The Supreme Court ruled that five public and private corporations responsible for the hydrogen storage tank project at the Gangwon Province Gangneung Science Industrial Complex
must compensate the businesses affected by the incident with over 10 billion won
According to the legal community on the 31st
the Supreme Court’s Civil Division 3 (Chief Justice Lee Sook-yeon) upheld the second-instance ruling in a damages lawsuit filed by 34 businesses in the industrial complex against the Korea Energy Technology Evaluation Institute (KETEP) and the Korea Gas Safety Corporation (KGS)
ordering that “KETEP and KGS must compensate the affected companies a total of over 10 billion won” at the end of last month
an explosion occurred in a hydrogen storage tank that was undergoing trial operation in an industrial complex in Gangwon Province
resulting in the deaths of two people and injuries to six
The companies that suffered property damage filed a lawsuit for damages amounting to 7.5 billion won in September 2020
The first-instance court ordered KETEP and KGS to compensate the affected businesses a total of over 8.8 billion won
The production facility where the accident occurred was powered by electricity generated by solar or wind energy due to the local characteristics
so the electricity supplied could fall short of the rated capacity
Despite being able to reasonably foresee such a situation
related agencies failed to install devices such as rectifiers
The court pointed out that KETEP was negligent for concluding agreements with a company lacking the capability to establish and conduct trial operations of the hydrogen production facility and poorly assessing the operational capacity during the transition to another company

Both the affected businesses and the related agencies appealed the first-instance ruling

rain sweep Korea with more wintry weather ahead
Close to 50 centimeters of snow fell overnight in mountainous regions of Gangwon Province
South Korea was hit by heavy rain and snow from Sunday night to Monday
causing travel disruptions and safety concerns
with more snow and rain forecast nationwide starting Tuesday morning
According to the Korea Meteorological Administration
heavy snow was observed overnight in Seoul
Gangwon Province and the Chungcheong provinces
Monday’s heavy snowfall resulted in several accidents in different parts of the country
though no injuries or deaths were reported as of 11 a.m
Four reports were made to officials regarding stranded vehicles
Eleven traffic accidents were also reported and 51 additional safety reports were made to officials regarding accumulated snow
53 ferry services were canceled and 10 flights were grounded
Thirteen national parks remain closed to the public while 13 roads have been closed off to prevent further safety incidents
as many as 23 reports were made to authorities between Sunday and 10 a.m
Monday regarding traffic accidents and other safety issues
a total of 18 people were rescued and transported to medical facilities between Sunday and Monday morning
Much of Gangwon Province had 10-30 cm of snow
reporting up to 49.6 cm as of Monday at 6 a.m
while Uljin-gun and Mungyeong received 24 cm and 15.6 cm
and mountainous parts of Jeju up to 82 mm as of 6 a.m
Most of the central regions lifted their heavy snow advisories as of 11 a.m
but advisories remained in place in North Gyeongsang Province and Ulsan
where snow continued to fall at 1 cm per hour
Advisories in Korea are issued when more than 5 cm of snow is forecast to fall in 24 hours
a preliminary heavy snow advisory had been issued in Gangwon Province
North and South Gyeongsang Provinces as well as southern parts of Gyeonggi Province
The hardest-hit areas in Gangwon Province can expect to see 30 cm to 40 cm of snow
Rain clouds are expected to form and move toward the Korean Peninsula again from Tuesday morning
“As cold air moves toward the Korean Peninsula and the low pressure system approaches (Korea) from the south
leading to nationwide rain or snow,” said KMA official Woo Jin-kyu during a press briefing held Sunday
Woo added that heavy rain or snow can be expected to mainly fall around the central and southern parts of Korea
with mountainous regions in Gangwon Province
North Gyeongsang Province and Jeju Island forecast to see rainfall of up to 40 mm on Tuesday
Busan and Ulsan may see up to 30 mm of rainfall
while southern parts of Gyeonggi Province as well as Incheon and Seoul can expect to see rainfall of between 5 mm and 10 mm
with mountainous regions in Gangwon Province expected to get 10 cm to 30 cm of snow while Seoul and Incheon are expected to see up to 5 cm of snow
The precipitation is expected to stop as the low pressure system moves toward Kyushu
due to cold air brought into mountainous parts of Gangwon Province by northeasterly winds
some regions can expect to see as much as 100 cm of snow through Wednesday
Though Korea recorded warmer-than-average temperatures in recent days
the KMA added that a sharp drop in temperatures can also be expected starting Tuesday
as cold air moves into the peninsula from the north

while daytime temperatures are expected to range between 2 C and 8 C

The SD Biosensor World Wheelchair Curling Championship 2024 will take place at the Gangneung Curling Centre in Korea from 2 to 9 March
to be followed by the mixed doubles event from 11 to 16 March
This will be the 17th edition of the team competition and the third edition of the mixed doubles event
The participating 12 teams are hosts Korea
All members of the Chinese team are world champions
who will debut on World Curling ice at this event
Skip Wang Haitao is the most decorated of them: he has two Paralympic gold medals and three world titles to his name
Lead Yan Zhuo is also a Paralympic champion and two-time world champion
Canada took silver medals in Richmond last year

The quarter-finals will be held on Friday 15 March at 10:00
The winners of these games will play in the semi-finals at 17:00 on the same day
The winners of the semi-finals will play in the gold medal game
the losers of the semi-finals will meet in the bronze medal game
Both medal games will take place on Saturday 16 March at 10:00

South Korea - I was lucky enough to have some time in the morning to explore a little before heading up into the mountains to photograph my next event

have you been to the farmer’s market lately
We actually visited two markets that were located in downtown Gangneung
The best way I can describe the folk market is that it is made up of numerous little restaurants that either have a handful of seats or none at all
and it was mentioned to me that that’s because it’s regulated
You could eat just about any type of Korean food you could imagine — most of which I did not recognize
We had a sort of cheesy heavy pancake dessert that was so good that a colleague videotaped me trying it for the first time and describing the experience for my wife
this place was fascinating and had much more of an edge to it
it offered any type of creature from the sea you could imagine
everything is written in Korean and nobody that I ran into spoke English
chicken feet and a gentleman preparing bone soup made from beef brain and skulls just off to the side
But I loved every moment and could have spent hours there with my camera
I especially enjoyed the moment when three elderly women
offered us a taste of what they were eating for lunch
They started giggling when we all politely declined.
Sometimes you don’t need to speak the same language to share in a good laugh.
