People often ask us how we select artists to play the Desk
but Yu Sakai and the TBN Trio made their way here by happy coincidence
Last March, two colleagues and I were in Tokyo to help launch Tiny Desk Japan. One afternoon, we were walking alongside thousands of people through Shibuya Crossing, which might be the busiest pedestrian intersection in the world. Imagine the odds that Nate Smith
exchanged hellos and then he invited us to see a show he was playing the next evening
whom I discovered that night in Tokyo and became an instant fan
His performance style is so vibrant and his vocal quality is so unique
R&B and jazz — which he celebrates with an ebullient energy in this Tiny Desk

The June issue of Shueisha's Ribon magazine revealed on Friday that Mayu Sakai will launch a new manga titled Aimai Blue Beast (Ambiguous Blue Beast) in the magazine's next issue on June 3
The magazine teases the "traditional coming-of-age romantic comedy" manga's story about a high school girl who becomes classmates with her "oshi" or favorite idol
Sakai's Hello, Innocent manga launched in Ribon in June 2020
Shueisha published the manga's eighth and final compiled book volume in September 2023
Sakai ended the Gunjō Reflection (Ultramarine Reflection) manga in September 2019. Sakai launched the manga in Ribon in October 2017
Sakai's Sugar Soldier manga inspired an anime that aired in the Oha-Suta ("Good Morning Star") children's television program in 2014. The manga ran in Ribon from 2011 to 2015, and Shueisha published 10 volumes for the manga.
SAKAI America announced their decision to move the production of its popular 54” soil compactor to North America. It was the last soil compactor from the SAKAI line-up produced in Japan and imported for the U.S. market. The SV204 will now come off the line at SAKAI’s Adairsville, Georgia manufacturing plant.
There's a bigger trend here, however, worth recognizing. With the SV204 now being produced in the U.S. all of the soil compactors that are sold in North America are also produced here domestically. In these uncertain times, this move signifies the company's continued stake in the American market, as well as it commitment to their customers here.
“This is an exciting development that will directly benefit our valued customers and dealers across the United States and Canada,” said Brad Belvin, Manager, Sales and Marketing at SAKAI America. “Localizing the assembly of the SV204 in Adairsville will allow for enhanced responsiveness to market demands, streamlined logistics, and an even closer collaboration with our dealer network to provide the best possible support and inventory availability for soil compaction equipment.”
This increase in domestically-produced soil compactors reinforces SAKAI America’s dedication to providing high-quality compaction equipment and strengthening its operational efficiency within the North American market.
Tell me about the word "wafu." What is its linguistic definition
Sonoko Sakai: Wafu means Japanese in style
or even sensibility — that has a Japanese style
and it's actually a pretty broad concept,” says Sonoko Sakai
Give me an example of a couple venerable dishes or products that we think of as being classically Japanese
Maybe it's not classical because you might associate curry with Indian dishes
but we were introduced to curry through the British during the late 1860s when Japan opened its ports to the rest of the world (it was closed for over 200 years) and we made it distinctly Japanese by tweaking the spices and the seasonings
maybe adding soy sauce here and creating a root to make it more stewy
that is a little bit closer to an English or French stew
You will not find that type of curry anywhere else
Is there another dish that we think of as being classic that's actually wafu
Tonkatsu was introduced again during the Meiji period
in the 1860s when the Europeans introduced us to these western dishes
I'm not sure exactly how to pronounce it correctly but it's deep-fried with bread crumbs
the Japanese were breaking the dishes because they were not used to using knives
They pressed so hard they broke these dishes
how can we make it more adaptable to our customs?"
They basically cut it up into smaller pieces after they deep-fried it
They served it with cabbage and with a tonkatsu sauce that is a sort of a blend of Worcester sire sauce
it is the most popular cutlet that we have
give me a dish that is more contemporary that most people would know about
Gyoza, pan-fried dumplings. That is also something that was introduced to us. Actually, it was Japanese soldiers that tasted these beautiful dumplings in China, and they brought them back to Japan after the war. So if you go to Utsunomiya in Japan
a lot of those soldiers actually opened restaurants that specialize in these pan-fried dumplings that have become distinctly Japanese
We sort of took ownership of it and we consider it a national Japanese
which is deeply informed by all my years of study and cooking Italian food
so it's natural for me to kind of Italian-ify foods in a way that may not be "authentic." Is this similar to your natural way of cooking
to let all the places you've lived and foods you've experienced filter through your Japanese sensibility
If I don't have wine for my bolognese sauce
and if I feel like it needs a little kick of umami
and let this Asian act like a ninja and improve the flavor
I like tweaking but I don't do it if it doesn't bring harmony
Yuzu kosho is one of my favorite condiments
Can you describe what it is and how we can make it ourselves
It's one of my favorites, too, and right now the yuzu season is just coming in
They're doing quite well and they're so precious to me
but what you do is you take the ripe yuzu fruit
and you combine it with salt and some chili peppers
I put the [yuzu] peel and the chili peels in a blender
You could also chop it too and then you salt it
but it takes about two or three months to ferment
and it becomes a really nice condiment for your grill dishes
even a little bit in your salad dressing or with your ramen
I feel like Americans have caught on and fallen in love with this fermented seasoning so much that I don't even think it's that Japanese or that wafu anymore
I don't really think of olive oil anymore as an Italian oil
I just think it's an essential cooking oil
I'd love it if you would talk about a couple different ways you use it
and you use it in apple pie and in banana bread
I always make a batch of that miso honey butter
and I'm just so happy that I have leftovers
because I'll continue to use it on my toast or I'll put it in my oatmeal
If you need a little sweetness in your curry
Oh, my risotto twist. I have a friend who's Milanese, she's from Milan. My great-great-grandfather is Swiss-Italian, born in Bergamo, and he's buried in Torino
and they make risotto for me because they're from northern Italy
One day, I was making risotto with my friend Francesca from Milan. We were playing with the broth and we were splashing sake in it. The part that made this risotto so delicious was finishing it with some bonito flakes
I got the seal of approval from my Italian friends
I don't know what my Italian relatives would say
"There's something about cheese and mochi that pair very well,” says Sakai of this French onion soup recipe
You do an onion soup with a topping that is
There's something about cheese and mochi that pair very well
people in Japan don't want to just eat mochi with soy sauce and wrapped in nori
They want to do other things like put melted cheese on it and broil it and puff it up
that could maybe be good on the toasted bread of the onion soup
You just put it in the broiler at the same time
but the center stays gooey like melted cheese
The idea of adding it on top of the crusty bread of a French onion soup feels a bit decadent (carb on carb!)
Cheese was unfamiliar to most Japanese people until the 1950s
they discovered that it tastes wonderful melted on toast
Naturally someone tried it on toasted mochi
You can find fresh or shelf- stable “unsweetened” kirimochi mochi at Japanese markets
That’s what you need for this savory delicious soup
heat the butter and oil in a frying pan over medium-high heat
Open the lid periodically only to turn the onions with a spatula to distribute the heat evenly
and bay leaf in a large saucepan and bring to a boil over medium- high heat
Remove any foam that rises to the surface and lower the heat to a simmer
Preheat the oven to broil or a toaster oven to toast
Distribute the heated soup into individual
butter the slices of crusty bread and place them on a sheet pan in a single layer
Sprinkle with the cheese and broil until the cheese softens
Broil or toast until the mochi puffs up like popcorn and browns on the edges
You may sprinkle more cheese on top of the puffed mochi and toast again for a minute for a richer finish if you like
Place the cheesy mochi toast on top of each soup bowl
Finish with salt and pepper and garnish with parsley
Serve immediately before the mochi deflates
The soup without the toasted mochi will keep in the fridge for 3 to 4 days
Toasted mochi should be eaten right away or it will get hard
Do we have to make the mochi ourselves or can we buy it
The mochi that's in that picture in my cookbook is store-bought
I like to slice it into thinner pieces because I want the mochi to puff up
it puffs up while the cheese in the soup is melting
It's all these great textures that Japanese love

SAKAI America
the SV204 has begun rolling off the assembly line at the company’s Adairsville
The company said the change signifies a milestone in that all SAKAI soil compactors sold in the North American market now are domestically built
the company said it is striving to localize the sourcing of components and continuously evaluates supplier alternatives to integrate domestic content where feasible
“This is an exciting development that will directly benefit our valued customers and dealers across the United States and Canada,” said Brad Belvin

Editor's Note: This story has been updated to reflect that the San Antonio Independent School District disputes the county judge's assertion that the proposed ballpark deal would be of substantial financial benefit to the district
San Antonio City Council approved a framework last week to bring a new ballpark downtown to house the minor league baseball team, the San Antonio Missions
But Bexar County Judge Peter Sakai told TPR's "The Source" that the stadium is not yet a done deal
I've got to make sure it's the right deal for everybody
"I really want to make clear that we're not using homeowner property tax
We're getting public financing through bonds
and these bonds will be paid by the increments of the property tax
and the school district captures all that money."
San Antonio ISD plans a public hearing in October on the potential sale of 2.3 acres of land near Fox Tech High School for the stadium
"One of the missing pieces that has not been discussed is the projection that this and this investment is going to raise about $12 million annually for the school district
SAISD officials take issue with Sakai's characterization
They say that because of the state's school funding formula
any local revenue they get from the development would be offset by a corresponding decrease in state funding — resulting in a negligible benefit to the district
The development around the proposed ballpark requires the demolition of an apartment complex in its footprint and the relocation of its residents
The project would displace about 300 apartment tenants in the area
has said it would move tenants to other units in the area or subsidize relocations
Sakai wants to see a bigger commitment to affordable housing in the area
either within the district or surrounding areas for affordable housing
which will build up the enrollment of the school district
That has been the missing piece in the discussions."
Major League Baseball has told the Missions ownership group that it needs a home that meets new baseball standards by opening day of 2028 or risk losing the Double-A farm club of the San Diego Padres

The update to the educational software used by professors and students includes new features and better functionality
Loyola upgraded to Sakai 23 over the winter break — a new and updated version of the open-source educational software used by professors and students at the university.
The upgrade, first rolled out Dec. 19, aims to improve the functionality of the site and features a brand new portal interface, according to Information Technology Services’ Sakai 23 webpage
Sakai’s open-source software is provided by the Apereo Foundation and is free for universities to use and collaborate on without licensing fees, according to the Foundation
Sakai 23 altered the layout of Sakai quite drastically for students
The site’s theme became a bright mustard yellow
and class sites moved from the top of the page to a bar on the left side.
The new sidebar of class sites is organized into two sections — “Recent” and “Pinned.” Any classes students are enrolled in will automatically appear in the “Pinned” section when professors publish class sites
but students are also able to pin previous classes that appear in their “Recent” section.
Students have the option to choose how their pinned sites are organized by selecting “View all my sites,” clicking on “Organize Pinned” and dragging classes into the order they prefer.
specifically the move of classes to the side bar.
“I like that the subjects are now to the left of the screen because it feels a lot less overwhelming,” Rajashankar said.
Sakai 23 also comes with a brand new dashboard
featuring widgets for the calendar with specific due dates
grades for individual assignments and class announcements.
The dashboard is customizable with a new “Edit Dashboard” button on the upper right side of the page
allowing students to remove any widgets they don’t want to appear.
To include widgets not already on their dashboard
students can click the “Add a widget” button and select from the options provided
To view grade widgets and specific classes on their calendars
students should select the “All Pinned Sites” drop down menu and choose which class they’d like to view.
The upgrade also introduced a brand new account menu
accessible through the icon with personalized initials in the far right corner.
The account menu now allows students to alter their Sakai screen from light mode to dark mode with the click of the respective sun and moon icon buttons.
the new account menu features a small version of the calendar and grade widgets for quick viewing purposes.
a first-year environmental engineering major
said she had mixed emotions about the upgrade
“I like the more modern look and feel of the site,” Russell said
“But I wish they kept the location of the features the same as they used to be.”
Faculty members also have new features on their Sakai sites
with options to schedule when their sites are published
the ability to add lesson pages from one site to another and a mobile-friendly assignment grader
gained familiarity with the old version of Sakai throughout last semester and was unhappy with some of the changes.
“I don’t like how the classes moved from the top to the side,” Jahagirdar said
Rajashankar was frustrated with the site itself and its efficiency in helping them succeed in their courses.

SAN ANTONIO - Bexar County Commissioners authorized County Judge Peter Sakai to officially negotiate with the Spurs and the city of San Antonio on a memorandum of understanding about how to pay for a new downtown arena
The talks will include exploring a possible venue tax election
which would let Bexar County voters decide whether to increase the hotel occupancy tax from 1-point-75 percent to 2 percent
That money could then be used to pay for parts of Project Marvel as well as improvements to the Frost Bank Center and Freeman Coliseum
Project Marvel is the multi-billion-dollar plan to bring a massive entertainment district to downtown
"I need to know what costs are going to be attributed to that

16 tablespoons (228 grams) cold unsalted butter1⅜ cups (170 grams) all-purpose flour1¼ cups (170 grams) Sonora flour or all-purpose flour, plus more for dusting½ teaspoon sea salt½ cup (120 ml) ice-cold water1 egg, beaten1 tablespoon cane sugar
Step 1: To make the dough, put a piece of parchment paper on a flat surface. Using a box grater, coarsely grate the cold butter onto the parchment. Chill the grated butter in the freezer until it hardens, about 10 minutes.
Step 2: In a large bowl, blend the flours and salt using a pastry cutter. Add the chilled grated butter and start blending the dry ingredients and the butter until the mixture resembles a coarse meal, with a few large pea- size lumps of butter remaining.
Step 3: Make a well in the middle of the dough, and sprinkle in the water. Mix the water into the dry ingredients until the dough is crumbly and hydrated just enough to come together in a shaggy mound. Try not to overmix; bits of butter should still be visible in the dough.
Step 4: Divide the dough into two even portions, about 9 ounces (255 grams) each. Place each on a piece of plastic wrap and roughly roll out into 7 x 7 inch (18 x 18 cm) squares about ½ inch (1.25 cm) thick. Wrap the dough and place it in the refrigerator for 30 minutes.
Step 6: Pull out one piece of dough from the refrigerator and remove the parchment covering. Place it on a baking sheet lined with parchment paper and spread the cooked and chilled apples on top, leaving a ½ inch (1.25 cm) space on the sides. Brush the beaten egg along the sides. Reserve the rest of the beaten egg and put the half- assembled pie back into the refrigerator.
Step 7:Pull out the second piece of pie dough from the refrigerator and remove the parchment paper. Cut slits in the dough, each about 9 inches (23 cm) long, across almost the entire length of the slab of dough, leaving about a ½ inch (1.25 cm) border uncut on all sides. The goal is to create a top crust of ½ inch (1.25 cm) thick strips, all attached to each other by the intact border.
Step 8: Once the top crust has been cut, retrieve the bottom crust with the pie filling from the fridge. Use your rolling pin to gently roll up the top crust. Line up the top and bottom pieces of dough, and gently unroll over the pie filling. Once completed, seal the edges together by gently folding them up and over and crimping. Cover again with a sheet of parchment and allow the whole thing to chill in the refrigerator again for at least 1 hour before baking.
Step 9: When you’re ready to bake, preheat the oven to 400°F (204°C). Remove the chilled pie from the fridge and brush the surface with the remaining beaten egg and sprinkle the top with sugar. Bake the pie on the middle rack of the oven until crisp and evenly golden brown, about 1 hour, rotating halfway through to ensure even baking. Remove from the sheet tray and transfer to a cooling rack.
5 large apples (approximately 7 ounces/200 grams each) whole, skin on, preferably honeycrisp, Fuji, or pink ladyApproximately ½ cup (96 grams) cane sugar (use the equivalent of 15 percent of the weight of the peeled and sliced apples; adjust as needed)1 tablespoon lemon juice1 tablespoon store-bought red miso, plus more to taste

SAN ANTONIO – Bexar County Judge Peter Sakai has the green light to negotiate using a county tax to fund a new downtown San Antonio Spurs arena
based on Bexar County Commissioners' conversations on Tuesday
the NBA franchise likely won’t get the tax’s full capacity as the county tries to maintain the team’s current home on the East Side
Commissioners voted 4-1 on Tuesday to allow Sakai to begin negotiating an agreement with the San Antonio Spurs and the City of San Antonio about using the county’s venue tax to help fund an arena planned for the southeast corner of Hemisfair
The area is located across Interstate 37 from the Alamodome
The talks would also include plans for the Spurs' current home — the Bexar County-owned Frost Bank Center — and the Freeman Coliseum grounds
A deal would need the full Bexar County Commissioners Court’s permission
Any use of the tax would also require voter approval
Sakai said the county needed more due diligence and information
he said the city still needs to brief the county on its wider plans for Hemisfair
known as “Project Marvel,” including its revenue and cost projections
"I want them to understand that the only way we move forward is we bring the necessary stakeholders to the table
so that we can then get the information in which we then can decide whether the county will commit to anything
including an election of its venue tax," Sakai said
Bexar County Manager David Smith said the county has $397 million of capacity for new projects at the current tax rate
If voters agreed to raise the hotel portion of the tax
But Sakai and other county officials emphasized they also have a responsibility to maintain the Frost Bank Center and Freeman Coliseum
which are estimated to need at least $100 million worth of upgrades and help improve the surrounding area
The tax has been used in the past for projects like San Antonio River improvements
performing arts and amateur sports facilities
“That pool of money is the pool of money you have to do all of those things,” Smith said
The next opportunity to put the venue tax on a ballot is the November election
The total price tag for a new arena hasn’t been made public
but county officials are assuming it would be over $1 billion
whose request to join in the discussions went unsupported
was the only one to vote against letting the judge proceed with negotiations
COPS/Metro leaders also told commissioners they opposed the use of the public money to help fund the arena
Voters passed the county’s current venue tax — split between a 5% tax on short-term car rentals and a 1.75% hotel tax in 1999 — to fund the construction of the Spurs' current county-owned home
In 2008
voters agreed to use the tax for river improvements
performing arts facilities and community arenas
The tax brought in $34 million last year and is still being used to pay off the debt from the 1999 and 2008 projects
State law allows the county to raise the hotel portion of the tax to 2%

The global popularity of blades forged in the western Japan city of Sakai is on the rise
with foreign tourists helping to boost sales of the city's native brand that is widely regarded as one of the country's top three traditional knives
The Sakai Traditional Crafts Museum saw annual sales of its blades surpass 100 million yen ($660,000) for the first time in fiscal 2023 and expects another record this fiscal year
with foreign tourists from the United States
France and others making up half of the sales
Sakai blades date back to Japan's Kofun period (from the third to seventh century)
when blacksmiths gathered in the area to forge iron tools for tomb construction for the ruling class
according to the museum operated by the city
One such ancient tomb is a keyhole-shaped mound administered by the Imperial Household Agency as the burial ground of Emperor Nintoku
The industry began to flourish in the late 16th century when tobacco was introduced to Japan by Portugal and spurred the development of high-quality tobacco knives
leading to the endorsement by the Tokugawa shogunate that lasted until 1868
Sakai blades are handmade by artisans that specialize in forging
Sakai knives continue to be crafted using traditional techniques passed down through generations and are widely used by chefs in Japan
"Foreign tourists are not just buying products -- they are buying stories," said Eric Chevallier
a coordinator for overseas sales at the Sakai City Industrial Promotion Center
said he sometimes spends hours explaining details of the knives while visitors handle and familiarize themselves with the blades
"By knowing the history and how blades to be purchased are made
(tourists) will be able to imagine their background when using them in their home countries," he said
Foreign tourists are said to frequently buy dozens of knives to bring home as souvenirs for family and friends
with those featuring wave-like patterns on the blade particularly popular
the value of the museum's knife sales rose from 20 million yen in fiscal 2021 during the COVID-19 pandemic to 80 million yen the following year
and 140 million yen in the most recent fiscal year
We strive to carefully explain the background of each knife to every individual so they can use it for years to come," said the museum's director Misa Endo

There will be a bunch of resources (yellow dots) around him along with four thugs (white dots)
so you can just work your way from north to south and assassinate each of them without too much trouble
you’ll have to gather some resources for the Forge you need to build
Building any new buildings or rooms at your Hideout require Hideout Resources — namely
You’ll kind of just pick these up everywhere as you play and
The Forge you need to build for Heiji requires 40 crops
The three buckets (barrels?) of rocks right next to where you rescued him will get you 15 minerals
At a kakurega — like the Kakurega room you built at the Hideout or the Sakai kakurega you can unlock for 800 mon — you can take on contracts
One of these will be a liberate cargo contract that sees you looting some military supplies
Those contracts will always get you a ton of resources for very little work (stabbing)
You can also just look around for castles and camps as you travel. There are always resources stashed inside them for you to sneak in and grab. And with castles, you’ll have a chance to earn mastery points as well
open the Build menu and you can find the Forge in the second group down
you can visit Heiji to upgrade or dismantle your gear
Eisner award-winning letterer Stan Sakai talks about his art for Letterer Appreciation Day.
can be an invisible art that goes unnoticed and unappreciated
But a good letterer enhances a comic and one of the best is Stan Sakai
But he got into the profession by accident
"Sergio Aragones heard that I was teaching calligraphy and said
Would you like to be the letterer?’ And I said
I never lettered a comic book in my life," Sakai recalled
So he did some research and began lettering “Groo,” created by Aragones
During the interview he held up a partially inked page from Aragones that he was working on
"This is a page from Sergio Aragones’ 'Groo
"You can see he's already done some of the inking of the artwork
Letterers usually get the artwork in the pencil stage and then put the lettering in
and then the inker basically draws around the word balloons
So sometimes I work on pages where (Aragones) just leaves room for the lettering for me."
Because Sakai and Aragones have a fluid collaborative process and have been working together for decades
Below is an example of Sakai penciling in the letters for a panel of "Groo."
Sakai explained "Once the copy is roughly lettered in
This is what I use to make the guidelines — this is called the Ames Lettering Guide
and that gives me a guide on how big to make the lettering so that each line is very consistent
I can gage how long each line should be and then I can add the balloons."
also created his own comic “Usagi Yojimbo,” set in feudal Japan
"This is a time of turmoil in Japan," Sakai said
So there is a rise of the merchant class and a lot of turmoil going on in Japanese society
And Usagi is a samurai rabbit living in an anthropomorphic world
I tried to pay homage to the Japanese culture."
So he has done stories that involve seaweed farming
Japanese festivals and even umeboshi or Japanese pickled plums
Sakai is one of the few people who still hand letters
"I do everything the old-fashioned way," Sakai added
physically on paper rather than on the computer
and it brings more of my personality into the art
Most of my sound effects for Usagi is done with a brush to denote the Japanese style of brush calligraphy."
"We tried to create lettering that would reflect that
It'll be more where you're trying to reflect the words themselves or the sounds themselves."
Sakai was not aware that there was such a thing as Letterer Appreciation Day
so he expressed his appreciation for fellow letterers
Celebrate Letterer Appreciation Day this Sunday by taking time to not just read a comic but also to recognize the art of lettering. And next time you are at Comic-Con, look for Sakai and express your appreciation to a true artist and craftsperson.

Last night’s State of Play certainly didn’t disappoint
you’ll know that after four somewhat dormant years
Sucker Punch finally surfaced to reveal what we’ve all been waiting for
a sequel to Ghost of Tsushima is on the way - and it’s set to land next year in 2025
It’s something we’ve all been expecting, and yet the upcoming Ghost of Tsushima sequel is wholly unexpected too
It won’t be continuing the story of Jin Sakai
Nope. Sucker Punch announced that their next game is titled Ghost of Yōtei
Jin Sakai will be long dead by this point with Ghost of Yōtei set more than 300 years after the events of the first game
While I will be sad not to reunite with Jin and Yuna
I’m full of excitement over the new world that the developers have created
Take a look at the brand new trailer for Ghost of Yōtei below
devs felt far more inspired by the concept of ‘the ghost’ than they did by the idea of continuing Jin’s story
“At Sucker Punch we love origin stories, and we wanted to explore what it could mean to have a new hero wearing a Ghost mask, and uncovering a new legend. This led us to Ghost of Yōtei: a new protagonist, a new story to unfold, and a new region of Japan to explore,” said Sucker Punch senior communications manager Andrew Goldfarb on the PlayStation blog
an area known as Hokkaido in present day Japan
If you hadn’t already gathered from the trailer
this rich landscape offers everything from sprawling grasslands to snowy tundras
with Sucker Punch teasing that they’ll have more to share in the months ahead
“including details about Atsu’s journey and the people (and animals) she’ll meet along the way”
and even new weapons,” with players seemingly able to utilise firearms this time around - something we saw in Rise of the Ronin earlier this year
and Ghost of Yōtei joins GTA VI as one of 2025’s most exciting games

Sakai states that the laws governing AI in the nation are changing significantly, and now include a framework to address the moral, societal, and financial ramifications of AI technology. The talk highlights Brazil's efforts to improve transparency, governance, and accountability, particularly through anti-corruption initiatives, the Freedom of Information law (2011), and public data collection to strengthen civil discussions.
Of particular note are Bill 21 (2020), which proposes principles and rights but lacks practical risk management tools. The bill offered no concrete tools to address risks of the technology. Its interpretation of civil liability as subjective, which goes against much established precedent, has been criticized.
The perceived weaknesses of that law led to the drafting of Bill 2338 of 2024, which “guarantees basic rights for people affected by AI”, establishes governance for high-risk systems, and addresses structural racism in AI applications, emphasizing consumer rights and objective liability for AI operators. Its risk-based categorization of AI systems resembles the European Union’s approach in the AI Act.

Look for Imai Sokyu, the tea merchant, and a means of obtaining a kosode in Assassin's Creed Shadows.
Are you confused by the instructions on where to find Imai Sokyu and the tea merchant in Assassin's Creed Shadows
What about the task where you need to acquire a kosode
which you need to tackle early in the game
can be downright annoying given the quest structure
Don't worry since our guide has all the details that you're looking for
but do take note that there are minor spoilers ahead
The aforementioned objectives are all part of a broader quest where Naoe has to find a Shinbakufu villain known as the Golden Teppo
the same woman who shot her earlier in the campaign
All the steps need to be completed before you can face the Golden Teppo herself
Your first task is to find Imai Sokyu in Assassin's Creed Shadows
which is at the eastern coast of the Izumi Settsu region
Sokyu is actually relaxing inside an abode that's just between the Money Changer District and Sakai Firearm District
simply press and hold the aim button while looking around
Have a chat with Sokyu to learn about the tea ceremony
The first is to meet the tea merchant in Assassin's Creed Shadows
Just head to the northern part of Sakai and check the market stalls while holding down the aim button
The light blue circle should reveal his spot
The second task requires you to obtain a kosode
make your way to the southwestern part of Sakai near the docks
who says that she needs the right fabric to make an outfit for you
The Assassin's Creed Shadows kosode is actually in the possession of pirates who are lounging aboard one of the large ships anchored off the port
hold down the aim button until you see a light blue circle
you can sneak on board and throw a kunai at the explosive barrels to take out multiple hostiles
return to the tailor and have her weave a dress for you
You can choose from a red dress or one made of black silk
The next segment involves learning about the correct actions when joining a tea ceremony
talk to Sen no Rikyu to start the ceremony proper
You'll participate in a tea ceremony and you need to make the right choices:
At the end of the ceremony, Naoe remarks about how the Golden Teppo is in her midst. That's everything you need to know about this mission segment of Searching Sakai and Golden Teppo in Assassin's Creed Shadows. Next up, you have to choose whether to confront Otama or confront Wakasa to see who the real culprit is
Do you need more help as you continue your adventure throughout Sengoku Jidai era Japan? We've got you covered, so just take a look at our Assassin's Creed Shadows guides hub

Peter Sakai said a new minor league baseball stadium would bring the district millions of dollars in new revenue every year
But district officials said his projection did not use the Texas school funding formula
The purchase of a San Antonio ISD parking lot adjacent to Fox Tech High School is a key step for the proposed downtown stadium for the Missions minor league baseball team
From Texas Public Radio:
“One of the missing pieces that has not been discussed is the projection that this investment is going to raise about $12 million annually for the school district,” Sakai said on Sept
according to the San Antonio Independent School District
San Antonio ISD officials said the effect on the district’s operating budget will be barely noticeable — less than the cost of a single teacher
According to calculations provided by the district
SAISD’s operating budget will increase by less than $30,000 by 2030
is that Sakai’s projection did not use the Texas school funding formula
When Texas school districts collect more local property tax
the school funding formula reduces the amount of state funding districts receive
The only step remaining is the purchase of 2.3 acres of land from SAISD
which would be developed as part of the project
SAISD leaders took time out of an Oct. 7 meeting on the proposed land sale to push back against Sakai’s assertion that the ballpark would bring the district millions of dollars in revenue
Officials said no one from the county or the city had asked them about how the ballpark would impact the school district financially
They said they felt like they needed to clear up incorrect information that had been shared with the public
“We’re not in agreement with the revenue estimates that were assigned to SAISD
and we appreciate the opportunity to explain further,” SAISD Chief Financial Officer Dottie Carreon explained
before inviting education attorney Dan Casey to give a presentation
took the estimated tax revenue projections provided to SAISD and ran them through their calculation of the state funding formula to determine how the new tax estimates would impact SAISD’s budget
Moak Casey estimated that SAISD’s operating budget would increase by just $4,163
“You couldn’t take this group to lunch with that income,” Casey said
Moak Casey estimates SAISD’s operating budget would increase by $29,325 — roughly half the cost of just one teacher
“The state is very effective at draining off the benefits you get locally for many of these kinds of investments,” Casey said
you really don’t get a big boost on this.”
According to the projections provided to SAISD
the baseball development would increase the property tax value by $528 million by 2030
giving SAISD nearly $7 million in new tax revenue
The projection says SAISD’s annual new revenue would increase by more than $12 million by 2048
But Moak Casey and district officials said most of that new local funding would be offset by a corresponding reduction in state funding
According to the projections provided to the district
SAISD would receive about $2.1 million to pay off bonds in 2030
which could help the district pay off current and future debt more quickly
Carreon said that funding can’t be used at all for salaries and other daily expenses
“It’s not going to assist us at all for operating funds
which is where we’re in a lot of need,” she said
“We have a lot of uses for additional revenue
but this project really won’t assist the district in that way.”
In an interview a few days after the public meeting
Sakai said he had made the $12 million claim before the county had calculated the actual amount of money the district would receive
“There’s an apple-to-oranges dynamic here,” Sakai said
“The economic development project for which the stadium is obviously the basis of this project
is projected to raise a certain amount of property tax dollars
The issue to the school district is the school funding mechanism
And so we are still evaluating what money would come back from the State of Texas to the school district.”
“So it’s really an apples and oranges,” Sakai reiterated
“The school district is really looking at what may be in their pocket.”
Recapture is one element of the Texas school funding formula
The state’s most property-wealthy school districts give a portion of their local property tax to the state if they qualify for recapture
and district officials told TPR recapture “would have no bearing on this topic” because the “net revenue to the district would not change” even if SAISD were to start paying into recapture
Part of Sakai’s argument in support of the ballpark development is that San Antonio might lose the minor league team if it isn’t built
Major League Baseball is requiring minor league stadiums to meet a higher standard by April 2028
But in his interview with TPR after SAISD presented its own more limited projections
Sakai said the ballpark development could help SAISD in other ways beyond direct tax revenue
“The public needs to know that school districts — especially in the inner core of our county — need growth,” Sakai said
“They have to have growing enrollment in order to have sustainability
And that’s another reason why I truly believe that this economic development package that will create this baseball stadium is worthwhile.”
It was unclear how the baseball stadium would grow enrollment at SAISD
The main source of criticism against the development is that it would displace 300 tenants from the Soap Factory Apartments
one of the few affordable housing options in downtown San Antonio
City and county officials have discussed investing in more affordable housing options
The vast majority of community members and parents who spoke at the district meeting urged SAISD not to sell the land because it would displace the Soap Factory residents and increase traffic around nearby schools
SAISD leaders said the school board was not yet ready to vote on the deal with the Missions
They said they will hold another public meeting before taking that step

Sasaki clearly believes in his own power and he plundered forward, head down, raiding the body of his 34-year-old opponent. Sakai, who has sparred Sasaki many times, looked untroubled during the early rounds as he appeared content to weather the storm.
The 23-year-old Sasaki is yet to encounter a foe to justify his high rankings and it showed at times. Though clearly blessed with strength, the crafty Sakai, 29-15-3 (15 KOs), frequently countered from behind his high guard with uppercuts on the inside. In the fourth, Sasaki's head was thumped sidewards by a right hand but it was his own blows, predominantly the left downstairs, that appeared to carry the greater weight.
The bout was fought at close quarters throughout. Sasaki remained invested in attacking the stomach of Sakai, supplementing that strategy with looping blows upstairs, but the tactic left him open to sharp counters from his veteran opponent. The incessant output from the younger man, as left hooks audibly thudded into his rival's body, was designed to draw energy from Sakai who stubbornly refused to yield.
Making something of a mockery of Sasaki's claims to be able to knock out anyone, Sakai - in recovery following a long term shoulder injury - was still showing no sign of discomfort in the ninth and scored with three uppercuts of his own. The 10th was another that was evenly contested with the power and pressure still coming from Sasaki but it was Sakai producing the cleaner, cuter, work.
A genuine breakthrough threatened in the penultimate session. Sakai looked in trouble for the first time when a bowling right clattered into his temple and he lost his footing. Sakai bit down on his gumshield and nodded to acknowledge Sasaki's success before firing back.
The 12th was more of the same: Sasaki raged forward, eager for the finish; Sakai stood tall and returned fire up close.
