making it the fifth-most common reason for complaint after forced admission (2,169 cases) improper or insufficient treatment (685 cases) Considering that figures for unjust restraint complaints  counted repeated incidents for a single patient as a single incident the actual number is likely to be much higher Experts say that it’s not easy to identify violations of treatment guidelines If a doctor files the relevant paperwork after the patient’s death or if a patient is detained without a doctor’s orders The NHRCK found evidence pointing to repeated incidents of improper restraint at an Incheon hospital over a six-month period But the commission failed to uncover adequate evidence pointing to habitual improper restraint and seclusion at the hospital where a patient was killed while tied to their hospital bed Lack of evidence is why among the 463 petitions brought to the NHRCK The majority of cases were dismissed (304) or rejected (127) by authorities The sad reality is that many psychiatric hospitals do not even keep basic records of their use of restraint or seclusion the Health and Welfare Ministry simply responded that such data was “unavailable.” The statistics do not exist The Act on the Improvement of Mental Health and the Support for Welfare Services for Mental Patients prohibits the forced restraint or seclusion of a mental patient unless dictated by a licensed psychiatrist Guidelines by the Health Ministry and elsewhere recommend restraint or isolation only when a patient poses a threat to themselves or others Mental health professionals acknowledge that restraint and seclusion is unavoidable when dealing with patients whose behavior cannot otherwise be controlled those experiencing visual or auditory hallucinations will request isolation for themselves The problem is that many hospitals do not follow regulations that require restrained patients to be freed from their restraints every four hours and allowed to exercise their limbs every two hours nurses or orderlies will restrain patients without a doctor’s orders “Smaller hospitals with 300 beds or fewer are often administered by wage slave doctors and it's these types of facilities where abuses happen the most.” Hospitals A and D mentioned thus far have had 300 or fewer beds “University hospitals often reject patients with acute symptoms or those suffering from a relapse so these patients invariably end up in smaller private hospitals that lack staff and proper facilities,” said Lee Young-moon the former president of the National Center for Mental Health “Smaller hospitals often lack infrastructure and staff,” said Ki Seon-wan the head of the National Mental Health and Welfare Commission it’s difficult for such facilities to improve their services Many mental patients are beneficiaries of medical aid a form of public assistance for low-income groups This means the hospitals that treat them have to rely on state subsidies and support psychiatric clinics get lump sums when they admit or treat medical aid beneficiaries,” said Ki When medical aid beneficiaries are admitted to psychiatric hospitals with a G2 classification the hospitals receive a daily stipend of around 70,000 won (US$50) per patient which works out to about 2 million to 2.2 million won (US$1,448-1,593) a month “Around 60% of our patients are subsidized this figure is around 5% at hospitals of different specialties,” said the director of a mental hospital in Seoul that has around 200 beds “Unlike other hospitals that deal with internal medicine and surgery subsidies for admitting medical aid beneficiaries to a psych ward amount to only 60% of what the National Health Insurance typically covers,” they added the state does not pay “intensive monitoring fees” (employing guardians for patient safety) in hospitals’ isolation wards and “protective isolation fees” (seclusion/restraint) for beneficiaries of medical aid “emergency patient handling fees” (subduing or sedating aggressive patients) began being calculated separately starting four years ago with the state paying hospitals 54,850 won per instance “Is this the state of human rights in Korea?” “Let me Gyeongchun Line out to Chuncheon The purpose of my trip was not to eat "dakgalbi" (Korean grilled chicken) or to follow in the footsteps of the characters from "Winter Sonata" (2002) but rather to explore the city's architecture and search for traces of local history After several hours of walking without any particular itinerary I reached the beautiful cathedral of the Missionary Society of St The church sits atop a hill and as I climbed I happened to notice a low-rise neighborhood on the opposite side of the road Rising above the old roofs was an unusual sight — a square which is within the boundaries of Yaksamyeong-dong is informally called Mangdae (Watchtower) Village for the obvious fact of the tall structure's presence The community's origins can be traced to the 1950s when people displaced by the 1950-53 Korean War decided to settle on the hilly They would have been easy to miss if it wasn't for the watchtower-shaped informational sign from here I was too close to see it properly due to overgrowth and because the space in front had been appropriated by the neighboring house for a small garden and to store "onggi," or Korean earthenware I descended back to the road and tried another set of stairs this one leading up to an alley that not only offered a much better view of the watchtower but also revealed a fair number of abandoned houses that had become quite dilapidated A watchtower overlooks dilapidated old houses of Mangdae Village in Chuncheon The fate of Watchtower Village has been up in the air since 2010 when a redevelopment plan was first proposed it has involved much political wrangling as well as lengthy fights in court Some of the elderly residents who have lived in the village would rather stay put while others expect that redevelopment will improve local living conditions has been approved although compensation for the eventual evictees has yet to be paid out When redevelopment does happen within the next two to three years the watchtower — which is one of the oldest structures in Chuncheon — will be demolished it was taken for granted that the watchtower was built by Japanese authorities during the colonial period to monitor fires and search for escaped prisoners which had been a branch of Seoul's Seodaemun Prison albeit at a fair distance from the watchtower site Chuncheon Fire Station was also located in the original Yaksa-dong during the colonial period but again its location was outside this village Last year the Chuncheon Institute of History produced three photos relating to the watchtower's construction shows a three-story wooden structure with a thatched roof at the watchtower's current site was taken from Chuncheon Elementary School although the roof is different from today's The watchtower is seen to have its current roof in the last photo the watchtower was used after 1981 to make announcements and for civil defense drills Over the following few weeks I visited two other historic watchtowers that have managed to survive redevelopment A worker stands at a truck in front of a watchtower in Boryeong In the relatively flat downtown of Boryeong (formerly Daecheon) in South Chungcheong Province I passed by an impressive 10-meter-tall watchtower made from natural stone mixed with cement It was built from 1950 to 1951 at the order of the local police chief when remnants of the People's Army and other subversive elements were based near Mount Seongju carrying out guerilla activities in the area the old Boryeong Police Station was demolished to make way for a new business complex I also returned to the site of the former Daejeon Prison in Jungchon-dong where political prisoners were detained beginning from the March 1 Independence Movement one can see a 1971 watchtower made from red brick and cement mortar that measures nearly 8 meters tall It was originally connected to the prison wall which was demolished along with the rest of the facility when a new prison was disrupting new development the awkward location of Chuncheon’s watchtower and the need to alter the site’s terrain mean that its preservation is no easy task Officials of Chuncheon have pledged that once redevelopment occurs in Yaksamyeon-dong the city will have a replica of the watchtower constructed and installed in a different location While it is too late now to save the structure I fear this watchtower’s significance could be diminished out of its original context I am glad that I had the opportunity to document it and share its story before it was too late Jack Greenberg is a recipient South Korean town cherishes its ties with a country half a world away Gangwon Province -- Chuncheon is one of South Korea’s most sought-after tourist destinations where travelers can enjoy extensive mountain ridges stylish cafes and the bold neon signs of restaurants What may surprise some visitors to the area is the signage of an unfamiliar street name which reads “Ethiopia-gil,” meaning "Ethiopia Road" in Korean Streets in South Korea are typically named after Korean historical figures and places of historical significance to the area or are based on characteristics and names of different districts within the city the choice to name the road after Ethiopia -- a country located some 9,000 kilometers away -- might seem a little peculiar The Korea-Ethiopia friendship dates back to July 1950 when the UN Secretary-General announced its resolution to support South Korea with additional ground forces during the Korean War After failing to receive assistance from the League of Nations to defeat foreign aggression years before Ethiopia knew the importance of maintaining world peace through collective action Ethiopia's Emperor Haile Selassie decided to dispatch its ground forces to assist the little-known country in East Asia From its first dispatch of the Kagnew Infantry Battalion with almost 1,200 imperial guards in 1951 to the defensive battle at York and Uncle Hills against the communist Chinese Army in May 1953 Ethiopian troops participated in some 250 military operations including in fierce battles in the hilly areas of Korea’s central front which was standing statue of Avalokiteśvara (pronounced Gwaneum in Korean) was produced with extreme care by the craftsmen of Gyeongju in the eighth and ninth centuries CE After being transferred to a temple in the mountains of Yangyang the statue was buried in a landslide that swallowed the entire temple Fate did not release the statue from its grip until the 21st century It took five years of painstaking work removing greenish rust and dirt before the statue could return to the light This is the gripping tale behind the gilt-bronze standing statue of Avalokiteśvara excavated at the Seollim Temple site in Yangyang The statue has been displayed at a special exhibition called the “Reclaimed Light from the Unified Silla Period” at the Chuncheon National Museum since May the statue underwent a lengthy restoration period that has made it one of the most stunning ancient Buddha statues on the Korean Peninsula the gilt-bronze standing statue of Avalokiteśvara is 66.7 cm (26.2 in) tall The statue is not only the largest of the non-monolithic gilt-bronze statues from the Unified Silla period with a known place of excavation It’s also the only Buddha statue in the country that shows traces of coloration with pigments and ink on the hair Following its restoration at the Cultural Heritage Conservation Science Center in 2021 the statue was first displayed to the public at the Central Buddhist Museum last year While the current exhibition is not the statue’s first public appearance it’s more noteworthy than last year’s exhibition Preservation experts at the Chuncheon National Museum collaborated to restore details on the aura behind the statue and some of the decorative beads allowing viewers to admire every detail of the statue The Seollim Temple’s statue is considered the most decoratively gorgeous and outstanding of any ancient Buddhist statue in Korea Perhaps the best way to decorate a statue is to layer several areas with jewelry to maximize the visual effect That’s the approach that was put to excellent use in the statue excavated from the Seollim Temple site The patterns of flames and vines on the aura were made with openwork that exquisitely harmonizes with the splendor of the body chest and stomach of the Avalokiteśvara statue Above the gentle folds of the clothing is a necklace of baubles shaped like flower blossoms is a square ornament of exquisite construction that represents the height of decorative extravagance Aiding the viewing experience is a museum light that grows brighter and dimmer in intervals An interesting comparison can be drawn between this statue and the Baekje-era gilt-bronze Avalokiteśvara statue that was returned to Japan after being exhibited at the Ho-Am Art Museum in Yongin Both the statues can be regarded as masterpieces reflecting the Buddhist belief artistry and technique of the two kingdoms of Silla and Baekje But the ingenuity and childlike expression of the Baekje statue contrasts with the gravity and benevolence of the Silla statue from the Seollim Temple site Those distinctive characteristics of Buddhist statues of the Silla dynasty strike a contrast with Buddhist statues of the Tang and Song dynasties of China which are solemn yet show secularization in bodily features and Buddhist statues of the contemporaneous Heian period of Japan which have frightening facial expressions that are supposed to drive away demons shows how the Buddhist artistry of the Unified Silla period developed and matured in its representation of figures while carrying on the tradition of gold craftsmanship
