Busan International Film Festival (BIFF) has unveiled plans to launch its first-ever competition section as part of a wider programming and team revamp that coincides with its 30th anniversary
will showcase around 14 Asian films in the new competition strand
Five award categories comprise the grand prize

South Korea — Negotiators working on a treaty to address the global crisis of plastic pollution for a week in South Korea won't reach an agreement and plan to resume the talks next year
They are at an impasse over whether the treaty should reduce the total plastic on Earth and put global
legally binding controls on toxic chemicals used to make plastics
were supposed to be the fifth and final round to produce the first legally binding treaty on plastics pollution
negotiators agreed to resume the talks next year
More than 100 countries want the treaty to limit production as well as tackle cleanup and recycling
and many have said that is essential to address chemicals of concern
But for some plastic-producing and oil and gas countries
For any proposal to make it into the treaty
Some countries sought to change the process so decisions could be made with a vote if consensus couldn't be reached and the process was paralyzed
arguing consensus is vital to an inclusive
the treaty draft still had multiple options for several key sections
Some delegates and environmental organizations said it had become too watered down
including negotiators from Africa who said they would rather leave Busan without a treaty than with a weak one
the world produces more than 400 million tons of new plastic

Countries negotiating a legally binding instrument on plastic pollution concluded their fifth session in the small hours of Monday in Busan
delegates recognised the need for more time to address divergent views and refine the treaty’s framework
The session
brought together more than 3,300 participants
including representatives from over 170 nations and more than 440 observer organizations
Delegates agreed on a “Chair’s Text” prepared by Intergovernmental Negotiating Committee (INC) Chair
Ambassador Luis Vaya’s Valdivieso of Ecuador
which will serve as the basis for future negotiations
Speaking at the session’s closing, Inger Andersen, Executive Director of the United Nations Environment Programme (UNEP)
acknowledged the progress made while emphasising the challenges that remain
“The world’s commitment to ending plastic pollution is clear and undeniable. Here in Busan, talks have moved us closer to agreeing on a global legally binding treaty that will protect our health, our environment, and our future from the onslaught of plastic pollution,” she said
She highlighted that “good progress” was made in Busan
adding however that “persisting divergence” remains in key areas
“Negotiators have reached a greater degree of convergence on the structure and elements of the treaty text
as well as a better understanding of country positions and shared challenges
But it is clear there is persisting divergence in critical areas and more time is needed for these areas to be addressed.”
INC Chair Vayas underscored that the INC Committee’s mandate “has always been ambitious”
“But ambition takes time to land. We have many of the elements that we need, and Busan has put us firmly on a pathway to success,” he said
“I call on all delegations to continue making paths
and engaging in dialogue…let us always remember that our purpose is noble and urgent: to reverse and remedy the severe effects of plastic pollution on ecosystems and human health,”

past stacks of neatly folded fishing nets and piles of anchor chains with links as thick as my arm
The clang of hammers mixed with bird calls drifted up from the harbor
Korea’s most famous purveyor of eomuk—a savory baked patty of seafood kneaded with flour and vegetables
An affordable staple during postwar food shortages and a specialty of Busan
in recent years it has evolved into something considerably more decadent: My pick was wrapped in bacon and served on a skewer
a handy portable breakfast to eat while walking
Coffee has long been more popular than tea in Korea
and partly because rent is lower in Busan than Seoul
a thriving community of artisan-minded baristas has convened in Yeongdo
reportedly opening more than 200 cafés in under 5.5 square miles; Momos is often considered its epicenter
I chose a custom blend of beans for my latte
then settled into a sling chair to watch the tugboats while breathing in the sea air
more than half a million refugees streamed into Busan from throughout the country
doubling its population in a few short years
There was little room in an already crowded
many squatting in the central neighborhood of Nampo-dong
and dioramas at the Busan Modern History Museum
located about a half-hour walk from Yeongdo in a modernist building first erected by the colonizing Japanese
but also ingenuity: People survived by selling what they could
either on the street or in makeshift stalls at Gukje Market
Gukje Market was founded in 1945 and has continuously operated since then
It currently spans 12 buildings and is one of the largest markets in South Korea

its warren of pedestrian alleys a kaleidoscope of sights
tables overflowed with bedding or stuffed animals
Another seemed entirely stocked with piggy banks
A stall no larger than a phone booth was packed floor to ceiling with jars of Pond’s cold cream
There was barely room inside for the elderly proprietor
I crossed into the adjacent Bupyeong Kkangtong Market (kkangtong translates to “tin can,” named for the U.S
Army castoffs once commonly sold there) with its funk of fish
and tteokbokki (chewy rice cakes simmered in a spicy-sweet chili broth) to customers who perched on low plastic stools at the tables that lined the streets
fortune tellers had set up shop; I peeked into a tent where a pair of teenage girls gripped each other’s hands
but its character hadn’t changed much from the photos in the history museum
making it feel like the present was collapsing into the past at every turn
I stumbled across an entire street devoted to used bookstores
The Strand in New York City claims to hold 18 miles of books in a 55,000-square-foot space; each of these shops seemed to have at least that many jammed into what were basically oversize closets
The aptly named Bosu-dong Book Street is filled with bookstores and dates to the 1950s
It began when refugees from North Korea opened a few stalls
It was hard to believe that any of these vendors exist in the digital age
when their goods could be cleanly purchased with the click of a mouse
I wondered how much longer these places would last and what would be lost when their face-to-face exchanges
Korean cuisine is often associated with beef: bulgogi or kalbi or the do-it-yourself braziers that leave your hair and skin redolent of smoke
is the country’s largest all-seafood market
feeling both awed and slightly despairing over how many creatures were yanked from the ocean each day: fish
things I could name and things I could not
then head to the market’s second floor to have it transformed into a meal
I couldn’t eat enough on my own to do the experience justice
so I brought in reinforcements: friends Sae and Alex Wilmer
but they now spend much of the year in Busan
we asked fishmonger Young-sik Kim for recommendations
“It’s a kind of ocean worm.” I gestured for one to go in the basket
Kim told me that he’d started his career as a chef in Seoul
but the cost of opening a restaurant there was prohibitive
Yeongdo is located on the water; fishmonger Young-sik Kim used to work in Seoul but returned to his hometown of Busan for the improved quality of life
we went upstairs to a room with dozens of tables topped with plastic sheeting
orange lamps printed with white numbers hung from the ceiling
You don’t choose your restaurant at Jagalchi
and you don’t choose how your seafood is prepared; it simply arrives
raw octopus tentacles doused in sesame oil
I would read that several people die annually eating sannakji
choking when a tentacle adheres to their throat
The rest of the meal tasted like ocean waves dancing across my tongue
Bitter orange sea squirts with a sweet finish
Sae told me that moving to Seoul from Busan sometimes tempts her
“I can’t live without an ocean nearby,” she said
“And in Busan we have access to the freshest seafood
bought tickets for a 20-minute cable car ride over the water to Amnam Park
a former military outpost that’s been converted into densely forested trails
The panorama from our glass-bottomed compartment was exhilarating: the golden sand with the mountains beyond; fishing boats tootling below; a boardwalk winding along the shore
most of our fellow riders congregated by the snack bars or rambled onto a nearby observation deck that jutted into the water
Sae and I turned the opposite direction to follow a “Healing Forest Trail of Contemplation” that took us along the coast
revealing an expanse of tourmaline blue ocean
One of the only other hikers we encountered was a college student from Germany
“What do you think of this city?” I asked her
then extended her arms and tipped back her head: “Ahhhhhh!”
I cabbed up from Yeongdo to Haeundae Beach
It called to mind Waikīkī—skyscrapers and nightlife edged by a glorious near-mile of white sand
During my visit in late June the ocean was still cold
I checked in at the Paradise Hotel where my room was smack on the shore
I had an unobstructed view from my balcony as the sunset turned the sky
and the mirrored buildings along the strand a fluorescent pink
I could easily have spent the following days at the hotel’s saunas and open-air baths
Busan is home to the country’s biggest jjimjilbang
a two-story extravaganza of 22 thermal baths
Centers of community as well as repose and wellness
jjimjilbang are essential to Korean culture: Friends go together to unwind
There is ample time for it all; Spa Land is open from 9 a.m
I stripped and showered in the women’s locker room
I entered a steamy room filled with shallow pools that promised benefits such as relieving neuralgia
a full-body scrub delivered by an ajumma wearing the standard jjimjilbang uniform of black lace bra and underwear and wielding her exfoliating mitt like a weapon
surrendering as she removed my dead skin head to toe
the evidence sluiced off with warm water in silver-gray strips
Spa Land’s saunas each have a theme: The Wave Dream Room uses projection to simulate the bottom of an ocean; the walls in the Pyramid Room are pitched at 52 degrees to “absorb universal energy at maximum.” I changed into the shorts and T-shirt I was given on arrival for the coed areas
then followed the instructions near a pile of hand towels
rolling one into a hat that resembled a pair of ram’s horns
and I smiled seeing a bunch of adults walking around in “sheep heads.”
I took a break from the heat in a plant-filled atrium
dangling my legs in a cooling footbath while enjoying the classic spa snack of a slow-cooked hard-boiled egg
Then I climbed into a hammock chair suspended above the water and fell fast asleep

it’s also home to a school of “fighting monks,” renowned for their resistance against Japanese invaders in the 16th and early 20th centuries
Walking up a path lined with Japanese maples
I could hear the rhythmic beating of a moktak
a wooden drum that chanting monks use to keep time
The buildings on the temple grounds were a riot of color—covered in dancheong
A gathering of worshippers sat cross-legged on the floor of one hall
insisting we share their slices of watermelon
then turned to gaze across the mist-shrouded mountain
listening to the moktak and focusing on the rise and fall of my breath
I rejoined Sae and descended through a bamboo grove
and into a dining hall where volunteers offered us a free lunch of vegan bibimbap: steamed rice topped with fresh and pickled vegetables
We washed our dishes and said our goodbyes; it was time for me to head to the airport
perhaps venture to the islands and forests that lie beyond its urban core
Would I ever make it to Korea’s main megalopolis
though now I knew for certain it would be fine if I didn’t
I didn’t need to tick a prescribed box to get a taste of this country’s soul
the South Korean city of Busan is a destination all its own

That’s not some long-lost buddy picture starring Bob Hope and Bing Crosby. It’s shorthand for the hard work underway to gain agreement for a global treaty dealing with plastic pollution. That all comes to a head at a U.N. conference beginning in late November in the Korean city of Busan
Many see Busan as make-or-break – the last chance to hammer out a meaningful agreement – because the complicated process for brokering a treaty is set to conclude there
Let me be clear: ExxonMobil supports a treaty
The work we’ve done for the past several years continued this week with constructive conversations with government leaders
United Nations Environment Programme officials
and encourage consensus based on facts and science rather than politics and posturing
and I believe governments can get an agreement across the finish line in Busan – if they focus on addressing the direct causes of plastic waste that leaks into the environment
We know it’s possible to flip those numbers
Our industry has the technology to convert hard-to-recycle plastics into new products
Embracing these solutions would get the world closer to a circular economy for plastics
A lot of pieces need to fall into place in terms of policy and investment to realize that promise
That’s where an internationally binding treaty can offer real benefits – if structured the right way
A well-structured agreement would promote innovations in product design to improve recyclability
develop and expand access to waste-management infrastructure
and facilitate some movement of plastic waste as feedstock for recycling
That’s the message I’ve heard from others the past few days in New York
It’s also important to remind ourselves that the world is not uniform
may not be considered "essential." However
similar packaging can be critical for hygiene or medicine in Africa
A more effective approach would be a global decision tree framework that enables each country to make the best choices for its people
Let’s shoot for an agreement in Busan that addresses plastic pollution
Because plastics should be viewed as the valuable resource they are – something to be used and recycled or reused for everyone’s benefit
I believe we can take the Road to Busan together and enable a circular economy for plastics with the potential to eliminate more plastic pollution by 2040

The “10th Our Ocean Conference” (OOC) was attended by a delegation of 11 delegates from the EU
including the Director-General for Maritime Affairs and Fisheries of the European Commission and the Ambassador of the European Union to Korea
The event enabled a good exchange on how to collaborate on maritime agenda and outreach activity on marine environment
including the used fishing net recycle campaign on 28 April
Busan City was pleased that the visit of the EU and Member States’ delegations resulted in meaningful and tangible cooperation with the EU and that Busan as a global ocean city
Busan Metropolitan City (Mayor Park Heong-joon) announced that on April 28
a delegation from the EU and 11 EU member states
including the European Commission's Director-General for Maritime Affairs and Fisheries
visited Busan to participate in the 10th Our Ocean Conference ('OOC')
The EU Delegation to Korea contributes to forging strong economic and political relations between the EU and the Republic of Korea
The Delegation visited Busan in last November to discuss policy sharing and cooperation on carbon neutrality
The Delegations of the EU and the EU Member States visited Busan to exchange on how to cooperate on ocean affairs and to participate in a practical marine environment campaign
The visit included a luncheon meeting with the Mayor of Busan to discuss cooperation in the maritime sector
a campaign to collect discarded fishing nets
and visits to the fishing net recycling facility
The European delegations took note with great interest of Busan's waste fishing net recycling project and participated in waste fishing net recycling with Busan City and Saha-gu
including a waste fishing net collection (sorting) campaign
The recycling campaign was held at Dadaepo Port in Saha-gu
Busan City and the European delegation worked on reclassifying the waste collected from fishing boats
which was launched in 2023 to promote cooperation in the green sector between the EU and Korea”
She stressed that “Busan is an important partner in marine environment and sustainable resource management
Busan's leading policies to promote marine environmental protection and resource recycling systems are excellent.” She added that cooperation opportunities with the EU could be further expanded thanks to this visit.”

Delegation of the European Union to the Republic of Korea
25 November 2024 – The fifth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution
including in the marine environment (INC-5)
The session aims to conclude negotiations and finalize the text of the agreement
The session, which takes place from 25 November to 1 December, aims to finalize and approve the text of the instrument. On the opening day, the INC approved the use of the Chair’s Non-Paper 3 as the foundation to facilitate negotiations in focused contact groups through the week

INC-5 was preceded by a series of ministerial meetings
“The voices of the world are clear: we need healthy meals free from microplastics; we need clean air
non-toxic plastic products; we need innovation
and collaboration to replace harmful plastics,” said Ambassador Luis Vayas Valdivieso
“Let us harness every tool of multilateralism
and every moment of dialogue to overcome our differences and craft a treaty as ambitious as our collective will allows.”
More than 3,800 participants have registered to participate in INC-5 – the highest number of the five meetings – representing more than 170 countries and over 600 Observer organizations

an Air Busan (BX) Airbus A321 was engulfed in flames at South Korea's Busan Gimhae International Airport (PUS)
The aircraft was preparing for Flight BX-391 to Hong Kong
Initial reports indicate that the fire originated in the rear cabin section under the circumstances and is still under investigation
All occupants successfully evacuated the aircraft using emergency slides
though four individuals sustained minor injuries during the evacuation process
Airport firefighting teams battled the blaze for approximately 75 minutes before bringing it under control
the fire had already caused extensive damage to the aircraft's fuselage
it initially operated with Asiana Airlines (OZ) from 2007 to 2017
the A321 experienced a tail strike incident in Osaka in 2009
Air Busan, a low-cost subsidiary of the Asiana Group, currently operates an all-Airbus fleet, including seven A321
The South Korean LCC has been operating since 2008 and transitioned from its original Boeing 737 Classic fleet to an all-Airbus operation in 2016
The incident at PUS marks BX's first potential hull loss since beginning operations. It comes almost a month after A Jeju Air (7C) Boeing 737-800 aircraft veered off the runway and crashed at Muan International Airport (MWX)
