She said she had a "strange feeling" as she passed a man she didn't know carrying a longboard near the portable toilets and he turned to watch her
She said he started following her and when she tried to go around an area with high water
She kicked him in the stomach and face and he attempted to drag her by her foot
but she kicked off her shoe and was able to stand up
He walked off after saying he thought he had known her
Belluno called 911 saying he was stuck in the water
Officers rescued him and recognized his description
A photo was shown to the woman and she confirmed he was the one who had attacked her
The incident raised concerns in the community about the park's safety and how the legal system handles individuals with mental health issues
with many taking to social media to express concerns
Prosecutors filed charges related to the attack as well as new charges for the 2018 attack
Belluno's attorneys again argued he was unfit to proceed
and Belluno underwent repeated psychological evaluations at the state hospital
it was ruled he required "hospital-level-of-care" and could remain at the state hospital for at most three years
he was also ordered to receive legal education twice a week
an OSH evaluator submitted a report alleging Belluno had no "substantial probability" of regaining capacity in the foreseeable future
Prosecutors objected to the report and an evaluator contracted by the Marion County District Attorney was hired
After the report from the state's evaluator reached the same findings
again leaving them able to be re-filed later
Marion County Deputy District Attorney Brendan Murphy said the state and defense negotiated "a resolution that dismisses the criminal case against Mr
this is the best resolution possible within a constrained system," Murphy said in a statement to the Statesman Journal
"I do not know the exact date of his release from the state hospital
but effort was made to effectuate release directly to an appropriate facility."
The Oregon State Hospital could not immediately be reached about whether Belluno has been released

Exclusive: Barbara De Dozsa’s husband bought Madonna and Child by Antonio Solario in 1973 after it was stolen from a museum
A 16th-century Madonna and Child painting disappeared without a trace after it was stolen from a museum in northern Italy more than half a century ago
Now, having surfaced in Britain, it is in the possession of a woman in Norfolk
who is refusing to return it – even though it is listed on police stolen art databases
an Italian who is represented in the National Gallery in London and whose patrons included a Bristol cloth merchant who traded with Italy
The painting was acquired in 1872 by the Civic Museum of Belluno
when it was among several pictures targeted by thieves
In 2017, De Dosza tried to sell the painting through a regional auction house, but it was spotted by someone linked to the Belluno museum, who confirmed that it is on the “most wanted” lists of police forces, including Interpol and the Italian Carabinieri.
Due to delays caused by the Covid lockdown, the Italian authorities were unable to supply relevant documents requested by the British police, and so the painting was simply handed back to De Dozsa in 2020.
Christopher Marinello, a specialist art lawyer, has tried repeatedly to persuade her to return it to its rightful owner. “It’s the right thing to do,” he said.
But she has cited the Limitation Act 1980, which states that someone who buys stolen goods can be recognised as the legal owner if the purchase was “unconnected to the theft” after more than six years.
Marinello said: “Her first argument was that when the British police gave her the painting back, they gave her good title. So I wrote to the police, and they sent her a formal letter saying ‘by no means do we convey title to the painting’.”
Asked why the police did not just hand it back to Italy if it was stolen, he said: “It’s a good question. It just shows the failure of law enforcement to help the Italians out. The UK police said that this woman didn’t commit a crime, so we’re not going to treat it as a criminal matter. It’s a civil case.”

Marinello is the founder of Art Recovery International, which focuses on stolen or looted art and is based in London, Venice and New York. His previous recoveries include a Matisse painting that was stolen in 1987 from Stockholm’s Museum of Modern Art and whose whereabouts had been shrouded in mystery for 25 years until it surfaced in London.
He believes there is a moral argument for De Dozsa to return the painting – particularly as he has understood from her that she does not even like it enough to hang it on her walls. He is not working for a fee and is driven only by a belief that it belongs to the people of Belluno, from where his own family originated.
De Dozsa had argued that, as well as the cost of storage and insurance, she had to pay £6,000 in legal fees to resolve this problem.
Marinello claimed he understood from her that if he could reimburse those fees she would return the painting.
After securing permission from the Italian police, he found an insurance company that would donate the £6,000 – only for her to allegedly change her mind.
He said: “Her husband could not have paid more than a couple of hundred back in 1973. It’s only worth maybe £60,000 to £80,000 now. She refuses to cooperate unless she gets paid the full value, but she can never sell the painting. No legitimate auction house will ever touch it … the Carabinieri have it on their database and will never take it off. As soon as that painting goes to Italy, it’s going to be seized.”
Norfolk constabulary said: “Norfolk police have been advised by the UKCA [UK Central Authority] to release the painting to Mrs De Dozsa given several years have passed and there has been no response from Italian authorities in relation to the investigation. We have returned the painting but would not, as the police, return this in a judicial capacity in terms of awarding legal title to the painting.”
The Winter Universiade returned to Italy for a third time in 1985, when the Games were held in Belluno, 10 years after Livigno and 19 years after Sestriere.
After boycotts by the major nations at the two most recent Olympic Games – Moscow 1980 and Los Angeles 1984 – the XII Winter World University Games drew more than 538 athletes from 29 countries and four continents. At the Opening Ceremony held at the Piazza dei Martiri in the center of Belluno, athletes from the Soviet Union, United States, China and the Koreas marched together despite the political tension of the times that had cast a cloud over the Olympic world.
Ignazio Lojacono, President of the Italian University Sports Centre (CUSI), hailed the spirit with which the Belluno Universiade was organised: “(The Universiade) must not be so much a matter of competition, but rather a festival of youth in which racial, ideological and religious differences are outweighed by cultural values that are united in common aspiration for peace,” he said.
Lojacono’s sentiments were later echoed by Roger Roth, Chairman of the FISU International Technical Committee, who also recalled a few interesting episodes from Belluno.
“It was a very impressive Opening Ceremony,” said the former Swiss skier. “Athletes from all over the world, from different political divides, marched in the city and exchanged pins. And it all happened in a public forum where locals could come and see.”
“The night before the giant slalom competitions, some students stole the flags with the FISU “U” symbol and the competitions were postponed until the guilty parties returned them. In the end, nobody came forward and the flags were replaced with something else. I remember good Italian food and wine throughout the event, and the hospitality we received in the small family hotels.”

He has been ordered held without bail until his next court appearance

It only took weeks for the virus to not just arrive in Italy but overwhelm it
The local news confirmed the transmission and the Italian government quarantined 11 towns within a zona rossa (“red zone”)—a designation representing the severity of the situation
“I was really alarmed by the number of cases that popped up so quickly
I knew enough about the basic epidemiology of the disease to know that by the time cases showed up at the hospital
there had been silent transmission for a few weeks prior
and that local transmission was probably quite entrenched already,” she says
She felt uncomfortable being close to the outbreak
and quickly moved the family to the home of in-laws in Switzerland
Friends and family chided her for “overreacting,” but Graboyes felt strongly that they needed to leave
She explained to her daughters that they were going to Switzerland to keep safe while watching how the disease unfolded
They left Milan on the night of February 23
Graboyes and her family were in Switzerland for only a week before they were called back to Italy to celebrate the birthday of a beloved
She didn’t want to return; she knew the risks and was upset at the prospects of being so close to the spread of the virus

she was frustrated about the COVID-19 response and that it seemed that “nothing was happening despite a lot of talking and planning.”

“But I could envision a scenario where even at that point in time we may decide it’s safer to stay here than engage in that kind of travel

fearing that one of them would become sick and have to go to the hospital alone
if there were even spaces available at the hospital
The balcony has become the town well in Belluno: it’s the place where neighbors can talk to one another and exchange news
and pass the gossip they’ve heard about new cases in town
and while Graboyes’ neighbors aren’t singing opera to one another

“but I think it also has the potential to shape our kids in profoundly positive ways.”

they move around various pastures in the Dolomites
they take their flock of about 1,000 to the lowlands
From the winter months until May they live in a caravan
travelling around the countryside in the provinces of Venezia
looking for harvest leftovers in unused fields
Fabio drives his flock of 1,000 sheep through the Fochet pastures in the Belluno Dolomites
They rent land in the mountains to graze their flock in the summer but for the rest of the year they move every day in search of landowners who will let them graze their animals in post-harvest fields
Every day begins as an uncertain struggle to find land and food for their sheep
that few Italians could imagine living today
He has started to walk and enjoys following the flock with Fabio
Alice milks the goats for fresh milk for him
Fabio leads the flock along a road near the village of San Martino di Lupari
The couple’s sheep are reared for their meat
with the animals sold to an intermediary trader
The wool has little value and is sold to the trader for a small fee
while the milk is left entirely for the lambs
Fabio and Alice have no plans to start selling their meat directly to consumers
They prefer to live in the countryside and mountains
and are happy to have a trader take care of the marketing and sale of their sheep
There are 60–70 nomadic shepherds like Alice and Fabio living in Veneto
a region in north-eastern Italian stretching from the Dolomites to the Adriatic
Each family has a flock of about 1,000 sheep
keeping a certain number of males and females each year to ensure they can replenish their flock without having to buy in new animals
The couple, like many nomadic shepherds, do not have access to the billions of euros of EU farm subsidies given to landowners
But they do hope one day to be able to obtain fields of their own for their sheep

In 1776 the architect Valentino Alpago-Novello fused together three buildings that faced onto Belluno’s main street creating the prestigious Palazzo Fulcis
embellished with stucco decorations and paintings by Sebastiano Ricci with mythological subjects
We have Alpago-Novello to thank not only for the unitary outer façade
but also for the work done to the interior like the reception hall
the large staircase leading to it and the layout of the rooms
Currently the property of the Fondazione Cariverona
which financed its restoration and functional upgrade
starting at the end of January 2017 the palace will house the historic Belluno Civic Museum
Management of the building was granted to the Municipality
which will thus be able to display its collection in the nearly 3,000 square metres of the modernised facility
The long restoration project was carried out by the Verona-based architecture studio Arteco
with Luigi Calcagni responsible for the restoration and Antonella Milani for the museum design
The principal museum upgrades and the vertical connectors were mostly concentrated in the west wing
which was the area most tampered with over the course of the centuries
while the original reception hall that is reached via the 18th-century staircase was made into a conference hall
A careful restoration was also carried out in the internal courtyard and its portico
where not only was the red Trento stone fully restored
but new paths and exhibition areas were created using Castellavazzo stone
The monumental complex is spread out over more than 3,000 square metres from the basement to the third floor
divided into 24 rooms with different architectural characteristics that will house the rich collections of the Belluno Civic Museum
