Italian police have dismantled a criminal gang linked to the the Arena clan in the powerful 'Ndrangheta Mafia syndicate that was involved in a network of illicit business that included supplying food to Italy's largest migrant center
The authorities detained sixty-eight people Monday as part of Operation Jonny
a collaboration among more than 500 officers from the state police

The clan's activities in the provinces of Catanzaro and Crotone, in Calabria, southern Italy, included extortion, gambling and drug trafficking, a police statement said

Among those under investigation is local priest Edoardo Scordio and entrepreneur Leonardo Sacco
who served as a front for the criminal organization in running a Catholic charity known as Misericordia

Link copiedShareShare articleItalian mobsters took charge of one of Europe's largest migrant reception centres, using a Roman Catholic charity organisation as a cover to skim millions of euros in state funds, prosecutors have revealed.
Police arrested 68 people in early morning raids in southern Italy, including a priest and the head of the local Misericordia association that manages the Sant'Anna Cara immigrant centre in the town of Isola Capo Rizzuto.
The fenced-in centre can house up to 1,200 migrants, and mobsters from the powerful 'Ndrangheta mafia managed to infiltrate the operation a decade ago, taking charge of key services such as catering and laundry, prosecutors said.
Of some 103 million euros ($152 million) of state funds dispatched to the centre between 2006-2015, at least 36 million euros ($53 million) finished in the hands of the mobsters, police said.
"If 500 migrants had to have lunch, just 250 meals would arrive at the centre. The other 250 would either have to eat in the evening, or else the next day," prosecutor Nicola Gratteri told a news conference.
"In the meantime the head of the Misericordia, the priest and their friends grew fat, bought luxury cars, flats and boats."
There was no immediate comment from any of those arrested.
The Florence-based national Misericordia association said in a statement it had full faith in the judiciary and was placing the southern migrant centre under special administration.
The local bishop, Domenico Graziani, told InBlu radio he was "dismayed, alarmed and praying".
Police sequestered goods and property worth 84 million euros ($124 million) in their early morning sweep.
Some 200,000 euros ($296,000) was found at the house of one man who had declared annual earnings of just 800 euros ($1,183) to tax authorities, Mr Gratteri said.
The head of Parliament's anti-mafia commission hailed the operation.
"The Cara of Isola Capo Rizzuto had become a money-printing operation for organised crime thanks to the complicity of those who ran the centre," Rosy Bindi said.
Police said many of those arrested belonged to the Arena clan of the 'Ndrangheta mafia — Italy's largest organised crime group, which is based in the region of Calabria and is one of Europe's biggest cocaine importers.
The Arena family shared out the illicit funds with other clans, bringing to an end brutal mafia warfare in the area and ushering in a period of mob peace, prosecutors said.
They said the Arenas were also suspected of muscling in on the management of a refugee centre on the island of Lampedusa, which is on the front line of Italy's ongoing migrant crisis.

La struttura sorge di fronte all’aeroporto del capoluogo calabrese
Il complesso ospita anche un Centro di identificazione ed espulsione chiuso dallo scorso 5 marzo a seguito di una rivolta
Da allora non è stato più riaperto
che dovrebbe diventare uno dei cosiddetti Hub
sta ultimando le procedure per il riallocamento di circa 400 ospiti eritrei
Avrebbero dovuto seguire lo stesso iter anche un gruppo di dieci siriani
che però sono scappati dopo che erano state prese loro le impronte digitali
e un gruppo di 16 iracheni che invece hanno scelto di chiedere asilo politico in Italia
Il bando vale circa 16 milioni di euro l’anno
Malgrado le illazioni però a quanto risulta a Vita.it attualmente non vi sono pendenze giudiziarie nè a carico del governatore Leonardo Sacco né delle Misericordie
Il numero totale dei migranti transitati nel 2015 nel centro è stato di 5.236 persone (l’anno prima erano state 4.202)
Dal primo aprile i nuovi ingressi sono stati 515 di cui: 27 giunti a seguito di uno sbarco spontaneo in località Capo Colonna; 488 giunti nell'ambito di procedure di trasferimento
Il numero di minori entrati nel medesimo periodo è di 37
di cui 22 in aprile e 15 nel mese in corso
Il costo pro die pro capite di un ospite è 21,657 euro
Il poket money giornaliero in favore di ciascun ospite è invece pari a 2,50 euro sotto forma di beni da acquistare nel centro
L’appalto per la gestione è infatti scaduto
vinta ancora dalle Misericordie (attraverso l’Ati consorzio Opere di Misericordie)
è in questo momento sottoposta a verifica da parte della prefettura crotonese in quanto l’offerta è risultata “anomala”
Noi siamo entrati nel Centro qualche settimana fa seguendo la procedura indicata dalla prefettura di Crotone

Dopo i controlli di rito all’ingresso occorre percorrere diverse centinaia di metri lungo un vialone carrabile
tenendosi la struttura del Cie sulla destra
Il primo blocco che si incontra è quello che ospita gli uffici amministrativi

il suo nome in realtà è Cheikh Thiam)
Lui a Crotone nel centro è arrivato il 24 gennaio 2014 da richiedente asilo
Oggi qui ci lavora come mediatore culturale
grazie alla conoscenza delle lingue: parla correttamente inglese
«Tutti gli arrivi sono registrati e a ogni ospite viene fornito un badge attraverso il quale teniamo monitorati i comportamenti dei migranti: dal consumo dei pasti al rifornimento di vestiti fino all’utilizzo del pocket money»
Crotone è un buon posto dove vivere

I dati delle presenze sono incrociati con quelli raccolti dalla Prefettura
È in base a questi ultimi che vengono liquidati i fondi all’ente gestore
«Può capitare che ci siano discordanze fra le nostre rilevazioni e quelle della prefettura
ma in questi casi si tratta di poche unità»
È sempre la prefettura che verifica i curricula degli addetti e gli elenchi dei fornitori (che comunque devono necessariamente in possesso della certificazione antimafia)

Sono diversi i servizi offerti nel centro: assistenza psicologica
attività di animazione e corsi di italiano: nell’area psico-sociale sono attivi 2 psicologi e 4 assistenti sociali
L’area giuridica si compone di 6 assistenti legali
L’area mediazione conta 9 mediatori linguistico-culturali
L’animazione è svolta da un animatore
3 addetti alla ludoteca e 4 figure che propongono attività di laboratorio in favore delle donne
I corsi di italiano sono svolti da 2 insegnanti
I corsi di lingua sono organizzati in modo permanente all’interno del Centro
si svolgono in alcune aule a disposizione e prevedono un modulo unico
L’assistenza sanitaria è garantita da un Presidio Medico fruibile h24
all’interno del quale sono sempre presenti 2 medici e 2 infermieri
Il locale presidio medico interagisce inoltre con strutture sanitarie esterne
nel caso in cui vi sia necessità per gli ospiti di consulti specialistici
forniti da società di servizio catering
vengono sporzionati e consumati dagli ospiti all’interno di due mense
Per i bambini è stata adibita una piccola struttura in muratura
nella quale essi possono consumare il pasto insieme alle mamme
È inoltre attivo un servizio navetta giornaliero
che collega il Centro con i vicini comuni di Crotone ed Isola Capo Rizzuto
abbiamo avuto modo di verificare l’effettiva operatività delle strutture
Fra i servizi senza dubbio il più richiesto è quello giuridico
mentre i corsi di italiano non sembrano essere molto popolari fra i migranti
molti dei quali preferiscono passare la loro giornata a Crotone o a Isola Capo Rizzuto dove cercano di arrotondare con occupazioni di fortuna spesso come parcheggiatori abusivi o chiedendo l’elemosina.Tra gli altri servizi presenti nel Centro
Gli ospiti del Centro sono alloggiati nei cosiddetti moduli
La zona dei moduli è quella più difficilmente visitabile
Ci siamo potuti intrattenere solo per pochi minuti e solo dopo aver avvertito i cosiddetti leader/portavoce delle varie comunità presenti)
Qui i livelli igienico sanitari sono apparsi più bassi rispetto agli altri ambienti comuni (dove le condizioni sono molto buone)
al fatto che spesso nelle stanze i migranti provano (malgrado sia vietato) a cucinare dotandosi di fornelli da campeggio senza poi ripulire adeguatamente i resti del pranzo
