27 raided facilities at four locations in three prefectures related to a suspected Vietnamese crime gang involved in smuggling medicine and cosmetics stolen from drugstores around Japan
Two Vietnamese men who managed these facilities were arrested on suspicion of violating the law to punish organized crimes
Police believe the facilities served as collection points for goods shoplifted at store across the country
and that the products were exported to Vietnam via Narita Airport and other hubs
It is extremely unusual for a domestic distribution route of stolen goods to be revealed in an organized crime investigation involving a group of foreigners
The task force consisted of officers from Tokyo’s Metropolitan Police Department and the Gifu
Kanagawa and Chiba prefectural police departments
The MPD said it believes that Vietnamese living in Japan have been repeatedly committing thefts after receiving orders through social networking sites from “instructors” in Vietnam
Police are now trying to uncover all aspects of this organization
Police suspect the two received stolen cosmetics and other items at an empty store in Sakado and at an office in Osaka’s Chuo Ward
the instructors in Vietnam designated a group of executors in Japan to send the stolen goods to certain collection points
These goods were then transferred to Vietnam via airports
and then resold in the Southeast Asian nation
Collection points in Yachiyo and Matsudo cities in Chiba Prefecture were also targeted
Police found about 20 cardboard boxes and a large number of slips that had been removed from deliveries that had arrived
The total monetary value of the goods was not immediately known
Police said the instructors and others used social networking sites to look for drivers and other players
Those who responded were told to use a different app
and they were then given specific items to steal
The joint task force believes there are more than 10 collection points across Japan

Investigators suspect Vietnamese residents from around Japan took goods stolen from drugstores and other businesses to this building

“It is like a trading company for shoplifting,” a senior investigator said
1,119 thefts of goods worth 100,000 yen ($660) or more occurred at drugstores in 2023
Sixty-eight foreign nationals were arrested in these cases
more than 90 percent of foreign nationals caught in such theft cases were Vietnamese
Clothing stores were targeted in 108 cases in 2023 and 59 cases in the first half of 2024
Eleven people were arrested over the past year and a half in connection with the stolen clothes
an associate professor at Kyoto University’s Graduate School of Letters who is an expert on immigration policy
believes the rise in crime stems from the debts that Vietnamese technical intern trainees accumulate before they arrive in Japan
“The neglect of the problem of large debts of the Vietnamese has been the soil for the formation of the current theft groups,” Asato said
According to a 2021-22 survey conducted by the Immigration Services Agency
the average initial cost of coming to Japan was about 670,000 yen for Vietnamese
Several Vietnamese technical trainees in Japan have “disappeared” from work
Asato estimates their debt was about 1 million yen each
“There are Vietnamese who are unable to repay their debts during the internship period
and they ‘disappear’ while trying to continue working in Japan,” Asato said
the number of Vietnamese remaining in Japan illegally has increased
“They have linked up to form organized groups of shoplifters,” he added
Vietnamese surpassed Chinese in terms of number of technical intern trainees in 2017
The percentage of Vietnamese technical intern trainees who “disappear” is only about 2 percent
“It is important to manage the initial costs and other rules
and to improve the working environment and treatment of them,” Asato said

long before the coronavirus halted my journalistic travels covering soccer abroad
a stint in Ghana introduced me to the joys of the West African dish jollof rice
and rice cooked in tomatoes became a mealtime staple whether dining at a restaurant or street-side food stall
I have since learned a little about the roots of the dish from African friends I have met in my work supporting refugees in Japan
a major ethnic group in West Africa to whom the origins of the cuisine can be traced
and in more recent times it has made the jump to North America and further afield
Jollof rice is most closely associated with Senegal
I hunted online for a restaurant serving up authentic Senegalese cuisine
my search led me to central Saitama Prefecture on the very outskirts of the Tokyo metropolitan area
There I found Senegalese eatery La Senegalaise Chez Ya Bigue
I gave the shop a call to see if jollof rice was on the menu
My inquiry was met with a moment of confusion by owner Nian Jinba
who after a pause responded in flawless Japanese
Unsure if we were talking about the same dish
when Sunday rolled around I hopped the Tōbu Tōjō Line and headed for Kita-Sakado Station in hopes of clearing up the mystery
who wastes no time in writing out his name in kanji for me on a notepad
explaining that he has been in Japan for 15 years and took Japanese citizenship not long ago
he informs me that a fortune teller insisted that the characters would ensure a bright future
Pointing out the two kanji for his given name
he proudly proclaims: “They were taken from jinbaori
which were the garments that samurai wore into battle.”
The restaurant has a corner where customers can buy ingredients used in Senegalese cooking
Nian says he first arrived in Japan as an eager
he desired to study somewhere other than in Europe and North America
exclaiming that “everyone goes there.”
he joined a language school and threw himself into studying Japanese
After the Great East Japan Earthquake in 2011
He entered Tokyo International University and put himself through college by working part time at restaurants and fast food outlets
he stayed in Japan and took a position with a trading firm
He happily toiled at the company for eight years
during which time he took Japanese citizenship
he eventually left to pursue his dream of running a Senegalese restaurant in Japan
“It was something I had longed to do,” he insists
Removed from the hustle and bustle of Tokyo
central Saitama may at first seem an unlikely locale for a North African eatery
Nian points out that a thriving Senegalese community has sprung up around Kita-Sakado and other nearby stations along the Tōbu Tōjō Line
with many African expats being employed at the numerous demolition firms in the area
Hearing friends and acquaintances pine for the flavors of home
Nian decided to take matters into his own hands
La Senegalaise has attracted a steady flow of patrons from Senegal and other African countries
Among the regulars are staff from the Senegalese embassy in Tokyo
who eagerly journey over an hour by train to savor the familiar flavors
most notably the fish and rice dish thieboudienne
considered the national cuisine of Senegal
Thieboudienne is a savory dish of stewed rice
anxiously reliving my culinary memories from Ghana
is considerably different from my beloved jollof rice
There is the typical mound of seasoned rice
But instead of the familiar side of chicken
I am greeted by a piece of sea bream and an assortment of stewed vegetables like daikon
Nian politely describes how thieboudienne means rice and fish in the Wolof language
He points out that the dish has changed as it spread across West Africa
with each region developing its own version adapted to local tastes
“The ingredients and cooking techniques are different depending on where you are,” he explains
the thieboudienne was dropped and replaced by jollof after the Wolof people
most renditions of the cuisine differ significantly from the original fish-based dish
jollof rice has started to garner attention beyond West Africa in places like North America
Senegalese have mixed feelings about the spread of jollof rice
the dish was added to the UNESCO Intangible Cultural Heritage list
an honor that Nian says confirms the Senegalese version as the archetype
“Just about anywhere people gather for lunch.” However
he admits that he understands why Ghana and Nigeria want to take credit for the origins of jollof rice
“It’s an incredibly important part of people’s lives.”

I tuck into the heaping plate of thieboudienne
The mixture of sea bream and stewed vegetables infuse the rice with a distinct savory richness
stopping only to enjoy a bite of the nearly whole vegetables
Although it is my first time to eat thieboudienne
I am struck at how familiar the flavor is; like an African version of the Japanese fish and rice dish
wholly persuaded as to UNESCO’s recognition of it as the “original” jollof rice
who instead of seeking my approval makes a jaw-dropping confession: “Actually
my wife and I won’t be managing the shop after today.” My joy at finding this oasis of Senegalese cuisine quickly turns to dismay
Closing the restaurant after a mere year in business
Nian tells me that the couple have decided to return home with their young child
saying that his wife would like to put her skills as a licensed pharmacist to work in Senegal
I fight the urge to plead with him not to go
What about the restaurant’s loyal customers
Nian says he has secured the services of a new chef
a woman already boasting a reputation in the local Senegalese community for her skills in the kitchen
Nian adds that he will be making frequent trips between Senegal and Japan and intends to remain involved in the venture in a supporting role
the rich aromas of thieboudienne wafting from the tiny restaurant on weekends will continue to call to Senegalese expats and others with promises of West African culinary delights
and his wife and child in the kitchen at La Senegalaise Chez Ya Bigue before returning home to Senegal

“All of these kids have a definite curiosity to learn
and they also have a great work ethic,” said Delos Reyes last week
“They have that desire to learn new things
and they put in the time and effort to carry through and finish their work
This is becoming unusual in this era of kids looking for instant gratification.”
The Lahainaluna architectural drafting class was also represented well at the CTE event with instructor Mike Sado’s students earning several top awards

“Sam and I have spent a lot of time together with soccer
and we always thought about working together up here at Lahainaluna with these kids,” Delos Reyes explained last week from his office in the wood shop
Delos Reyes has inherited a relatively young team that finished with a 4-10 record last year behind Division I opponents Kamehameha Maui
“We’ve got some very talented players that have tremendous individual skills,” said Coach Jeremy
“What we’re trying to do is create a mindset for these girls to think of being successful
We want to build motivation and determination in them.”
He noted that the leaders of the team are co-captains Maile Altier
Also showing promise with outstanding drive is freshman goalkeeper Aliya Ramirez
The roster lists 12 returnees from the 2013 team
“Our first concern is to establish discipline,” Delos Reyes explained
“Then we want to improve the conditioning
