2022年12月2日(金)、帝京大学八王子キャンパスにて外国語学部外国語学科准教授 西向堅香子による「国際ボランティアと地域理解」の授業の中で、外務省国際協力局国別開発協力第3課の丸森隆史首席事務官によるODA(政府開発援助)出前講座が行われました。本講座では、本学外国語学部の3~4年生を対象に「日本の開発協力」をテーマとし、ODAとは何かから始まり、日本の強みを生かして行われている国際協力活動や世界に貢献する日本のODAなど、公的資金が投入される事案だからこそ、学生自身が正確に理解することが求められていると説明しました。参加した学生たちからは、「ODAの基本情報から細部まで行っている支援内容を聞くことができたため、深い理解を得られました」「ODAをより身近に感じられるようになりました。発展途上国の影響だけではなく、先進国が途上国を援助することによって受ける影響も聞けたのが貴重でした」「自分たちの税金が何に使われていて、誰の助けになっているのかを勉強できたので、興味が出ました」など、ODAを学生自身の問題ととらえた視点での感想が寄せられました。
講座内容以外にも、外務省について関心を示す学生からの質問にも答えていただくなど、近い距離感での学びの場を提供してもらったことで、積極的に発言をする機会に恵まれ、学生にとって有意義な時間になりました。また、学生たちは難民や教育、さまざまな格差問題などSDGs課題に興味を持っていることから、本日の講座をきっかけに、さらに学びを深め、広げていくことが期待されます。

Emperor Naruhito and Empress Masako on Thursday visited areas in northeastern Japan that were hit by a powerful typhoon in October to encourage the victims
in the couple's first trip to disaster-hit regions since the emperor's enthronement in May
The couple visited Marumori in Miyagi Prefecture as well as Motomiya in Fukushima Prefecture to see areas that were inundated as Typhoon Hagibis passed
including a total 17 in the two municipalities

The visit followed the completion earlier this month of a series of ceremonies marking the imperial succession
After arriving in Marumori on a Self-Defense Forces helicopter and visiting an area where a river had overflowed
the couple met affected people including Masao Takano
who has been living in temporary housing since his home was destroyed by the typhoon
I am glad you were safe," the emperor told Takano
"I hope your life will be more settled," the empress told him
The couple then went to Motomiya to view an area where an embankment along the Adatara River had collapsed and met with victims at a welfare facility
Ten people died in Marumori and seven in Motomiya as a result of the typhoon

Imagine all the shops disappearing from where we live; what could we do on such an occasion
many grocery shops have closed their doors
This month's JFS Newsletter introduces the reality of population decline and aging in rural areas and efforts by local people to fight against the closing of shops
During the period of rapid economic growth from the mid-1950s to 1973
Japan underwent a major industrial shift away from primary industries such as agriculture toward secondary and tertiary industries such as manufacturing and the service sector
who formerly would have remained in their hometown and worked as farmers
moved to urban areas as factory workers after graduation
Fewer young people means fewer babies to be born
so rural areas are suffering from population decline and aging
According to data released by the Japanese government in April 2017
while the population of underpopulated districts accounts for only 8.9 percent of the nation's total
the land area of these districts accounts for nearly 60 percent of Japan's national territory
Underpopulated areas suffer additionally from aging problems
Data from 2010 show that senior citizens aged 65 years or older accounted for 22.8 percent in Japan overall
10 percent higher than for the whole nation

people have to go a long way by car to buy things
some areas protect their local shops by founding citizen-funded shops
we talked by phone with the staff of five shops to gather information
'Ohari Bussan Center Nandemoya' in Marumori
Delivering Food to 'Shopping Refugees' using Mobile Stalls
Located in a mountainous district at a distance of 10 kilometers from Marumori's town center
Miyagi Prefecture has a population of 800-odd
Since the last retail store in the district closed in 2002
it had been difficult for the inhabitants to buy even daily necessities
some local volunteers got up and opened a joint-financed outlet in 2003 with the backing of the local inhabitants
The outlet was named Ohari Bussan Center Nandemoya (meaning "whatever-you-want store" in Japanese)
So far the outlet has accepted an investment of 2.6 million yen (about U.S.$23,000) in total: about 2 million yen (about U.S.$18,000) from about 20 local investors
about 400,000 yen (about U.S.$3,600) from 200 local households
Nandemoya sells everything from everyday miscellaneous goods
locally cultivated vegetables and packed lunches
to commonly-enjoyed dishes and farm equipment
The outlet contributes to the community by selling everyday necessities from a mobile stall to the elderly who might otherwise become "shopping refugees."
Nagano Prefecture Attracting Young People by Looking like a Convenience Store
Furusato Center Yamada was established in September 2007 to sell food and everyday necessities to about 400 households in the Nakayama District of Takayama
The decision of JA (Japan Agricultural Cooperatives) to abolish its Suko Yamada Branch was the impetus for establishing the center
Facing protests from local inhabitants against the abolishment
JA offered to sell shares at 30,000 yen (about U.S.$270) a piece in June 2007
collecting 7.74 million yen (about U.S.$70,000) from 150 inhabitants
was set up in July 2007 and the shop started operating in September 2007
The shop has a space where local old-timers can rest and enjoy talking together
resuming its operation as Y Shop Furusato Center Yamada
Y Shops are community-based shops organized by the Yamazaki Baking Co
The convenience store-style shop attracts young shoppers with children

located about 30 minutes by car from the center of Matsuzaka in Mie Prefecture
The town's inhabitants have had to overcome various difficulties such as plans to abolish the route bus in 1988
withdrawal of the JA outlet in 2003 and closure of post office in 2007
When abolishment of the route bus was under consideration
the residents opened an "early bird market" to sell fresh vegetables to visitors from urban areas
When the post office and JA outlet were closed
the residents' association started operating a simplified post office
every household in the residents' association invested 10,000 yen (about U.S.$90) to operate Community Ukisato Minna no Mise
Other money needed for its operation was provided by the residents' association or contributed
The facility sells food and clothes to residents and posts area maps of the district for sightseeing visitors
'Yorozuya' and 'Aburaya' --- Initiatives by Kawane Promotion Committee in Kawane
Over 300 people live in the Kawane district of Akitakata
Faced with the withdrawal of the local JA outlet
the Kawane Promotion Committee started operating a store called "Yorozuya" and a gas station
"Aburaya," in 2000 with funding from residents to support people's daily lives
The committee received investment funds from about 250 households in the area
each of which contributed 1,000 yen (about U.S.$9)
including a "One-Yen Donation per Person per Day" campaign
Such activities have their root in the devastating damage caused by massive flooding in 1972
residents started working proactively and have been continuing their activities
with the Kawane Promotion Committee playing a key role
Omiya Sangyo Retaining its Store Despite Population Shrinkage --- Omiya
The Omiya district of Nishitosa in Shimanto
is located near the border with Ehime Prefecture
The population of Omiya was about 500 in the 1970s
The ratio of people aged 65 and over to the total population in the district is very high
which operates a store equipped with a gas station
was established in May 2006 when JA closed its Omiya branch
Local residents were against the JA branch's closure
"Without the JA branch life will be inconvenient." They launched an opposition campaign
but the branch's closure was formally settled in 2005
108 residents invested a total of 7 million yen (about U.S.$63,100) to establish their own company
grocery store and warehouse for agricultural materials
Omiya Sangyo held advisory meetings with representatives from each area several times a year to improve the selection of goods and sales methods
The company has made various efforts to contribute to the local community
Although it is difficult to maintain the store in the midst of population decline
Omiya Sangyo launched liquor sales in 2017
diverse forms of resident-funded stores exist suited to current conditions and the historical background of each area
The amount of investment varies from 1,000 yen (about U.S.$9) per unit to tens of thousands of yen depending on the presence or absence of subsidies from the local government and differences in initial costs incurred
investment by all the households in the community has created a sense of "our store" even though the amount invested was small
keeping stores open will be a major challenge in an aging
there are examples of residents establishing cooperative associations to retain community stores
a way of raising contributions from large numbers of people through the Internet
may enable children and grandchildren living away from home to provide funding for a store in their hometown

Many people came to the town office from the morning to ask about moving into temporary housing and what help they can receive for farming damage
Mayor Kunio Hoshina said the town will start construction of temporary housing on Wednesday
Roughly 2,700 people remain evacuated from their homes in the country
including those affected by heavy rain that followed the typhoon

The typhoon caused embankments to collapse in 140 locations along 71 rivers
and the damage caused by the flooding of the Chikuma River in Nagano Prefecture and the Abukuma River in Fukushima and Miyagi prefectures was massive

A total of 87,896 houses were hit by the typhoon
11,906 damaged and the remaining 64,305 suffering less severe floodwater damage under government criteria
Transport and Tourism Minister Kazuyoshi Akaba said his ministry and the Japan Meteorological Agency will review how to release information on rivers as a regional land bureau failed to issue flood information and the ministry's website on water levels became temporarily inaccessible due to a surge in visitors at the time

The couple will make their first visit to a disaster-hit area since the May 1 enthronement of the emperor
The typhoon ripped through a wide area of Japan
They will fly to Miyagi aboard a special plane from Tokyo's Haneda airport on Thursday morning and move to the town of Marumori by a Self-Defense Forces helicopter to meet disaster victims there in the afternoon

The imperial couple will fly back to Tokyo from Fukushima airport after inspecting local rivers that overflowed
They have extended their sympathy to typhoon victims and have long wished to visit the area

Prime Minister Shinzo Abe said Thursday the government will take steps under a special law to fully support people living in areas affected by Typhoon Hagibis

and extend exceptions in administrative procedures

"The government will do everything it can to help all people affected by the disaster live their lives without worries once again," Abe told reporters in Miyagi

the land ministry confirmed Thursday the typhoon had flooded at least 25,000 hectares on the country's main island of Honshu

The total flooded area surpassed the 18,500 hectares affected after last year's torrential rain disaster in western Japan

Typhoon Hagibis made landfall in the Izu Peninsula
The storm cut through the eastern part of the island of Honshu
140 embankments along more than 70 rivers throughout the country broke as a result of record rain
93 people were killed and more than 87,000 homes were heavily damaged
Some of the most severe damage was seen along the Abukuma River
which runs through Fukushima and Miyagi prefectures

This is the largest death toll of any community along the Abukuma River
Large parts of the town's central area were inundated

The town office was flooded and isolated for two days
Marumori's sole general hospital was also inundated
leading to medical exams being suspended for 16 days
Landslides cut off access to the town's mountainous areas
Some communities in the Hippo district were isolated for over a week
Some estimates show that flooding in an urban area of Motomiya City
with five found on the first floor of their homes
It is believed they were left with no time to evacuate due to rapidly rising water levels

the government designated the disaster as "severe" and "extraordinary" as defined in the disaster recovery law
This is the second time the designation has been used
following the strong earthquakes that hit Kumamoto Prefecture in 2016
