“I think I should never deviate from the standpoint that I am a farmer and a member of the ordinary folk,” Kakuwa said

but the mayorship has turned out to be a succession of hardships

“Our town is currently understaffed in all industries,” said Kakuwa

Biei leaders have taken measures to attract people to move there and have more nonresidents forge ties with the town
Kakuwa said he finally came to believe the most important thing is to “have our town’s residents get a firsthand sense that tourism
“It gives a sense of confidence to our residents that Biei is visited by so many people,” the mayor said
“Tourism has nurtured Biei’s brand value that cannot be represented solely by numerical figures
unlike things such as the consumption value which can.”
His ambition is to make tourism an indispensable and sustainable industry
Biei adopted an “ordinance for realizing a sustainable tourist destination,” on Kakuwa’s initiative
It states in its provisions that the town should work out a master plan of its tourism measures and may designate restricted areas on its own
but Kakuwa said he sees its adoption as a “first step toward seeking a coexistence between residents’ livelihoods and tourism.”
The town’s general account budget for fiscal 2024 is worth 11.3 billion yen ($74 million)
is expected inevitably to grow in the years to come
Town authorities considered an accommodation tax of 300 yen per person each night
the town government decided to combine that measure with parking charges
adding it to fees at a lot next to Blue Pond that has seen explosive visitor growth
“The parking lot charge is broader than the accommodation tax and can be collected from day visitors
even though it cannot be collected from all tourists,” Kakuwa said
It is expected to cost 1,000 yen to park standard-size vehicles and 4,000 yen for buses
Annual revenue is estimated at 349 million yen
the parking lot fee would be the first of its kind in Hokkaido
“I believe in the viewpoint that maintaining a sustainable setting is vital for tourism in the coming years,” Kakuwa said
“I hope our town’s approach will evoke a favorable response.”

where I spent a week doing research for my 2019 photo tour
The exploration took me to Biei for snow-scapes and Tsurui-mura for wildlife
it was easy to get to Biei and settle for the next three nights
Biei is a town located in Kamikawa Sub-prefecture
it is known for its minimalist snow-scapes
I found my Canon F4 100-400mm lens was perfect for shooting over fences and into the fields
and this worked perfectly to get most of the shots I needed
almost all my snow-scapes and wildlife shots were done with this lens
Biei in Hokkaido is filled with great black and white snowscapes
The winter light can be soft and luminous on the best of days
but be patient when it's looking flat and dark
The light and dark tones that reveal folds in the snow-scapes are key to a successful image
the challenge is to find at least three points or areas on the landscape and to use them to create a harmonious balance in your frame
Try a great leading line and a dominant focal point to rest your eyes for detail and interest
The subtle red fox tracks were a small detail in some shots that really added to the ambiance
Atmosphere was also brought about more easily with a little wind to kick up the powder snow
Diamond dust with the morning light was a very special capture if the conditions were perfect
I ventured to the South and Northeast parts of Hokkaido to visit three key areas: Tsurui-mura
Tsurui-mura was my base for photographing red-crowned cranes and Ural owls
The crane sanctuary is a great spot to be at 9 a.m
and every morning after sunrise they also gather on a river nearby
Be prepared for hundreds of keen photographers and their tripods to be shoulder-to-shoulder with you. Most will be set up with an 800mm lens going trigger happy at 10 frames per second
but most shooters love to combine the birds dancing in the snow during February
feeding from the sanctuary will slow down to encourage the birds to be more self-sufficient
we ventured by car two hours northeast to the coastal port of Rausu
we boarded a small cruise boat to search for sea eagles to feed on the ice

The 5D Mark III is not built for sports so I was a sniper

Recently, bus guides have been seen leading foreign tourists into fields so they can take better pictures to post on social media. There have also been problems with tourists flying drones without permission.
In June, about 30 incidents were reported to a website the town government and others set up so people could file complaints. Not wanting their fields to be damaged any further, some farmers have reportedly cut down poplar and Japanese larch trees that were popular with picture-taking tourists.
Stakeholders are considering carrying out patrols in Biei and reporting trespassing on agricultural land to the police.
“We want many people to enjoy our beautiful nature, but if farmers’ way of life is threatened we may have to take strong action,” said an official of the Biei Vitalization Association.
In 2018, Japan had 31.19 million foreign visitors, a record high for the sixth year in a row. The government wants the country to be an attractive tourist destination and hopes to reach 40 million foreign tourists by 2020.
However, friction has started to appear between tourists and the communities they visit. In Kyoto, foreign tourists have chased after and stood in front of maiko and geiko performers trying to take their picture, pulled kimono and caused other annoyances.
Since September 30, the city has been calling for better manners via a map app that many foreign tourists use to navigate old ochaya restaurants where maiko and geiko serve customers in the Gion district.
“Tourists who treat private property like a theme park make residents uneasy. We want them to display good manners while experiencing history and culture,” said the head of the city’s tourism MICE promotion office.
Kamakura, Kanagawa prefecture, is visited by about 20 million people per year. On weekends and holidays there are often serious traffic jams around sites such as Tsurugaoka Hachimangu shrine and the Great Buddha of Kamakura.
According to the city, the average speed of vehicles was about 18kph in fiscal 2017. The congestion has delayed ambulances. The city is considering instituting “load pricing” to regulate traffic by charging vehicles to drive on certain roads.
Dazaifu Tenmangu shrine in Fukuoka prefecture has also had its share of problems, with foreign tourists being noisy on the path up to the shrine and littering.
In April, the prefectural government published a “manner comic” on its homepage in English, Korean and other languages, instructing people how to pray at the shrine and to not leave any garbage behind.
The Japan Tourism Agency surveyed 138 municipalities nationwide about problems with tourists’ manners.
The most common answer was “improperly using toilets” at 25.4 per cent, followed by “littering in residential areas and public spaces” at 20.3 per cent and “going into off-limits areas without permission” at 15.9 per cent. Multiple answers were allowed.
The agency is creating videos to instruct foreign tourists on manners, such as how to get on and off trains, and etiquette for taking pictures.
It is also creating a “tourism index” to numerically express the economic effects and negative impacts of tourism on communities, which municipalities could use in their tourism policies.
“Regulating tourist behaviour has its limits. People need to skillfully explain their local nature and culture, and think of ways of asking for cooperation,” said Akiko Kosaka, senior researcher at the Japan Research Institute Ltd.

We were grateful to be able to catch up with Inoue to ask him a few questions about his creative process and his choice of focusing his artistic talents on wildlife and nature

How did you first get involved in wildlife photography
There is a long break between the best moments for landscape photos
Then I noticed something important…..many wild animals live in here
I often took wild animal photos when I had time to spare from taking landscape photos
I was attracted to wild animals little by little
Can you explain the photograph Wild Abandon a little bit to us
Biei is known as the “Hills town.” The location was not a special place
it was just a wheat field which we can watch from a car window on the town road
I make it a rule to open the side window of my car when I drive this area
Because I want to feel the atmosphere of this area
I left off my work (photographing this area's landscapes and wild animals)
I heard the bark of two foxes……so it was an unexpected moment
Why are your particularly drawn to foxes in your work
it is as if only god knows where he will emerge
I think a large number of foxes inhabit in multifarious hills
I feel the difficulty of attainment increases the beauty of the fox
Since animals are such dynamic subjects to photograph
do you have any tips or tricks for capturing amazing
I am always grateful to have met wild animals
Their beauty and thinking is beyond my imagination
So I don't wish to capture evidence photographs
I want to capture thoughtful images like Fox Chase
the most important thing is to appreciate wildlife and to be more patient
In addition, I think that one should use fine tools. I use a SONY a6000 and a7R2. These cameras have excellent EVF
I'm able to check a live image or final image before I take my photograph
It is not necessary for me to check the images in my camera over and over again
I always take photos in Hokkaido, Japan. Especially in Biei and Shiretoko National Park. My main focus is giving photography workshops in Biei – both on wildlife and landscape

the Lasnoble quickly took to the cool climate in Biei when it was first transplanted around 1990
Although the town currently produces nearly 100 tons of the super soft and sweet species each year
so you are not likely to find any lined up alongside the other pristine produce at your neighborhood supermarket
most of the crop is sold as a novelty by JA Biei
the local branch of the Japan Agricultural cooperative
after an appearance on a TV show created an asparagus boom
The town had grown their Lasnoble from crossbred
It takes about three years for the asparagus to take root
at which point spears can be harvested perennially
though its productive lifespan is only around a decade or so
JA Biei and the town government partnered with the Biological R&D division of Kinjirushi Co.
and began cultivating seedlings using cells culled from Lasnoble stalks and scales
they had successfully planted several dozen seedlings
The local government has earmarked about ¥9 million of its initial budget plan for fiscal 2021 for the “Lasnoble Seedling Revival Project.” About 2,000 plants propagated from the seedlings will be planted in the fields around May or June
though the team will have to wait a few years for the first taste test
“We hope to promote the project and make the Lasnoble brand synonymous with our town,” an official said

The field of Ozora-cho is known to bear flowers throughout the year
But it's those sunflowers at the end of July that catch the eye
one of which is located very close to Memanbetsu airport
A location that then delighted photographers on the island for the shots it offered: planes taking off and landing close to the flowers
Note that there are also three blooms and that the Ozora-cho field is one of the few to produce sunflowers until October

There are many fields and gardens of flower in Biei that display colourful
Shikisai no Oka is the most visited flower garden in town
featuring a large number of seasonal flowers covering the field including tulip
The scenery of colourful flowers lined with patterned rows and the view of Daisetsuzan mountain range on the background is simply breathtaking
Another reason to recommend to visit Hokkaido in summer is the cool and dry weather while other parts of Japan suffer from the extreme heat and humidity

Noumizo Falls is a picturesque waterfall with a cave (Kameido Cave) located in Kimitsu City in Chiba Prefecture
