It has been confirmed that abnormal signs at the underground tunnel construction site of the Shinansan Line in Gwangmyeong, Gyeonggi Province, have been detected 17 hours before the collapse.
According to police and fire authorities on the 11th, night work began at 6:30 p.m. the previous day in Section 5-2 of the Sinansan Line double track in Iljik-dong, Gwangmyeong-si, where the accident occurred.
The abnormal signs were confirmed at 9:50 p.m., about three hours later.
Cracks were found on a number of central pillars (turim trees) inside the underground tunnel under construction with a "two arch" structure. At that time, the sound of "squeak" continued at the scene.
Sensing the risk of collapse, the on-site night shift center evacuated all 17 workers underground at the time and reported them to POSCO E&C's management team. Later, at midnight, Gwangmyeong-si was informed of this and requested traffic control on adjacent roads. The city delivered the abnormal signs to the police by landline at 00:10 a.m. to cooperate with traffic control.
Judging that the situation was serious, the police officially filed an accident report at 112 at 0:26 and controlled the roadway and sidewalk of a 1km section from Gwangmyeong Yangji Intersection to Anyang Hohyeon Intersection.
Since then, the reinforcement work has begun around 7 a.m.
A total of 18 workers were divided into 12 people in the lower part and 6 people in the upper part, and the pillar reinforcement was carried out by welding the H beam to the cracked part.
The work was found to have continued until just before the collapse occurred at 3:10 p.m. Twelve lower workers were evacuated after detecting abnormal signs such as noise and dust just before the collapse.
However, it seems that the six workers on the ground had no time to avoid it. Among them, a number of contacts were lost, and survival was confirmed one after another. Construction contractor employee A (in his early 50s) has been missing more than six hours after the accident.
An excavator driver B (in his late 20s) was found isolated underground while a mobile phone call was made. Rescue workers from the Special Response Team of the Gyeonggi Fire and Disaster Headquarters approached close enough to hear B's voice, but they are struggling because the isolated point is about 30m underground.

At 0:30 a.m. on the 11th, a report was received at the construction site of the Sinansan Line ventilation hole located in Iljik-dong, Gwangmyeong-si, Gyeonggi-do, that the structure could collapse.
The police completely controlled the road of about 1km from Ori-ro area, Gwangmyeong Yangji Intersection to Anyang Hohyeon Intersection and took safety measures.
Seventeen workers were evacuated on their own at the site, and no casualties occurred.
A police official said, "An official who confirmed that there was a crack in the support of the underground construction site reported it to the city hall, and the police later controlled the road due to concerns about the possibility of ground subsidence."
Road control will continue until reinforcement work is completed and safety is secured.
Meanwhile, Gwangmyeong-si sent a safety notice to citizens three times from 2:08 a.m. that day, saying, "Directional traffic in front of Gwanggaoncho is under control due to the risk of collapse of the Sinansan Line ventilation in Iljik-dong."
The rescue work for the missing person in the collapse of the underground tunnel construction site of the Shinansan Line in Gwangmyeong, Gyeonggi Province, has been suspended due to concerns over further collapse and bad weather. Fire authorities are discussing the timing of the resumption of the search by holding a situation judgment meeting with related agencies.
A total of five rescue teams, including the Special Response Team and the rescue teams of Gwangmyeong, Gunpo, Ansan, and Anyang Fire Station, gathered at the scene of the accident on the 13th to wait for the resumption of the search. Fire authorities deployed two large cranes and fire drones and prepared equipment, including three recovery support buses.
On the 12th, the day before, the fire authorities conducted a search for the missing man in his 50s, but the rescue workers were withdrawn after strange noise and some structures fell at the scene of the accident. The search was temporarily suspended at 8:05 p.m. as a strong wind warning was issued at 4 p.m. that day, worsening weather conditions.
At 4:31 a.m. on the same day, a 20-year-old excavator engineer B, who had been isolated underground, was rescued about 13 hours after the accident. The remaining missing person A is an employee of POSCO E&C and is estimated to be 35 to 40 meters underground. Survival is not confirmed.
The fire department said, "We are holding a situation judgment meeting to resume the search," adding, "As concerns have been raised about further collapse, we will continue to work in a safe space."
The search for a worker in his 50s who went missing at the site of the collapse of the underground tunnel on the Shinansan Line in Gwangmyeong, Gyeonggi Province, has been temporarily suspended.
According to rescue authorities on the 12th, rescuers searching the collapsed lower space at 3:01 a.m. witnessed a number of strange noises and some structures falling.
Judging there was a risk of further collapse, the fire authorities immediately withdrew the crews who had been deployed for the lower search.
Fire authorities are working on cleaning up debris in safe spaces using large cranes for future search operations.
However, concerns over the collapse were found to correspond to collapsed debris and soil around the pit, and there was no effect on nearby apartments and buildings.
Lee Tuck-hoon, head of the disaster response department at Gwangmyeong Fire Station, said, "We are having difficulties in rescue operations such as collapse alarms and alarms due to rain. We plan to change the rescue method by removing the upper structure first in consultation with the construction experts of Land, Infrastructure and Transport and Gwangmyeong City."
The fire authorities also decided to discuss the timing of the resumption of the lower search in consideration of weather conditions and safety.
Gyeonggi Province Governor Kim Dong-yeon, who visited the site later in the day, said, "There is a risk of further collapse tonight, and the (lower) rescue work has been suspended for a while because various situations need to be checked," adding, "We ordered them to go in as soon as possible and do their best to rescue as soon as possible."
As of 6:40 p.m. that day, 5.5mm of rain fell in Gwangmyeong-si. In addition, a strong wind warning was issued as of 4 p.m. on the same day, and the maximum wind speed reached 13.4 ㎧ at the moment.
The accident occurred at 3:13 p.m. the previous day when POSCO E&C's underground tunnel construction site and upper road collapsed in the 5-2 section of the Shinansan Line double track near Yangji Intersection in Iljik-dong, Gwangmyeong.
As a result, two out of 18 workers were isolated or missing, and at 4:31 a.m. that day, a 20-year-old excavator engineer who was isolated underground was rescued about 13 hours after the accident.
The remaining missing person is an employee in his 50s belonging to POSCO E&C, whose location and survival have not been confirmed so far.
A collapse occurred at the Sinansan Line construction site in Iljik-dong, Gwangmyeong-si, Gyeonggi-do.
According to the Gwangmyeong Police Station in Gyeonggi Province on the 11th, a collapse occurred at 3:13 p.m. at the tunnel construction site of the Shinansan Line double-track railway No. 5-2 near the Yangji Intersection in Gwangmyeong.
As a result, five of the 17 workers at the site who were conducting safety diagnosis at the top of the road were once out of contact. Since then, three people have been confirmed to be safe, and one has been contacted, but is found to be isolated underground. One excavator driver is still missing.
As the underground space collapsed, some of the ground roads and nearby commercial facilities also collapsed. No additional casualties were confirmed as a result of this.
Earlier, at 0:30 p.m. that day, a number of cracks were reported in the middle column (turim trees) inside the underground tunnel under construction with a "two arch" structure. As a result, the traffic of vehicles and people on the 1km section of the road was completely controlled by a six-lane duck road from Yangji Intersection in Gwangmyeong to Hohyeon Intersection in Anyang.
After the collapse of the underground tunnel construction site on the Shinansan Line in Gwangmyeong-si, Gyeonggi-do, residents living within a 50m radius were ordered to evacuate again amid concerns of further collapse.
According to residents of Gwangmyeong-si and Iljik-dong on the 14th, the Ministry of Land, Infrastructure and Transport and Gwangmyeong-si ordered 38 people from 12 households and four shopping malls near the accident site on the morning of the 13th.
After a joint meeting with the Ministry of Land, Infrastructure and Transport, the National Railroad Corporation, and POSCO E&C, the city saw that there was a possibility of further collapse and informed residents to evacuate to Gwangmyeong Civic Gymnasium where the shelter was set up.
Residents who suddenly left their homes and lived in shelters are complaining of hopelessness, saying, "This is the first time in my life." This is because the recovery of the missing people has not yet started because the search for them has not been completed, and there is a risk of further collapse, so the timing of the restoration is unknown.
According to residents, even if it is outside the 50m radius of the accident site where no evacuation order has been issued, damage has been reported, such as not being able to operate restaurants due to city gas cutoffs.
The accident occurred at 3:13 p.m. on the 11th when POSCO E&C's underground tunnel construction site and upper road collapsed in the 5-2 section of the Shinansan Line double track in Iljik-dong, Gwangmyeong-si.
As a result, one worker is missing, and it is estimated that he is currently 35 to 40 meters underground.

with an investment total of KRW 401.6 billion over approximately 60,000 square meters and will serve as an outpost for production of Kia’s popular EV models
The Kia Gwangmyeong EVO Plant is also meaningful in that it is the Group’s first dedicated EV plant and a facility that has been completely rebuilt on an existing plant site to become a hub for next-generation vehicle production
“The completion of the Kia Gwangmyeong EVO Plant will help Gwangmyeong City to establish itself at the center of the EV industry in Korea

Following the nearby Cheolsan Jugong Apartment (reconstruction) and Gwangmyeong New Town (redevelopment)
the reconstruction of Haan-dong seems to be gaining momentum
According to the maintenance industry on the 19th
Haan Jugong Complex 6 and 7 recently decided to push for integrated reconstruction through a trust method
It is expected to sign a memorandum of understanding (MOU) with Korea Land Trust as early as this month
Haan Jugong Complex 6 has 1260 households and Complex 7 has 1,342 households
a large complex with about 3,300 households will be built
other complexes are also speeding up their business
Jugong Complex 5 designated the Korea Asset Trust as a project implementer in January
The complex consists of 2,176 apartments with up to 15 stories high
and has recently completed a public inspection of residents of the maintenance plan
Jugong Complex 3 and 4 also selected a consortium of Korea Land Trust and KB Real Estate Trust as preliminary trust companies and recently began publicizing the maintenance plan residents
The two complexes will be combined with 3,566 households
which will be transformed into 4,095 when the integrated reconstruction is completed
Jugong Complex 9 also decided to promote the project through a trust method
and signed a business agreement with Kyobo Asset Trust in January this year
Jugong Complex 1 and Complex 2 and Complex 8 are undergoing reconstruction in a cooperative manner
The rest of the complexes are also gathering opinions from residents to decide how to do their business
which was built as a large-scale housing complex in the 1980s and 1990s
has an area of about 1.36 million square meters
It consists of apartments in Haan Jugong Complex 1 to 13
Except for the 13 complexes managed by the Korea Land and Housing Corporation (LH)
all other complexes passed precision safety diagnosis
Gwangmyeong City announced the "Haan Housing District District Unit Plan" to induce systematic development
Gwangmyeong City announced the plan and designated 13 Haan Jugong complexes as nine special planning areas
and 10 and 11 were grouped into one area to recommend integrated development
and 13 were designated as special planning areas
The district unit plan prepared by Gwangmyeong City included raising the use of all complexes from type 2 general residential areas to type 3 general residential areas
the legal upper floor area ratio will increase from 250% to 300%
It is interpreted that most of the Haan Jugong Complex 1 to 13 are middle and high floors with 15 floors
so it is difficult to reconstruct due to poor business feasibility with the existing floor area ratio
Gwangmyeong City plans to give more floor area ratio incentives to eco-friendly buildings
If the floor area ratio and height regulations are eased
Haan Jugong apartments will be transformed into residential complexes with about 28,000 households
The maximum height was suggested as 130 meters
Considering that the height of the first floor of an apartment is usually 3 meters
Landmark Main-dong plans to apply the height more flexibly than this without being hindered by the surrounding landscape
The public contribution according to the bell's upward direction is used in the plan to create a cover park to revitalize the waterfront space of Anyangcheon Stream
reconstruction of Cheolsan-dong and redevelopment of Gwangmyeong New Town are also actively underway in Gwangmyeong
The reconstruction of complex 4 (Cheolsan Central Prugio) and complex 7 (Lotte Castle & SK VIEW Classage at Cheolsan Station) has been completed
and the reconstruction of complexes 8/9 and 10/11 are underway
The December 13 complex also passed a precise safety diagnosis and reconstruction was confirmed
the real estate market in Gwangmyeong does not seem to be able to avoid weakness as reconstruction and redevelopment proceed simultaneously and tenants flock to it
which has the fastest reconstruction speed in the Haan-dong area
was traded at 650 million won in January this year
It fell rather than the market price (670 million won) between January and February last year
starting with "Cheolsan Xi the Heritage" (3804 households
"Gwangmyeong Central I-Park" (1957 households) in November and "Gwangmyeong Xi the Shop Forena" (3.585 households) in December are expected to move in in Gwangmyeong
