Can you explain how GenLayer’s Optimistic Democracy consensus differs from traditional mechanisms
Optimistic Democracy is designed to manage non-deterministic operations crucial for AI-driven smart contracts, a concept central to platforms like YeagerAI
which require every node to produce the same result
AI introduces variability that can cause nodes to generate slightly different outputs
Optimistic Democracy handles this by selecting a subset of validators that propose an outcome
Other validators compare the result based on an “Equivalence Principle” to determine if it meets the criteria set by the contract developer
an appeal process allows more validators to participate
This system is well-suited for AI applications
as it manages variability and allows for diverse model outputs while maintaining security and consensus
What key use cases will drive GenLayer’s adoption
and how does it address traditional smart contract pain points
particularly those needing real-time data and complex decision-making
where GenLayer can act as a decentralised oracle to resolve decisions based on live data; DeFi
where AI-powered contracts can automate financial adjustments; AI-driven governance for DAOs
automating votes and decision-making; and autonomous legal contracts that adapt to real-world events
GenLayer addresses the limitations of traditional deterministic systems by allowing for non-deterministic operations like natural language processing and web scraping
by supporting Python for contract development
contrasting with the niche languages required by traditional platforms like Solidity
How does GenLayer protect against prompt injection and other AI-related vulnerabilities when interacting with public data
GenLayer mitigates the risks of prompt injection and AI model vulnerabilities through several layers of security
One defence is the use of diverse AI models across validators
reducing the system’s susceptibility to attacks targeting specific models
The “Equivalence Principle” allows validators to compare different outputs and assess their functional similarity
making it difficult for malicious inputs to succeed
An appeal mechanism further ensures that questionable outputs can be re-evaluated by additional validators
processing inputs in a sandboxed environment to prevent harmful prompts from affecting the system
How will GenLayer allocate its recent $7.5 million in seed funding
GenLayer plans to use the $7.5 million seed funding to continue developing its platform and expanding its reach
A large part of the investment will go towards improving its core technology
such as refining the consensus algorithm and enhancing the developer tools
we want the platform to run smoothly for developers and validators who work on it
We’re also focusing on getting more developers involved by making the platform easier to access
and running events like hackathons and grant programmes to encourage early participation and innovation
Security and scalability are key priorities as well
GenLayer will be investing in audits and research to deal with potential vulnerabilities
and to ensure the platform can grow without issues
GenLayer is also dedicating resources to growing its community by providing educational materials and outreach efforts
The goal is to help developers and users get familiar with the platform and understand its unique features in a more accessible way

Has Randy Fine intentionally misrepresented the law in an attempt to influence Brevard’s elections
State Representative Randy Fine recently accused Brevard County Democratic Party Chair Pam Castellana of committing election fraud by issuing judicial recommendations
claiming she faces up to six months in prison
the legal foundation for Fine’s claims appears to crumble as the statute he cited was struck down by the courts nearly three decades ago
He may have “pressed charges” on himself
Fine’s posts referenced Florida Statute 105.09
which prohibited political parties from endorsing
Fine claims Castellana’s judicial recommendations violate the statute and he demands her arrest
who acts as he has a law degree but is not a licensed Florida attorney
Only candidates are prohibited from publicly advertising themselves as members of a political party
It is a misdemeanor crime (carrying a max of 60 days in jail
not 6 months prison) if a candidate does so
There is no evidence that any of the candidates mentioned by Randy Fine have violated the law
Fine’s Timing Unmistakenly Politically Motivated
Is it any wonder that Fine has wrongly cited the law and called for the arrest of a political opponent on the eve of an election?
I’m not surprised Randy Fine has no knowledge of state law
He proves again that he is a petty shell of a man who thrives on chaos and hate
I AM surprised that our public defender is equally ignorant
BrevardDems has not officially endorsed in any judicial race
and we have not coordinated with any campaign in our suggestions
Brevard Democrats don’t need to bend the law to win elections
We provide quality candidates committed to serving their electorate and we do the work to get them elected
It is also clear that Fine only wants his Republican candidates to win
Florida’s judicial races are nonpartisan because we want our judges to be neutral
No person should stand before a judge and worry that he or she will rule based on politics
Randy Fine only supports judicial candidates that pass his ‘real’ Republican litmus test
Fine makes his allegations on the eve of the August 20
2024 primary which may determine judicial races. If any judicial candidate gets more than 50% of the vote
the race is ended. If not candidate gets more than 50% of the vote
the race continue until the date of the primary election on November 5
Randy Fine’s accusations appear to be an attempt to punish a political opponent and to influence an election
Fine himself may have broken the law and snitched on himself
In the same posts where he accused Castellana of wrongdoing
Fine also shared his own judicial recommendations
Given his position as an elected state representative
this raises serious legal and ethical questions
prohibits state officers from using their official authority to influence elections
Fine could be perceived as attempting to influence the election in his official capacity
Fine has referred to his Facebook page on local media stations as his official State Representative Facebook page
and it is entitled “State Representative Randy Fine.” He also used the official Florida House of Representative Seal as his cover photo on the page
which can only be used for official business according to state law
Fine quickly took down the original post (screenshot below) after likely being advised he too was breaking the statute
in his follow up more flippant post where he state’s he just “pressed charges,” he again referenced his very own “judicial recommendations.”
In his rush to accuse Castellana of election fraud
Randy Fine may have unwittingly placed himself in legal jeopardy
His actions have not only highlighted his misunderstanding of the law but also suggested that he may have engaged in the very behavior he accused others of
the legal and political fallout from this incident is likely to grow
drawing further scrutiny of both his actions and the advice he received.
Fine Deflecting From Own Flailing Campaign
Randy Fine lost the straw polls for both his races amongst Republicans. Simultaneously
his Facebook posts have gotten more erratic with bizarre rants and memes only to be deleted later. It’s gotten to the point that even his own long-time supporters have turned on him in the comments
resulting in him having to turn commenting off on some of his posts
The bottom line: Randy Fine’s claims will likely grow wilder as the election approaches
Put on your seat belt and critical thinking cap – or just stop reading Randy Fine’s page altogether

NEGROS OCCIDENTAL, Philippines – The current Kanlaon Volcano crisis is hurting the P50 million banana industry of La Castellana
Mayor Alme Rhummyla Nicor-Mangilimutan said on Friday
Nicor-Mangilimutan also said that this year’s Banana Festival slated every April 1 to 5 has been cancelled because of Kanlaon’s continued restiveness
She said that it is sad that the Kanlaon crisis has already brought them lots of challenges
As the “banana capital” of Negros Occidental with more 500 hectares of backyard-type banana plantations
a first class municipality located near the foot of Kanlaon
produces more than 40 tons of bananas every month prior to the volcano’s eruptions since last year
La Castellana’s banana industry also comprises one-fourth, or around P50 million of the town’s P193 million revenue from agricutural products
she said banana plantations in five of their affected barangays — Biak na Bato
Mansalanao and Sag-ang — have already been affected
hurting the more than 1,300 farming families in these villages
who are mostly dependent on their banana plants
Data from the Office of the Municipal Agriculture said that La Castellana has banana farms in of all its 13 barangays
Aside from the 500 hectares across 13 villages with farmers being supported by the local government
there are another 17 hectares banana plantation being managed and maintained by a private firm in Barangay Lalagsan
With its three famous or abundant varities of bananas — saba
and balangon — La Castellana has already established a captive market in China for its saba sticks and crackers
The local government is now planning to put a processing plant for saba sticks and crackers
the mayor said their export of saba sticks and crackers might be affected
La Castellana’s saba sticks were cited as “Best Innovative Saba Banana Snack Food Product” during the 16th Q Asia’s National Product Quality Awards
That is why every April 1 to 5 La Castellana holds a Banana Festival to honor its banana farmers for their great contribution to the town’s economy
OIC of the Department of Agriculture-Negros Island Region (DA-NIR)
March 17, that he empathized with the people of La Castellana and its banana industry
“We know and understand the problem confronting the banana industry in town right now
we have standby fund intended for the rehabilitation efforts
but we cannot move yet since we cannot assess the extent
or degree of damage among the banana plantations across the municipality because of the ongoing abnormalities being shown by Kanlaon Volcano,” Barrogo said
assured the local government of La Castellana that DA-NIR has a fund to be alloted for its banana plantation rehabilitation once the crisis is over
Nicor-Mangilimutan appealed to the national government agencies concerned for the replishment of their local budget used for feeding their evacuees since Kanlaon eruption on December 9
she said they spent more than P32 million for food of the evaucees and fuel during evacuation period as well as for the daily transport of goods
the local government also subsidizes the tuition and allowances of more than 200 students in the five affected barangays — Biak na Bato
Mansalanao and Sag-ang — where the livelihoods of parents were negatively impacted by the present crisis
La Castellana is still housing 4,244 evacuees in nine evacuation centers
Mangilimutan said that Office of the Civil Defense Undersecretary Ariel Nepomuceno already promised to her that a P47-million replenishment for La Castellana’s financial aid is underway as supporting papers are now with the Office of the President
The Office of Civil Defense (OCD) Western Visayas put up learning spaces in evacuation centers in the Municipality of La Castellana
The evacuation centers have accommodated over 1,300 families affected by the volcanic unrest of Mount Kanlaon
and other equipment for classroom use so children could pursue their studies despite the circumstance.
Six of 11 schools in La Castellana have been used as evacuation centers

On paper, it's an uphill battle for Alessandro Deri's boys, coming off a dramatic draw in the pre-Easter round against Livorno but from a general not-so-positive moment that has caused the Azzurri to fall, week after week, right into the play-off zone, just two points away from direct relegation.
Nannini will definitely be out due to injury and Pertica due to suspension, it is likely that they will decide to start with an experienced defensive trio, leaving the younger players in midfield, especially on the wings.

the thought of winning the FuelTech NHRA Pro Mod Drag Racing Series championship was the furthest thing from Mike Castellana’s mind
Castellana crashed his Western Beef/AAP Camaro during a test session at Virginia Motorsports Park
but the season that started with an optimistic semifinal finish in Gainesville suddenly seemed like a lost cause
led by 17-time Top Alcohol Funny Car champ Frank Manzo
kicked off the 2024 season with a respectable semifinal finish in Gainesville
he beat Billy Banaka and Jerico Balduf before slowing against J.R
“I have to thank my whole team; those guys are just amazing
but we’ve been chasing this one for a long time
The accident forced Castellana to miss the four-wide event in Charlotte

After damaging their car in a testing accident in Richmond
Castellana borrowed a car from Khalid alBalooshi and went to the final round in Bristol
where he dropped a close 5.81 to 5.86 decision against Kris Thorne
so it took quite a while to get a handle on their new car
Progress became evident when Castellana drove to a runner-up finish in Bristol
a championship was not even up for discussion
While much has been made of the fact that six-time Pro Stock champion Erica Enders was ranked No

The Japanese versatile fashion group has once again announced a major opening in Madrid: its new store will be located in the heart of Paseo de la Castellana
The Japanese sustainable fashion company announced in December a major expansion in Europe: the opening of 15 stores between 2024 and 2025
One of them will be at number 85 Paseo de la Castellana
the building that houses the offices of Accenture Spain
And today the opening date has been announced: March 27
Uniqlo will occupy the first floor of the building
very close to the Nuevos Ministerios interchange and department stores such as El Corte Inglés
Of all the Uniqlo stores in Madrid –it currentlyhas two: one on Gran Vía and another in the Salamanca district –the one on Castellana will be the smallest: it will be 1,420 square meters spread over three floors
“We are delighted to open a new UNIQLO store in one of Madrid’s most iconic commercial hubs
in the heart of the city’s dynamic business district
This store is designed to cater to the diverse community of professionals
families and students that make this area unique,” said Mark Barnatovic
Uniqlo’s communications team has this to say about the new store:“The store has been designed to offer a more convenient and approachable shopping experience
it will allow customers to discover collections such as Uniqlo U and Manga Curation UT
as well as a special collaboration with graphic designer Nuriatoll and other novelties.”
Unsurprisingly, Uniqlo’ s expansion in the European market has doubled the pace: Europe was instrumental in the Japanese group’s growth between September 2023 and August 2024
The company grew by 44.5% on the continent compared to the previous financial year despite having more stores in the United States

and the orange exterior had been covered in white
The only evidence of commerce was a man in a black ski mask hawking $15 watermelons on the edge of the building’s empty parking lot
as a brigade of construction workers installed copper pipes and rows of refrigerators
part of a plan to bring the grocery store back to life
Over the last half-century, this boxy building has transferred hands between three men named Peter Castellana. Peter Sr., the patriarch, who died in 2020 from COVID-19, used it as the headquarters for his mobbed-up wholesale meat business
which was accused by the government of food-stamp fraud and securities violations
who took full control of the company in 1996
converted the meat business into Western Beef and built dozens of outlets in New York’s food deserts
he has tried to distance the company from his father’s criminal associations
he’s cleaning up after another Peter — his son
who replaced him as CEO of the parent company
Peter III was forced to cede the company back to his father
who came out of retirement to reverse what his son had done
the youngest Peter had begun shifting the company toward upscale real-estate development
The 40-year-old scion saw a better future in the dozens of properties that Cactus Holdings had amassed across the five boroughs at low prices and now were worth millions more
With the grand reopening of the Queens grocery in December
with jet-black hair and thick New York accents
Both have warm smiles and wear gold chains
features a crucifix pendant blessed by Pope John Paul I
the Castellana clan usually gets together for Catholic mass or dinner
The two seem to have sworn an omertà-style code of silence over how exactly their disagreements played out in the boardroom
is adamant that Western Beef stay in the grocery business for the low-income customers it has always catered to
“You can’t be everything to everyone,” he explained as we walked along a row of empty white shelves in the Queens warehouse
“Let someone else cater to the Whole Foods
he was charged with extortion after his employees threatened to break the legs of two small-time meat suppliers over an outstanding debt
Like other mobsters of his generation, Peter Sr. sought to move beyond this history with generous donations and gifts to those in need. He gave to his church and dropped off turkeys to homeless shelters on Thanksgiving. A former law-enforcement official remembers Gambino boss John Gotti calling upon the Castellanas to provide free food for his annual July 4 blowouts in Ozone Park
“[Gotti] would call Western Beef to send over
Peter Jr. swears he never witnessed his father’s unsavory practices, but found that New York (and its major lending institutions) deemed him a tough guy nonetheless. “I understood it’s gonna take my lifetime to possibly clear up a name for the next generation,” he said
He operated only in poor neighborhoods in Brooklyn
National grocery chains were then afraid to touch these Zip Codes
“The pockets we were going into didn’t have supermarkets,” explained Santino Montalbano
Western Beef’s former real-estate director
He said that they didn’t have the luxury of Google Earth back then
and would instead jump in the car and drive “street by street
block by block.” The company often set up shop near customers in public-housing projects
they’d scoop up lots just off major thoroughfares
and made aggressive offers for parcels they liked
This strategy, born out of necessity, made Western Beef into a $300 million chain with profit margins that were well above industry norms, and today it operates 20 stores in the New York area alone
Charlie’s face had popped up in more than a dozen food deserts in the city
Where the company saved money was in the stores themselves
where lower-quality products and poor conditions prevailed
the company was failing 60 percent of its sanitary inspections
compared to a high of 40 percent at other supermarkets
The company’s sprawling 140,000-square-foot headquarters in Queens, which features offices, a wholesale wing, and a store, has an impressive view of the Manhattan skyline and is now worth more than $16 million
according to the city’s property-assessment database
The family has also scooped up many smaller properties across the five boroughs
from empty lots to modest residential and commercial spaces that bring in passive rental income
One is a three-story building located just under the Brooklyn-Queens Expressway in Carroll Gardens
it has 1,560 square feet of residential space on the first floor
plus two brightly renovated apartment units above it
still drives around neglected neighborhoods
making offers on cheap parcels of land or buildings
even if he’s unsure exactly how he’ll use them
now claims to own more than 2 million square feet of real estate in the city
Peter III never really wanted to join the family business
He ran a computer-chip business while attending NYU
and later used the profits from that venture to provide loans and investment to hard-up real-estate developers after the 2008 financial crash
While Wall Street firms once sneered at Western Beef
Peter III snagged a college internship at Morgan Stanley
But he always knew that the family expected him
he believed that he could bring the business out of the old world
For Peter III, the gentrification remaking New York City’s poor neighborhoods was a threat to Western Beef’s low-income customer base
but also an opportunity to test a new business model
He believed that the company was worth far more as a real-estate portfolio than as a grocery chain
Some of those unassuming apartment buildings
and warehouses — not to mention the grocery stores themselves — are attached to air rights more valuable than the property’s initial purchase price
his father sent him to Florida to turn around an underperforming store in Boca Raton
his father handed him the keys to the company
After he emptied out the Queens flagship in 2018
Peter III pushed for one of the store’s two commercial lots to be rezoned for residential use
hoping to put up a 100,000-square-foot apartment building
(He envisioned that the second lot could host a national outlet or a major Chinese grocer
perhaps with more apartments on top.) “I had a business plan
“I had some of the best economical minds available to me.”
a customer alleged that a guard knocked him unconscious simply for whistling in a store to find his children.)
This new direction didn’t line up with his father’s
who remained board chairman and often popped into company headquarters
a former FBI agent and Western Beef’s recently retired security director
told me that Peter III’s short-lived security firm was indicative of a broader strategy that “didn’t make a lot of sense.” Santino Montalbano
Western Beef’s former real-estate director
said he didn’t want to “get into the politics of the family,” but added that
told me he’d always known his son was passionate about real estate
but said that this aspect of the business could only be expanded with profits from the grocery business
he halted the high-end residential projects that his son was planning
At the site of a recently reopened Western Beef outlet near the Marcy Projects in Bed-Stuy
“They wanted to put huge condominiums over there
like they’re doing in the whole area.” But he rejected their offer
and similarly backed out of his son’s Bronx residential project
He expects his company will continue to develop residential projects that are anchored by Western Beef grocery stores and other retail businesses in “ripening” areas like Carroll Gardens and the Bronx
“There’s something about going home on a Sunday and having dinner with my family and not talking about business that is pleasant,” he said
He’s also open to retaking his former title at some point down the road
as we toured one of his commercial properties in Prospect Heights
success as a developer still seemed to be out of reach
as well as more ambitious projects with more square feet
“Real estate is a time business,” he explained
The pandemic-fueled grocery-store boom has made Western Beef extremely profitable over the past two years, and Peter Jr. wants to keep growing. Recently, he paid $20 million to purchase a defunct gym in the Bronx to develop into another grocery store
which will largely serve nearby residents of Section 8 housing
But in a city of increasingly upscale-grocery and specialty-food stores, not everyone is in favor of that ethos. In December 2020, a Western Beef store on the Upper West Side that largely served residents of the Amsterdam Houses projects lost its lease. Local assemblymember Linda Rosenthal tried to save it
arguing that “the community desperately needs a full-service supermarket with lower price points to ensure that low-income New Yorkers can continue to afford food in the neighborhoods they live in and helped build.” But the landowner
a gourmet grocer that agreed to pay far more rent
“When you see a store like Western Beef replaced by Whole Foods
the household costs to a poor family go up significantly
which can push them somewhere new,” said Matthew Kwatinetz
a professor of real estate at NYU and director of the school’s Urban Lab
when an anchor store like Western Beef shutters
it also sends signals to nearby property owners to either jack up rents or flip their buildings
He believes that the family’s deep and expanding roots in the city are
“Who would think that a once-mobbed-up family would stop powerful market forces and
but it kind of makes sense.” The Castellanas’ healthy skepticism of outsiders has kept their massive portfolio out of the hands of developers
One could almost say that Western Beef provides a bulwark against gentrification in the low-income areas where it has set up shop
seemed to help the company get another round of FRESH subsidies in 2018
On a recent trip to the company’s Prospect Avenue store in the Bronx
more than 100 local customers petitioned Peter Jr
“or leave our neighborhood!” When the Flushing location closed
“I’d rather eat a city rat [than] that garbage low-quality beef.” “Sometimes I’ve had to bring [the meat] back because it’s no good,” one elderly customer told me
who organized and submitted the Bronx petition
accused Western Beef of “food apartheid.” But she also noticed that the company had listened to some of her demands
The Bronx outlet was freshly stocked with organic options
including various oats and flours from Bob’s Red Mill
“I am so happy they have this as an oatmeal option,” Moore said enthusiastically
was buoyant as he walked the aisles of his Flushing flagship on its grand reopening on a chilly Saturday
As Christmas music was piped in over the store’s intercom system
told me he’d invested roughly $1.2 million to get this store back in shape
It was the building that his dad had bought and first developed
then launched his own venture while sleeping on a weathered couch in the building’s back office
(As he’d overseen the finishing details of the relaunched grocery store
often wore one of his father’s favorite jackets.)
He told me that family members planned to drop by for the opening
He reiterated that Peter III has a “good mind for the real estate and developing,” but also that his business strategy had been “premature.” He further made clear that he has no plans of relinquishing company control any time soon
“I just want to get our business back,” he explained

BACOLOD City – Close to 33,000 individuals
may need to evacuate if the local government of La Castellana
heeds the Office of Civil Defense (OCD) – Western Visayas’ call to clear the six-kilometer permanent danger zone of Mt
The OCD issued an appeal urging residents within the danger zone to evacuate due to the heightened activity of Kanlaon volcano
which has been placed under Alert Level 3 by the Philippine Institute of Volcanology and Seismology (PHIVOLCS)
This level signifies intensified magmatic unrest and the possibility of a hazardous eruption
La Castellana’s Mayor Alme Rhummyla Nicor-Mangilimutan confirmed in a media interview that fully implementing the evacuation would displace thousands
she clarified that not all evacuees reside directly within the six-kilometer zone
Many have been allowed to return home while constant monitoring continues
“Some residents have cooperated with the OCD’s call
but our monitoring remains active due to the volcano’s unpredictable behavior,” Nicor-Mangilimutan said
nearby local governments in Himamaylan City
and Pontevedra have expressed readiness to assist if evacuation centers in La Castellana reach capacity
The OCD has identified critical needs for evacuees
Mayor Nicor-Mangilimutan issued Executive Order No
suspending classes at all levels in public and private schools and halting government office operations
Private companies were also urged to suspend work based on their discretion
“The potential hazards of volcanic activity necessitate these measures to ensure the safety of students
Kanlaon’s intensified unrest poses dangers such as ashfall
and other volcanic hazards that threaten lives and property
BACOLOD City – The local government of La Castellana in Negros Occidental is urgently seeking assistance for residents affected by the recent Kanlaon Volcano eruption
Mayor Rhummyla Nicor-Mangilimutan said between 10,000 to 12,000 residents from 13 barangays were affected
most of whom are farmers in upland villages
She said they need potable water as well as cash assistance to buy food and medicines particularly for residents who suffered from cough
asthma ad eye irritation due to the volcanic ash
The mayor added the eruption of the volcano and the lahar flow induced by rains contaminated water sources
Rivers and streams in the town as well as in La Carlota City were choked with lahar

Quintia advised residents that if they unsure of their water sources
it would be better not to utilize it especially for drinking
Bacolod City’s Mayor Alfredo Abelardo Benitez and Victorias City’s Mayor Javi Benitez personally spearheaded the delivery of aid to La Castellana yesterday
The Bacolod City Disaster Risk Reduction and Management Office and the Victorias City Government brought their water tankers to distribute water to the residents
They also distributed hygiene kits and food supplies
the president of the Association of Chief Executives (ACE) in Negros Occidental
also turned over cash assistance worth P100,000 to Mayor Mangilimutan
As the worst-hit by the eruption of Kanlaon
Mayor Mangilimutan ordered a curfew from 9 p.m
starting Friday “to regulate public and non-essential activities to ensure the safety of residents and to support the anti-criminality effort of the Philippine National Police during these times.”
she said curfew shall be imposed on individuals in public places except for government workers
as well as workers of private and public offices on duty during curfew hours
medical doctors and veterinarians whose services are needed
and workers of public utility companies conducting construction
about 330 families or 1,285 individuals remained in various evacuation centers in Las Castellana while 69 families or 384 persons were staying with other family members or relatives
data from the Department of Social Welfare and Development Region 6 showed

NEGROS OCCIDENTAL, Philippines – The sun beats down mercilessly on the makeshift tent classrooms in Las Castellana, where hundreds of grade schoolers, their families displaced by the Kanlaon Volcano eruptions
try to make sense of their lessons while battling heat
and the ever-present uncertainty of when they will return to proper school buildings
the Department of Education (DepEd) in Negros Occidental has resorted to setting up the tent school within a campus to accommodate 441 elementary learners from two upland villages affected by the December 9
The temporary classrooms – stretched tarpaulin over wooden poles – offer little protection from the elements
swirling around students as they attempt to focus on their books and worksheets
Face-to-face (F2F) classes resumed on Monday
a compromise born out of necessity rather than effectiveness.
DepEd officials said the face-to-face instruction is essential for the young students
The initiative is a way to keep rural pupils from falling further behind
yet many doubt how much learning can truly happen in an environment where children squint against the glare
and swat away insects as they try to write
For more than two months since the Kanlaon crisis began
the children have been forced to rely on “blended learning,” an approach that works in theory but
has left many struggling due to limited access to gadgets
DepEd-Negros Occidental borrowed five tents from the Office of Civil Defense (OCD) in Western Mindanao and converted them into makeshift classrooms for students from Cabagna-an Elementary School (CES) and Mananawin Elementary School (MES)
Barangays Cabanag-an and Masulog have 296 and 145 displaced learners
The villages are among four barangays adversely affected by the Kanlaon eruption in December
as they are within the extended six-kilometer permanent danger zone
The other affected villages are barangays Biak na Bato and Mansalanao
that each tent can accommodate 18 learners per session
DepEd-Negros Occidental has scheduled four days of classes per week for the displaced elementary graders
two days for face-to-face classes and another two days for modular instruction
Teachers from Cabanag-an and Masulog come to the “tent school” to conduct classes and guide students in answering their modules
Task Force Kanlaon head Raul Fernandez on Wednesday urged La Castellana Mayor Alme Rhummyla Nicor-Mangilimutan to submit the town’s evacuation and contingency plan in anticipation of Alert 4
Fernandez said that among the localities in Negros Occidental expected to be affected by a possible explosive eruption of Kanlaon
only La Castellana has yet to submit its evacuation and contingency plan
The task force said there were no designated evacuation sites yet for La Castellana residents in the event of a worst-case scenario
told Rappler that the town government already has an evacuation and contingency plan ready for immediate execution
“But what we only want is to bring our evacuees just here in town like in Barangays Nato
The mayor said their primary concern is ensuring that all La Castellana evacuees are properly cared for in case of a worst-case scenario
“Bringing them to other places like Himamaylan or Bacolod would be taxing for us
[We need] to monitor their situation and address their daily needs,” Mangilimutan said
A so-called “tent city” in Himamaylan City was originally reserved for 350 families evacuating from La Castellana
is equipped with a rubber floor mat and solar light
But the La Castellana town government frowned over the Himamaylan “tent city” because of its distance from the town – Mangilimutan has yet to sign a memorandum of agreement (MOA) with Himamaylan and OCD
La Castellana is 40 kilometers from Himamaylan
Fernandez said Task Force Kanlaon would not contest Mangilimutan’s decision
as they respect local government autonomy under the Local Government Code of 1991
Mangilimutan must first secure certifications from both the Philippine Institute of Volcanology and Seismology (Phivolcs) and the Mines and Geosciences Bureau (MGB) if she intends to relocate evacuees to Barangays Manghanoy and Talaptap
Fernandez said that based on their assessment
which are almost 12 kilometers from the Kanlaon summit
The task force estimates that about 60,000 residents in La Castellana barangays would need to evacuate in a worst-case scenario
Although Barangay Nato in La Castellana has been identified as the safest area in case of another Kanlaon eruption
Fernandez said it cannot accommodate all 60,000 evacuees
