegation that Bishop Watson knew of Barletta's behavior and did nothing to stop it
the diocese held out the Barletta case as an example — "an example that represents the historical failures of the Church."
