Several residents of the flood-prone Old Harbour Bay in St Catherine on Wednesday made their way to the shelter at the high school in the town in anticipation of the passing of the Category 4 Hurricane Beryl
Early signs of its approach was evident through intermittent downpours and that was enough reason for more than 100 people to head to the shelter
Some were seen loading sandbags to secure their roofs before heading off to the shelters
told The Gleaner that she did not want to leave things to chance
“I didn’t want to take any chances
After I heard that it was a very powerful hurricane
I didn’t have any confidence that my roof would stand up
so I chose to ride it out at the shelter,” she shared
“I had bad experiences in the past when I didn’t take the warning seriously and nearly lost my life in one flood rain
Disaster Preparedness Committee chairman at the St Catherine Municipal Corporation
visited the shelter to observe the operations
“All our [St Catherine] shelters are activated
with all the necessities in place for those who wish to turn in at one of the shelters
We have been making preparations long before the hurricane season to ensure that we are ready to attend to the needs of the residents,” he told The Gleaner
which is also known for its susceptibility to flooding
Many took precautions to safeguard their properties
but the uncertainty made them tense and concerned
“We were open from 7 this morning taking reports and making sure that all 16 shelters are up and running,” Portmore Mayor Leon Thomas explained

my mouth said: “I am waiting for pedestrian egrets”

PRESIDENT OF Old Harbour Bay United Jason Fuller has sought to clarify his club’s stance regarding the upcoming St Catherine Football Association (SCFA) elections following their decision to sign a document requesting an extraordinary meeting with the body
The Gleaner reported 15 clubs in the SCFA had signed a document requesting an extraordinary meeting with their parish association
Old Harbour Bay United were among those signatories
A credible source close to situation had stated one of the reasons behind the document was to ensure clubs were in good financial standings so they would be able to vote in the parish’s presidential elections
Fuller sought to make it clear that his decision to sign the document was not an indication of where the club’s loyalties lie
Old Harbour Bay United had not thrown their lot in with any candidate yet and will only do so following discussions with both parties
only incumbent Elaine Walker-Brown and New Raiders FC Jason McKay have shown interest in competing for the post
“We’re not interested in a divided parish or anything that might see our parish as divided,” said Fuller
Once we speak with both factions of the elections and they can clearly identify their plans for the parish association
then we’ll make our position clear on who we will be supporting
he felt it was necessary to ensure his intentions were not being mistaken as support for either faction in the elections
“We don’t want persons to misconstrue our position
We are a community-based team and as such we have a responsibility to stay clear of the nay-say and our sponsors also share that view
so it is important that we make that clear.”

He pointed to the recent success of St Catherine outfit Racing United
who have earned promotion to the Wray & Nephew-sponsored Jamaica Premier League (JPL)
He believes Racing’s promotion could prove an inspiration for other St Catherine clubs to make the climb to the JPL
ultimately our goal is to raise football in the parish as you’ve seen
we have another St Catherine team in the premiership
I personally think we should have about five based on the quality in the parish

A total of 104 residents were evacuated from flood-prone communities in Old Harbour Bay
Parish disaster coordinator for St Catherine Yasheka Jathan-Thomas reported that the Parish Disaster Committee collaborated with the Jamaica Urban Transit Company (JUTC) to move the resident to the shelters after the emergency evacuation siren was triggered

The Caribbean Coastal Area Management Foundation (C-CAM) has unveiled additional critical boundary signage for the Portland Bight Protected Area (PBPA)
This took place during a recent ceremonial event that was held adjacent to the Highway 2000 westbound exit ramp in Old Harbour
The PBPA is Jamaica’s largest protected area
comprising extensive marine and terrestrial ecosystems alongside human settlements
The newly installed sign is among 14 erected
which serve to demarcate the PBPA and highlight its ecological importance
This initiative is part of a project sponsored by the Critical Ecosystem Partnership Fund (CEPF)
which aims to raise public awareness and enhance conservation efforts for Jamaica’s largest protected ecological area
highlighted the Foundation’s ongoing partnership with CEPF
which provided funding in 2022 to update the PBPA Management Plan
including zoning habitats for critical species
Other actions within the project include monitoring of invasive species
increasing public awareness around biodiversity and climate change
growing endangered plant species in dry forest nurseries and policy development
“The project allowed C-CAM to design and instal 14 boundary signs at major and minor roadways in the PBPA
to highlight the largest protected area in Jamaica,” Ms
She added that the installation of boundary signage was made possible through collaboration with local authorities in St
who assisted with necessary permits and waivers
Attendees at the ceremony included key stakeholders such as Councillor for the Old Harbour Bay Division
and representatives of the Old Harbour Marine Police
National Environment and Planning Agency (NEPA)
Social Development Commission (SDC) and Urban Development Corporation (UDC)
including representatives of the Portland Bight Fisheries Management Council (PBFMC) and Jamaica Fisherman’s Cooperative Union (JFCU)
commended C-CAM’s efforts to hold stakeholders accountable for environmental preservation
“C-CAM brings an interesting perspective to the table and reminds us of our collective responsibility to protect endangered species and ecosystems,” he stated
including 4,000 fisherfolk – the highest concentration in Jamaica
safeguarding this area is vital for biodiversity
community livelihoods and sustainable development
As part of C-CAM’s mandate to raise awareness about the area
the Foundation also launched its “Spot the Signs” social media campaign
where persons can visit the organisation’s social media pages to learn more and capture photos of the signs and post these
C-CAM is a Jamaican non-governmental organisation
dedicated to promoting coastal conservation
As the designated steward of the PBPA under an agreement with the Natural Resources Conservation Authority
C-CAM manages stakeholder-driven initiatives to ensure sustainable development
including livelihood enhancement activities and sustainable financing programmes
C-CAM also oversees Special Fisheries Conservation Areas (SFCAs)
and previously managed conservation efforts at Bird Cay

The 125,000-cbm FSRU Golar Freeze that will serve a 15-year charter for New Fortress Energy as an import facility supplying new gas-fired power plants
owned by the Nasdaq-listed Golar LNG Partners
was previously converted into an FSRU from an LNG carrier and has a 4.9 billion cubic meters per year regasification capacity
Speaking at the occasion of unveiling the facility
Jamaica’s prime minister Andrew Holness noted that this latest introduction of LNG supply in the country is in line with Jamaica’s energy policy
which calls for the development of its energy resource potential to enhance international competitiveness and energy security
which is the first of its kind in the Caribbean
including the Jamaica Public Service’s (JPS) soon-to-be-completed 190-megawatt power plant in Old Harbour

A bit of apprehension hangs over Old Harbour Bay in St Catherine as residents keep their fingers crossed that no significant weather system will affect the area during the hurricane season
“We in these parts suffer a great deal as we are at the mouth of the sea
We have seen every boat here swept to the crossing about 400 metres from here
it creates problems,” Daniel Byrd recalled of past storms in the predominantly fishing community along the south coast

The United States-based National Oceanic and Atmospheric Administration predicts the 2021 Atlantic Hurricane Season will have an above-normal number of named storms
which began on June 1 and runs until November 30

The Court Administration Division (CAD) has advised of new dates for cases in the Spanish Town and Old Harbour courts which were postponed today amid the violence in St Catherine
It said matters previously before the Circuit Court have been rescheduled to Monday
all parties and their attorneys were individually notified of the new date
CAD said all matters originally scheduled for Old Harbour have been rescheduled to January 30
Civil matters in the Spanish Town court are rescheduled to March 13 while criminal matters are rescheduled to January 30
unless otherwise notified directly by the court
CAD said normal operations of the courts are expected to resume tomorrow

The Old Harbour Fishing Village is one of the largest fishing villages in Jamaica
This bustling seaport is five kilometres (3 miles) from Old Harbour
I arrive just in time to see people rushing to meet an incoming boat
After getting out of the car and walking around I ask a nearby fisherwoman
what all the excitement is about — thinking that my timing was perfect and I am right on time for an incoming canoe with a sizeable haul of #freshcatch
The rush of people is to welcome two returning fishermen who had been stuck at sea
I watch as fishermen and fisherwomen crowd around the two men and started hugging them as they were walking up the beach
happy to see that they had safely returned to shore
Realising that the two men can do anything but drink wine — needing to hydrate and rest — I turn to Rosezine and ask
“Are you a fisherwoman?” She answers in the affirmative
“Whole a we born on the beach,” she proudly declares before adding that she’s been a fisherwoman for just over eight years
I follow her to meet her crew and to source hog snapper
I am soon introduced to another fisherman and Rosezine’s life partner
Omar sounds off on his #freshcatch notably snapper
“We call it (Porgy) Macka because of the spikes on the back,” he informs
Omar has been fishing since he was a 9th grader at Old Harbour High
Porgy seems to be a common fish but I had never heard of it before I started visiting fishing villages in Jamaica
describes the porgy flesh as “soft” but “sweet”
I soon realise that this is a family affair and business that operates in the close-knit community of Old Harbour Bay Fishing Village
Rosezine directs me to a shady spot under a sea grape tree so we can share
They start to tell me about their cooking styles
I immediately think about corn pork but it’s far from it
“We dry it like salt fish and cook it same way,” Rosezine shares
Omar adds that it can be done with any fish
“Cut him from his back (not belly) and slab him (butterfly the fish).” Then “we clean him up and put likkle salt
The fish is then put in the sun by hanging it on a wire or laying it flat
You can also corn it in the fridge,” he explains
my fishing crew suggests brown stew fish because of the flavour and
The Josh Prosecco is also Rosezine’s favourite
Omar likes it so much he wants to go and buy it
with refreshing acidity and a touch of sweetness from ripe fruit making it ideal for savoury and spicy dishes

this wine is softer and in fact was described as having a smooth sweetness when I revisited the tasting note profile
We then move on to the two rosés (one drier than the other)
The Minuty M Rosé is a favourite go-to summer water and would pair well with some of the lighter cooking styles of fish

My crew of three has by this time grown to a crew of seven

You make the sauce then dip roast — cooking the fish in the sauce after it’s built
but not everyone likes okra so it’s not used frequently.”
I take pictures and ask them to smile and they smile even more
I start packing up to leave when Omar looks up with a slight smile and asks
Turns out we have people in common from when I would go out on the canoes to Pigeon or Pelican island
We exchange numbers — plus I want to buy fish and have been searching for hog snapper
Rosezine walks me to my car and we promise to keep in touch
I drive out of Old Harbour Bay Fishing Village savouring this travel adventure
not knowing what or who I would find when I first started out

Terminal Road in Old Harbour Bay echoed with the furious cries of residents
their anger fuelled by accusations of police brutality that claimed the lives of two of their own on Saturday
As flames from burning tyres and other debris rose in the air
the community was united in demanding justice for 23-year -old Neriah Bailey and Daniel McKenzie
both tradesmen of Terminal Road who the residents adamantly insisted were not gunmen but innocent citizens
“This is a massive disaster that struck two Jamaican citizens
This is police murder against the citizens
We need justice!” shouted one protester
“They killed them while they were going about their lawful business
The police murder them in cold blood,” shouted another
The police reported that the two men were shot after engaging a patrol team in a shot-out as they tried to evade the lawmen
Two handguns were recovered after the exchange of gunfire subsided
tensions escalated as clashes erupted between protesters and police attempting to restore order
nursing minor injuries inflicted during the scuffle
the residents remained resolute in their pursuit of justice
Councillor for the Old Harbour South Division Dr Kurt Waul arrived at the scene
offering reassurance to the distraught residents
“I will not comment on the situation
I will allow the investigation to run its course and the chips fall where they may,” he stated solemnly
acknowledging the gravity of the situation
Waul said efforts would have to be made through joint initiatives to restore the trust between the police and the citizens after the incident
the blockade not only symbolised the community’s defiance but also disrupted the operations of the nearby Jamaica Public Service plant
unable to be relieved by their counterparts due to the impassable roadblock
the Independent Commission of Investigations (INDECOM) has swiftly launched an inquiry into the incident
INDECOM Commissioner Hugh Faulkner promised to conduct a thorough investigation into the incident
“The circumstances leading to the incident are being ascertained utilising all available evidential options,” Faulkner affirmed
He said INDECOM’s forensic team had processed the incident scene and collected requisite exhibits while securing the firearms allegedly involved in the shooting
Faulkner said that in addition to the investigative measures
steps have been taken to have an INDECOM family liaison officer make contact with members of both families
He disclosed that following an INDECOM investigation
a commission’s report is produced and submitted to the Office of the Director of Public Prosecutions for a ruling

as well as a visual display on the Old Harbour Bay Christmas custom of Buru singing will be mounted December 23 through January 2021 at the National Museum Jamaica
with the assistance of the African Caribbean Institute of Jamaica Division of the Institute of Jamaica (IOJ)
The Christmas Day custom has been happening for untold generations and includes a parade through Old Harbour Bay
Buru is akin to the more recognised Jonkonnu and masquerade
although now celebrated in Old Harbour Bay without costumes
On Christmas Day the Buru drummers move through the community
singing songs of rebuke and ridicule about members who have committed offences during the past year
Buru provides a venue for offenders to redeem themselves
firstly to the ancestors and community as a whole
and to make amends publicly to the injured
the expectation and everyone’s hope is for delinquents to join in the fun and singing — to accept their ‘correction’ and join in making the community whole for the new year
curator at National Museum Jamaica who is responsible for the Buru display expresses the importance of this tradition
“This is an entirely spontaneous community effort
one no doubt reminiscent of so many of our grass roots customs that have been lost
or that are dependent on Government agency
it is an obligation that is still strongly felt by young and old
compose new songs on the local happenings,” he explained
the parade begins with the drummers and singers visiting the graves and homes of Buru group members who have passed on

The Jamaica Public Service Company (JPS) is adequately equipped to restore power in the event of outages due to the passage of Hurricane Beryl
while addressing a briefing with agencies responsible for disaster preparedness and members of the Cabinet at Jamaica House on Monday (July 1)
Kennedy said all of the company’s hurricane systems have been tested
“We are in a high state of readiness for Hurricane Beryl
We have had our simulations and drills conducted prior
as is mandated at the start of a hurricane season
So we are through with that and we believe we have adequate supply of materials for restoration after the hurricane,” he indicated
Kennedy said based on the hurricane’s track there will need to be “some pre-positioning of materials
“Our staff are already trained in their hurricane roles and at JPS
all staff… know what they are supposed to do
and they are assigned a role,” he pointed out
Kennedy said third party contractors will be critical to the restoration process
“Our third-party contractors also are sensitised
They are vital in our restoration efforts after a hurricane
and they will also be pre-positioned depending on where the hurricane strikes
So if we need to have more third-party resources along the south coast
for example Rocky Point… we will do so,” he informed
Kennedy noted that natural gas will not be immediately available after the hurricane as the ship at Old Harbour Bay
will be moving out based on safety reasons
is that the South Jamaica Power Centre (SJPC) located at Old Harbour
is dual fuel… so we will switch to automotive diesel while we do not have natural gas for that period,” he said
Kennedy advised that natural gas supply will be available once the ship returns to the island
Meanwhile the JPS’ Central Emergency Operating Centre has been activated
consequent on the Meteorological Service of Jamaica issuing a hurricane warning for the country
Kennedy said bushing will continue in critical areas
