Infrastructure is everything that supports a healthy fishery
It means docks that need to be maintained in the harsh elements; harbors that need to be regularly dredged; fuel docks to keep vessels moving; bait suppliers; and support businesses to sell and store the gear that a fishing boat needs
It means ice to chill the fish; a dock and hoist to land them; a buyer to buy them; a processor to filet and package them; cold storage; and a distribution network and reliable markets
and repair services for when things go wrong

we analyzed risk factors separately by gender
we recruited 1731 participants (11% of the residents of Rumoi city in Japan) aged 40 years old or older
The study was carried out in accordance with the tenets of the Declaration of Helsinki and it was approved by the research ethics committee of Asahikawa Medical University
we checked the participants’ prescription records and asked them to complete a questionnaire detailing their occupation

37 were excluded because of unclear photographs that could not be used to diagnose pathological findings requiring further investigation
Suspected findings of retinal vascular events were identified in fundus photographs of 64 participants by the initial screening
Further reviews of the participants’ photographs led to the exclusion of five participants because their findings were indistinguishable from changes other than vascular events such as pigmentations
we included 1630 in the no-retinal vascular event group and 59 in the retinal vascular event group
We excluded 42 participants who either had unclear fundus photographs or who could not be definitively diagnosed as having a retinal vascular event
which is one of the risk factors for glaucoma
we compared the participants who had disc hemorrhage and those who had the other types of retinal vascular events
and also compared intraocular pressures of those with disc hemorrhage with those who had no vascular events
The current study was approved by the research ethics committee of Asahikawa Medical University
Details of the vascular events in the 59 participants are shown in Table 2
The retinal vascular events were unilateral in 39 participants and bilateral in 20
We suspected RVO when a few retinal hemorrhages were observed near small sites of arteriovenous nicking
or when white occlusive vessels suggestive of old RVO were observed
We suspected diabetic retinopathy when several dot retinal hemorrhages and exudates were observed
The results of the multivariate logistic regression analysis, using as variables the factors that had significant association with retinal vascular events in the univariate analysis, are shown in Table 4
Self-reported diabetes mellitus was significantly associated with the vascular events in both genders (men; OR = 6.92; 95% CI 3.02–15.9; p < 0.001
women; OR = 6.19; 95% CI 2.25–17.0; p < 0.001)
Higher systolic blood pressure (OR = 1.03; 95% CI 1.01–1.04; p = 0.006) and lower frequency of meat consumption (number of days/week
OR = 0.73; 95% CI 0.54–0.99; p = 0.04) were associated with the vascular events in men
and self-reported hypertension was independently associated with the vascular events in women (OR = 2.64; 95% CI 1.03–6.75; p = 0.04)

The age-adjusted prevalence of retinal vascular events was 4.2% (95% CI 2.9–6.3%) in those 40 years old or older

Although disc hemorrhage and retinal vascular occlusion were not specifically identified in the earlier articles
those may be included in the definition of retinopathy
as they could be considered retinal hemorrhages
the earlier definition of retinopathy and our definition of retinal vascular events are similar
we considered that disc hemorrhage could be included in one of the retinal vascular events
the age-adjusted prevalence of vascular events was 4.9% (95% CI 3.3–7.4%) in the 50-years-and-older cohort
and 4.2% (95% CI 2.9–6.3%) in the 40-years-and-older cohort
the prevalence of retinal vascular events was similar to that in the NHANES III sample
but lower than those in the Beaver Dam Eye Study and the Beijing study
This may be caused by the different methods used to detect fundus findings between the studies
NHANES III and the current study each evaluated a single photograph of each eye
whereas the Beijing study and Beaver Dam Eye Study used multiple fundus photographs of each eye for their evaluations
Even with a single fundus photograph for each eye
around 5% of the 40-years-and-older population had retinal vascular events or retinopathy in this cross-sectional
That means that retinal vascular events are not rare findings and that it is useful to analyze the background factors related to microvascular changes

Asahikawa District Court in Hokkaido has sentenced a 20-year-old woman to 23 years in prison in a high-profile murder case in which a female high school student died after being pushed off a bridge and into a river in Asahikawa in April last year
and others to drive the then 17-year-old victim from Rumoi to Asahikawa and assault her between April 18 and the following day

"The way the crime was committed was cruel and extremely malicious," Judge Yoshihiro Ogasawara said in handing down the ruling
adding that the defendant "showed no attitude of respecting the victim's life and integrity."
Konishi's 23-year sentence came against the prosecution's request for 25 years
the defense said that the incident was orchestrated by Uchida after the victim posted a photo on social media without Uchida's permission
adding that Konishi played only a subordinate role
the court found that Konishi was actively involved
noting that she beat the victim in anger after the victim called for help
the victim's family released a statement through a lawyer
saying that they cannot forgive the defendant but want her to seriously reflect on what she did

on Wednesday on suspicion of murdering a 17-year-old high school girl by causing her to fall into the Ishikari River from a suspension bridge in Asahikawa in April
allegedly made Murayama fall from the Kamui Ohashi bridge in the Kamui Kotan area of Asahikawa into the Ishikari River
The police have not revealed whether the two had admitted to the murder accusations
The incident appears to be related to online posts by Murayama that Uchida found objectionable
Uchida made Murayama meet up with her on April 18 in connection with Murayama having posted Uchida’s photo on social media
together with a 16-year-old unemployed boy
allegedly extorted money and property from Murayama
joined by the other woman and another 16-year-old girl
the four are believed to have locked Murayama in a car and assaulted her while driving her around in Asahikawa
Murayama is believed to have never met the four before the incident
Murayama’s family filed a missing person report with the local police on April 22
The apparent involvement of Uchida and three others surfaced in the course of the investigation
and the Hokkaido prefectural police arrested them on suspicion of unlawful confinement and other allegations
The police later found that Murayama likely had also been subjected to sexual assault by Uchida and the other woman
the police found Murayama’s body at a location tens of kilometers away from the Kamui Ohashi bridge
The two were rearrested in late May over suspicion of indecent assault without consent
The police believe Murayama was taken to the bridge after being sexually assaulted
SAPPORO--Increased sightings of brown bears in Hokkaido in winter suggest the animals are awakening earlier from hibernation or not hibernating at all
putting forestry workers in wilderness areas at greater risk of being attacked
The reason bears are roaming forested areas earlier than usual is apparently due to unchecked numbers of Ezo shika deer that offer an alternative food source to their mainly herbivore diet
With February marking the forestry ministry getting back into full swing in and after February
prefectural authorities are calling on workers to be extra vigilant when they are out and about
The Ground Self-Defense Force’s Camp Rumoi alerted the nearby Rumoi police station around 3 p.m
10 that its members spotted a brown bear during a cross-country training run at a ski slope in the Kamui-iwa Koen park in Rumoi
According to the city government and the local planning section of the prefectural police
two GSDF members saw a 2-meter-long brown bear ambling toward the mountain
It was only 30 meters from the cross-country course
“(Brown bears) haven’t been seen in the city in February for more than 10 years,” a city official said
Police said they received a total of 17 calls about brown bear sightings in Hokkaido between January and February from 2016 to 2021
“Brown bear sightings in mid-winter in mountain forests in eastern Hokkaido began about 10 years ago,” said Toshio Tsubota
a professor of animal medicine at Hokkaido University’s Graduate School who is well-versed in brown bears’ hibernation and breeding habits
Tsubota is also a member of the Minami-Shiretoko Ezo Brown Bear Information Center
a nonprofit organization based in Shibetsu
Brown bears have also been spotted in winter in areas surrounding the town
it would seem that a number of brown bears awaken from hibernation early or do not go into hibernation at all,” Tsubota added
The bear activity in winter months is almost certainly due to the growing population of Ezo shika deer
About 90 percent of a brown bear’s diet consists of acorns
When plants are thin on the ground in winter due to heavy snow
bears hibernate by slowing down their metabolism and lying motionless
polar bears in the Arctic reach a state of prolonged torpor in summer because they are unable to capture seals
They don’t have to hibernate when they have no trouble finding food,” Tsubota said
According to the Natural Environment Division at the Hokkaido prefectural government
the number of Ezo shika deer in Hokkaido excluding the southern region doubled from fiscal 2000 to 770,000 in fiscal 2011
Deer start reproducing at around two years old and give birth every year
The fact they have few natural enemies also contributed to their numbers
the deer population has been decreasing in recent years due to culling
the deer population was estimated to be 670,000
The figure is almost 57 times the 11,700 estimated number for brown bears
it is possible that brown bears are awakening from hibernation early and more often after being stimulated by the footsteps and smell of Ezo shika deer passing nearby
Ezo shika deer are more agile than brown bears
but they are not so adept at traveling in snow-covered trails
making them easy prey for brown bears in areas where there is deep accumulated snow
the chewed carcass of an Ezo shika deer was found in a mountain area near Shibetsu
Because accumulated snow hardens and makes forestry work easier from February
field work and survey activities pick up pace
Male forestry workers were attacked by bears on two occasions between January and February 2015
the workers got too close to dens where brown bears were hibernating and woke them up
“Since you may encounter brown bears even in winter
we recommend that you have someone to act as a lookout when you work,” said an official at the prefectural government’s Natural Environment Division
The official also expressed concern about Ezo shika deer whose remains are left where they fell after being hunted
The prefectural government receives reports every year of deer remains abandoned by hunters by the roadside
It is possible that brown bears haunt the same spots to feed on the carcasses
“Leaving (deer remains) on the road is against the waste management law
They must be disposed of appropriately,” the official said
Tsubota said most brown bears hibernate until around March
but I can’t really say there is a zero possibility of an encounter with a brown bear in a human settlement during the snow season,” he added

The government prioritized facilities in the southwestern Nansei Islands
due to growing concerns over a military conflict in the nearby Taiwan Strait
