Many riders focused on team training camps instead of traveling to Sardinia
Cyclocross stars who elected for team training camps instead of this weekend’s World Cup have been given a huge boost to their series aspirations
Women’s world cyclocross champion Fem Van Empel was one of the riders who decided against the trip to Cabras
instead joining her Visma-Lease a Bike training camp
Just 31 women and an equal amount of elite men
were due to be on the start-line in Sardinia as team training camps played a part for those multi-discipline riders
Lucinda Brand (Baloise Trek Lions) had the chance to make a big impact in the women’s series in Sardinia
with Annemarie Worst (Cyclocross Reds) in seventh overall being her closest challenger
Reacting following the news that the World Cup round in Cabras had been cancelled due to the weather conditions
Brand said on social media: "It is of course very unfortunate
“It's a shame that I can't take more points in the battle for the overall victory in the World Cup
They have worked so hard to make it possible and then it doesn't happen
Van Empel has switched her focus this season to combine her road and cyclo-cross goals and has already spent a training camp in Calpe
Visma-Lease a Bike Sports Director Jan Boven said that the 22-year-old had "excluded classifications" this season
“She will focus more extensively on this next year
That direction to the Tour de France Femmes is there
but we will only give substance to it after the cross
“In the field we have excluded classifications
but because she is not riding in Sardinia in terms of World Cup
She also wants to win a few more crosses and the World Championships."
The World Cup rounds in Sardinia and last weekend's in Dublin were given preference resulting in no alternative Superprestige or X²O events being organised in Belgium on the same weekend
Ceylin del Carmen Alvarado (Fenix-Deceuninck) sat out last weekend’s World Cup in Dublin and did not travel to Italy as she recovers from illness
The cancellation in Cabras has also resulted in the former World Champion not falling further behind in the World Cup standings
Crelan-Corendon riders Marion Norbert Riberolle and Inge Van der Heijden
along with British star Zoë Backstedt were also amongst those due to be missing in Italy
In the men’s field, European Champion Thibau Nys (Baloise-Trek Lions) was also due to be absent in Sardinia
having instead joined the Lidl-Trek training camp
Nys suffered a swollen ankle during a big crash at last weekend’s World Cup in Dublin but is due to be back in cross action next Sunday in Namur
His father Sven Nys told Het Nieuwsblad: “Thibau continues to combine the road and the field
“We will keep the regime of one cyclocross per weekend
all the more so because he will also be in action early on the road
“His team will communicate about his road program later
It's a pity that the race in Dublin was over so early
but all in all the injury is not too bad and Thibau can start in Spain on the team training camp
10th place overall in the World Cup standings, Gerben Kuypers also benefitted from the cancellation having joined the Intermarché-Wanty team training camp
Flanders Classics’ head of cyclocross Chris Mannaerts reacted to the decision of many riders who had not travelled to Italy
“Those team training camps are this week and many riders and teams can't get around that."
Laurens Sweeck had decided to travel to Italy
instead of training with his Crelan-Corendon teammates
"That turned out to be the wrong decision in the end,” Sweeck shared with Het Nieuwsblad
“But no one can do anything about this (the weather conditions in Cabras)
“It might have been a course for me with quite a bit of sand.”
Toon Aerts (Deschacht-Hens-FSP) was also rueing the decision to travel to the World Cup round instead of taking in a block of training
“For me personally it's a shame
because I do have a backlog to catch up and I can't work on that now
it is also important that no one goes home with an injury today.”

the crew of the Philippine Coast Guard cutter BRP Cabra narrowly averted a head-on collision with an aggressive China Coast Guard cutter
BRP Cabra intercepted the China Coast Guard cutter CCG-3302 at a position about 85 nautical miles off the coast of Luzon
CCG-3302 is the latest in a string of Chinese government vessels that have been dispatched to patrol the Philippines' coastal waters
asserting Chinese law enforcement jurisdiction in an area about 500 nautical miles from mainland China
Beijing claims almost all of the South China Sea as its own
including large sections of its neighbors' exclusive economic zones.
"The 44-meter BRP Cabra boldly confronted the larger 99-meter CCG vessel
asserting its rightful presence within the Philippine Exclusive Economic Zone," the PCG said in a statement Saturday.
PCG spokesman Commodore Jay Tarriela said that the CCG-3302 had engaged in "reckless and dangerous maneuvers," and nearly carried out a head-on collision with BRP Cabra
Only the skill of the PCG crew prevented a collision
CCG-3302 retreated further from Luzon's shores by about 10 nautical miles
It continues its "illegal patrol," he said
and BRP Cabra remains on scene to monitor it
The pushback is intended to prevent the "normalization of unlawful activities" by the Chinese government in the Philippine EEZ.
Tensions between the Philippines and China are running higher than usual, and not just in the South China Sea. Philippine police forces have arrested 18 Chinese nationals in four separate busts since the start of the year on espionage charges, including five who were detained for allegedly spying on U.S
The Armed Forces of the Philippines has also advised its forces to be prepared for the possibility of a Chinese invasion of Taiwan
AFP troops would be needed for an evacuation of Philippine overseas workers: an estimated 250,000 Filipinos are employed in the Taiwanese economy
and would have to be brought back to safety across the Strait of Luzon.
The Port Authority of Guam says the F3 wharf was damaged by a Cabras Marine drydock that broke free from its mooring and sank during Typhoon Mawar
This photo of the wharf was included in the Port Authority’s 2023 master plan
filed a petition in federal court Monday asking that it not be held responsible for damage caused by a floating drydock that broke free from its mooring during Typhoon Mawar on May 24
Port Authority of Guam General Manager Rory Respicio sent Cabras Marine a letter in September of last year stating that the company would be responsible for more than $18.5 million needed to restore the port’s F3 facility to its original condition
F3 is described in court documents as a wharf used for general cargo
Respicio said the dry dock damaged sheet piles
concrete cap and cathodic protection systems at the wharf
The damage has led to “material losses in the main deck
creating multiple sinkholes and collapsed pavement areas.”
Cabras Marine stated that before the storm
the dry dock was moored at the F2 facility
It was “substantially submerged” in preparation for the storm
and it “had previously remained safely moored in the location during countless heavy weather events without incident.”
A few weeks after the drydock broke free and sank alongside F3
the port ordered Cabras Marine to remove the vessel
It was declared a total loss by the company
Cabras Marine stated that the damage at the port was not the result of any “fault
neglect or want of care” on behalf of the company
The company also noted the Port Authority’s 2023 master plan stated that “overall
“Previous inspection reports identify holes in the sheet pile wall
open-corrosion spalls along the concrete bullrail
and cracking of the concrete facing at multiple locations,” according to the report
which was prepared before Typhoon Mawar slammed into the island
“The fender system is non-uniform and consists of a combination of tires
Moderate to major corrosion is present at the mooring hardware.”
Cabras Marine is asking to be exonerated from liability or limited in liability for any damage caused by the drydock
Port Authority of Guam General Manager Rory J
Respicio said Tuesday that the matter of a wharf damaged during Typhoon Mawar is “now before th…

Weather wreaks havoc on course in Sardinia
The third round of the UCI Cyclocross World Cup
was cancelled today due to extreme winds. The conditions yesterday and overnight wreaked havoc on the course on the beach of Is Arutas
A powerful storm struck the island on Saturday
orange wind alerts and yellow rain warnings were issued for the region
gusts of wind reaching nearly 100 kilometers per hour persisted
and posing potential risks to riders and spectators
The UCI along with the race organisers issued a statement around 11 am local time announcing the cancellation of the women’s and men’s races scheduled to start at 1:40 pm
“Due to the heavy storm that is hitting Is Arutas (Cabras) and the rest of Sardinia
it has been decided to cancel the third World Cup event of the season
the UCI and the security services have agreed with this decision as it has not been possible to guarantee the safety of the riders
volunteers and the public,” the UCI stated in a release
The conditions could not allow a postponement and the only Cyclocross World Cup held in Italy has to be cancelled for this year
but the organisers were clear that they planned to be back in 2025
taking into account the weather forecast for the next few hours and the sunset at 5 pm
it is not possible to foresee a postponement of the two scheduled races
fans and all the staff remains our top priority in making this necessary decision
We thank all the parties involved for their understanding and cooperation.”
To make matters worse for the local organisers, a fire caused by a lightning strike, destroyed the makeshift bar and dining room, as well as the press room according to a report by Het Nieuwsblad
Belgium's Michael Vanthourenhout has a small margin over his compatriot and Pauwels Sauzen-Bingoal teammate Eli Iserbyt (65 points compared to 62) in the Men Elite rankings
The fourth round of the UCI World Cup will take place in Namur

with cars and motorcycles racing where you can't pass
The village of San Giovanni di Sinis on April 25 welcomed both the first tourists of the season but also many rude people who
perhaps taking advantage of the lack of controls
despite the sign installed by the Municipality of Cabras that read "Access only authorized"
walked along the road that from the end of the seafront reaches the ancient ruins of Tharros
and where two days ago there were many pedestrians visibly frightened by the presence of cars and motorcycles in motion
The uncivilized people did not even stop in front of the sign indicating the presence of the camera
Just as they noticed that there was no traffic policeman present
There were also many cars parked in no-parking areas
The mayor Andrea Abis is harsh: «On April 25
as it is also true that we will soon be able to hire seasonal traffic police
especially in the village of San Giovanni which
that because the control service is missing
many do not respect the road rules or even the environment
It makes me think that a fine is needed and that's it»
Paid parking was supposed to start on May 1st
but the tender for the assignment of parking to Sis
the only company that participated in the tender
The presence of parking attendants would perhaps have slowed down the violators
A former Italian lawmaker and vice-president of the parliamentary Foreign Affairs Committee
Pino Cabras has released a book titled 'Against Real Zionism
Diary of the 21st Century Genocidal Infamy'
Pino Cabras, an experienced political analyst, was a member of the once anti-establishment party, Five Star Movement, before being expelled from the group in February 2021 for voting against a confidence motion to back Mario Draghi
technocratic government during the COVID crisis
His book is a powerful account of Israel's genocide in Gaza that also sheds light on the implications of Zionism in West Asia
exposing the Western media's role in shaping toxic narratives
Today Israel is in the hands of supremacists
racists whose policies focus on ethnic cleansing
Everybody pretends that nothing is wrong when everybody is aware that there is a big issue
This is hugely in contradiction with the West's rhetoric on human rights
Cabras writes in his book: "As genocide in Gaza unfolds in real time
yet the international community stands idle
He then goes on to attack the mainstream media
Since October 2023 mainstream Italian media have unrelentingly prioritized the Israeli narrative over the Palestinian one
relying heavily on official reports from the Israeli side without any fact checking
all news from Gaza has been presented without any historical contextualization or humanization of Palestinian victims
There is a well established mechanism in most of the West that imposes a crackdown on freedom of speech
I have tried to expose how this happens in my book
important US and European outlets use former Israel army's propagandists as correspondence from Israel
The second part of Pino Cabras' book covers in detail what has happened in Gaza since October 2023 and how the media altered public perception
They are the witnesses to all the peoples of the world who
have the privilege to see with their own eyes the crimes that are taking place in Gaza
been utterly overlooked by Italy's mainstream media

The archaeological excavation campaign at the Tharros site will continue in 2025
with two new interventions authorized by the Cabras City Council
which expressed a favorable opinion unanimously in the City Council session
which in addition to some areas within the city of Tharros
also concerns the area of the Sa Codriola isthmus and an area of Capo San Marco
was illustrated in the chamber by the councilor delegated to Civic Uses Alessandra Pinna
The research activity will be conducted by the University of Bologna - Department of Cultural Heritage and coordinated by Professor Anna Chiara Fariselli and will be divided into two phases: the first will take place from April to June in the area of the Cardo maximus
while the continuation is scheduled for the month of October in the area of the isthmus and Capo San Marco
"As the coordinator of the excavation project has underlined
these are particularly significant areas from an archaeological point of view
affected by important findings made during previous campaigns"
in the area of the isthmus an ancient furnace of significant historical value was found
has returned traces of a large public building from the late-ancient period
built on the remains of a previous Punic temple of even larger dimensions
Among the finds found are valuable objects such as pins made from female bones
"Since the areas involved fall on lands subject to civic use - concludes Councilor Pinna - the intervention of the City Council was necessary to authorize the activities
the Administration confirms its desire to support scientific research and enhance the archaeological and cultural heritage of its territory"

talks to graduates of the Cabras Marine Corp
boot camp during a September 2022 ceremony at the CMC Training Facility in Piti
Nineteen men will immediately begin working for Cabras Marine Corp
Cabras Marine continued their coordinating efforts with the Guam Community College in ensuring Guam's developing local talent for the growing workforce when 19 men received certificates for completing a 12-week ship repair boot camp on Wednesday morning
we are officially employed and working with Cabras Marine," said 18-year-old Art Aquinde who completed the fifth installment of the boot camp
which was held at Cabras' new training facility
president Joseph Cruz said the boot camp is essential to meeting the need for a more skilled workforce
"We need to be able to have the people to execute
so our focus is developing local workforce primarily so that we can continue to support the growth we anticipate," said Cruz who indicated the sixth installment of the boot camp is in the works
Cruz added that of the boot camps held over the past three years
100 have graduated and 80 are still working for Cabras
I think we're going to continue to see more work but we need to be able to have a good workforce now to demonstrate that we can have more work," added Cruz
Also in attendance at the ceremony was Jimmy D
the director of the Office of Small Business Programs with the U.S
who made his first trip to Guam to address the importance of the local apprentices completing the boot camp
"DOD is coming and if you're not going to do it here on island
don't make me bring it in from the outside
To be a part of this part boot camp ceremony that you're executing today
Lou Leon Guerrero addressed the graduates as well and expressed her excitement for them meeting the need of more workers on the island
"I think this kind of program with the partnership of Cabras
GCC and also the government and the military is just the right ingredients for success and for improving our workforce job creation for people (and) to lift the lives of our people and our livelihood," Leon Guerrero said before saying how proud she was of the graduates
"I feel so very satisfied that we've taken care of our people," she added

CABRAS: The Cabras 1 and Cabras 2 power plants on Sunday
Work to generate enough power to support the needs of the community continues this week as the Guam Power Authority faces the highest periods of demand
GPA General Manager John Benavente told The Guam Daily Post that repairs to the 48-year-old unit Cabras 2 will continue this week with the assistance of skilled workers
“Technicians are arriving to balance (the) generator to reduce vibrations,” Benavente said
GPA reported that Cabras 2's ongoing repairs have been focused on a boiler tube leak that was detected and repaired as of Sept
The repair is followed by a process called "pressure hydro," which is meant to determine if all the tubes are intact
GPA personnel will continue to work with its contractor
TEMES (Taiwan Electrical and Mechanical Engineering Services)
to get the repairs completed and the unit back online,” a release from GPA said at the time
GPA will - as a last resort - turn to load shedding
which has been tentatively scheduled for the island through Sept 30
This is done to maintain grid stability when demand exceeds energy capacity
“September and October is (the) period of highest demand
we ask for conservation as we work through this difficult period,” said Benavente
load shedding will continue as necessary but has been limited
“There has been limited load shedding because of assistance from interruptible load customers and (the) Navy,” Benavente said
Large customers like hotels and the Navy have assisted by going offline and operating on standby generators during peak hours when demand is the highest
Respicio said Tuesday that the matter of a wharf damaged during Typhoon Mawar is “now before the courts
and we will respect the judicial process as it unfolds.”
Cabras Marine filed a motion in federal court asking that it not be held responsible for damage caused by a floating drydock that broke free of its mooring in the May 24
The drydock was eventually towed to sea and scuttled
and the F3 facility – a wharf used for general cargo
passenger vessels and fishing vessels – was left with damage to sheet piles
concrete cap and cathodic protection systems
Respicio sent the company a letter outlining repairs needed after the storm
and informing Cabras Marine of the $18.5 million it would have to pay to restore the wharf to its original condition
the company argued that it should not be held responsible
Standard preparations were made before the storm
and the damage was not the result of any “fault
Cabras Marine also noted the 2023 Port Authority of Guam Master Plan – published before the storm – described the wharf as being in “poor condition.”
“We remain hopeful for an outcome that serves the best interests of the Port,” Respicio said Tuesday
“The Port Authority remains focused on ensuring accountability and maintaining uninterrupted operations in support of commerce and national security—for Guam
Guam Power Authority employees conduct preventive maintenance and improvements to the power grid as they work along Marine Corps Drive in Anigua on Oct
The Guam Power Authority said the island has an additional 51 megawatt of power as Cabras 2 and the Yigo Combustion Turbine are back online
GPA issued a release Friday providing the latest updates on the island’s power system
residents experienced power outages as several units went offline
GPA has seen four different generators go down for scheduled and emergency work over the past two weeks
After several months of minimal load shedding
residents were sent back in the dark starting on Dec
residents experienced rolling blackouts lasting between 21 and 57 minutes
A total of 15 feeders delivering electricity to different parts of the island went offline starting around 6 p.m.
But load shedding ceased about three minutes after the Piti 9 generator was reactivated at 9:25 p.m
the generator was operating at a limited generation capacity of 26 megawatts
• Baseload unit Cabras 2 was brought online Friday morning and is almost at full production capacity with its contribution of 31 MW to the grid as of Friday afternoon
Plant personnel continue to monitor the unit and increase load as needed
• Yigo Combustion Turbine returned to service Thursday and cleared for 20 MW at 9:30 p.m.
Although GPA does not anticipate any rotating outages
it continues to encourage customers to implement conservation measures such as turning off water heaters and limiting full usage of air conditioning at their homes and offices
“Enacting conservation plans reduces the demand for energy and can mitigate the need for outages
We thank you for your continued patience and urge the community to follow our social media pages for the latest information,” GPA said

The Guam Power Authority’s Cabras plant in Piti
The Guam Power Authority is reviewing Sunday night load shedding
which left some residents in the dark for nearly an hour
GPA is partially reimplementing a rotating outage schedule
Residents may see outages of up to one hour in line with the schedule as a “last resort” if power demand rises above generation capacity
Baseload unit Cabras 2 and the non-baseload Piti 7 combustion turbine were being repaired on Sunday and remained offline as of Monday
baseload unit Piti 8 was running at limited capacity as of Monday
which deliver power to different areas of the island
The shortest outage lasted approximately 23 minutes
GPA will be using its batteries to “shift” up to 16 megawatt-hours of solar energy generated during the day to peak night hours
GPA is also asking the Navy to help with additional capacity during peak hours
Though still about six months away from full commissioning
the new Ukudu power plant will also provide some energy to support peak demand
Plant contractor Guam Ukudu Power is scheduled to test Ukudu combustion turbine unit 3 Monday afternoon through the evening hours
GPA has touted the new 198-MW Ukudu plant’s activation in September as the end to the island’s load shedding vulnerability
it is providing some power during the testing phase
GPA is encouraging customers to implement conservation measures like turning off water heaters and limiting full usage of air conditioning at their homes and offices
Enacting conservation plans reduces the demand for energy and can mitigate the need for outages
Here’s the status of the three GPA generators facing issues
“GPA assures the community that the partial implementation of the rotating outage schedule is a last resort
and every effort is being made to restore service promptly,” the agency stated
Though GPA has alleviated the frequent load shedding seen in late 2023 through plant repairs and an extra 20 MW of temporary
load shedding still occurs intermittently when multiple aging generators experience issues at the same time
The Pacific Daily News did ask GPA’s communication office on Monday whether the utility would be able to keep up with rising power demand expected as temperatures rise in April and May

The Guam Power Authority is notifying residents that a partial implementation of its rotating outage schedule may happen at 4 p.m
the Cabras 1 baseload unit sustained two boiler leaks and was taken offline late Wednesday morning
The unit is now cool enough to allow access for repairs
but it will take about three to five days for Cabras 1 to return service after they are completed
Today's estimated peak demand is 235 megawatts
and the total system capacity without Cabras 1 is just below 230 megawatts
"Although the unit was taken offline yesterday morning
GPA was able to stave off load shedding with the help our U.S
GPA currently benefits from approximately 16 MW of energy contributed by large customers participating through the Interruptible Load Program (ILP) and the U.S
These customers voluntarily switch to their standby generators during peak demand periods
helping to minimize outages for other customers," the release stated
"The lower weather temperatures and concerted efforts to conserve energy has also attributed to nominal load shedding within the last month
with Cabras 1 unit offline we anticipate demand from customers between 4 p.m
and therefore partial implementation of the rotating outage schedule is possible," the release added
can be noted from the stack above the power generating of Units 8 and 9
Plant personnel make repairs to the Cabras 2 baseload unit in Piti
Corrections & Clarifications: This story has been updated to accurately reflect generator specifications and the timeline of repairs Guam Power Authority conducted between Nov
Other information was previously included in paragraphs 2 and 9
The Guam Power Authority has reactivated one of three power plants that were offline on Tuesday
GPA has seen four different generators go down for scheduled and emergency work this past week
Here’s how other generators that needed repairs are doing as of Wednesday:
The Mangilao and Dandan solar farms contribute to the total energy production during daylight hours
GPA is working with its battery operators to “shift” up to 16 megawatt-hours of energy to peak demand time
The Navy is also asked to help with additional capacity during peak hours
Customers are asked to continue conserving energy by turning off water heaters and limiting full usage of air conditioning at home or the office
Conservation can mitigate the need for outages

The Philippine Coast Guard (PCG) continues to shadow Chinese Coast Guard (CCG) fleet 5901
also known as ‘The Monster,’ as it lingers in the high seas within Manila’s exclusive economic zone (EEZ) as of Tuesday morning
PCG spokesman Commodore Jay Tarriela said BRP Cabra (MRRV-4409) maintained its vigilant monitoring of the foreign vessel as it entered its third consecutive day of illegal presence in Philippine waters
“Observations reveal that the CCG vessel’s erratic movements indicate it is not engaged in innocent passage
but rather asserts that it is conducting a law enforcement operation
claiming jurisdiction over these waters as belonging to the People’s Republic of China,” Tarriela said
the crew of BRP Cabra remained steadfast in challenging this assertion
diligently tailing and shadowing CCG-5901 to uphold Philippine sovereign rights
“This unwavering commitment reflects the guidance of Commandant Admiral Ronnie Gil Gavan
emphasizing the importance of persistently confronting the illegal presence of the People’s Republic of China and ensuring the safety and security of Filipino fishermen operating in the area,” he added

Media and journalism can be a high-stress industry to work in
But the extent of the problem and its long-term consequences on journalists are not always fully acknowledged.
Mar Cabra found out the hard way.
an organisation whose goal is to promote a healthier way of working in newsrooms around the world.
I spoke with Cabra about her own experience and about the steps managers can take to prevent and address burnout in their teams.
Can you start by telling us about your own experience with burnout following your reporting on the Panama Papers investigations
and your path towards founding the Self-Investigation?
I was at the height of my professional career
I was exhausted physically and emotionally
and I was in a very negative mood all the time.
I didn't know what was happening to me – I just knew that I needed to quit my job to save myself
I saw a specialist who told me that what had happened to me had a name: burnout.
Burnout is a work-related condition caused by excessive and accumulated stress over too long a period. It took me quite a long time to recover from my burnout
I realised that I could turn this difficult experience into a learning lesson for myself and others – which is when I co-founded The Self-Investigation.
We know that tight deadlines and intense pressure tend to lead to high stress
but these are often an unavoidable part of journalistic work
especially for those of us who work in breaking news
Can you share one key practical tip for journalists seeking to protect their mental health during these intense periods?
like when we are working on deep-dive investigative stories
But in both cases runners rest after a big challenge.
Let's learn from athletes and intentionally incorporate rest whenever a big sprint or marathon is over
It’s also important to incorporate rest in small doses every day throughout the workday
This means taking regular breaks – especially breaks from the screen
Journalists should make time to do things that calm down their nervous system
like going for short walks.
We know that managers often play a crucial role in shaping the dynamics of their teams
How can they foster a team culture that encourages journalists to prioritise their mental health
without compromising their work?
A. As a former data journalist, let me give you some stats: studies have shown that managers have as much of an impact on people's mental health as their spouses
it’s important to acknowledge that you do have a big responsibility. And part of your responsibility as a leader is to recognise the signs when your team members are not doing well.
Take the time to notice if someone’s usual behaviour is shifting in some way – whether they are withdrawing from work
It’s also important to remember that burnout is typically misidentified as underperformance
Look out for these signs by checking in regularly
I truly believe that one of the key skills a manager needs to have is basic mental health literacy.
What responsibility do news organisations have in addressing and mitigating burnout among their employees?
A crucial thing to remember is that burnout is not an individual capacity issue
this person just couldn't cope” or “What's wrong with me
Why did I burn out and not my other colleagues?”
The reality is that all organisations have a duty of care towards their employees – and not doing anything until it is too late is not duty of care
There are preventative steps that can and should happen at an organisational level
including providing staff with adequate mental health training
as well as access to mental health resources
The responsibility shouldn’t rest only on the manager.
You’ve often talked about how newsroom managers must also protect their own mental health
What tips do you have for managers seeking to draw boundaries for themselves while also looking out for their team
There is definitely a tendency for some newsroom leaders to protect their teams but forget to protect themselves
It’s no coincidence that managers – and especially middle managers – are among the first ones to burn out
because there is often a “sandwich effect,” where they are being squeezed for time and energy by the top leaders and squeezed by their team as well.
remember: you are as important as the team
and you can’t be switched ‘on’ all the time and available for everyone at any moment.
And one of the best ways to ensure that is to very intentionally organise your team's digital communications channels
This means taking the time to sit down with your team to discuss expectations of response.
One thing that some leaders find helpful is to create a ‘communications charter’ with their team to decide collectively how and when each digital channel should be used
Maybe you decide that the team will only respond to emails during working hours and WhatsApp is only used for emergencies – the specifics can vary depending on the team
but the idea is to set clear boundaries.
our message at the Self-Investigation is that we all need to start creating a healthier culture of what it means to be a journalist
and as an industry as a whole.

The Guam Power Authority Cabras power plant in Piti is shown in this PDN file photo
The Cabras 2 power plant tripped offline at 10:39 a.m
causing brief power outages for residents across multiple villages
Sinajana and Mongmong-Toto-Maite were without power for about 23 minutes after the baseload generation unit went offline
and all customers got their power back by 10:55 a.m
Baseload unit Piti 9 was also offline Wednesday morning for a fuel valve replacement
This was completed and the unit was back online before noon
according to the GPA communications office
Cabras 2 was returning to service as of 11:22 a.m
No other units are undergoing emergency repairs
The aging Cabras 2 is a baseload unit for the island’s power grid
and the island is more vulnerable to rolling blackouts
when the unit goes offline and in the days it can take to get the unit back up to full service
Load shedding happens when GPA’s capacity to generate power falls below demand from customers
GPA’s total generation capacity was at 248 megawatts as of 10 a.m
The Mangilao and Dandan solar farms continue to contribute to energy production during daylight hours
but rainy and overcast days can reduce solar energy output
Historical data from GPA shows that peak customer demand typically hits 255 MW through June
GPA only tracked three load shedding occurrences through May
far less than the hundreds of hours of load shedding seen late last year
May was a critical month for the power authority
GPA has been trying to add more generation capacity to the grid
The power authority recently brought the 20 MW Yigo Combustion Turbine back online
which was offline for close to a year following damage from Typhoon Mawar
Several smaller diesel generator units and assistance from the Navy Orote Power Plant add about 10 MW to the grid
temporary 20 MW generators from equipment supplier Aggreko arrived on Guam last week
and will help support the island’ vulnerable grid until the new Ukudu power plant comes online in September of 2025
As they carried the coffin into the church
that old velvety voice slipped from the speakers and a comfortingly familiar song filled the air
The significance of the words were lost on no one
After singing about it for almost 60 years
returning to where it all started at the end of a long and hugely successful showbiz career
He died a week ago in St Vincent’s hospital at the age of 88
“And would you believe it,” said Fr Brian D’Arcy to the packed congregation
“Dickie is being buried on Frank Sinatra’s birthday.”
The venue was the Church of the Most Precious Blood in Dublin’s Cabra west
Dickie sang there in the choir when he was a boy and went on to become one of Ireland’s greatest and most enduring entertainers
A superstar of the country’s transformative showband boom in the 1960s and 1970s
he was still going strong until a couple of years ago
“He was always proud to say: I’m Richard Rock from the Dingle Road in Cabra west”
who became unofficial chaplain to the showband world when a young priest
He recalled how Dickie rose to stardom in very different times
when society was closed and inward looking and young people were yearning for excitement and modernity
they lifted that veil of darkness from around us.”
even if there was a cheerfully resigned spirit of the last hurrah among surviving stalwarts of those long-gone heady days of rock and roll
[ Funeral of ‘eternal legend’ Dickie Rock attended by hundreds in DublinOpens in new window ]
Dickie played his part right up to the end
As old friends and even older neighbours gathered in the wintry chill outside the church
the hearse bearing his remains swept through the gates
It was a gleaming 1947 Rolls-Royce Silver Wraith
with whitewall tyres and oodles of attitude – a proper showbiz entrance
Sarah-Jane and Peter alongside his grandchildren and his brother and sisters
Dickie’s beloved wife Judy died two years ago and their son Joseph died in 1992
As locals watched the family from a respectful distance
the same comment was repeated again and again
[ In pictures: Dickie Rock’s funeralOpens in new window ]
Later, Peter would deliver a moving eulogy and a touching insight into the family man rather than the performer. He and his siblings are so proud of their father, “Proud of everything you achieved, proud of the man you were and proud to call you our father. We will miss you every single day but we take great comfort knowing you’re with mum and Joseph walking every step of the way again in peace, in love, just as it was always meant to be.”
He read two of his Dad’s love letters to Judy when they were engaged to be married – one sent from Manhattan, the other from Miami.
The church was packed and the stage was set – wreaths along the walls, twinkling Christmas trees on either side of the altar and a lovely crib. The old troupers from back in the day arrived, all nattily dressed, as might be expected. Dickie was always impeccably turned out, it was noted by a number of the speakers.
He “would be delighted to see a full house for his last gig”, remarked Fr Brian.
And the punters almost got the full two hours too. It was a great funeral. The music was ace. Red Hurley was in fine voice.
But Richard Rock was the star. After the communion, Dickie’s son sang a song his father had recorded – the Carl Sigman classic Till.
It was a powerful performance and emotional moment, the father’s voice coming through magnificently in the son’s.
When he finished on a passionate crescendo, there was hardly a dry eye in the house. The congregation responded with a standing ovation. Richard’s siblings ran inside the altar rail and the family embraced.
Later, broadcaster and showband member Ronan Collins spoke about Dickie’s career. “He was the eternal professional,” he said, and “the king of Cabra”.
For a final bow, as the mourners filed out, another hit from Cabra’s regal crooner boomed out. “From the candy store on the corner, to the chapel on the hill...” Or the church on Fassaugh Avenue, to be precise.
In the pews, women who may once have rocked beehive hairdos, miniskirts and wet-look boots were just happy to sing along, do the arm actions and nearly swivel their hips.
The showbiz crowd, walking sticks and everything, all but bounced down the church steps.
“Dickie sang on those steps,” Joe Duffy told us. “We did a live performance with him – 75 minutes, one after the other. I think it was his birthday and we asked him did he want the concert in Cabra, so we had it there ... and he filled the car park and he filled the church.”
And even now, in death, Dickie Rock is still filling the church and still doing his best to send them home sweatin’.
The Philippine Coast Guard (PCG) through its patrol vessel BRP Cabra (MRRV-4409) continues to shadow and push back a 134-meter China Coast Guard (CCG) ship off the coast despite adverse conditions at sea
the PCG said BRP Cabra braved waves measuring five to eight feet high to confront CCG vessel with bow number 5303
The foreign ships were patroling the coastal waters of Zambales illegally
“CCG-5303 has been successfully pushed back to approximately 95 nautical miles off the coast of Zambales,” PCG spokesperson for the West Philippine Sea (WPS) Commodore Jay Tarriela reported in an X post
Tarriela noted that BRP Cabra shall remain steadfast in its mission to assert the Philippines’ sovereign rights over WPS
in accordance with domestic and international maritime laws
also known as the “monster ship,” was spotted 60.6 nautical miles away from the Paracel Islands
The vessel has reportedly been present in the western section of the Philippine exclusive economic zone (EEZ) since December 2024
The Armed Forces of the Philippines (AFP) likewise noted last Wednesday the presence of three Chinese vessels within the Philippine EEZ during joint patrols conducted alongside Canadian and US counterparts
the Philippine Navy expressed support for Senate Majority Leader Francis Tolentino’s proposal to establish a dedicated WPS Command
Philippine Navy spokesperson for WPS Rear Admiral Roy Vincent Trinidad said this recommendation is “well received” by the military
“It (Tolentino’s proposed WPS command) is being considered right now how that will fit in with the AFP,” Trinidad said during a press conference in Manila
The Navy official noted that the AFP already has different unified commands that are tasked to secure not only the WPS
but also other Philippine-claimed features that are being disputed by China
The Palawan-based Western Command (WesCom) is in charge of the military operations in the WPS
while the Northern Luzon Command (NolCom) oversees Bajo de Masinloc (Scarborough or Panatag Shoal) and the Philippine Rise
and that they “do not know the length of the closure.” Hmm

The island served as an inspection port for ships coming from Europe during the early 19th century

a colony for the victims of infectious diseases was officially established on the island
construction began on four buildings that would serve as a shelter and hospital for the diseased

The Guam Power Authority never agreed to be part of a lawsuit related to the explosion of the Cabras 4 generator
who paid GPA $125 million for the lost generators
last August sued Korea East-West Power Company
which was under contract to operate the power plant at the time it exploded
DB Insurance and Chubb Insurance Singapore also sued PM Control Systems
which reportedly was involved in a 2012 overhaul of the Cabras 4 generator’s control systems
The lawsuit alleges gross negligence and breach of contract and seeks to recover the insurance payout
Politics: Senators dig deeper into proposed power plant deal, will testify before PUC against it
GPA officials earlier this year told lawmakers the cause of the explosion and fire which destroyed the Cabras 4 and Cabras 3 generators can't be determined
Although GPA declined to sue Korea East-West Power or make any claims against the company
the insurance companies included GPA as a plaintiff in their Superior Court of Guam lawsuit
as permitted under their insurance contract with the power agency
Clyton Ridgell has cited Korea East-West Power's alleged role in the explosion
as one reason to reject a proposed contract for a new 198-megawatt power plant in Dededo
Korea East-West Power is a subsidiary of Korea Electric Power Company
which is the preferred bidder for the power plant contract
and Ridgell has expressed concerns that one generator already has exploded under Korea East-West Power's watch
but Korea East-West Power hasn't yet responded to the allegations in the lawsuit
The insurance companies have asked the court for permission to amend their original complaint
There also are unresolved questions about whether the insurance companies can represent GPA in the case
Korea East-West Power has argued that the insurance company attorneys can't legally represent GPA in the lawsuit because only the Office of the Attorney General has that authority under Guam law
“Because this action was filed without the participation of the attorney general
it was filed without due authority,” Korea East-West Power's attorneys stated
It also is a conflict of interest for the insurance attorneys to represent both the insurers and GPA
because to make their case they would have to argue that GPA made a mistake with the insurance contract
More: Power plant agreement moves forward
Documents filed in the lawsuit state the insurance companies last year solicited GPA’s involvement in the case, but GPA declined. An attorney for the insurance companies last April sent an email to a GPA official, noting GPA could be entitled to recover the cost of its insurance premiums if it agrees to join the lawsuit.
The following day, GPA attorney Graham Botha responded, stating: “At this time GPA will not join the insurers in their subrogation claim. If this changes in the near future and GPA decides to pursue recovery of its deductible, we will let you know.”
The insurers sued in GPA’s name anyway, stating they represent GPA’s interests, and asked the court to recover GPA’s insurance deductible and out-of-pocket expenses in addition to the $125 million insurance payout.
A speed regulating device, called a governor, failed to slow the Cabras 4 engine as it revved to unsafe levels on Aug. 31, 2015, and a fuel cutoff valve failed to stop it. A flawed design may have rendered the cutoff valve ineffective, according to consultants hired by GPA to investigate the incident.
The power agency concluded the damage was so extensive, much of the evidence about what caused the explosion was destroyed.

BRP Cabra stood its ground over the weekend against China Coast Guard (CCG) vessel 3105
the Philippine Coast Guard (PCG) reported on Saturday
PCG said the Philippines’ 44-meter multi-role response vessel maintained its position about 95 nautical miles against the 130-meter-wide CCG ship from the coast of Zambales
BRP Cabra was sent to oppose the illegal presence of Chinese vessels within the Philippines’ Exclusive Economic Zone (EEZ)
China through its naval assets has been operating against domestic and international laws
PCG Commandant Admiral Ronnie Gil Gavan reiterated that the deployment of Philippine vessels aims to prevent any attempts by China to alter the status quo or normalize its incursions
“We will not allow any foreign power to encroach upon our territory
The PCG will continue to deploy vessels to ensure the protection of our waters and to prevent any attempts to change the status quo,” he said.
The PCG reiterated that the presence of CCG vessels violates international maritime law
including the United Nations Convention on the Law of the Sea (UNCLOS)
Despite adverse weather conditions and a significant size disadvantage
the crew of BRP Cabra remained steadfast in protecting Philippine waters and securing the livelihoods of Filipino fishermen
The PCG reaffirmed its commitment to upholding President Ferdinand Marcos Jr.’s directive that not a single square inch of Philippine territory will be surrendered
The Chinese Coast Guard (CCG) vessel 5901 remains within the Philippine exclusive economic zone (EEZ) as of Monday
following its departure from Capones Island in Zambales over the weekend
According to monitoring conducted by the Philippine Coast Guard (PCG) vessel BRP Cabra (MRRV-4409)
the CCG 5901 has been in the EEZ for three days
spokesperson of the PCG for the West Philippine Sea national task force said its erratic movements suggest that it is not engaged in innocent passage but instead conducting a law enforcement operation
He pointed out that its lingering presence is an assertion of jurisdiction over these waters
which China claims as part of its territory
The PCG continues to monitor the situation and asserts the Philippines’ sovereign rights within its EEZ
the crew of BRP Cabra has remained steadfast in challenging this assertion
