a plan for the post-war reconstruction and governance of Gaza as a ceasefire between Israel and Hamas appears tantalizingly close to completion WASHINGTON — Secretary of State Antony Blinken made a last-minute case Tuesday for a plan for the post-war reconstruction and governance of Gaza as a ceasefire between Israel and Hamas appears tantalizingly close to completion and discussed the importance of ensuring its success after the Biden administration leaves office in a speech to the Atlantic Council “We have a responsibility to ensure that the strategic gains of the last 15 months endure and lay the foundation for a better future,” Blinken said we’ve seen how the shoes of one dictator can be filled by another which he has outlined repeatedly in the past envisions the Palestinian Authority inviting “international partners” to stand up an interim governing authority to run critical services and oversee the territory notably Arab states would provide forces for an interim security mission The Gaza plan was just one part of the speech which also covered other areas of the administration’s Middle East policy including Iran and potential normalization of ties between Israel and Saudi Arabia Those efforts initially met with resistance from all fronts with Israel objecting to calls for its complete withdrawal from Gaza and the Palestinian Authority taking a lead role in governance as well as Arab nations insisting that a ceasefire had to be sealed before any discussion of a “day after” plan A sticking point also has been Arab countries' demand for a pathway to a Palestinian state But during multiple trips to the region since last January Blinken managed to get the Gulf Arab states many of which would be asked to pay for reconstruction The plan calls for reform of the Palestinian Authority and for Arab countries to help train PA security forces in Gaza The urgency of keeping the Gaza plan alive even without a ceasefire became more intense after the November election of President-elect Donald Trump officials have brought Trump aides into the discussions over the past month to get their buy-in on the plan which will require significant American involvement during Trump’s presidency One fear was that the plan might be abandoned by Trump’s team in a similar fashion to the way former President George W Bush’s administration tossed aside a U.S.-backed proposal for a post-Saddam Hussein Iraq that was crafted while Bill Clinton was in the White House multi-volume plan designed to prevent Iraq from falling into chaos in the event depart from Rome’s Ciampino Airport next year.Currently Ciampino is limited to a maximum of 65 flights per day – or 4 flights per hour Ryanair wants 130 daily flights permitted through Ciampino Ryanair’s call for a 2025 passenger cap lift would coincide with next year’s Rome Jubilee/Holy year which will see thousands of Roman Catholic pilgrims descend on the city for religious pilgrimages Ryanair has argued that other EU capitals – such as Brussels Paris and London – benefit from two or more airports which allow airlines to increase capacity and tourism using secondary airports such as Ciampino Ryanair said the Italian government is also hurting employment and tourism growth in Italy with its municipal surcharge which – it claims – is making air travel to Italy more expensive than to other EU tourist destinations including Spain said: “As Italy’s number one airline Ryanair is calling on the Meloni Government to raise the limit of flights to Ciampino from 65 to 130 daily flights and allow Ryanair to rapidly increase visitors to Rome for the 2025 jubilee year It is shameful that the growth of visitors to one of the main European cities such as Rome is currently hampered by the Ciampino limit of 65 flights per day which puts Rome’s growth for the 2025 jubilee year at risk “Ryanair is calling on the Government to double Ciampino’s daily movements to 130 flights – only 8 flights per hour – to increase traffic especially when these flights are operated by Ryanair’s new and quiet Boeing B737-8200 Gamechangers “Ryanair is also asking the government to abolish the regressive municipal surcharge just as the Friuli-Venezia Giulia and Calabria regions have already done in 2024 All Italian airports could enjoy rapid growth in traffic and visitors in the coming years if the Italian state abolishes the municipal surcharge, Ryanair would respond with an investment of $4 billion in Italy over 20 million passengers per year on 250 new routes and 1,500 new Ryanair jobs in the Italian regions.” Be sure you have your GPS enabled and try again Low-cost airline Ryanair has called on the Italian government to double the daily flight limit at Rome's Ciampino airport from 65 to 130 in time for the Jubilee Year 2025 Michael O'Leary, CEO of the Irish carrier, launched the request in the Italian capital on Tuesday, saying it would allow Ryanair "to rapidly increase visitors to Rome" for Jubilee 2025 when the Eternal City expects to welcome 32 million tourists and pilgrims Ryanair is seeking to double the number of daily flights at Rome's secondary international airport Due to noise pollution the number of commericial flights at Ciampino are limited to 65 per day following a decree from the environment ministry in 2018 However O'Leary stressed that the Ryanair flights are operated by "new adding that increasing the number of budget fares to Rome would be "vital to the success of the Jubilee Year" Separately, Ryanair announced 10 new winter routes from Milan's Malpensa airport: to Athens Photo credit: Patryk Kosmider / Shutterstock.com The Local Europe ABVästmannagatan 43113 25 StockholmSweden The operator said that airport costs were set to increase by 15 percent in Fiumicino and 44 percent in Ciampino by 2028 while boarding taxes (or tasse d’imbarco) were set to rise from April 1st It added that limitations on the number of flights enforced at Ciampino due to noise concerns (the cap is currently set at 65 flights a day) were also hurting its business “These restrictive policies are damaging connectivity where enhanced air connectivity is needed to support inbound tourism during the Jubilee year,” the Irish company said is expected to draw over 30 million tourists to the Italian capital in 2025 Ryanair executive Eddie Wilson on Thursday called on the Italian government "to urgently remove the excessive flight cap at Ciampino increasing it from 65 to 130 daily flights and to reverse its short-sighted and regressive decision to raise boarding taxes at major Italian airports in 2025” Wilson also urged Rome airport authorities “to reverse the excessive increases in charges and freeze airport fees at Ciampino and Fiumicino until 2028 to protect Rome's tourism” If the above measures were to be implemented Ryanair would respond with “a $4 billion investment in Italy adding 40 new aircraft [and] over 20 million passengers annually across 250 new routes,” he added The Irish carrier is no stranger to disputes with Italian authorities over airport costs and regulatory issues the operator cut a number of routes to Venice’s Marco Polo airport after city hall introduced a new €2.50 tax for every passenger departing from the hub Italy’s Council of State later ordered Venice authorities to scrap the measure following an appeal from a number of airlines In September 2023, Ryanair CEO Michael O'Leary threatened to reduce flights to Sicily and Sardinia by 10 percent after the Italian government announced plans to cap fares during peak travel periods Ryanair is the largest operator in the Italian market According to estimates from Il Corriere della Sera in 2023 over 50 percent of passengers remove one of its Rome-based planes from Fiumicino Airport for summer 2025 and will not record any traffic growth at the city’s other airport This means no growth for Rome despite the celebrations for the Papal Jubilee year due to what Ryanair has called the restrictive limit imposed on flights to Ciampino (65 flights per day) the increase in airport costs (+44% at Ciampino and +15% at Fiumicino by 2028) and the Italian Government’s regressive decision to further increase the municipal surcharge at the main Italian airports starting from April 1 “The stifling of connectivity and tourism in Rome is in stark contrast to other major European capitals such as Brussels where airports operate without restrictive limits on flights,” the airline said Ryanair is calling on the Italian government to immediately widen the limit on flights at Ciampino (from 65 to 130 flights) and to reverse its “short-sighted and regressive” decision to increase the municipal surcharge the government should abolish this passenger tax to maintain competitiveness and promote traffic growth as the Italian regions of Friuli-Venezia Giulia Calabria and Abruzzo have successfully done along with other EU countries such as Sweden and Poland immediately unlocking transformative growth with Ryanair Ryanair is also calling on the operator of Rome airports to abandon the excessive fare increases due to the recovery of revenues lost during Covid-19 approved by the Italian Transport Regulation Authority (ART) despite the fact that AdR received considerable financial support from the Italian state during Covid AdR must freeze airport fees until 2028 to ensure Rome’s competitiveness and encourage passenger growth again Ryanair airline CEO Eddie Wilson said: “The Italian government continues to limit Rome’s tourism potential in view of the 2025 Jubilee by not removing the restrictive limit on flights to Ciampino which could easily accommodate twice as many current daily flights  the Government has decided to increase the municipal surcharge at major Italian airports as of April 1 which will make Rome and Italy as a whole completely uncompetitive compared to other European capitals such as Brussels London and Paris – with no restrictive limits on flights – and countries such as Sweden and Poland which are abolishing aviation taxes and reducing access costs to promote traffic growth “Italy cannot afford to lose connectivity traffic and jobs to other EU countries that are abolishing taxes to support growth where enhanced air connectivity is needed to support inbound tourism during the Jubilee year “Ryanair is once again calling on the Government to urgently remove the excessive limit on flights at Ciampino as well as reversing its short-sighted and regressive decision to increase passenger taxes at major Italian airports in 2025 the government should completely abolish this municipal surcharge in all Italian airports just as the regions of Friuli-Venezia Giulia Calabria and Abruzzo and EU countries such as Sweden and Poland have already done Ryanair is also calling on Aeroporti di Roma to reverse excessive fare increases and freeze airport taxes at Ciampino and Fiumicino until 2028 to protect Rome’s tourism and local economy during the Jubilee year and beyond “This would allow Italian airports to benefit from rapid growth in traffic as Ryanair would respond with a $4 billion investment in Italy Italian air navigation service ENAV said flights had resumed after the necessary fire department checks showed no signs of "damage to equipment and systems essential for air traffic management," according to news agency Ansa All takeoffs and landings had been suspended on Wednesday morning due to a fire in the airport's traffic control tower Hundreds of passengers were affected by the suspension with delays of up to five hours and several flight cancellations reported at the airport A Georgian man was arrested in connection with the fire Il Corriere della Sera said that the man managed to force his way into the control tower after a violent struggle with two staff members early on Wednesday He then allegedly proceeded to start a fire in the control tower's equipment room The man was reported as being in police custody and facing charges ranging from arson and disruption of public services to endangering transport security It remained unclear how he managed to access such a highly sensitive area of the airport without being stopped by security personnel Flight disruption at Ciampino came on the same day as a nationwide baggage handlers’ strike which threatened to cause delays and cancellations at airports around the country There are two airports in Rome but the main one is Leonardo da Vinci International Airport better known to air travellers as Fiumicino (FCO) under the guidance of managing organisation AdR (Aeroporti di Roma) is considered a reference point in this new chapter of aviation services which in addition to passenger and baggage handling includes strict public health protocols brought in during the covid era.  Although it is located further from the centre than Rome's smaller second airport
