SEOUL – Record heavy rains hit South Korea’s southern regions Tuesday evening and Wednesday morning, leaving at least four dead and one missing, with weather authorities saying it was the most intense downpour in 200 years.
Heavy rains battered parts of North Jeolla Province starting early Wednesday. Gunsan received 131.7 millimeters of rain within one hour to 2:24 a.m., the heaviest hourly downpour recorded nationwide. The hourly precipitation accounted for over 10 percent of the city’s average annual rainfall of 1,246 mm.
Notably, the figure was the highest in 117 years, since weather record-keeping began in 1907. The Korea Meteorological Administration said the intensity of the overnight rainfall was at a level that occurs “once every 200 years.”
The nearby island of Eocheongdo, west of Gunsan, received 146 mm of rain in about an hour from 11:51 p.m. on Tuesday. The last time rainfall exceeding 140 mm within an hour occurred in this area was July 31, 1998.
Heavy rains also wreaked havoc on multiple areas where the highest rainfall intensity exceeded 100 mm in an hour. These areas include Iksan, also in North Jeolla Province, which saw 125.5 mm of rainfall; and Seocheon and Buyeo in South Chungcheong Province, which received 111.5 mm and 106 mm of rainfall, respectively.
Torrential rains flooded a studio apartment building in Nonsan, South Chungcheong Province, at 3 a.m. on Wednesday, leaving one man dead in an inundated elevator. Fire authorities retrieved the man’s body and were trying to confirm his identity.
At 3:57 a.m., a house collapsed in a landslide in Seocheon-gun. Fire officials said a man in his 70s was found inside the house in cardiac arrest. He was moved to a hospital but pronounced dead an hour later.
Another man in his 70s died in Okcheon, North Chungcheong Province, after his car plunged into a swollen stream at 5:04 a.m. Yet another man in his 60s in Daegu was found dead after his wife discovered he had been sucked into a drainage pipe while checking on his vegetable field.
In the South Chungcheong Province county of Geumsan, a woman in her 60s was found dead in her mud-filled house following a landslide.
Authorities were searching for a 71-year-old man who went missing in Yeongdong, North Chungcheong Province, after his container shed floated away and his vehicle was found submerged due to the rains.
Hundreds of people evacuated their homes as massive monsoon rains hammered the country.
In Wanju, North Jeolla Province, rescuers evacuated 18 villagers — mostly in their 70s and 80s — who were stranded due to a swollen stream.
A village in Nonsan was flooded, leaving some 30 residents having to evacuate to a nearby village hall for safety. Due to the heavy rains, some 40 residents in nearby Ganggyeong were also evacuated.
The entire community of Yongchon-dong in Daejeon was inundated, with 27 houses flooded and 36 people left stranded. Authorities immediately dispatched rescue boats and were carrying out operations to rescue them.
A total of 76 households and 94 residents in South Gyeongsang Province were also relocated to nearby village halls, community centers and churches overnight, following a flood alert issued when the water level of the Nakdong River rose rapidly.
As of Wednesday afternoon, the downpours had damaged 391 public facilities and 146 private facilities, according to the Central Disaster and Safety Countermeasure Headquarters. These include flooded roads, soil runoff from landslides, submerged bridges and waterlogged vehicles and houses. It added that 3,568 people from 2,585 households had been evacuated for safety reasons.
Torrential rains also led to delays and cancellations of flights and trains.
Korea Railroad Corp. said Wednesday that it had partially suspended or adjusted operations for Mugunghwa and ITX-Saemaeul trains, starting from the day’s service.
Train services on the Janghang Line in South Chungcheong Province and the Gyeongbuk Line in North Gyeongsang Province were suspended until 6 p.m., while the Chungbuk Line halted services until 9 a.m. on Wednesday.
In addition, some 21 flights at Gimhae International Airport had been canceled and 16 others had been delayed due to strong winds as of Wednesday at 7 a.m.
As heavy rains drenched the nation, President Yoon Suk Yeol, who is currently visiting the US, ordered the “mobilization of all personnel and equipment available” under the leadership of the interior minister to “prioritize saving lives and preventing further damage,” according to his spokesperson, Kim Soo-Kyung.

National [New Neighbors] Going for broker: Farms struggle to keep seasonal foreign workers
WANJU, North Jeolla Province -- Jossa Gomez Lobo, a 29-year-old from the Philippines came to Korea last month for a six-month seasonal working program at a strawberry farm in Wanju, North Jeolla Province.
"I came here to earn money. I can only earn 450 Philippine pesos ($8.22) per day as a daily wage in the Philippines, but in Korea, I can earn the same amount of money in an hour. That's why I came to Korea,” she said while picking strawberries.
Her wish to make money matched well with Wanju’s demand for workers, as the farming county has been struggling with a manpower shortage. Young Koreans left the town for cities, and the town has no future generation to carry on its farming business. According to the North Jeolla Office of Education, 23 elementary, middle and high schools in the province had zero first-year students this year. In addition, 27 schools also had fewer than 10 first-year students.
Jossa is one of the 25 foreign seasonal workers who came to Wanju in February through agreements signed between the county and several Filipino cities.

"They become illegal residents automatically, but can also seek refugee status, which also has brokers involved in the application process," he said.
Therefore, experts point out that specialized centers dedicated to recruiting foreign seasonal workers is needed so that brokers cannot get involved.
To tackle the rapid population decline in rural areas, the Justice Ministry launched another visa system to revitalize the countryside last year -- the Regional Specialized Visa. "Korea's agricultural, manufacturing, and service industries do not work well without immigrant workers. Korea is rapidly changing into an immigration state regardless Korean people want it or not."

Persistent snow leads to multiple road accidents, airport disruptions
The heavy snow that blanketed South Korea for two days has caused multiple traffic accidents, disrupted airport schedules, and created hazardous road conditions, prompting authorities to issue weather warnings.
Intense snowfall of 3 to 8 centimeters per hour was recorded in parts of Incheon, northwestern and southern Gyeonggi Province, southern inland Gangwon Province and the Chungcheong Provinces on Friday morning.
A multi-vehicle pileup involving some 30 cars occurred on the southbound lanes of the Sunchon-Wanju Expressway in Namwon, North Jeolla Province, on Friday afternoon.
According to local authorities, at least 10 people were injured, including a woman in her 60s who sustained serious injuries. Police authorities are reported to still be assessing the scene for additional casualties.
The crash caused significant traffic congestion, with a 10-kilometer stretch of the expressway experiencing heavy delays. In response, Namwon city officials issued an emergency disaster alert, advising drivers to take alternate routes.
Preliminary investigations suggest that icy road conditions led to an initial collision involving around 20 vehicles, followed by additional crashes as cars continued to lose control. Police are conducting a detailed investigation into the exact cause of the accident.
Another chain-reaction crash involving eight vehicles occurred on the Muan-Gwangju Expressway this afternoon.
According to the Highway Patrol Unit of the South Jeolla Provincial Police Agency, the accident took place around 1:20 p.m. near the North Muan Interchange in Muan County. The crash was triggered when a 25-ton cargo truck skidded on the icy road, leading to a series of collisions as vehicles behind it failed to slow down in time.
Six individuals, including drivers and passengers, sustained minor injuries and were transported to a nearby hospital for treatment.
The snow also severely impacted air travel, particularly at Jeju International Airport, where strong winds and blizzards forced the cancellation of 51 domestic flights and 12 international flights on Friday.
Additional delays are expected as the weather is likely to worsen in the afternoon, a Jeju Airport official said, adding that landing is especially difficult with strong winds and the limited vision. Korean Air canceled all 23 flights departing from Jeju between 10 a.m. and 6:35 p.m., with airline officials warning of further disruptions.
Jeju Airport was scheduled to have 187 domestic departures and arrivals, respectively, with 21 international departures and 18 international arrivals on Friday. So far, only 39 domestic departures, 40 domestic arrivals and 10 international departures and 6 international arrivals have taken place.
More road accidents were reported elsewhere.
In South Chungcheong Province, a 1-ton truck skidded on an icy highway and collided with a 12-ton truck, critically injuring a man in his 70s.
In Gangwon Province’s Hongcheon County, a 72-year-old man was fatally struck by a sliding tow truck near a resort on Thursday night. A bus carrying 26 passengers also lost control on an icy road in the same area, injuring four people. Additional collisions were reported in Suwon, Gyeonggi Province, Yeosu, South Jeolla Province and Eumseong, North Chungcheong Province, with authorities struggling to keep up with road maintenance and rescue operations.
The Korea Meteorological Administration warned of continued snowfall in mountainous and inland regions, predicting up to 8 centimeters of additional snow. Authorities urged drivers to check road conditions and equip vehicles with winter gear to prevent further accidents.
The cold snap is expected to persist until Sunday, with icy temperatures continuing nationwide. Daytime highs on Friday are expected to range from minus 9 to 4 degrees Celsius, with Seoul recording a high of minus 8 degrees, while wind chills pulled them as low as minus 15 degrees.
The cold snap will continue throughout Saturday, with morning lows expected to be between minus 17 and minus 5 degrees and highs from minus 4 to 4 degrees, remaining below seasonal averages. The cold is forecast to ease gradually starting Monday, with daytime highs recovering to above freezing.

Jeonbuk Hyundai Motors' Japanese midfielder Jun Amano said Thursday he was "shocked and disappointed" with such a public blast
