The Norwegian fighter flew in July 4 after the facility at Cameri in northern Italy achieved full operational capability for F-35 overhauls last month, F-35 manufacturer Lockheed Martin said. A spokeswoman for the firm said the DoD joint program office for the fighter certified Cameri’s Maintenance, Repair, Overhaul, and Upgrade (MROU) facility as achieving full operating capability in June. Cameri, an Italian air force base which started life as a final assembly line for Italy’s expected order of 90 jets and delivered the first in 2015, is owned by the Italian government and operated by Italian state-controlled defense firm Leonardo in partnership with Lockheed Martin. It is one of only two assembly lines outside the US; the other is in Japan. Leonardo also builds F-35 wingboxes at the site, so far delivering over 200. But Italian officials have been also keen to offer maintenance work at the base to European F-35 fleets in the long term to make Cameri permanently viable. In 2014, the 101-acre site was named by the US DoD as its F-35 Heavy Airframe Maintenance, Repair, Overhaul and Upgrade facility for the European region. Italian jets entering service with the navy and air force have received maintenance at Cameri, but the Norwegian jet arriving this month was the first international customer. Italy is meanwhile also hoping new European F-35 customers will have their jets assembled at Cameri. So far, 22 Italian fighters have rolled off the line, including 17 F-35As and 5 F-35Bs — three for the Italian navy and two for the air force. Since a deal was struck in 2018 with the Netherlands to assemble jets, 19 Dutch F-35As have also been delivered by Cameri. In March, Switzerland said at least 24 of the 36 F-35s it plans to buy would be assembled at Cameri after talks with the U.S. government and Leonardo. In June 2002, Italy became a Level 2 JSF partner by committing to invest $1 billion in the program's system development and demonstration stage. Rome currently plans to buy 90 aircraft. In return, Italy was told its workshare would likely reach around 65 percent of its investment. "Today we are at less than 20 percent," said Crosetto. Crosetto, who was a government defense ministry undersecretary between 2008 and 2011, said if Italy falls behind on F-35 workshare, political consequences would follow. "Back then, I staked my reputation in parliament by talking about the jobs and technology Italy would gain through choosing the F-35 program," he said. "How easy will it be to defend these choices in parliament now?" Over recent years, Italy's spending on the F-35 program has come under fire in parliament from politicians who consider the money better spent on schools and healthcare, forcing the government to agree to funding cuts. With elections possibly due this year, tensions over the program could return. Crosetto said Italian firms had been shut out from a global competition last year for maintenance contracts on the F-35 In November, deals were awarded to repair 65 of a possible 774 repairable items on the aircraft for the period 2021-2015, with 48 going to the UK, 14 to the Netherlands and three to Australia, making up eight percent of the total items to repair. "Small Italian firms were excluded because the competition favored large companies," said Crosetto. As it won the lion's share of contracts, the UK ministry of defense said in November that its F-35 maintenance site in Wales would consequently become "a global repair hub providing maintenance, repair, overhaul and upgrade services for F-35 avionic and aircraft components." It added, "Over the lifetime of the programme, components for hundreds of European-based F-35 aircraft will be serviced and maintained in North Wales." Meanwhile, Israel also has won the right to build its own F-35 maintenance hub. Work on the two hubs follows on the heels of Italy's decision to open its own maintenance hub at Cameri in nothern Italy, on the site of the final assembly line where it is turning out F-35s for its own air force. Italy has to date rolled out six F-35s at Cameri, with the first four flying to Luke Air Force Base in Arizona to take part in pilot training and two deploying in December to its Amendola Air Base — the first Joint Strike Fighters built outside the US to become operational. In 2014, Lt. Gen. Chris Bogdan, the F-35 program head, designated Cameri as a center for heavy airframe maintenance, meaning changes or repair to the body of the aircraft, including replacement of a bulkhead or the fixing of a wing. "Italy was chosen from among many countries as a maintenance hub for all the F-35s flying in Europe, including the US aircraft flying here," said Italian defense minister Roberta Pinotti at the time, adding that the decision was an "extraordinary result." Cameri has been tasked with airframe maintenance, while the UK is touting its North Wales hub as an avionics and components repair center, suggesting UK work will not overlap with work at Cameri. But Crosetto disagreed, claiming the ramping-up of maintenance work in the UK could damage Cameri and represent a broken promise by the U.S. "The original idea was to offer all types of maintenance at Cameri, that was the proposal made by the U.S. government and Lockheed Martin to me when I was in office," he said. "To me the UK and Israel hubs are a violation of that," he added. Carlo Festucci, the general-secretary of AIAD, added, "Italy invested in Cameri with the idea it would do everything and was given the idea by Lockheed Martin that it would be the only hub in Europe." Back in Italy, apart from deciding on who gets the fourth aircraft, officials are also continuing to discuss whether all of Italy’s F-35Bs, including the Air Force and Navy jets, should be grouped at one base to save on logistics, and if so, who should run it. The choice is between the Navy’s base at Grottaglie in Puglia in the southern heel of Italy where it bases its AV-8s, or the Air Force’s Amendola base, also in Puglia, to which F-35As are already assigned. Analyst Marrone said that if the Navy gets the next F-35B, it would have a better argument for bringing all its jets to Grottaglie. “If you prioritize the delivery of aircraft to go on board the Cavour, you automatically prioritize Grottaglie,” he said. “The Navy has limited personnel, which will continue to be needed to maintain the AV-8s at Grottaglie for a while. It cannot send other personnel to the air force base at Amendola to look after F35-Bs,” said the defense source. Arguments for basing all Italy’s F-35Bs at Amendola to take advantage of the Air Force’s F-35 infrastructure are also convincing. “Amendola is the logical choice since the base boasts a high degree of professional capability on the F35,” said retired Gen. Leonardo Tricarico, a former head of the Italian air force and now chairman of the ICSA think tank in Rome. An added selling point for Amendola is that the air force’s first F35-B did not fly to the United States for pilot training as it was meant to, but has spent months at Amendola allowing Air Force personnel to get used to it. The reason? Coronavirus. “The F35-B was due to fly to the U.S. in February, but we were asked to delay sending it due to the virus so it went to Amendola,” said an Air Force source. “We have since shown we are able to host and operate the ‘B’ there. Having the ‘A’ allowed us not only to test the ‘B’ but also test having a mixed fleet. It has vindicated our decision to have both aircraft,” the source added. In July, the Air Force flew the jet to the Italian island of Pantelleria in the Mediterranean as part of an exercise to test its ability to mount an expeditionary mission. “Having operated the ‘A,’ we can now move faster on the ‘B,’ ” the Air Force source said. At the meeting they said they would hire the other 80 by June,” Busca explained. “There will be another meeting on May 28 when Leonardo will tell us about further hirings. As a result, the strike was suspended.” A Leonardo spokesman said the offer to hire workers was not forced by the strike action but was part of an existing plan, which would see a string of new hires up until autumn 2018. He defended the use of agency staff, stating: “The system means we can train up the expert workers we need and then hire them full time.” Cameri has to date delivered nine F-35As to the Italian Air Force, while in January the first F-35B to be assembled outside the U.S., which is destined to fly with the Italian Navy, was handed over to Italy at Cameri.
