Deputy Prime Minister - Minister of National Economy Serik Zhumangarin held a meeting on the development of the real sector of the economy, which considered the investment development of Kyzylorda region.
"We plan to realise the construction of 4 solar and 1 wind power plants with a total capacity of 141 MW. The power demand of the region is 200 MW per day and there are 9 solar power plants with a total capacity of 89 MW in the region. When 5 projects will be launched, our region will completely switch to green energy," Ardak Zebeshev, Zamakima of the region, noted.
The Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan presented to the participants of the meeting the possibilities of the National Digital Investment Platform - a single window for interaction between investors, government agencies and quasi-governmental sector. Today in the pool of the platform - 836 projects, of which 246 are planned for implementation in 2025.
The meeting considered problematic issues of realisation of two major investment projects in the region. These are increasing the efficiency of the polymetallic ore deposit "Shalkiya" and the construction of a plant for the production of soda ash.
To ensure Kazakhstan’s energy security and increase its export potential, the Ministry of Energy has adopted a development plan for the country’s electrical power industry.
On March 5th, the Minister of Energy, Almasadam Satkaliev reported that under the new plan, scheduled to run until 2035, existing power generating facilities are to be modernized alongside the commission of new facilities with a total capacity of 26 GW.
The plans also include new gas and coal-fired power generation projects in Kazakhstan with a total capacity of 6.7 GW and the conclusion of an agreement with Russia for the construction of coal-fired thermal power plants in the cities of Kokshetau, Semey, and Ust-Kamenogorsk.
To achieve a 15% share of electricity generation by renewable energy sources by 2030, annual auctions will be held for a total capacity of over 6 GW (1,270 MW in 2024). Renewable energy projects with a total capacity of 3 GW are currently progressing in collaboration with Total Energies (France), Acwa Power (Saudi Arabia), and Masdar (UAE).
Eleven renewable energy facilities with a total capacity of 259 MW are to be commissioned this year.
Last month, Energy Minister Satkaliev reported that in 2023, Kazakhstan consumed 115 billion kWh of electrical energy, compared with 112.9 billion kWh in 2022, and produced 112.8 billion kWh, the same amount as in 2022. Last year Kazakhstan imported 3.4 billion kWh, and exported 1.4 billion kWh. In 2024, the country plans to generate 115 billion kWh.
Last year, the volume of electricity generated by renewable energy facilities amounted to 6.675 billion kWh, including 3.8 billion kWh from wind power plants, 1.8 billion kWh from solar plants, and 993.8 million kWh from hydropower plants. The generation of electricity from renewable sources in 2023 thus amounted to just 5.9% of the country’s total.
Looking to a greener future, Kazakhstan’s new goal is to achieve a 15% share of renewable energy sources in power generation by 2030, and a 50% share by 2050.

Travelling one evening on the train from Astana to Almaty in Kazakhstan
I got chatting with the other three people in our four-berth compartment
This kind of enforced sociability is often a joy of travelling in the former USSR
On this occasion my travelling companions were a young Russian man
and a grandmotherly figure whom I also took to be Russian
the Kazakh woman announced that her great-grandfather had been an Englishman
but she explained that he had been an engineer working in the oilfields around Guryev (modern Atyrau) before the revolution
had married and remained after the Bolshevik takeover
There was nothing implausible about this story – lots of foreign engineers worked in the mines and oilfields of the Kazakh steppe in the last years of tsarism
he made the point that the terrible effects of 30 years of tests on the local population could not be called a “genocide,” because that referred to the extermination of just one people
In Semipalatinsk radiation was killing “every one of the 100 nationalities of which we were so proud.”
Northern Kazakhstan is perhaps an extreme example of the ethnic and cultural hybridity that could be produced by Soviet rule
but similar blended identities are common from the Baltics to the Caucasus to the USSR’s great cities – Baku
The Soviet Union was a high modernist project
which sought not just to sustain superpower status through economic development
but to create a new type of human being – Homo Sovieticus
The official version was that “Soviet Man” would transcend petty divisions of nationality
class and politics as the different peoples of the USSR were forged into a single
In practice the Soviet state’s grasp of its people’s aspirations and imaginations became more and more feeble after the 1960s
something we might call Homo Sovieticus did come into being – a product not so much of indoctrination as of mobility
Mingled populations are characteristic of empires
and they have suffered harshly from the nationalist dogmas of the 20th and 21st centuries
which decreed that Bombay belonged to Marathi-speaking Hindus
and that there was no longer any place for Greeks or Jews in Alexandria
In some ways the Soviet Union held the tide of nationalism at bay for longer than might have seemed possible in 1917. Paradoxically it did so by conceding considerable ground to the principle of nationality
exemplified in the structure of the 15 Soviet republics: “national in form
socialist in content” seems an ironic slogan now because nationalism has proved so much more durable than communism
However not everyone fit into the national categories recorded in Soviet passports
and not even the bewildering complexity of union republics
autonomous republics and autonomous oblasts could capture the full complexity of Soviet identity
Not only did multiple peoples live alongside each other in ways that defied territorial definition – they also intermarried across religious and ethnic boundaries
Nowhere was this truer than Ukraine and Kazakhstan
which until the end of the 18th century had been home to small populations of Turkic nomads and mixed Turkic/Slavic Cossacks
became a destination for multiple migrations
Bulgarians and Jews blended into a Russian-speaking – but not straightforwardly Russian – population
Kazakhstan was the only republic where in 1991 there was no overall ethnic majority
Kazakhs made up 40 percent of the population
and the balance included almost every nationality to be found in the USSR
from the Germans deported there by Stalin and their descendants to “Uzbeks” who had long lived in the cities of the southern steppe and found themselves in Kazakhstan as a result of Soviet border-drawing
Even these statistics only reflected “passport nationality” – the offspring of a Russian-Kazakh or Kazakh-Tatar mixed marriage could choose which nationality to belong to
Many predicted as a result that Kazakhstan would fall apart after 1991
Three-quarters of the German population left for Germany
Today Kazakhstan’s population is roughly 65 percent Kazakh and 20 percent Russian – but ethnic diversity is still a fact of life
The planet of 100 languages is still with us
Kazakhstan’s relative economic success is probably a factor in this – GDP per capita has at times been higher than in Russia, while Ukraine’s is currently three-quarters lower. Since independence the more extreme demands of Kazakh ethnic and linguistic nationalism have been kept in check by policies which tacitly protect the status of Russian
cultural and linguistic diversity in ways which recall the Soviet “friendship of peoples.” Most important of all
Kazakhstan has not been exposed to open hostility
invasion and territorial annexation by Russia
any form of nostalgia for the Soviet Union would seem to play Putin’s game
We should not idealize inter-ethnic relations in the USSR
or accept the regime’s propaganda about the friendship of peoples unquestioningly
There was a clear hierarchy among Soviet nationalities – the Russians were at the top
then the titular nationalities within their respective republics
then members of other recognized nationalities
Marrying a Russian was often essential for the advancement of political or military careers
State-approved forms of national culture in the USSR were often narrow and stereotyped
a great many former Soviet citizens outside Russia would agree with Putin that the collapse of the Soviet Union was a tragedy – partly because they had been proud to be citizens of a great power where standards of living were often higher
but above all because Soviet identity was imperial
If you were a product of a mixed Tatar-German marriage in Kazakhstan
a Russian-speaking Korean living in Uzbekistan
it was easier to think of yourself as Soviet than as a citizen of whichever republic you ended up living in after 1991
borders sealed the republics apart from each other to a much greater degree than before
It is hardly surprising that many people in Central Asia and elsewhere in the former USSR still have a sentimental attachment to the Soviet past. Attempts to erase this, such as Ukraine’s condemnation of the entire Soviet period
The best way to resist the Kremlin’s exploitation of Soviet nostalgia is to deny its claim to be the USSR’s sole legitimate heir
mixed identities which Soviet rule produced still exist
and cannot be forced into narrow ethnic and linguistic national frameworks
The challenge both for Ukraine and for the Central Asian Republics is to forge new civic identities with which all their citizens can identify
not just members of the titular nationality

ASTANA (TCA) — A new variety of rice is being tested now in Kazakhstan’s southern Kyzylorda region for further export
the Atameken National Chamber of Entrepreneurs of Kazakhstan reported on its website
The dynamics of rice yields continues to grow in the Kyzylorda region
the total production of rice has increased by a third
Every year we produce about 400 thousand tons,” said the head of the regional Department of Agriculture Bakhyt Zhakanov in an interview to palata.kz
He noted that it allows not only to fully meet the needs of the domestic market
today Kyzylorda rice is exported to Azerbaijan
“These are the countries to which we have established exports
Sometimes we export to Europe,” he added
He named Russians as the main competitors of Kyzylorda rice producers
because the genetics of Kyzylorda and Russian rice is identical
National standards of taste in all countries are different
because they prepare very different dishes
which we like to eat in the post-Soviet countries,” said Zhakanov
“So now we are going to a higher quality level
when you need to grow those varieties that they prefer in their countries,” he said
Now the rice growers of Kyzylorda region are trying to grow the Iranian rice variety
“We want to see how it will behave if it adapts [in Kyzylorda]
then we will be able to sell to Iran their favorite type of rice,” summed up Zhakanov

On the modernization of aviation infrastructure of Kazakhstan at the Government session reported the Minister of Transport Marat Karabayev
The issues of domestic and international air transportation network development
aircraft fleet replenishment and personnel situation in the industry were also considered
next year will complete the construction of new passenger terminals
They have attracted more than 150 billion tenge of private investment for this purpose
It is expected that following the implementation of these projects
the capacity of Almaty air harbor will increase 5 times
Kyzylorda airport will increase 6 times and Shymkent airport 7 times.
an investor from the UAE will start reconstruction of the runway of the capital's airport at its own expense
This is one of the priority tasks set before the new management company
In accordance with the order of the Head of State
the reconstruction of the runway of Pavlodar airport
taxiway and apron of Balkhash air harbor will also begin
The department is carrying out comprehensive work to attract private investors with the necessary competencies and capital to create multimodal centers at the country's airports.
the investor plans to modernize the runway of Karaganda airport and equip it with the necessary special equipment
Negotiations are underway to transfer the airports of Aktobe
Turkestan and Kyzylorda to the trust management of large global investors with experience in this area
A total of $2.4 billion of private investment
the industry this year has seen positive dynamics: for 11 months domestic airlines carried 12.3 million passengers (23% more than last year)
It is planned that by the end of 2023 this figure will grow to 13 million passengers
The volume of services provided by airports increased by 25% to 24 million passengers
Significant growth is observed in Almaty and Astana
where this year a record passenger service was recorded: 9 million and 7 million
The volume of cargo handled at the airports increased up to 130 thousand tons
In order to develop the ground infrastructure of airports and further increase the transit potential of the country
work will be carried out in three directions:
Marat Karabayev noted that currently the deficit of aviation fuel in the country is about 300 thousand tons per year
This volume is planned to fill by increasing imports
the fueling complex of Almaty airport is undergoing modernization and from June 2024 will switch to the use of aviation fuel JET A-1
The Minister emphasized that the reorientation of production of domestic plants to the production of this fuel will not lead to a significant increase in volumes
significant funds are required to bring the infrastructure of all airports to accept JET A-1
In order to exclude intermediary structures affecting the final cost of products
the agency is working on the possibility of direct purchase of imported jet fuel from foreign refineries
The level of wear and tear of special machinery and equipment of airports today is 50%
In the near future it is necessary to renew 230 units of equipment and solve the important issue of purchasing wheelchairs and ambulifts for passengers with low mobility
Financing of the projects will be carried out at the expense of own funds or preferential crediting of private airports
For the state airports together with the Ministry of Finance the allocation of funds from the budget is being worked out.
The meeting also considered the situation with the illegal allocation of places near airports
which continues to be a threat to flight safety
legislative changes have been adopted that exclude the emergence of new facilities on the airport territory
akimats should pay special attention to prevent illegal construction on the territory around the airport and take measures to return to the state previously granted land plots," Karabayev emphasized
Domestic air transportation in the country is carried out by 5 domestic companies
To provide the population with affordable air transportation and the development of domestic tourism in the country are used mechanisms of subsidizing air routes
This year 6.9 billion tenge has been allocated from the republican budget to subsidize 23 air routes in 9 regions
Next year the amount is increasing and will amount to 8.2 billion tenge
"Within the framework of international air transportation
