Osaka Prefecture--A young couple were left stranded for hours 50 meters above ground in freezing temperatures at an amusement park here after a ride malfunctioned
Officials said the Giant Drop Meteo freefall attraction suddenly stopped near the top of the ride around 7 p.m
leaving the couple in their 20s strapped in their seats
They were eventually rescued about four hours later and rushed to a hospital because they showed signs of hypothermia
The attraction at the Hirakata Park takes passengers to a height of about 50 meters before making a sudden drop to the ground
The local fire department received an emergency phone call around 9 p.m
the three sets of seats stopped near the top of the ride around 7 p.m
the third set containing the couple did not budge
The longest ladder used by the local fire department only reaches a height of 42 meters
so a ladder truck to rescue the couple was out of the question
Rescuers eventually managed to reach the pair by lowering the seats manually
According to the Japan Meteorological Agency
The Hirakata Park website announced the amusement park would be closed Dec
31 while the attractions undergo an inspection
The Giant Drop Meteo will also suspend operations for the time being

ROCKY FORD– Damaging Hail And Heavy Rainfall have left their mark in Otero County
This week hail struck numerous growing watermelons and cantaloupes at Hirakata Farms
Hirakata Farms is a family-owned and operated melon farm outside of Rocky Ford
Michael Hirakata has been working on the farm his whole life and is a fourth-generation farmer
Hirakata says because of the weather this summer
“The growing season has been really weird I guess you can say
We have not gotten as much heat as we thought we would
everything is growing well but we are a little behind schedule,” Hirakata said
Hirakata infers he is anywhere from 10 days to two weeks behind schedule
That is because of the heavy rainfall in June and the hail storms so far in July
This week many of his melons were bruised from quarter-sized hail
“Last night the lightning started and I going
out of thin air to speak and nerve wracking,” Hirakata said
Hirakata estimates 15-25% of the planted melons were damaged from the hail storm this week
Last year they experienced a massive hail storm that ruined their crop in one area
Last year we lost 30% of our crop to a late summer hailstorm and it just killed everything
the fruit was almost ready to pick and so we had no chance of recovery,” Hirakata said
Last year's hail storm happened at the end of the harvesting season
which affected the number of melons Hirakata could sell to grocery stores
When asked about prevention or protection from weather
“What we can do is if we know it's going to rain a lot
we'll make a head ditch so the water doesn't flow down the field and we can divert the water a little
But other than that there's not much we can do about severe weather
Just pray it doesn't get too severe,” Hirakata said
Despite the damages from over the last two growing seasons
Hirakata said he does not farm for the insurance
but it won't make up for the loss and the crop,” Hirakata said
Hirikata says it's early on in the summer and the crops are growing well
He expects the melons will be harvested by early August
Melons for Hirakata farms will be available than in most big grocery stores across Colorado.____

HIRAKATA, Osaka — Two people were left stranded 50 meters high for four hours Friday after a drop tower amusement ride stopped at an Osaka Prefecture amusement park.
The two passengers — a man and a woman — were rescued at about 11 p.m., according to Hirakata Park in Hirakata. Though uninjured, the rescued individuals complained of feeling unwell and were taken to hospital.
According to the park, the drop tower has three four-seat gondolas. Normally, the brakes are briefly applied to the gondolas as they approach the top of the tower, before being released. The gondolas then fall freely from about 50 meters high.
However, at about 7 p.m., the brakes failed to release on all three gondolas. Park staff on the ground managed to release the brakes on two of the gondolas and lower them to the ground but were unable to free the third one.
The park called the emergency services shortly before 9 p.m., nearly two hours after the malfunction.
A ladder truck was dispatched to the scene, but the ladder’s reach was only 42 meters — too short to reach the stranded riders. Firefighters subsequently climbed to the top of the tower to manually release the brakes and lower the stranded gondola at about 11 p.m., the Hirakata Neyagawa Fire Department said.
According to the Japan Meteorological Agency, the temperature in the city was 3.2 C at 10 p.m.
A similar incident has occurred once before, but the ground staff were able to release the brakes, according to the park.
“We apologize for the trouble caused to our guests,” the park said. “We’re currently investigating the cause of the problem.”
Following the incident, the park was temporarily closed Saturday.

CO — Rocky Ford cantaloupe and watermelons are hitting the shelves at grocery stores and farmers markets in Colorado
owner of Hirakata farms says the cantaloupe had a good season and now they’re being packed up and shipped out
"The Rocky Ford watermelon had a slower start
but they are also in stores across the state and more should be picked in the next couple of weeks."
Peter Grimes says he made sure to stop at the Knapp’s Farm Market on his trip to his hometown in Pueblo all the way from where he lives in Oklahoma
“We make it a point to stop at two of the farmer markets every time we come home,” said Grimes
He says there’s nothing like the flavor and sweetness of the melons out here
it’s got an awesome flavor compared to what we have up there
The difference is night and day,” said Grimes
"The prices of melons this year may look a little different though due to inflation causing the cost of preparing the melons to escalate," Hirakata says
everything has gone up across the board so we’ve had to raise our prices also.”
But these famous Rocky Ford melons also help the farmers who grow them to stay afloat financially
this is how we make our living and our livelihood and this is how we survive,” said Hirakata
Hirakata says the melons are also great for the local economy in Rocky Ford
“It bumps up the economy pretty good for the couple short months we are in business,” said Hirakata
He says the labor force brings business to the area as they buy food and fuel which supports the town
The melons are good for the town’s pockets
They are now in stores across the state to enjoy
so follow the footsteps of Peter Grimes and get them while you can

Officials in charge of reservations for COVID-19 vaccinations in Hirakata
noticed a troubling discrepancy in the billing numbers after outsourcing the call-in system
The city asked major staffing agency Pasona Group Inc
to operate the phone call centers to take vaccination reservations
Pasona submitted a report that said phone reservations had been taken from about 3,500 individuals
Hirakata’s computer system only recorded about 750 residents making reservations
City officials asked Pasona to look into the discrepancy
of Osaka city with handling the phone call center for Hirakata
Pasona officials made a surprise visit to an Eter phone call center in Osaka and found only 33 people were handling calls there although the company had said 100 operators would be onsite to take incoming calls
Pasona announced that Eter had vastly exaggerated the number of operators and phone calls taken
Pasona said it had overcharged three city governments--Hirakata
and Nishinomiya in Hyogo Prefecture--a combined 1.08 billion yen ($8.2 million)
Pasona officials said they would return that sum to the three cities and would seek compensation from Eter
Pasona also issued an apology for its inability to detect the false reports from Eter
An Eter official declined to comment on the grounds the company was cooperating with Pasona’s investigation
Eter operated the phone call centers for the three cities between March 2021 and December 2022
Pasona overcharged Hirakata about 360 million yen
Suita about 270 million yen and Nishinomiya about 450 million yen
Pasona officials said Eter submitted reports that vastly exaggerated the number of operators they had retained as well as the number of phone calls taken
Pasona has also commissioned other companies to operate phone call centers
but so far no similar problems have emerged
When Nishinomiya began COVID-19 vaccinations in May 2021
many residents complained that they could not get through on the phone to make a reservation
It turned out that Eter had only stationed about half of the phone operators it promised in the signed contract
Suita signed a contract to have a combined 38,000 or so phone operators on duty for 2021 and 2022
but only about 10,000 were actually manning phones during that period

OTERO COUNTY — Already feeling snake-bitten by a listeria outbreak that has hurt their canteloupe markets
area farmers say they are feeling another punch when trying to secure affordable and skilled fieldworkers
said he and other producers are scrambling to find good help they can afford
said using a federal program called H-2A is getting harder every year
The program allows farmers to bring in seasonal foreign workers to fill temporary agricultural jobs when U.S
is that the minimum wage for the program is now $10.48 an hour
Lusk said the government needs to make the program more farmer friendly
"They (program officials) need to make the paperwork less and they need to lower the wage a little bit just for the simple sake that our prices on vegetables are not going up
We are just caught between a rock and a hard place and we need help."
The H-2A program is trying to avoid displacing Americans from jobs and encourages farmers to hire locally if they can
But some farmers in the Lower Arkansas Valley said most people they have tried to hire can't take the back-breaking work
said he usually has about 15 H-2A workers in a year
but that he could only afford about six workers this year
He tried filling other positions with local workers but said those who applied didn't last very long
"It is just plain and simply too hard to get local workers that are willing to put in the time it takes," Lusk said
"I've had guys that work for 15 minutes each hour for a day and then they are gone
Lusk said that when he tells potential workers from the area the wage they can make
they usually don't even show up for an interview
"They'd rather work for $7.50 an hour at McDonald's," Lusk said
whose family has run Hirakata Farms in Rocky Ford for more than 90 years
"I've had people work an hour and then leave the job
Others have walked away at 4 o'clock saying that it was too hot and that they were leaving and would see me in the morning."
Hirakata said one day he caught local workers sitting on the job as early as 1 p.m
"They were sitting at the bottom of the field and when they saw me they ran to the field to pretend to be working," Hirakata said
Hirakata said H-2A workers take the job a lot more seriously
"They are up here to make a living for their families
They make a good living at this and they want to work hard," Hirakata said
Hirakata said of the 12 to 15 local workers he hired this year
only one or two made it through the season
Half of the workers I called didn't even come to an interview."
Hirakata said the availability of workers and the red tape to bring them to the country is a huge concern for him
was able to keep the same number of migrant workers this year as he has in the past
a farmer and Otero County Farm Service agent
said he didn't use the H-2A program this year on his family farm
Hanagan said farmers all across the region are seeing the same hardships in getting workers
"There are some farmers in the Pueblo area that are using inmates crews
But almost everything seems to be above $10 an hour in wages," Hanagan said
You would think with unemployment at an all time high that there would be more people taking jobs."
Hanagan said in the past people were knocking on the door for farm work
It's the perfect job for kids that need to be encouraged to get an education," Hanagan said as he laughed
Hirakata said he wants the H-2A program to be more accessible and less complicated
"We had to start paperwork in January to get workers in July
I'd like everything to be spelled out better and to know exactly when we have to start," Hirakata said
"They change things on the fly and every year it seems like there are more steps involved."
who has used the program for about five years
we'd be hard pressed to find labor," Hirakata said
the listeria outbreak linked to Jensen Farms in Holly has caused more headaches for him then anything else
"We are still waiting for the results of that
We take one problem at a time," he said with a laugh
"The deal with the canteloupe really is on the forefront of my mind
I haven't put most of my thought into the labor part of the farm
