Japan’s government plans to invest ¥100 billion (USD 635 million) in domestic chipmaker Rapidus under its fiscal 2025 budget
The company is building a plant in the city of Chitose in Hokkaido to start mass production of next-generation semiconductors with a circuit line width of 2 nanometers in 2027
The government hopes the investment will boost private funding for Rapidus
The government will continue to support Rapidus’ production plan
economic revitalization minister Ryosei Akazawa said
A panel of experts has suggested that in order to facilitate quick decision-making
the government should not interfere excessively in corporate management after its investment
Rapidus Corporation was founded in 2022 by the government and eight domestic firms to develop and manufacture advanced chips
Toyota and Sony are among the companies that have invested billions in Rapidus
This month Rapidus reached a milestone by installing Japan’s first Extreme Ultraviolet (EUV) lithography machine from ASML

Anchorage and the Japanese city of Chitose have been sister cities.
delegates from Chitose visited Alaska this week and witnessed the formal renaming of a local park to honor their city.
Though the Anchorage Assembly signed the papers to make Chitose Park a reality
Mayor Suzanne LaFrance said current and former Sand Lake Elementary School students did the bulk of the lobbying for the name change
“I want to recognize the students and their triumphant efforts to rename this park in celebration of our friendship,“ LaFrance said
Sand Lake Elementary School hosts the Anchorage School District’s Japanese language immersion program
Students begin at Sand Lake before continuing the program at Mears Middle School and Dimond High School
The renaming ceremony began at an assembly in the Sand Lake Elementary gym on Wednesday morning as students were introduced to a host of Chitose delegates and the sounds of taiko drumming filled the area
Chitose drummers from 千舞泉美 (Senbu Senbi Taiko) even led students in a bit of call and response
as group leader Mieko Shoji struck a small bell in rhythm
garnering a matching clap from students in the gym.
students and city leaders from Chitose and Anchorage walked over to the newly renamed Chitose Park.
Chitose is a city of roughly 98,000 people in the northernmost island and prefecture of Japan
Anchorage Assembly chair Chris Constant said the park was chosen to honor the 55 years since Chitose became Anchorage’s first sister city
“It only made sense for us to find a park here in Anchorage to honor our first sister city,” Constant said
“and the perfect choice was the park directly connected to our Japanese immersion school at Sand Lake Elementary Park
Some of the students who lobbied for the name change spoke at the grand opening of the park
who now attends the Japanese immersion program at Mears Middle School
“We are grateful for all the improvements to Chitose Park that the city has made in such a short time,” Falsey said in English and Japanese
“We hope even more people in our community come to use the dock
the learning lab and the trail in this beautiful place.”
Mayor Ryūichi Yokota said he appreciated the work that went into building the park
a series of decorated pillars and information on nearby animals
“I was surprised by the students’ creative imagination,” Yokota said
“So I just learned there are many kinds of plates along the pillars
and those represent insect observation and the lake
something that students came up with to represent this beautiful park
Yokota also noted that now both cities have parks honoring each other.
and there's many playground facilities so people can hang out and have a good time.”
said the park even has trees that were imported in from Anchorage
He said he hopes Chitose Park will soon have something similar
“The city flower of Chitose is an azalea,” Constant said
“And so we're going to work with our Parks department to improve this area with some azaleas.”
Constant thanked the local Parks and Recreation Department for cleaning away graffiti and touching up the benches at Chitose Park in recent weeks
He said a lot of the funding to fix up the park is coming from a series of bonds
and he hopes Anchorage residents will begin flocking to it.
“There's discussions now with the Parks and Rec Department to add this to the list of rentable parks so that people can come to this beautiful place and maybe have a wedding or birthday parties and bring more people into the park
because activation is the key to healthy spaces,” Constant said
the Chitose delegation has met with various Japanese organizations in town and visited Seward
They’ll also attend the Alaska State Fair before embarking on a roughly 30-hour flight back to Chitose this weekend

The Anchorage Assembly has renamed one of the city’s parks after its first sister city
following a push from a group of local students
Students from Sand Lake Elementary School lobbied the Assembly to change the name of Sand Lake Park to Chitose Park in honor of the Japanese city.
11-year-old Stella Falsey spoke to the Assembly and presented a slideshow
noting the 55-year partnership between Anchorage and Chitose
and said it has its own Anchorage Park
complete with trees from Alaska’s largest city.
and they’re honoring us in this way," Falsey said
"So I think the least we can do is honor them in our city as well.”
Sand Lake Elementary also houses the school district’s Japanese immersion program
participates in the program and says she hopes the naming of the park highlights the benefits of language immersion -- especially when the district weighs how to cut its budget.
"And I think it's just really great that some of us have this opportunity to be able to learn how to speak Japanese and go on these amazing trips.”
Students like 11-year-old Michael Tranberg said they were welcomed with open arms when they visited Chitose
and they're the most friendliest people that you can possibly imagine,” Tranberg said
The Assembly unanimously approved renaming the park
A group of dignitaries from Chitose will visit Anchorage at the end of August to visit Chitose Park when it’s officially unveiled

Hundreds of flights were disrupted on Saturday after a pair of scissors went missing at a Japanese airport
The Japanese broadcaster NHK reported that security checks were suspended for about two hours after scissors went missing from a store in the departure lounge
The Japanese airline All Nippon Airways said on X that flights could be delayed because of security checks at the airport
Passengers who'd already been through security had to go through checks again — causing huge queues, the BBC reported
Both reports said 36 flights were canceled and 201 were delayed
The disruption became worse because many travelers were flying home after Obon
Hokkaido Airports said on Monday, two days after the incident, that the scissors were found — in the same store they went missing from, per the national newspaper Nikkan Sports
NHK reported that the airport operator delayed the announcement because it needed time to confirm that the found scissors were indeed the same pair
"We recognize that this occurred as a result of insufficient storage and management systems at the store," Hokkaido Airports said
"We are aware that this is also an incident that could be linked to hijacking or terrorism
and will once again work to ensure thorough management awareness."
The BBC report added that the Ministry of Land
Transport and Tourism asked Hokkaido Airports to investigate the cause
New Chitose Airport didn't immediately respond to a request for comment sent by Business Insider outside Japanese working hours

"From Hokkaido to the world," says Rapidus President Atsuyoshi Koike
he shows an amount of enthusiasm unusual for an engineer of his generation.
It is the first in Japan to receive a tool so advanced that it can produce a 2-nanometer chip
it's about the size of a single silicon atom.
Equally impressive is the scale of the equipment
The NXE 3800E state-of-the-art EUV lithography device is used to produce the tiny chip
It weighs more than 70 tons and is over 3 meters high
"Three jumbo jets had to be mobilized to bring the equipment over from the Netherlands"
explained Koike at an event in Chitose City on Wednesday
Installation of the semiconductor tool produced by ASLM is supposed to be completed by the end of December
The Dutch company is the only one producing this machinery
ASLM's Executive Vice President James Koonmen calls the tool an "amazing feat of engineering." It uses extreme ultraviolet light to etch intricate circuit patterns on silicon wafers
These tiny pieces of silicon are the foundation of the digital world
and increasingly almost everything else in our daily lives.
Rapidus is ambitious in scope and scale. It wants to be the first company in the world to mass produce the 2nm microchip, also dubbed the AI chip, because it is seen as essential for future Artificial intelligence-driven operations
Commercial semiconductor production is scheduled to begin in 2027.
Rapidus will be all Japanese. That contrasts with the new microchip plant in Kumamoto headed by established market player Taiwan Semiconductor Manufacturing Company (TSMC) from Taiwan.
Koike refers to Tokyo landmarks as reference points to illustrate the sheer size of the production plant in Chitose City
Rapidus's site area is 1.14 times bigger than Tokyo Disneyland
The building is 1.23 times larger than Tokyo Dome
1.14 times more steel is going into the construction than was used for Tokyo Sky Tree.
Then, to explain the progress, Koike turns to a black-and-white photo of Mount Fuji with a red arrow about halfway up Japan's highest mountain
In a push to promote the domestic production of microchips
the Japanese government has funded the Rapidus project with over ¥900 billion JPY ($5.75 billion USD) so far
Private companies like Toyota and Sony have also invested in the startup
The aim is for Japan to compete with global leaders like Taiwan and South Korea.
Koike is confident that Rapidus can pull this off
"The 2-nm technology will change our lives," he adds
He points to Hokkaido's agricultural sectors where farms are struggling to find workers and farmers are getting old with little hope of finding young people who want to take over their business
Koike hopes that the AI chip will help overcome problems faced by aging societies
fully automated farms could raise livestock or grow food in the future.
Fundamental to this is the tiny AI chips that Rapidus wants to mass produce
Only the 2-nm chip can provide the speed needed to process the huge amount of data needed to run complex operations like a robotic farm or self-driving cars and trucks.
Hokkaido serves as a good illustration of the future challenges Japan faces
it is not a natural choice of location for Japan's semiconductor race
The northernmost main island of Japan is the size of Ireland with a population of just 5 million
Regarded as peripheral and provincial by many in Tokyo it carves out a living with agriculture
Hokkaido's natural beauty serves as a backdrop to Japanese movies and TV series
young people in Hokkaido are much less romantic than scriptwriters
They often leave the island as soon as possible to look for opportunities and good salaries in Tokyo or other economic power centers in Japan
It would be more than a stretch to call Chitose Japan's Silicon Valley
Located 50 kilometers southeast of Sapporo – the island's biggest city – Chitose has no notable features other than being home to the biggest airport in Hokkaido and Chitose air base
With only 95.000 inhabitants and two high schools
there is not much on offer for residents and visitors alike.
Chitose's mayor Ruyichi Yokota is certainly aware of the challenge of hosting a new tech company
"Chitose will do its best to provide the infrastructure and accommodate Rapidus," he says.
But Rapidus's future workforce might have to come from somewhere else
The region's relative isolation might make it difficult to recruit and retain engineers
many of whom would want to live in or around Tokyo or Osaka
And how much impact Rapidus will have on the local economy also remains to be seen
Japan has a long history of industrial interventions and it has fared pretty well in the past
The semiconductor giant became the biggest Japanese manufacturing bankruptcy after World War II
despite a massive rescue operation by the Japanese government.
There is little doubt that Rapidus represents a domestic effort with a higher risk of disappointments
unlike the semiconductor plant in Kumamoto
which is a public-private collaboration driven by Taiwan's TSMC
Japan's decision to pump public money into its semiconductor industry certainly makes sense
semiconductors and their value for future technological development are of key importance to national security and economic stability
Having lost its global dominance in the 1980s and 1990s Japan is now re-entering the cutting-edge semiconductor race
Some say this is Japan's last chance to catch up.
There is also fear that global supply chains could be interrupted amidst rising tensions between the United States and China
Rapidus could help safeguard Japan's economy
it will not be easy for a newcomer to compete with key global semiconductor players.
Koike hopes Rapidus will beat its competitors with a more speedy production time

Yen Press releases the Chitose Is in the Ramune Bottle light novels and manga series in English
It describes the main premise of the light novels as:
Having trained in pattern-cutting at the directional Comme des Garçons
Sacai’s founder and creative director has won a strong following with her fluid
DesignersChitose Abe is the creative director of Sacai, a label she founded in 1999. The brand is renowned for its prodigious technical ability, splicing two items of clothing together to create a sum that is greater than its parts, counting the likes of Karl Lagerfeld , Anna Wintour and Suzy Menkes as fans.
Abe owns 100 percent of her business, which allows her complete creative control and freedom to select any commercial considerations she chooses. “My collections are based purely on my creative instincts,” she told BoF. “Maybe I’m an idealist, but I am a firm believer that if you’re producing well-designed products at the right price that your business is destined to flourish.”
Prior to founding Sacai, Abe worked at Comme des Garçons as a pattern cutter under Rei Kawakubo and later as a member of Junya Watanbe’s design team. Although trained at one of Japan’s most famous and storied design labels, Abe’s aesthetic elevates and simplifies that of her homeland to finely wrought classics. “Japanese-ness may be important for some when selling to Europe, for me it’s not important. I think it says something that I’m the only Japanese brand that many of my stockists carry.”
The Japan-based brand started showing at Paris Fashion Week in 2009; by its second season overseas, Sacai had won over 15 international clients, including Biffi in Milan, Colette in Paris and Joyce in Hong Kong. Today, the label has over 90 stockists worldwide. Abe has also expanded into other fashion categories through her more streamlined Sacai Luck and Sacai Men’s lines. In 2019, Sacai released collaborations with Nike and earphone label Beats by Dre.
Abe is married to Junichi Abe, the founder and designer of Kolor.

The collection had a level of obsessive detail that is, in fact, quite unique in fashion because there is something a little unfathomable about it.
Sartorial hybrids have been Abe’s signature for so long, but here she punched through that logjam of seen-it-all-before to create something tough and topical.

In January 2020, Jean-Paul Gaultier presented his last haute couture show. A masterful, impertinent and generous proposal by some two hundred models reinterpreting her own archives and bringing together her heroines
The couturier has decided to invite a designer each season to revisit the DNA of his house
reinterpreted the archives of Gaultier Paris by applying her learned art of deconstruction and hybridization
you presented your last couture show last year
why did you feel that the time had come to bow out?
Jean-Paul Gaultier: It was a necessity to do this last parade
and I haven’t stopped… Between Hermès and my house
I wanted to come back to the show itself: the Folies-Bergère shows that I saw when I was 9 years old were a detonator in my life
It was the first symptom that indicated that I was going to quit fashion
more and more brands… the world has changed so much since that day in April 1970 when I joined Cardin: it was fifty years ago
You then announced that Chitose Abe and his brand Sacai would present a haute couture collection on your behalf
J.-P. G.: Ithought it would be interesting to suggest to a designer to live in the Jean Paul Gaultier house for a while
Rei Kawakubo and Yohji Yamamoto had a very new vision
I had seen that Chitose had proposed a sailor shirt with a back all in guipure
and she had also reworked the trench coat in the same spirit as me: you modify the classic
you shake it up… His deconstruction of clothing meets my idea of recycling
as during the Second World War when women sometimes took their husbands’ trousers and transformed them into skirts
I also saw her clothes in her shop in Tokyo
and I was impressed by the quality of the materials
the fur and the leather… So I didn’t hesitate
I am very happy to be able to do this project with such a talented person.
do you feel close to the spirit of Jean-Paul
Chitose Abe: I’ve admired Jean-Paul Gaultier’s work since I was in my twenties
he told me that he had gone to see my clothes in my shop in Tokyo
It’s really exhilarating to hear that from someone you admire
I was very moved that he was able to understand so well what Sacai is
it was therefore an honor that he offered me this collaboration
He never stopped rethinking the classics to radically transform them and make them correspond to new heroines
we are very similar in the way we rework classics such as trench coats
we know how to create absolutely new pieces using our technique
I think what brings us together is the idea of thinking outside the box
to always try to come up with something strong and unexpected
your approaches are quite different in your relationship with the body.
because Japanese eroticism is very subtle: it’s the collar that shows the nape of the neck
My eroticism is more inherited from the 50s
it’s about showing and sublimating the body
we present specific men’s and women’s collections
I mix and rework the masculine and feminine codes on my silhouettes
so this reflection on gender is an integral part of my approach.
did you give Chitose total freedom to draw on your archives?
J.-P. G.: Chitose wanted to present a physical show
I was very happy to see how she took up the Gaultier codes in her own way
A.: I think we met three times before presenting this collection
that it’s important to present physical shows: the public needs to feel and see the emotion that a collection gives off.
Were you happy to discover the workshops of the house
to understand our respective codes and find the best way to create the Gaultier Paris by Sacai collection
he kept telling me that I had to believe in myself
how did you experience this first haute couture show of your house directed by another designer
J.-P. G.: I was very happy because Chitose did a very good job
she respected the identity of Gaultier Paris very well
The volumes she has imagined are truly singular
I’ve never made very high-waisted pants with so much volume
She took techniques that I had already used
the presentation… It was me without being me [rires].
Where did you come up with the idea of inviting five young designers to interpret your ready-to-wear [Nix Lecourt Mansion
J.-P. G.: It didn’t come from me
but from the people who take care of the house [sous la houlette de Florence Tétier]today
Since I had announced that my fashion house would be inhabited by a new designer each season
they had the idea of extending my gesture with this proposal
this is not a return to seasonal ready-to-wear collections
to see clothes and fashion shows that are both my own and someone else’s

Japan’s New Chitose Airport in Hokkaido experienced major disruptions after a pair of scissors went missing from a store near the boarding gates on Saturday
The security checks were halted for about two hours in the morning, leading to the cancellation of 36 flights and the delay of 201 others, which left thousands of travellers stranded
Passengers reportedly had to retake security screenings due to the missing pair of scissors
The airport was particularly busy on the day as people were returning home after the Bon holiday – a traditional Japanese festival celebrated to honour deceased ancestors
The Hokkaido airport’s management confirmed that all domestic flights were grounded for two hours due to suspended security checks.
A store in the departure lounge misplaced the scissors, leading to the suspension of security checks shortly after 10am, The Japan News reported.
The pair of scissors was found the next day in the same store by a worker, but the airport only announced their recovery on Monday after verifying they were indeed the lost pair.
New Chitose Airport is a major hub, handling over 15 million passengers in 2022.
Many affected travellers expressed their frustration, hoping for better safety practices in the future. One traveller said: “I don’t think we have any choice [but to wait], but I do hope they are a bit more careful about it.”
Another said: “So many things to worry about these days… it never ends. And I don’t feel safe until I get home.”
The ministry of land, infrastructure, transport and tourism has requested an investigation into the incident to prevent future occurrences.
The international airport acknowledged that the problem was due to inadequate storage and management and emphasised the importance of safety protocols.
A spokesperson was quoted as saying by the BBC: “We recognise that this occurred as a result of insufficient storage and management systems at the store. We are aware that this is also an incident that could be linked to hijacking or terrorism, and will once again work to ensure thorough management awareness.”
Despite the disruption, several social media users praised the airport’s handling of the situation, highlighting the effectiveness of Japan’s aviation safety measures.
On Saturday, around 30 passengers were forced to spend the night at the airport due to the disruption to flights. To accommodate them, the airport reportedly provided sleeping bags and mats on the fourth floor of the terminal, according to the Dimsum Daily.
