the Office initiated a project in 2024 to support one of the basin councils in developing a strategic basin plan
fostering long-term environmental health and socio-economic stability
The Tobol-Torgay River Basin was chosen due to its unique environmental challenges
including variable river runoff and periodic flooding influenced by climate change
The event brought together representatives from the Tobol-Torgay river basin inspections
Participants were presented with the findings of a comprehensive river basin study
conducted through interviews and focus group discussions
The research covered the current state of water resources
institutional mechanisms for stakeholder interaction
as well as climate and environmental risks
recommendations were developed for improving water resources management in accordance with international standards
Participants actively engaged in discussions on the study's findings and recommendations and participated in a training session to identify key challenges within the basin
These challenges were prioritized based on their significance
The outcomes of these activities will guide the development of an actionable plan
serving as the foundation for the strategic basin management plan aimed at fostering regional sustainable development through efficient water resource management
the Office plans to conduct additional activities in 2025
They will focus on land resource management in the context of climate risks
as well as methodologies for calculating and forecasting water balance
the facilitation of the basin plan's development and targeted training sessions to equip stakeholders with the skills necessary for effective implementation and monitoring remain key priorities for the upcoming year
This event was held as part of the OSCE Programme Office in Astana's multi-year efforts to support Kazakhstan’s agendas on sustainable development goals and integrated water resources management

“We lose farm ground probably every couple of years that we farmed for 20-plus years,” Reed explained

The Bahamas registered Fugro Galaxy survey vessel, while sonarl scans for the wind farm project, identified an uncharted wreck matching the dimensions and characteristics of the SS Tobol
This finding potentially solves a 107-year-old maritime mystery regarding the ship’s final location
ScottishPower announced that the data was gathered during geophysical and environmental surveys for the proposed MarramWind floating offshore wind farm
Originally built as the SS Cheltenham in Sunderland at the turn of the 20th century
the vessel served a British steamer company before being captured by Russian warships in 1904
Renamed the SS Tobol after the Tobol River in Russia
the ship became part of the Russian Imperial Navy and later joined the Russian Volunteer Fleet in 1916

A North Sea survey of the proposed MarramWind floating offshore wind farm site by the Fugro Galaxy survey vessel discovered the wreckage of a Russian World War I merchant vessel
for what could be one of the first floating offshore wind farms in the world
revealed the likely resting place of the SS Tobol
which was torpedoed by a German U-boat in 1917
The shipwreck believed to be that of Tobol was among several discovered during the survey works for the 3GW wind farm being developed by Iberdrola’s subsidiary ScottishPower and energy giant Shell
worked as the SS Cheltenham by a steamer company until it was captured by Russian warships in 1904
it was transferred to the Russian Imperial Navy and renamed SS Tobol
before being relocated to the Russian Volunteer Fleet in 1916
an exclusion zone of 250 m was put in place around the 100m long
given that our seabed surveys – which give us vital information about seabed conditions and what that means for the development of MarramWind – covered a distance of around 6,000 miles,” said Colin Anderson
He added that wrecks are often found during surveys but those are mostly smaller vessels and known to the authorities
“While the Tobol was known to have been torpedoed in the war
so to discover it after more than a century and uncover its history is something special,” Anderson added
Relevant authorities like the UK Hydrographic Office and Historic Environment Scotland have been notified of the find and discussions are ongoing to establish a long-term archaeological exclusion zone to ensure the wreck of the SS Tobol is protected and preserved

TJ Tobol passed away suddenly and untimely at the young age of 38 following a hard-fought battle with COVID-19 on Thursday
TJ grew up in Helena attending 3R’s Preschool
CR Anderson Middle School and Capital High School where he graduated with the Class of 2000
TJ obtained his AAS Degree in Automotive Technology from the Helena College of the University of Montana
TJ went to work at American Chemet as a Utility Operator in October 2004 and later moved to the shop where he was Mechanic/Relief foreman in 2006 which is where he continued to work up until the time of his death
TJ had a deep passion for the outdoors and all it had to offer; a passion instilled by his family
or just taking a day drive in the hills; anytime he could be outside with his friends
Outdoors was where TJ found peace and comfort
Another family passion passed down from his Dad
Once the hunt was over and the hard work began
you could always count on TJ to shoulder the load whether it was his kill or not
He was always the first person to strap on a drag rope or load up a pack
he always knew how to put a smile on your face and give you a good laugh
TJ’s kind heart and gentle soul always had room to love and give to others
TJ always made himself available to help everyone; you could always count on him to be there
Until we see you again our sweet boy and big brother
TJ and Kylene were married for thirteen years
nothing else was more important or came first
He shared his love and passion for the outdoors with them
He supported them in all their activities
He spent every bit of time he had with them
He was their rock and greatest supporter; he never missed an event and he never wanted to miss a moment with them
he took great pride making their new home out in Townsend a special place for the three of them to be when they were together
He loved them more than anything in the entire world and will continue to watch over them from Heaven

his parents Tom and Laurie Tobol of Helena

During her junior year in high school she moved with her family to Potomac
Montana after her family purchased and settled on a ranch
Linda went on her first date with Rob at the Missoula County fair
witty and a gentleman and she fell in love with him

She was especially pleased that her daughter
served a full-time LDS mission and her granddaughter
is currently serving a full-time LDS mission
spending time at the family cabin and enjoying family time which often included a run to get a “sippy”
She was an eternal supporter of her four children and could often be seen at local sporting events cheering her children
Linda was blessed with ten grandchildren and she constantly found time to watch them grow and supported their different activities
She reveled in giving grandkids kisses or in Linda’s vernacular “sugar”
Linda’s love for youth led her to a thirty plus year career with Helena School District #1 where she was able to make many lasting friendships with coworkers and students
Linda was able to enjoy retirement during her last couple of months of life
Linda loved books and could often be found reading in her favorite chair
Linda is preceded in death by her parents and survived by husband Robert Tobol
brothers William (Patricia) and Robert (Jesse) and her four children; daughter Robin Valdez (Cris) of Decatur
and Andrea; son Brandon (Luke) Tobol (Jill) of Mt
Washington and their two sons Kemper and Levin; son Tyler Tobol (Danielle) of Helena and their two children Tyson and Hailey Jones; and daughter Shelbi Kelly (Matthew) of Japan
Through her matchless love and eternal spirit
Linda left a lasting impression all of her family that will last for generations
wit and caring will live on forever in her family’s hearts
A Funeral Service is scheduled for 11:00 a.m
2017 at the Church of Jesus Christ of Latter-Day Saints
Burial will follow the funeral at Forestvale Cemetery with a Luncheon to be held after the burial at the church

According to the russian official classification
the 14Ts227 is one of "electronic warfare complexes for space-related purposes"
Although there were no details anywhere about what exactly Tobol does
it was believed to be "aimed at protecting Russian satellites from electronic attack rather than launching electronic attacks against foreign satellites."
The indicator was that russians made up seven positions all located at military units that operate respective satellite tracking facilities (NIP) run by the ministry of defense of the russian federation
The construction of the deployment sites began no earlier than in 2012
The "core" of the 14Ts227 system in its "stationary example" are so-called "radiotechnical positions" (RTP) that are part of "stationary specialized complexes" (SSK)
each consisting of "a number of dish antennas" sized 2
there are also transformer substations and diesel power stations for emergency mode
We say "stationary example" because some sources indicate russians were working on a mobile version of the system
It was supposed to have the same chassis as the Fazan truck-mounted satellite tracking system
Despite russians claiming their Tobol was only made for protecting their own satellites from EW interference
some of its specifications available in the open domain testify to the completely opposite purpose of this system
a supposed chief designer of Tobol says the 14Ts227 has equipment to monitor signals of navigation satellites with the aim of protecting them against "narrowband interference." More specifically
it is capable of determining "the modulation of navigation signals with 90% accuracy at a signal-to-noise ratio of 30 decibels," as quoted by The Space Review
Another patent mentions antennas that would be used to pick up and jam what are called "unauthorized signals" sent to satellites or relayed via satellites to the ground
these capabilities were the reason why both US intelligence and WP journalists assumed that russians could use the 14Ts227 Tobol system to try and suppress the Starlink system that relies on a constellation of orbit satellites that provide internet connection
The deputy mayor of Be'er Sheva, a city in southern Israel, has posted photos of himself posing with handcuffed and blindfolded Palestinian detainees on Facebook
Shimon Tobol took the images and footage while he was doing military service in the occupied West Bank from 7 October until the end of January 2024
Tobol has served as one of the deputies of Mayor Rubik Danilovich for over two years

Officials previously forecast that the Ishim and Tobol rivers would reach peak levels around April 23-25. But the Kremlin said flood water levels were now expected to increase in the Kurgan and Tyumen regions by mid-week as the rivers approached or exceeded eight meters on Tuesday.
“Dear residents of the region, if you live in the flood zone, evacuate immediately,” the Kurgan regional government said in a statement posted on the Russian social network Vkontakte

Russia’s worst flooding in decades has submerged Soviet-era uranium mines in the Kurgan region, the investigative news outlet Agentstvo reported Monday

Agentsvo reported that the Dobrovolnoye deposit is located within the flood zone in Kurgan's Zverinogolovsky district, citing a map published by local authorities on April 11

FC Tobol of Kazakhstan have sealed the signing of highly rated Nigerian defensive midfielder, Ededem Essien from Pari Nizhny Novgorod in Russia.
The midfielder joins for an undisclosed fee on a two and a half year deal with an option to extend for a further year.
The deal for the 25 year old who has played for FC Van in Armenia, Al Nasr SC Benghazi and Al Akhdar in Libya before moving to Pari Nizhny Novgorod in Russia was brokered by K24 Sports and Consult.
Speaking on the transfer, the CEO of K24 Sports And Consult, Olalekan Kolejo said it’s a testament to the agency’s resolve to becoming a household name in players transfers in Nigeria, Africa and beyond.
“We are happy to have been able to seal this deal for Ededem Essien who is a big talent in football. Our agency will continue to pull the strings in terms of players movement around the world”, he said.
Essien played a total of 18games for his previous club before his move which included Cup games.

Russia may be using a "secretive" electronic warfare (EW) system in its western outpost at Kaliningrad as widespread reported GPS disruptions plague NATO members on the alliance's eastern flank

PUTIN'S top secret war weapon known to severely jam plane signals could be behind the thousands of Brit holiday flights being attacked by Russia
Dubbed Tobol, the Russian technology has been commonly used to interfere with the GPS guidance of airliners and ships on Nato’s eastern flank
The Sun reported on Sunday that almost 4,000 flights have been hit by bizarre jamming in recent months with many now saying the Kremlin could be behind the disruption
Bogus data forced commercial planes to swerve and dive to avoid phantom obstacles that were not really there
Aviation sources have branded the tactic “extremely dangerous” and a major threat to air safety
The Tobol has also affected commercial ships it has been said
Western intelligence has been strongly suggesting Russia has added the large jamming system to their war arsenal for some months
The Tobol device is kept at Russia's military territory in Kaliningrad, between Lithuania and Poland.
Images online show a large satellite dish mounted on the ground at the Kaliningrad base that many believe is the Tobol in action.
Experts say the devices could be being used as an invisible shield over military bases to protect them from Nato’s arsenal of satellite-guided missiles
The weapon itself is harmless and can't stop missiles from exploding
But it is designed to ruin satellite signals resulting in any weapon
jet or other device completely missing their target
The secret weapon transmits signals on the same frequency as the satellite from a jet or ship, which prevents connected devices from receiving the legitimate signal, reports the Washington Post
A cycle of disruption linked to the electronic warfare system was detected in the first few months of 2024 stretching through the Baltic states and Poland
General Martin Harem, commander of the Estonian Defence Forces told the Telegraph back in February: “What we have seen is a malfunctioning of GPS for ships and air traffic
“And we really do not know if they [Russia] want to achieve something or just practise and test their equipment
especially when you’re at war with a neighbouring country.”
