The Bauska bypass project needs to be completed by the year 2030
said Chairman of Latvian State Roads (LVC) Mārtiņš Lazdovskis at the annual Latvian Road Industry Conference on Thursday
He said the Bauska bypass project is in its preparation stage to become a public and private partnership (PPP) project
“The government will soon view Bauska bypass project in order to make a conceptual decision as to how it can be implemented as PPP
the most optimistic and realistic scenario suggests construction work could commence around 2027 or 2028,” said Lazdovskis
He stressed that the project should be completed by 2030
Lazdovskis said there won’t be any funding from classic financing sources and foundations
This means the project is planned to be implemented as PPP
“This project is not at the same stage of preparation as Bauska bypass
I see no obstacles for it to be realised by approximately 2032,” added Lazdovskis
Information on the Legislative Portal shows that the Ministry of Transport has prepared and has submitted for coordination a draft order as part of which it is planned to commence PPP procedure for Bauska bypass
The purpose of this order is to start the PPP procedure for the implementation of the first stage of the reconstruction project “Bauska Bypass” of the state main road Riga-Bauska-Lithuanian Border (Grenctāle) (A7) from Kekava Bypass to Bauska
commence the alienation of real estate for the implementation of the second stage of the project “Iecava Bypass”
as well as determine the status of the object of national interest for the infrastructure of the Bauska Bypass and Iecava Bypass
The total capital investments into Iecava bypass and Bauska bypass infrastructure is around EUR 352 million in 2022 prices (excluding VAT)

The new Kekava bypass will form part of the Bauska highway or the state main road Rīga-Bauska-Lithuanian border (Grenctāle) (A7) in the section from km 7.78 to km 25.0

This is also the first project in the Baltics for which EUROSTAT has issued the statement that all project assets are registered in the balance sheet of the private partner without creating negative influence on the state consolidated budget and state debt
Project feasibility study was commenced already back in 2006
In 2009 the Law on Public-Private Partnership was adopted in Latvia
while in 2014 the land acquisition for the construction of the bypass was commenced
The Cabinet of Ministers issued its Order no
172 “On the commencement of Public-Private Partnership procurement procedure for the state main road project “E67 / A7 Kekava Bypass” on March 10
The procurement for Public-Private Partnership was commenced in December 2018
and the procedure included qualification and selection stages
Five tenders were received in the qualification stage
out of which four met the defined requirements
All four tenderers were invited to participate in the selection state
to submit their initial technical and financial tender
The initial tender was submitted by two tenderers
who were also invited to participate in negotiations with the contracting authority in order to improve their tenders
while maintaining their compliance with the requirements of tender dossier
After negotiations the tenderers prepared their best and final offers
The most important criterion in the evaluation of submitted bids was the price
while the remaining 20% covered the compliance with various additional criteria
Out of two tenderers who submitted their best and final offers
the offer of Kekava ABT was selected as economically most advantageous offer
This Association of Persons with the share of 80% of total investment is controlled by an investment fund TIIC 2 (SCA) SICAR
which specializes in large-scale transport and public investment projects in Europe and around the world
Few examples of implemented projects are: motorway between the cities of Gerediaga and Elorrio in northern Spain (implemented according to the same principles as Kekava Bypass)

a repeated statement from EUROSTAT statement was received certifying that this PPP contract corresponded to the off-balance sheet accounting from the point of view of the total liabilities of the Republic of Latvia and is in line with the European System of Accounts (ESA 2010)
The PPP contract for the construction of the bypass was signed on July 16

The construction cost of one lane kilometre of Ķekava bypass
the construction costs of 1 lane kilometre of Saulkrasti bypass (A1) including engineering structures in 2007 were ~1.25 million EUR
In accordance with tender results of procurement procedure of Ķekava Bypass PPP project the total contract value amounted up to EUR 265 729 046.65 excluding VAT
at the moment of signing the PPP contract the total amount was recalculated in accordance with the procedure foreseen in tender dossier
including the Euribor and interest rate swap at the time of signing the PPP contract
the gross contract value decreased by 15 Million EUR and was determined in the amount of 250 132 500 EUR excluding VAT
This amount will be divided into quarterly payments and paid to the private partner in the period of 20 years after the Ķekava Bypass becomes available
The annual amount paid by the state to the private partner will be 12.53 Million EUR excluding VAT
During the design and construction stage the state paid nothing
All investments were made by the private partner
its quality was recognized as compliant with regulatory requirements and the infrastructure was made available to the public
the state had the duty to start paying accessibility fees to the private partner
gradually reimbursing the private partner in full in the period of 20 years
The availability fee covers the costs of the private partner for design
routine maintenance and periodic maintenance in the period of 20 years after the completion of the construction works
The total amount of the availability fee specified in the PPP contract is the maximum possible amount that the private partner will be able to receive during the period of the PPP contract
The accessibility fee may be reduced if the Ķekava bypass or any its section is not accessible or is partially accessible to traffic
for every hour and for each kilometre of the lane not fully accessible
except when driving conditions are affected by third parties (e.g

The availability period during which the private partner fully ensures the daily maintenance of the constructed road and the renewal of the road surface is not more than 20 years
In the case of Ķekava bypass the private partner will be fully responsible for all maintenance works for the entire duration of the PPP contract
including cleaning and spreading of roadways
electricity for lighting and other traffic management equipment
The private partner will guarantee that for another 5 years after the expiry of the PPP contract
Ķekava bypass will remain in such quality that it will require only daily maintenance works

Latvian Minister of Transport Jānis Vitenbergs and Minister of Finance Arvils Ašeradens intend to look for opportunities to use Public and Private Partnership (PPP) to implement large road infrastructure projects
as confirmed by Vitenbergs’ advisor for communication affairs Aļona Zandere
This is why both members of the government decided to visit the construction site of Ķekava bypass on Wednesday
The two will meet to «discuss PPP model and other future infrastructure projects»
Ķekava bypass is the first PPP infrastructure project in Latvia
It is important to ensure connectivity between Baltic capital cities
It will also help reduce traffic on local roads and improve residents’ safety
It is planned to open the bypass for road traffic in autumn this year
Successful implementation of this project will mean the PPP model is a good example for future projects
«The next project in line for PPP is Bauska bypass
This project has been discussed for decades
Now we can consider Bauska bypass for this model
People have been waiting for it for a very long time,» Vitenbergs stressed in the press-release
Ašeradens agrees with this: «Construction of Ķekava bypass using PPP model is a good example to use a transparent process
good management and high quality standards in order to provide residents with necessary infrastructure
Latvia has many needs that can be resolved using this model
This model can be used for construction of social infrastructure
Wider use of PPP would promote investments and economic transformation
which is the priority of this government.»
The project of Ķekava bypass is carried out by private partner Kekava ABT JSC and subcontractors
Construction monitoring is done by Firma L4 LLC
Road maintenance will be performed by the private partner for 20 years after the end of construction
The project is financed by the Nordic Investment Bank and European Investment Bank
The costs estimated in August 2021 were at EUR 250 132 500 without VAT
Latvian state company Latvian State Roads reports that the section of Bauska motorway (A7) connecting Riga and Ķekava is one of the busiest roads in Latvia
Road intensity there reaches nearly 17 000 cars a day
On certain sections of the road this number reaches 25 278
this road passes through a densely populated village in Ķekava
The volume of freight traffic on this section is three times above the limit

who is standing trial for fatally shooting a Hungry Horse woman and seriously injuring her husband outside of a Martin City bar in 2022
Crawford has pleaded not guilty to a felony count of deliberate homicide and a second felony count of attempted deliberate homicide for the August 2022 death of Whisper Sellars and the shooting of her husband
He has also pleaded not guilty to a felony count of evidence tampering and two felony counts of assault with a weapon

a group of five acquaintances went outside to smoke when Sellars noticed the golf cart
got inside and started “goofing around” in it
Crawford and Chelsea Bauska walked outside and confronted them
‘is this how you guys do it here in the canyon?’” Alicia said
referring to the interaction with Crawford
Alicia told Montana Department of Justice Assistant Attorney General Selene Koepke
who is serving as a special deputy county attorney in the case
that she removed herself from the confrontation and sat in the backseat of an SUV that members of her group had taken together to the South Fork Saloon
Alicia Crosswhite said she observed hand gestures and yelling among three members of her group along with Crawford and Bauska
She then went back inside the bar to retrieve Kristen Lundstrom

The defendant then started shooting a firearm
Alicia also witnessed Crawford point the pistol at Lundstrom
who dropped to the ground and told the defendant she had kids

the younger brother of Alicia and Doug and the boyfriend of Lundstrom
“Why the [expletive] am I on the ground right now,” before firing the gun
Lundstrom told the court she approached him
got down to eye level and sternly told him he “needed to get out of here,” at which point he got up and slammed Lundstrom into the golf cart and pointed the barrel of his gun at her forehead
Lundstrom then told defense attorney Kris McLean during cross examination that her memory becomes fuzzy after the gun is pointed at her head
who was exiting the bar with Crawford in the moments before the incident
told Assistant Attorney General Thorin Geist her version of events
beginning when she and Crawford approached the group at the golf cart
which Bauska said it appeared as though they were going to steal
the arguing intensified but Crawford remained calm and unthreatening
She tried to speak to Bradley Crosswhite to defuse the situation
before she heard a noise and saw Crawford on the ground
Bauska saw Sellars on the ground and immediately approached her
which she performed until paramedics arrived
Other witnesses included law enforcement officers who described a chaotic scene at the South Fork Saloon following the shooting
Flathead County Sheriff’s Office Corporal Aaron Westphal made initial contact with Crawford
who immediately claimed self-defense in the shooting
Crawford refused to tell law enforcement where the gun was located
“He seemed angry – angry we were giving him these commands and he seemed angry about the situation,” Westphal said
Westphal then transported Crawford to the Flathead County Detention Center and noted that the defendant was calm and polite during most of the ride
but made a few derogatory comments about the residents of Bad Rock Canyon
“He made a comment – and I’m paraphrasing – that it’s a messed up situation when people treat people like that,” Westphal said
“And that the canyon’s trying to get better

Latvia experienced another severely cold night – air temperatures were the lowest in Daugavpils (-27.4° C) and Zosēni (-26° C)

This strong correlation between Antarctic climate and atmospheric CO2 has led to suggestions that reorganizations of Southern Ocean circulation and/or biogeochemistry were the dominant cause of these variations

Here we present a high-resolution CO2 record from the last glacial period from an ice core drilled in West Antarctica
This reconstruction precisely defines the timing of millennial and centennial CO2 variations with respect to Antarctic temperature and abrupt changes in Northern Hemisphere climate during Heinrich stadials and Dansgaard–Oeschger events
but peak CO2 levels lag peak Antarctic temperature by more than 500 years
Centennial-scale CO2 increases of up to 10 ppm occurred within some Heinrich stadials
and increases of ~5 ppm occurred at the abrupt warming of most Dansgaard–Oeschger events
Regression analysis suggests that the CO2 variations can be explained by a combination of one mechanism operating on the timescale of Antarctic climate variability and a second responding on the timescale of Dansgaard–Oeschger events
carbon cycle box-model simulations illustrate a plausible scenario where Southern Hemisphere processes contribute the majority of the CO2 variability during the last glacial period
but Northern Hemisphere processes are the crucial drivers of centennial-scale variability

These criminal procedures are investigated by bot ENAP and regional police departments
Police have also commenced multiple inspections
Bauska explained police have a lot of work to determine the potentially fictive vaccination «clients»
law enforcers have an algorithm to help check if people’s bodies have antibodies that normally appear after vaccination
the person will be in trouble and their Covid-19 certificate will be annulled
But at the same time this person will be able to turn to healthcare workers and get a real vaccine,» said Bauska
He said the fictive vaccination problem is severe
This is why people who have received fictive vaccination certificates are urged to come and confess to the police
Depending on the situation the person may be relieved of criminal liability

Charging documents state that the Flathead County Sheriff’s Office received multiple calls regarding a shooting at the Southfork Saloon in Martin City at 1 a.m
Deputies arrived on scene and observed Doug Crosswhite on the road in front of the bar with a tourniquet around his arm and a seal on his chest wound
Deputies also observed 28-year-old Whisper Sellars of Hungry Horse receiving CPR on the ground with a chest wound
Sellars was pronounced dead at the scene while Crosswhite was transported to Logan Health for further medical treatment
Witness Chelsea Bauska had been performing CPR on Whisper Sellars

KALISPELL - The man who is accused of shooting and killing a woman outside of the Southfork Saloon in Martin City was arraigned in Flathead County District Court Tuesday morning.
Del Orrin Crawford pleaded not guilty to one count of Deliberate Homicide, Attempted Deliberate Homicide, and Tampering with or Fabricating Physical Evidence.
The charges filed carry a maximum life term in the Montana State Prison.
Charging documents state that the Flathead County Sheriff’s Office received multiple calls regarding a shooting at the Southfork Saloon in Martin City at 1 a.m. on Aug. 27.
Deputies arrived on scene and observed Doug Crosswhite on the road in front of the bar with a tourniquet around his arm and a seal on his chest wound.
Deputies also observed 28-year-old Whisper Dawn Mari Sellars of Hungry Horse receiving CPR on the ground with a chest wound.
Sellars was pronounced dead at the scene while Crosswhite was transported to Logan Health for further medical treatment.

was a key part of encouraging healthy eating habits
"Takeaway can be the same price - let's get back to the basics and learn how to cook nutritious food."
The money raised will go towards the Ballarat Foodbank
providing access to food for those less fortunate
"It's a real point to say it's the tip of the iceberg as far as the food issue," Ms Pettit said
"Everyone has a basic right to nutritious food
and at Foodbank we can start helping agencies deliver."

She's also hoping the corporate partnerships will lead to more good work being done around town
