A release from the Ministry of Defense November 1 said Sprūds had been handed a report on how such a huge sum was spent on the tank-on-a-plinth which gave the following details
The idea for a "military sculpture composition" near the Ādaži military base originated in 2017
when Raimonds Bergmanis was Minister of Defense. Originally it was planned to allocate a fairly modest 30 square meters "for the symbolic placement of armored vehicles"
The implementation of the project was launched at the end of 2020 – by which time Bergmanis had been succeeded by Artis Pabriks – and it was directed by the Joint Staff of the National Armed Forces in concert with the Defense Ministry
The initial cost of the project was estimated at a mere 20,000 euros
but after submitting the technical requirements and visual material the cost of the project suddenly increased almost four-fold to 93,650 euros
"the costs increased to more than 183,000 euros
expanding the sculptural composition with the improvement of the surrounding environment and the construction of communications" said the Defense Ministry release
Thus the tank-on-a-plinth ended up costing more than nine times the original estimate.
The area occupied by the armored ensemble was significantly increased from the initial 30 to 147 square meters

"Some projects have already been identified that meet these risk factors and whose implementation progress is currently being intensively evaluated," the ministry said without specifying which projects these were
Additional control mechanisms will now be introduced in construction programs in order to identify objects in which significant price increases above 30% are expected
The project monitoring threshold will also be lowered so that the control mechanisms also apply to projects whose costs are below 1 million euros.
"It is necessary to move towards the digitization of construction project systems to ensure more transparent supervision
strengthen internal control and allow for more prompt tracking of project risk elements
such as rising expenses," said the ministry

who will refine their skills in operating the howitzers in a modern and realistic training environment,” stated Sprūds
The new simulators will allow Latvian soldiers to train in combat shooting with various types of ammunition
these simulators can be quickly converted back into operational howitzers
The introduction of the simulators is also expected to reduce the amount of ammunition required for basic training of M109 operators
The acquisition of the M109A5Öe self-propelled howitzer systems
including fire control and training platforms
was part of a contract signed between Latvia and Austria in 2017
This acquisition aims to enhance Latvia’s indirect fire support capabilities and improve the nation’s ability to fully integrate into NATO operations and exercises
The M109A5Öe howitzer has a firing range of 22 kilometres with standard ammunition and up to 30 kilometres with enhanced performance rounds
The howitzer can commence firing within one minute of receiving a task and can leave its firing position within 30 seconds after completing a fire mission
The 155mm self-propelled artillery system features a semi-automatic loading device

The issue is fuelled by a lack of storage and maintenance buildings at Camp Adazi

The Canadian-led NATO enhanced Forward Presence battlegroup was originally stood up during a ceremony at Camp Adazi on June 19
But Canada’s presence in the eastern European country is being expanded and over the last year
15 Leopard tanks as well as medium-range radar designed to detect hostile fire arrived in Latvia
“The CAF continued development of defence infrastructure in Latvia
particularly with regards to the expansion at Camp Adazi,” the departmental results report noted
the lack of space at Camp Adazi remains concerning ahead of the Forward Land Forces Brigade inflow.”
National Defence spokesperson Alex Tétreault acknowledged there are ongoing challenges with the lack of storage and maintenance facilities at the base
But he noted in an email that a number of measures are underway to fix the situation
“The tank barn provides better protection from the elements and improves maintenance conditions,” he said
“The Medium Range Radars were initially housed in a half-shelter
and a Canadian Armed Forces maintenance team was deployed to ensure routine serviceability of the MRRs.”
Tétreault also noted that some elements of the multinational battalion Latvia currently at Camp Adazi will be sent to a new location to ease the burden on existing facilities and free up space
it is important to note that space management at military facilities is always being evaluated and must be done in coordination with
Canada leads the NATO Multinational Brigade in Latvia as part of efforts to deter Russian aggression in the region
The brigade will increase to around 3,000 allied troops by the summer of 2025
There are currently around 1,500 Canadians at the brigade
according to the Department of National Defence
Defence Minister Bill Blair announced in December 2023 that Canada was spending $15 million on new infrastructure to support the brigade
That included funding for the storage facilities for the Canadian tanks as well as improvements for accommodations at Camp Adazi
purchase of new equipment has been earmarked for the Latvian mission
The Canadian military is revamping its purchase of ground-based air defence systems to focus on trying to get such equipment to troops in that country as quickly as possible
But the procurement team will now concentrate its efforts on the more urgent purchase of a short-range air defence battery that can be sent to support Canadian troops in Latvia quickly
The equipment was being classified as an Urgent Operational Requirement
the same process used during the Afghanistan war to speedily obtain gear without going through the slower traditional procurement procedures

The Canada-led expanded battle group in Latvia will be increased to the level of a multi-national brigade
It is planned for this brigade to reach battle readiness by 2026 and will include approximately 3 500 allied troops
This means the total number of NATO troops stationed in the country will reach approximately 5 000
