Text description provided by the architects. Tsutaya Books commissioned us to design the company’s twentieth store since its restructuring, located in the city of Ebetsu, Hokkaido. The site is adjacent to Ebetsu’s Four Seasons Promenade, a landscaped walking path, and faces a wooded area with many large trees. With a store concept of “a slow-life library in the woods,” our focus was on creating a comfortable space for customers to enjoy.
In order to reduce the volume of the 140-meter-long structure, we divided it into three blocks and five zones with a staggered layout. The blocks form a cohesive cluster of buildings whose trimmed-back scale is effective in attracting more people. The exterior is finished with bricks from three local companies, creating a strong contrast with the surrounding greenery. We expect the bricks to age beautifully, along with the extruded cement panels on the sides of the buildings.

Efforts by veterinarians are under way in Japan to reduce the need to euthanize stray cats and dogs abandoned by people who purchased them during the country's pandemic-driven pet ownership boom
The veterinarians are conducting inexpensive spaying and neutering programs to address the problem of an increasing number of stray animals in Japan's cities
with the pets abandoned by irresponsible owners now reproducing at alarming rates
including uncared for animals that die on their own right after they are born

After her parents lived through incarceration in Japanese internment camps on the West Coast
they didn’t teach their children about Japanese language or culture the way they did before
“I grew up enjoying bagels and lox in New York,” Takeuchi said
“I took a very long time in finding my roots.”
she really began to learn about her heritage
Since then she has taken her ever-growing knowledge of Japanese culture to the Gresham Sister City Association, which has a close relationship to its longest-held sister city, Ebetsu, Japan — exemplified by Gresham's standing table at the Japanese emperor's birthday celebration
held in Portland and around the world in December
After 35 years as sister cities, association is doing increasingly more to bring Japanese culture to Gresham residents
“We’re expanding every year,” Takeuchi said
The Gresham Sister City Association has three sister cities: Sokcho, South Korea since 1985, Owerri, Nigeria since 1991
Gresham's relationship with Ebetsu is by far the most active, stretching to many corners of the community. A Japanese garden at Main City Park was a gift from the Japanese American Citizens League in the 1970s
Hood Community College teach Japanese to students who then have the opportunity to travel to Ebetsu
The first "A Skoosh (little) Japanese" cultural exchange event last year will be reprised as an annual event
Sister City Association members say the Gresham community is surprisingly enthusiastic about their ventures
whether donating supplies and materials to fix up the garden or showing up for “a skoosh” of Japanese culture
“The relationship (with Ebetsu) is strong because the citizen volunteers in the Sister City Association have worked so hard to maintain the international friendship,” said Eric Chambers
noting that the exchange program in particular has fostered community support in both countries
“The city’s financial support for the program has been almost non-existent in recent years due to budget reductions,” he said
“But the community has done a great job of keeping the momentum.”
Last year’s “A Skoosh (little) Japanese” cultural exchange was an unexpected success
Takeuchi said; 200 residents showed up to see 25 presenters demonstrate Japanese dancing
Organizers expected 50 attendees and five presenters
“Japanese people in Gresham like myself don’t know much about our culture
“It’s been an amazing experience — the community we’ve built
whose husband Ron is spearheading the Japanese garden clean-up
she realized how little she knew about her own culture
“I started to realize I was so ignorant about Japanese culture
my own country’s weaknesses and strengths,” she said
They say experiencing other cultures is invaluable
“People have to see the outside world,” said Ron Ture
who was a German teacher in New Jersey before retiring to Gresham
“It’s so important for people to get to know another culture.”
Yoshiko Ture has lived in America for decades now
she says the art of Japanese flower arrangements and tea ceremonies and the country’s elaborate festivals are all exceptional cultural aspects of her home country she’d like to share with Gresham
started cleaning up the city’s Japanese garden before the Gresham Sister City Association adopted it last year
They since have joined the association board
Over the past year and a half the men recruited countless businesses and volunteers to transform the Japanese garden on Johnson Creek in Main City Park from a screen for illicit behavior to a gradually functional Japanese-inspired island
An arched bridge connects the island to the park; a Japanese maple is the trophy tree on the other side
While much of the original landscaping had to be removed
stone sculptures of a turtle and a crane remain
Card is reviving the landscape with plants that thrive in Gresham

A court ruling that went against the government started a “20-year gap” in vaccine development that has come back to haunt Japan
Japan is lagging far behind the rest of the developed world in its drive to produce its own vaccines
The country is now dependent on overseas vaccines to inoculate the population
which puts it at the mercy of decisions abroad that could affect supply levels
Many other countries are well into their vaccination programs
inoculations for elderly citizens started on April 12
Domestic drugmakers are working to develop vaccines
but none of them are expected to be put into practical use soon
a drug development venture based in Osaka Prefecture
became the first in Japan to start a clinical trial for a COVID-19 vaccine
The company is currently analyzing the results it obtained through a second phase of the trial
A final phase of the clinical test will be conducted on several tens of thousands of people
but it remains anybody’s guess when that phase will be completed
There were initial hopes the AnGes vaccine could be used in spring this year
but the development work is well behind schedule
“It has taken us so much time to accumulate data because we had no prior experience in developing a vaccine against an infectious disease,” said AnGes founder Ryuichi Morishita
who serves as endowed chair professor of medicine at Osaka University
“Other countries had developed basic technologies for making vaccines of a novel type by virtue of government assistance
Elderly Japanese citizens are being inoculated with a messenger RNA (mRNA) vaccine product of Pfizer Inc
which use genetic information of the target virus

Developing vaccines is highly time-consuming because they must meet high safety requirements before they are administered to healthy individuals
Japan has adopted the so-called convoy system
small-scale drugmakers produce vaccines for regular inoculations
which allows them to count on stable demand
But the vaccine market shrank in line with the depopulation of children
The government provided little assistance and businesses remained lowly motivated to develop new vaccines
little progress has been made in research and development
the United States under the Donald Trump administration came up with “Operation Warp Speed” to set aside around $10 billion for the development of vaccine candidates
The Japanese government has also helped businesses prepare for mass production of vaccines
even before the results of clinical trials were available
But Japan’s initial budget for vaccine development assistance was worth 10 billion yen ($92 million)
or one-100th of the allocation in the United States
“That difference was the decisive factor for Japan’s delay in the development work,” Nakayama said
It is generally believed that the Japanese public has low confidence in vaccines
partly out of concerns for their side-effects
“The government had likely developed a mindset for perusing trends in public opinion before it ever made any decision on how to provide assistance for vaccine development,” said Takashi Nakano
a professor of pediatrics at Kawasaki Medical School
Ensuring that vaccines are distributed to mid- and low-income nations presents another challenge
Improving Japan’s vaccine development capacity would not only help the country to be “self-sufficient” in vaccines but also allow it to supply doses to poorer nations
“It should not be forgotten that COVID-19 is a challenge not only for Japan but also for the entire world,” said Masahiko Hachiya
