A new district is to come into being in Bettembourg, next to the Cité du Soleil and the Wolser business park. Illustration: Lionstone It is in Bettembourg that Lionstone will shortly be working on a new special development plan (PAP), enabling the construction of new housing, a retirement home and offices, with an innovative heating system linked to the data centre. “Leo” is the name of the new special development plan (PAP, or plan d'aménagement particulier) that Lionstone is developing in Bettembourg, on a site of around 4 hectares, in the continuity of the Cité du Soleil. This will be next to the Wolser business park and close to the new economic zone being developed by the local authority. This new district will combine housing--single-family homes or residences--a retirement home, local shops, office space and green spaces. The PAP was approved by the local council in October 2024, then by the interior ministry in January 2025. The first houses and buildings are due to be delivered in 2027. Ultimately, the new neighbourhood could be home to 500 residents. To the south, on the other side of the green belt, there are seven residences with underground car parks, creating 89 flats. “In addition to this residential part, the municipality was keen to have a residence for the elderly, so we introduced this into the programme,” explains Lionstone co-founder Steve Vermeer, who was present at the Mipim trade fair in Cannes. This project will include several hundred medicalised rooms and flats, ranging from supervised accommodation for independent people to medicalised rooms for the most dependent people. Alongside this, Lionstone is still looking into the possibility of setting up a hotel. “There is strong demand for this type of project in the region and we are not closing ourselves off to this possibility,” says Vermeer. As a reminder, the first phase of the works, from 13 July to 11 August, involved renewing the road bridge near the tracks at Bettembourg station. the first trains will not be able to use the new route until 2027 The railway station in Howald will also remain a major construction site The A3 motorway is still being widened from four to six lanes Separately, plumbers, sanitation workers, heating and air conditioning installers are off work from 5 to 25 August.   The holiday is mandatory for employees of all affected sectors working in Luxembourg - whether they work for a Luxembourg contractor or subcontractor, or one registered in a different country. The only way around the rules is to seek an exemption from the Inspectorate of Labour and Mines, under the authority of the Ministry of Labour. Repair work at schools or factories during production shutdowns is usually approved to continue, as well as two or three other major projects each summer.  This year, the Hammerel bridge project in Bettembourg, which has stopped all trains to and from France this summer, has permission to continue, the ministry told the Luxembourg Times. Likewise, work will also continue at the Howald railway station, which is seeing a comprehensive makeover due to the arrival of the tram in July. Works at the station to add platforms for a new line between Luxembourg and Bettembourg are due to end in 2026. This will allow trains entering Luxembourg City’s central train station to run on separate tracks from Howald and reduce the knock-on effect of one train’s delay on other services sharing the same platform and track. Howald Gare is becoming a major interchange between rail and road users, with trains, tram, buses, cars and bicycles intersecting. The mayor of Hesperange, which includes Howald, following the 7 July launch of the new tram section had complained to Luxtram and the roads and bridges administration over incomplete tram works near Howald Gare and around the Scillas tram stop. Pavements, pedestrian crossings and road infrastructure are incomplete, Marc Lies said, adding that the site was unsafe. He urged Luxtram to prioritise completing this section of the works, which are due to continue for another six months. In addition to Howald Gare, works will be carried out on Luxembourg City’s Red Bridge between Kirchberg and Limpertsberg.  The number of projects allowed to work through the summer did not increase this year compared to previous year despite poor weather conditions throughout the spring and summer so far. No major projects have been delayed by the weather, a ministry spokesperson said. ShareThe coming year will mark the launch of the tram to Luxembourg’s airport but other railway works are also planned causing disruptions for commuters but improvements in the longer term. At several times and on different lines of the CFL network, train traffic will come to a halt for major works. Substitute bus services will then be put in place. Here are the main disruptions scheduled for 2025. After the long blockade at Bettembourg in the summer of 2024 to allow the Emile-Hammerel bridge to be demolished and the new bowstring structure and track work to be installed, two further disruptions to rail traffic are scheduled between Bettembourg and Luxembourg in 2025. The first will take place from 5 to 22 April (Easter holidays in Luxembourg). Rails will be replaced between Berchem and Howald, in addition to works at Berchem station and the Livange viaduct. The second closure will be even longer and more restrictive for users of the Metz-Thionville-Luxembourg and Esch-Luxembourg lines: it will be spread over two months, during the school summer holidays, from 16 July to 15 September. Once again, track renewal and station refurbishment work is scheduled in Berchem and Howald. During both periods, work will also be carried out to connect the new Bettembourg-Luxembourg line - due to come into service in 2028. Train traffic will be completely disrupted between Kleinbettingen and Bertrange from 15 to 25 February, mainly due to the refurbishment of infrastructure in Capellen. From 5 to 22 April the line between Luxembourg’s central station and Kleinbettingen will also be closed to allow work to be carried out between Luxembourg and Bertrange-Strassen. And rail traffic between Kleinbettingen and Betrange will again be closed between 24 May and 2 June. Trains will stop between Luxembourg and Ettelbruck from 19 July to 11 August. These three weeks of traffic disruption will enable the tracks between Mersch and Cruchten to be renewed, as well as work on the catenaries and the inspection of various structures, in particular the tunnels along the route. A total closure lasting one week is scheduled from 24 May to 2 June between Sandweiler-Contern and Oetrange. Another, lasting three weeks, is planned from 23 August to 15 September between Luxembourg and Wasserbillig. During these two periods, work is scheduled to renew various installations on this line, which is used in particular by German cross-border commuters. Train station upgradesHowald station will continue its metamorphosis throughout 2025. A major milestone will be reached during the summer with the completion of the second platform, which will be brought into service in September. At Luxembourg’s central station, two new platforms - and four tracks - are due to be completed in 2025. These improvements are part of the new distribution of lines and tracks, which should enable the station to be used as efficiently as possible in the future. However, from 12 July to 15 September, tracks 8 to 14 will be inaccessible because of the works. In the north of the country, at Troisvierges, the P+R at the CFL station is due to open in April 2025. It has capacity for 389 vehicles. The big event of 2025 for Luxtram is the entry into service of the section between Luxexpo and Findel airport, scheduled for Sunday 2 March. The extension will serve two new stations, “Héienhaff” and “Findel Luxembourg-Airport”, which will be the new terminus. That will complete the first tram line linking the Stade de Luxembourg (to the south of the capital) with the airport (to the north-east), passing through Bonnevoie, the Gare district, the city centre, the Glacis and Kirchberg.. In Kirchberg, the project to construct a second line of the tram is due to start in the spring. This will run along Boulevard Konrad Adenauer for 2.3 km, serving the European School, the area around the European institutions and the new Laangfur residential area.
