has been selected in a consortium together with Mitsui & Co.
(“Osaka Gas”) to deliver a commercial-scale offshore wind project off the coast of the cities of Murakami and Tainai
The Japanese Government* has appointed the consortium to develop
construct and operate a fixed-bottom offshore wind farm off the country’s west coast
This is in line with the country’s commitment to expanding offshore wind capacity as an integral part of its sustainable energy goal to become carbon neutral by 2050
With a planned capacity of 684 megawatts (MW)
the project will make a significant contribution to the country’s renewable energy targets as well as its economic growth and environmental sustainability
The project will also foster local job creation and strengthen domestic as well as regional supply chains
Full commissioning is scheduled for June 2029
The wind farm is expected to consist of 38 wind turbines

The Japanese government released the results of the "Round 2" offshore wind auctions
Three separate consortia were announced the winners of three areas
Eyes are now on "Round 3" auctions in 2024
"Round 2" offshore wind auctions followed the "Round 1" auctions which were conducted in 2021
While the Round 1 auctions were subject to the Feed-in Tariff (FIT) regime
the Round 2 auctions were subject to the Feed-in Premium (FIP) regime.
Round 2 auctions covered the following four areas:
Bid submission for these four areas was open from 28 December 2022 to 30 June 2023
The results of the auctions for three of the four areas were released on 13 December 20231
The release of the results for the remaining area has been postponed until March 2024 due to the potential successful bidder being required to re-submit their bid
The released announcement materials reveal information that was not publicly available until now
they will now need to accelerate their process to meet the committed CODs mentioned above
the focus will now turn to "Round 3" auctions
Round 3 auctions will likely cover the following two areas:
The draft auction guidelines for the above two areas were released in relation to the public comment process that runs from 17 November 2023 to 17 December 2023
The auction guidelines for these areas are expected to be finalized and released on or around the end date of such public comment period
Round 3 bid submissions will likely be due by the end of June 2024

The idea for this initiative was born through the “0→1Challenge” intrapreneurship program

I hit upon the idea after harvesting rice that I had grown myself in a rented paddy field
Becoming interested in the rice husks generated in the process of milling the grains
I undertook an investigation into how they were disposed of
When I learned that the inappropriate disposal of rice husks was causing environmental pollution and damaging people’s health
I then wanted to do something to deal with the problem
I also wanted to ensure that we would be able to pass down our beautiful rural landscapes and delectable rice to younger generations so that my children can also enjoy these blessings when they grow up
So I made a proposal about rice husks through the 0→1 Challenge program
as we made progress in the project with the participation of Sony as a business partner
the scope began to expand to include activated charcoal
I am now excited about the potential of the business
which can become one that truly deserves to share the reputation that the company enjoys as an integrated trading company
It is almost three years since the launch of this challenging project
I occasionally get frustrated when progress becomes bogged down in some detail or other
but I intend to work patiently until we can harvest its benefits
which I hope will be as bountiful as the harvest of Koshihikari rice that grows abundantly in Tainai City

while Sumitomo and Tokyo Electric Power have been selected for a 420 MW wind farm off the coast of Enoshima in Nagasaki prefecture in southwestern Japan

In our previous newsletter issued in December 2023
we reported on the results of the auctions for three of the above four areas.1 The winners were:
the results of the auction for the remaining Happo-Noshiro area were announced,2 and the winner was a consortium composed of Japan Renewable Energy (a subsidiary of ENEOS Corporation)
the released materials revealed some interesting information that was not publicly available until now
It should be noted that for all four of the Round 2 auctions
the bidder with the earliest committed COD has been selected as the winner for that area
the process for Round 3 auctions is in progress
Round 3 auctions cover the following two areas:
The auction guidelines for these areas were released in January 20243 after a public comment period
and the results of the auction are anticipated to be announced in December 2024
The Japanese government conducted an online explanation session in February 2024 to explain the rules under the Round 3 auction guidelines
The Council members for each area also conducted similar online explanation sessions to explain their requirements from local stakeholder perspectives.As its next step
the Japanese government intends to release its responses for the questions raised in the above explanation sessions
These responses will be the final guidance available from the Japanese government before the closing of bid submissions in July 2024

Masafumi Matsubara was astonished to learn that many racehorses are put down after retirement since there are few places in Japan where they can spend their golden years

“Horses are living creatures that provide dreams for people but are treated like disposable objects.”
as many as 7,000 horses are euthanized each year
Matsubara set out on his mission 16 years ago to change the tragic fate of the animals
He established a stock farm that accepts racers and other horses that would otherwise be put down so that they can live out their natural lives
Most are thoroughbreds that can no longer compete due to injuries
but their ranks also include a miniature horse
The facility is open to visitors free of charge so they can meet horses and grow closer to the animals
a visitor can take a demonstration ride for as low as 500 yen ($4.40)
Since Matsubara puts its highest priority on the horses’ health
there are no riding sessions once the temperature outside gets hotter than 30 degrees
recently started a new program that allows children to interact with horses so they can understand the horses’ circumstances
has taken over the operation to use the horses to offer educational programs for children
His father works there transporting trees cut down from the mountains using horses born in the nation’s northernmost prefecture
Matsubara has been close to horses since childhood
so the animals are “as important as people” for him
He was invited to become a jockey at age 16 by a horsebreaker working for a racecourse in Niigata Prefecture who visited his father’s stock farm
Matsubara said it was during his racing days when he learned that horses are killed off “simply because of their wounds or poor performances.”
After serving as a stable lad and a trainer
Matsubara said he opened his own farm in the hopes of saving “as many horses as possible because I could not protect them when I was working as an active rider.”
Matsubara has attended 15 horses’ deathbeds
He takes care of them day and night when they fall ill
Running that kind of facility entails much labor but yields little profit
so few centers for retired horses have gone into operation in the country
Matsubara and Akeboshi got to know each other after Akeboshi started showing children how to ride horses as a member of a nonprofit group in Awashimaura
The encounter with the man devoting himself to looking after horses whose societal uses have ended made Akeboshi become skeptical about the euthanasia system for animals
“Horses may be killed because of the egoism of humans,” Akeboshi recalled thinking at the time
While he was still contemplating whether to put all his efforts into helping Matsubara in September last year
Akeboshi was asked by a horse owner to accept an injured thoroughbred that can no longer race
Matsubara saw Akeboshi hesitate at the offer
“(You) should make up your mind if you really want to save lives,” Matsubara told him
Akeboshi quickly decided to care for the thoroughbred
He has since been working with Matsubara to guard horses who would otherwise be put down
Akeboshi became the head of the nonprofit organization in April this year with the aim of ensuring the activity is sustainable and hired permanent staff for the endeavor
they started a project where visitors can live close to horses on a vacant rental home near the farm
Those who want to build careers related to horses can use it to learn how to keep and handle the animals alongside the facility’s staffers at around 3,000 yen per night
The ranch is likewise equipped with a camping site
and a group of campers can set up their tents there for upwards of 2,000 yen
Matsubara Stables provides educational packages on its grounds and through day care centers and kindergartens
This is due to Akeboshi’s belief that children will grow up to make change occur if they understand the difficulties that horses face
“I want children to develop an ability to be compassionate toward others through their encounters with horses,” said Akeboshi

Folks with a passing knowledge of ukiyo‑e
the Japanese woodblock print art form popular in the 17th through 19th centuries
as well as its portraits of courtesans and kabuki actors
But often these prints were educational
demonstrated by these very odd anatomical prints that promote good health as it relates to our internal workings
Long before animated monsters warned us about our mucus-filled chests
Japanese artists like Utagawa Kunisada (1786–1865) filled the guts of these men and women with little workers
making sure the human body worked like a functioning village or town
Inshoku Yojo Kagami (“Mirror of the Physiology of Drinking and Eating”)
little men scurry about a pool wrapped in intestines
all the while a scholar keeps reference materials nearby
Down below lonely figures guard the “urine gate” and the “feces gate,” surely one of the worst jobs in all the body economy
One of Kunisada’s students created a print for the women
called Boji Yojo Kagami (“Rules of Sexual Life”)
Keen eyed viewers will note that the miniature workers here are all women
so at least there’s some equality at play
The two prints were meant as instructional
and warning against overindulgence and excess
Other prints are just as inventive: a back and abdomen covered in children playing familiar games; another featuring popular kabuki actors standing in for various organs. (Now, that is just crying out for a modern remake). The last print shows a pregnant woman whose belly contains Tainai jukkai no zu (Ten realms within the body), a Buddhist idea that you can read more about here
