Concord Mayor Holmes and Kitakami Mayor Saito officially established a Sister City relationship
there will be a delegation from the Japanese city to celebrate with us the international link
and this year we will be graced with their arrival
originally called the Town of Kiurasawajiri
has 93,000 people and its history includes the amalgamation of nine different villages and towns starting in the 1950s
(Just as we took over the town of Cowell and annexed county land as our original town of Todos Santos evolved into the City of Concord.)
They have a directly elected mayor (a process of which I am jealous)
I cannot imagine how long our Council meetings would go if there were 13 of us
They also share 4 votes in the county legislature; unlike us
we have 1 representative who also covers three other cities
though theirs goes back a thousand years or more
and now are transitioning to a light industrial hub with numerous industrial parks
Their school system is like ours in the number of schools; however
They have a spectacular cherry tree sakura bloom in their Tenshochi Park and are known for a unique sword dance during their summer festivals
Our relations are further strengthened by the fact that several Concordians have moved to Kitakami to teach English and spread the rather special way we pronounce Concord so as not to be confused with those other sites on the East Coast
When there was the major earthquake and disaster with the Fukushima nuclear accident
our community put together thousands of paper cranes as symbols of our shared sadness for their pain
and we held a candlelight vigil in Todos Santos Plaza
It is important to remember that being in concordance with one another can also be spread to those in distant lands
where we can share in the same humanity and civility towards one another

are in need of volunteers to help with the events planned as well as folks willing to host a Japanese delegate for a few days in the first week of October

One of the most obvious things to do in Kitakami is catch all the available Pokémon in the area
though—completing your Kitakami Pokédex may not be as daunting a task as you might fear
the Kitakami Pokédex shares some Pokémon with the Paldea Pokédex
so if you’ve already played through Pokémon Scarlet or Pokémon Violet
you may be well on your way to completing this goal
Once you’ve added 90 Pokémon to your Kitakami Pokédex
remember to start checking the Pokédex after every 10 Pokémon you register in it—you’ll earn useful items for doing so
There are also a few Pokémon that can only be caught towards the end of The Teal Mask’s storyline
there’s the Legendary Pokémon Ogerpon
which must be defeated multiple times before you get a chance to catch it
You’ll need a well-balanced team to counter its different forms
and Fezandipiti—the trio of Legendary Pokémon known as the Loyal Three—can only be caught after you’ve completed the DLC’s main storyline
They’ll be scattered around Kitakami
but if you were paying attention to where you initially faced them during your adventure
you shouldn’t have much trouble finding them
Just make sure your team is equipped to handle these Pokémon
(It helps to know that all three are Poison type!)
If you find yourself missing some Pokémon, keep an eye on Kitakami’s Tera Raid crystals. You’ll sometimes find rare Pokémon waiting to be battled. There are also a few version-exclusive Pokémon in Kitakami, so you might need to do a bit of trading. Remember that Pokémon Scarlet and Pokémon Violet are compatible with Pokémon HOME
so if you need to register Pokémon in your Kitakami Pokédex that you’ve already caught in other compatible games
you can transfer them into these titles to save time and effort
Once you’ve completed the Kitakami Pokédex
He’ll reward you with the Glimmering Charm
which increases the number of Tera Shards you receive from Tera Raid Battles
Perrin and the Bloodmoon Beast
Another benefit of filling out your Kitakami Pokédex is that it opens a side quest leading to an encounter with a rare Pokémon
you’ll find a photographer named Perrin who wants you to register 150 Pokémon to your Kitakami Pokédex
she’ll tell you about a mysterious Pokémon known as the Bloodmoon Beast that she’s looking to photograph
and she wants your help—after you defeat her in a battle
You’ll follow Perrin to the Timeless Woods
where she’ll ask for your help taking pictures of Pokémon during a foggy night
Wander around and snap photos of 10 different Pokémon—but be careful not to scare them away
and you’ll begin a battle against it
Once you’ve drained the Pokémon’s HP
you’ll have an opportunity to catch your intimidating-looking foe
She’ll thank you with a Choice Scarf
which boosts the Speed of the Pokémon holding it
She’ll also give you a Hisuian Growlithe to add to your team
Follow the Glitterati
you’ll find an elegantly dressed couple overlooking the rice paddies
and chatting with them begins a side quest that can earn you loads of money
which has a substantial cash reward for winning
before the pair decides to head back to the Paldea region to visit a waterfall
and they’ll reward you with some valuable items
and provide you with a clue to their next destination
Continue following the pair on their journey
and they’ll give you even more items for your troubles
You can increase the amount of prize money you receive from the battles by using the moves Happy Hour and Make It Rain
and by giving one of your participating Pokémon an Amulet Coin to hold
The items you’re gifted along the way can be sold for quite a bit of money
you could potentially become a millionaire yourself
After several encounters with the Glitterati
you’ll collect a Glitterati Rotom Phone case and a new emote (more on those below)
The excessive cash you earn from these Trainers can be used for anything
but you might want to consider donating to rebuild the Loyalty Plaza monument after completing The Teal Mask’s main story
you’ll earn the Flashy Festival Jinbei outfit and another emote
Take On the Ogre Clan
you may stumble across a Trainer wearing an Ogerpon mask in some out-of-the-way area
These are members of the Kitakami Ogre Clan
a group of tough Trainers who are looking for equally tough opponents
A man standing near Kitakami Hall will tell you all about this crew
and he offers up rewards for each member of the clan you defeat
It can be tricky hunting down all the members as they can hide in unusual locations such as in caves or atop mountains
but the man by Kitakami Hall will provide some hints to where you can find them
Each member is accompanied by a team of powerful Pokémon whose levels tend to fall in the mid-to-high 70s range
You’ll want to bring some of your toughest Pokémon to these battles
Remember to chat with the man outside Kitakami Hall to claim your rewards
The ultimate prize is an Ability Patch that can change a Pokémon’s regular Ability to their Hidden Ability
Ogre Oustin’
partake in a few rounds of the traditional Mossui Town game of Ogre Oustin’
This event has you riding on Koraidon or Miraidon as you attempt to pop different colored Ogre Balloons
and return them to their proper tables within a strict time limit—all while scaring away greedy Pokémon that attempt to swipe your hard-earned Berries

Collect Emotes
Another great way to pass the time in Pokémon Scarlet and Pokémon Violet is to use your in-game camera to take selfies during your adventures
You can add extra flair to your snapshots by using emotes to make your character strike a pose
There are multiple emotes that can be learned as you travel around the land of Kitakami
Some will be discovered after completing a side quest (such as the Glitterati quest discussed above)
while others will simply be taught to you by chatting with random people around the area
Talk to everyone—you never know what they’ll tell you

This item increases the selection of items available to purchase in boutiques and hair salons in Paldea
you’ll have lots of new options to customize your character
There are also wearable goods that can only be found in Kitakami
so visit the local shops and vendors to check out their masks
Don’t overlook the man standing near a picnic table just outside Kitakami Hall who enjoys making chairs for picnickers
By showing him any tablecloths that you’ve collected during your travels
he’ll fashion you sets of matching handmade chairs
Show him all the available tablecloths in the game
and not only will you receive a whole lot of chairs
but he’ll also give you a set of Herba Mystica

Iwate Prefecture--Upmarket cashmere knit sweaters produced at a factory in this northeastern city are warming wearers across the globe as they expand sales channels for this plush piece of Japanese culture
The custom-order sweaters are made by workers who pay close attention to the colors and knitting patterns
The products are so high in quality that they don’t even shrink in the washing machine
Part of the lineup went on sale this past autumn at a high-end menswear outlet based in Britain
The cashmere knitwear is being manufactured by Tokyo-based UTO Co.
UTO has been operating a factory in Kitakami
The company opened a new factory in Kitakami in April in a wooden building previously used by the now-closed Kuroiwa Elementary School
UTO’s cashmere knitwear products are available in a broad range of sizes from 3S to 4L (5L and larger sizes are negotiable) and 25 color options
Orders can be placed with optional adjustments in body length and sleeve length
That wide availability has been made possible by the use of top-grade cashmere materials and the skills of the workers
UTO has been actively hiring and developing young and female workers from the local community
of whom 12 are women,” said Hiromi Tamazawa
UTO is using computer-controlled knitting machines made in Japan
“They are so well-designed that they can be used to make practically all knitting patterns that are circulating in the market now,” said Tamazawa
Workers program the machines separately for every single fabric that they knit to order
Next comes a “linking” process for seaming pieces of the fabric together
wherein the elastic fabrics are joined stitch by stitch
The products are finally washed and dried naturally
UTO officials said it takes them a month or so from the time they receive an order until they deliver a finished product to the client
said she has always enjoyed making objects since she was very young
She has been a knitting worker since she graduated from high school
Tateshita is also putting much effort into developing younger workers
She was officially commended by the prefectural government in 2024 as an “outstanding young technician.”

She’s a photographer visiting the Kitakami region and bears a striking resemblance to Adaman from Pokémon Legends: Arceus
Given that she’s clearly a descendant of a character from that game
it’s only fitting that her quest leads you to a new form for a Pokémon that originated from that game’s historical era: Ursaluna
she’ll ask to take your photo and introduce you to her Growlithe
hers is the Hisuian regional variant which
She’ll also ask if you can fill your Kitakami Pokedex up to 150 known Pokémon
Depending on how many Pokémon you caught in the base game
you may already have up to 100 of these entries filled out
which will save you a lot of time in completing this quest
You’ll need to run around Kitakami catching as many Pokémon as you can until you hit 150 different species
Wild Pokémon in this region tend to hover around level 60
so if you don’t have a team that’s at least a comparable level who won’t risk knocking out wild Pokémon in one hit
see if you have a Pokémon that can learn False Swipe
which is guaranteed to leave at least 1 HP on your foe
If you want to further raise your chances of capturing a weakened Pokémon
try using non-damaging status effect attacks like Thunder Wave or Sleep Powder
as these will make it harder for your opponent to break out of a Pokéball without risking knocking them out
One thing also worth noting is that some of the dex entries can be filled out by evolving Pokémon rather than catching them
you can simply raise it up a level to evolve into Mightyena
which is two dex entries for the price of one Pokéball
Since most Pokémon in Kitakami are fairly high-level
one level gained should be enough to evolve them if that’s their evolution method
Candies you might have earned as Raid rewards can speed up the process if you’d rather not grind out battles
Another helpful tool to have is an abundance of Quick Balls before you head out on your catching spree
These Pokéballs are more effective if they’re used early on in a battle
so it’s perfectly viable to use them without even attacking a prospective catch
Be sure to stock up on Ultra Balls if those don’t work
but using a Quick Ball right off the bat can shave off a lot of time
and given that you’ll be catching anywhere from 50 to 150 Pokémon
Now that you’ve captured 150 Pokémon in Kitakami
you’ll begin another segment of the quest to find the new Ursaluna form
Perrin will ask you to follow her around while you both take photos of some of the Pokémon in the region
and she’ll show you some spooky photos of Bloodmoon Ursaluna until it finally reveals itself
letting you capture it and add it to your team

Bloodmoon Ursaluna is pretty much an inverse of the Pokémon’s standard form introduced in Pokémon Legends: Arceus in that it’s specced for special attacks instead of physical ones
It has a signature move fittingly called Blood Moon
which has a whopping 140 base power and 100 accuracy rating
So don’t expect to just be able to spam it until it wipes out an enemy team
The most ridiculous part of its build is the Mind’s Eye ability
It allows Ursaluna to ignore changes to an opponent’s evasiveness
so moves like Double Team are pretty much null and void against it
and it can hit ghost-type Pokémon with normal and fighting-type moves
which typically don’t affect the spooky ghosts of the Pokémon world
but it’s good that such an involved quest has a great payoff at the end
What remains to be seen is how Bloodmoon Ursaluna affects the competitive meta
because this thing sounds like it would be a ridiculous addition to any team

Pokémon Scarlet & Violet - The Teal Mask brings with it a whole new Pokédex and a whole new region to explore
That means that there are many new Pokémon to find
as well as returning Paldea Pokémon that have brand new spots to hide in
There are 200 entries in the Kitakami Pokédex

The Kitakami region is a brand new area for Pokémon Scarlet & Violet. Introduced in The Teal Mask
this is where you'll spend all of your time in the DLC
we'll cover the opening moments of the story
including how to get to the community center

After you've received the invitation to go to Kitakami — you can find out how to get that by checking out our how to start The Teal Mask DLC guide — you need to head back to the Academy in Mesagoza and enter through the front doors to the Entrance Hall
talk to the new NPC standing in front of you
and she will be the one taking you to this new region
talk to her again when you're ready to head over to Kitakami
so you're given the task of heading up the road to the Community Center
which is your home base while in this new region
You can also explore the region right now if you want
but you can't ride Koraidon or Miraidon yet
simply follow the path north towards the small town
You can catch some Pokémon on the way if you wish
you'll be stopped as you enter by two trainers
So this battle shouldn't pose a threat to you
Carmine's team's level will depend on where you are in the base game's story
Poochyena is easily taken down by Fighting-type moves, Vulpix by Water or Ground-type, and Poltchageist — a new Pokémon in the Kitakami region — is weak to Fire or Ghost-type
but it's worth having a look around for some items and TMs
you can now ride your trusty legendary bike Pokémon
so you can explore Kitakami right now if you want
The item shop to the east of the Community Center is a good thing to note — you can buy many types of Poké Ball and potions there
On the west side of town, you'll find the photographer Perrin. She has a quest for you, but you'll need to catch lots of Pokémon in the Kitakami Pokédex. We have a separate guide on how to complete Perrin's quest, which will reward you with the very powerful Bloodmoon Form Ursaluna
The stand in front of the Community Center is the Pokémon Center
examine the door at the back to get some sleep
The next morning, head outside and you'll be asked to pair up with other students. You'll also get the Roto-Stick
which allows you to take wide-shot selifes
after which Kieran will challenge you to a fight
This is similarly easy to the fight with Carmine
This should be a fairly straightforward battle again — Fighting
but it's not really strong enough to last more than a hit or two
Once you win, you and Kieran will pair up to go and find the signboards around Kitakami
You can now explore the region freely if you want to

while Rockruff isn’t much of a challenge for Fighting-
you’ll stumble upon Yoshiaki the Festival Boy
This Seedot knows Explosion and will gladly combust on you if you give it a chance
You can leave no doubt using a Bug-type move for 4x effectiveness
who is also still weak to Flying-type attacks
and Water-type attacks so make the fake tree wither quickly

This Pokémon Scarlet and Violet DLC sees you travelling to the Land of Kitakami where you’ll encounter both new Pokémon and old favourites
You’ll also learn more about the land’s folktales and maybe even encounter the Legendary Ogerpon
you need to know how to start The Teal Mask DLC in Pokémon Scarlet and Violet and how to travel to Kitakami
If you want to play through The Teal Mask DLC for Pokémon Scarlet and Violet
you first need to purchase The Hidden Treasure of Area Zero Expansion Pass
This pass can be purchased from the Nintendo Switch eshop and includes both the Teal Mask and The Indigo Disk DLC
there are two versions of the Expansion Pass - one for Scarlet and one for Violet
Make sure you purchase the one which matches the base game you’ve been playing
Once you’ve purchased the pass and downloaded The Teal Mask DLC
you need to ensure that you’ve at least started the Treasure Hunt - also known as the main campaign of Pokémon Scarlet and Violet
This occurs after you’ve completed The First Day of School - the opening chapter to Pokémon Scarlet and Violet - but how long this takes will depend on your playstyle
The Teal Mask DLC in Pokémon Scarlet and Violet properly begins with you receiving a Rotom call from Jacq who informs you of the yearly school trip
By some stroke of being-the-protagonist luck
you’ve managed to grab a spot without having to do anything at all
To join the school trip to Kitakami you need to head to the school entrance hall
You can either walk back to Naranja Academy in Mesagoza or fly there using your map
you need to talk to Briar who is standing in the middle of the lobby
Jacq will also turn up and update your Pokédex so it can record Pokémon found in Kitakami
Briar will give you some time to get ready before leaving for Kitakami
so if you want to catch some additional Pokémon
get some training in or buy some items now is the time to do it
When you’re ready to head out to Kitakami
talk to Briar again and select ‘Yes.’ You’ll now head to the Land of Kitakami
If you want to head back to Paldea at any time
open your map and switch to the Paldea map; using this you can fly between any location in Kitakami and Paldea

How to Evolve Aipom into Ambipom in Pokemon Scarlet and Violet
The Kitakami Ogre Clan are members of a gang who are spread out across the Kitakami region
and you're tasked with taking them on in battle for some rewards
This hidden sidequest in The Teal Mask requires you to search every nook and cranny of the new region in Pokémon Scarlet & Violet's DLC
Here's how to find and defeat every member of the Kitakami Ogre Clan in Pokémon Scarlet & Violet - The Teal Mask
On this page: Pokémon Scarlet & Violet: Kitakami Ogre Clan - Where To Find, How To Beat In The Teal Mask DLC
You'll find a man standing outside of Kitakami Hall with a yellow speech bubble above his head mentioning the Kitakami Ogre Clan
He's actually right by the fast travel point
so fly to Kitakami Hall and you'll spot the cap-donning man to the right of the stairs
but this is worth remembering as this is where you claim your rewards for the quest
He can also give you hints as to where to find the members of the gang
For every member of the Kitakami Ogre Clan that you defeat
There are eight Kitakami Ogre Clan members to take on — the first seven you can fight in any order
you need to have beaten all of the other seven before you can even attempt to challenge
You can fight the initial seven in any order
so we'll just list them in the order we found them in
Look out for people wearing Ogerpon masks and you should be able to find them
the Kitakami Ogre Clan's levels will depend on how far through you are in the base game
As we beat the base game before starting the DLC
all of the Pokémon were level 75 and above — so make sure you have a team above 75
Masamune is just east of Kitakami Hall on the grasslands on the west side of the river. You'll see him hidden among a bamboo thicket. He's also just south of the Wild Tera Arbok in the area
so a strong Steel-type or Poison-type Pokémon are good choices here
Ribombee is probably the easiest to take out here with weaknesses to Fire
with Clefable's big health pool and ability to restore its health proving to be a pain
Raikiri is hiding in a cave north of Mossfell Town
Follow the waterfalls and river north up the side of the base of Oni Mountain until you see a ledge and a cave on the left
Raikiri's team of Electric-types are (and one Rock/Steel) are all weak to Ground-type moves
Bring a Fire-type to combat the fast Bug-type Pokémon
Head slightly northeast of the Paradise Barrens fast travel point to another crater and you'll spot this clan member standing in front of a rocky pillar. They're close to the Wild Tera Nosepass
This is one of the easier encounters of the quest
If you have the fast travel point in Fellhorn Gorge
then this clan member is literally right behind it
head to the largest plateau in the Gorge and go to the northern point of the rock to find them
This is another relatively easy encounter given the number of weaknesses Water-type Pokémon have
Ludicolo can be taken out with Flying-type
but Electric and Grass are safe bets for the rest of the team
Kotetsu is hiding at the bottom of a tunnel underneath the Crystal Pool, in the same location you can find Feebas and Carbink
You can enter this by crossing the bridge by the fast travel point and then moving around the back of a raised rocky ledge
Kotetsu's team are all Fighting-type Pokémon and all come with solid counters to other types
Flying-type and Fairy-type Pokémon work for all — for Kommo-o you should absolutely have a Fairy-type ready
Kunitsuna is hiding on the west side of Oni Mountain — specifically just below the northwest corner right next to a pool
as it's the only one on that side of the mountain
Steel-type is the best for all four 'mons here
though if you want to avoid the Ground-type damage
then swap to Rock or Ghost for Froslass or Water for Mamoswine
Go to the Crystal Pool and climb up the east side of the wall over the mountains
Then carry on going east to reach a large platform that covers the path leading to the Chilling Waterhead
All of Munechika's Pokémon are Normal-type
which means they only really have one weakness — Fighting-type
We advise you to just bring your strongest Pokémon
Ghost-types are immune to Normal-type moves
but each Pokémon will have attacks to hit your team should you go for that approach
Once you've defeated the first seven members
you'll need to head back to the person you spoke to outside Kitakami Hall
Fly back there and speak to him (claiming any rewards you otherwise haven't got in the process)
and he'll commend you for defeating all of the members..
Except then he'll challenge you to a fight
revealing himself to be the eighth member of the Kitakami Ogre Clan
You'll have a chance to heal and save up before you fight him
Murasama has a mix of Ghost and Dark-type Pokémon on his team
and he also has five Pokémon as opposed to four
so bring a resistant type and attack it with Dark or Ghost-type moves — both of which are good for Dusclpops
Crawdaunt can be taken down with Grass or Electric
while Kingambit is four times weak to Fighting-type moves
but Fire works best to also counter Trevenant
you'll get your final reward — an Ability Patch
which will allow you to change a Pokémon's Ability
