The Cēsis Concert Hall offers the opportunity to meet world-class musicians at its concerts
while festivals take over the town in the summer season

Atis Egliņš-Eglītis (New Unity)
explained why it was important to raise the bar of cultural life even higher:
"When we lost the European Capital of Culture status to Liepāja
we thought what to do with all the work we had done
We quickly came up with the idea that we have to make this year happen
we have to make it happen within the Latvian framework
and we can see that people want to get involved more and more as we approach this year."
The city of Cēsis and the whole region will be involved in the Latvian Capital of Culture
and preparations have started in Piebalga to live up to the title
head of the Piebalga Museum Association "Orisāre"
talked about what has already been implemented:
"The theme of the Capital of Culture is "Culture in Heads
closing the 145th birthday year of writer Kārlis Skalbe
has already created an outdoor Christmas exhibition "The Castle and the Hut Shine" in the Skalbe Museum
So we have already started with the lights
and then all the successive events will take place
in Jaunpiebalga we have already started this series of events with the opening of the exhibition "Light"
The exhibition brings together a large group of people from Jaunpiebalga with their works
which multiply and bring light," added Egita Zariņa
Concerts dedicated to the composer Emīls Dārziņš will also take place all year: "[Emīls Dārziņš will turn 150 next year
and this is also one of the important highlights because Emīls Dārziņš is first of all from Pieabalga and only then the genius of all Latvians."
There will be events in Cēsis throughout the year and
as Egliņš-Eglītis pointed out
the summer season will be particularly rich in cultural events:
"One of the biggest events we have created is the performance "Clay"
which involves our amateur dancers and singers
We have also just announced the Latvian Choir and Ensemble Competition and we invite choirs and ensembles to take part in this competition
that planning is still going on all year round."
But what about the financial side of such an ambitious commitment
This is not the easiest time for municipalities
"We have divided the funding into several big blocks," said Egliņš-Eglītis
We are working on attracting project funding
We are also working on attracting private funding
very hopeful that we will be able to measure the cultural impact on the local economy that this cultural year has brought
because culture brings us tourists and tourists are happy to leave more money here
We hope that this is not only a cultural project
Cēsis residents suggest that the designation of the Latvian Capital of Culture should become a tradition so that other municipalities can follow
we don't have such a national level activity or initiative
where there are Lithuanian capitals of culture
but what we have discussed with the Ministry of Culture - we think it should be introduced in Latvia as well
We see that it motivates the local society
This cup should be passed on to other municipalities," said Egliņš-Eglītis
The opening of the Cēsis municipality year of culture will take place on January 18 with a concert in the concert hall "Cēsis"

Performance would have been premiered at the end of June
2020 as part of the conversation festival “Lampa”

the team was not able to enter the institution and not able to work closely with youngsters in person

“Magic Carpets” platform is an international platform with a goal to foster the development and mobility of emerging artists by providing different residency opportunities
The emerging artists in residencies have the chance to collaborate with local communities and artists and to work in the field of socially engaged and responsible art creating new multi-discipline artworks related to current issues of global nomadism
The platform and residencies are co-financed by the Creative Europe programme of the European Union and Ministry of Culture of the Republic of Latvia.

The history of Latvia does not begin or end at the present-day state borders of Latvia and is more than just the history of the ethnic Latvians
which were fought with the active participation of not only German and Estonian armed forces
but also the Baltic German troops – the latter constituting an important part of the people of Latvia – is a particularly striking example of the links that ties the history of Latvia not only to the situation in the neighboring lands and nations
but also to developments in a broader European context.

After the liberation of Riga from the Bolshevik forces in late May 1919
the Baltic Germans’ land defense forces (Baltische Landeswehr) and the Iron Division received an order from General Rüdiger von der Goltz
the commanding officer of the German forces in Latvia to advance north-eastward and take control over Vidzeme region of Latvia that had been seized by the Estonian army and the Northern Latvian Brigade
units of this Brigade had reached Cēsis
These troops were politically subordinate to Kārlis Ulmanis’ Provisional Government
which after the German coup d’etat on 16 April 1919
operated from the steamship “Saratov”
under the protection of British vessels.
On 3 June representatives of the Landeswehr arrived in Cēsis
the commander-in-chief of the Estonian forces
leaving the railway between Ieriķi and Gulbene under Estonian control
The German forces did not accept the ultimatum and the subservient-to-the German government of Andrievs Niedra decided to direct the German forces to Valmiera and Valka to end the “Estonian occupation”
When an Estonian armored convoy left Cēsis on 5 June 1919 to monitor compliance with the Estonian demand
but the convoy was nonetheless forced to withdraw to Cēsis

The Germans’ attempt to entrench in the World War I fortifications by Inčukalns also failed as they had to leave these positions on 26 June 1919
the Germans retreated to the line of the River Jugla
By July 1919 the Estonian forces captured settlements Daugavgrīva
Mangaļsala and Vecmīlgrāvis that today constitute suburbs of Riga
The 3rd Estonian division even launched artillery bombing of Riga
This created panic among the German forces and the Baltic German population of Riga
Niedra’s government had left the city and ceased all activities

Further warfare was affected by the Entente position
the representatives of Allied missions in Liepāja mandated Emmanuel du Parquet
which resulted in signing a treaty in Strazdmuiža
on the shore of Lake Jugla in the morning of 3 July 1919
The treaty provisions required that hostilities be suspended and that the German forces withdraw from Latvia at the earliest opportunity
Their troops had to be withdrawn from the right bank of the River Daugava
Riga and its vicinity by the evening of 5 July 1919
while the Estonian forces had to halt at the site they had stopped on 3 July 1919
The Allies assumed responsibility for establishing the provisional Riga city governance
This concluded a complicated phase in the Independence War of Latvia
The victory at Cēsis allowed Ulmanis’ Provisional Government on 27 June to disembark the ship anchored in Liepāja and on 8 July to return to Riga and take control over the territory of Latvia
which was now liberated from the Bolshevik rule
Niedra’s pro-German government ceased to exist
A united Latvian Army was formed and it had to brace itself for heavy battles yet to come: against Pavel Bermondt’s troops in Zemgale and Kurzeme regions and the Red Army in the Latgale region.
The dominating perception of the Battles of Cēsis is basically accurate: during these battles
heroically fighting side-by-side with the Estonians
instead to pursuing the Red Army into Latgale
aspiring to drive the Latvians and Estonians out of this region and establish control over it
such an assessment of the situation almost completely disregards the international context
which made such a scenario of history impossible
This context must not be ignored if we want to understand our past
as this can be done only by examining it in a broader context of developments in Europe as a whole.
We must bear in mind that at that particular moment
the negotiations at the Paris Peace Conference were entering the decisive phase: on 7 May 1919
the Allies finally submitted provisions of a peace treaty to the German delegation
which had been summoned to the French capital for this purpose and had not been involved in the elaboration of these provisions
apparently even unacceptable demands pertaining to territorial concessions
restrictions on the size of the armed forces
The German side managed to mitigate them only on insignificant issues
the representatives of the victorious nations did not deem it necessary to meet personally with the German delegation
preferring to contact it through correspondence only
in the camp of the German patriotic forces and the corps of the German armed forces officers a conviction took root that the peace provisions were unacceptable and thus
on 23 June warfare between Germany and the Allies would resume
Such considerations dictated the actions of the German armed forces in several of their dislocation sites in Central and Eastern Europe
It was these aspects that lay behind the political motivation of General von der Goltz
the commanding officer of the German forces and his headquarters as they launched the Cēsis operation
It was aimed at creating a bridge-head for gaining control over the entire region
eventually joining forces with General Nikolai Yudenich’s anti-Bolshevik Northwest Russian Army
which was situated in Estonia and in May had launched another seemingly promising attack on Petrograd (mod
The Germans even attempted to send a written appeal to Yudenich to join forces in order to eradicate the independence of Latvia and Estonia
but the Estonians intercepted the aircraft carrying the German envoys.
believed that full-scale military activities could resume
On 18-20 June 1919 the numerous representatives of the British
French and USA missions stationed in Latvia received an order to evacuate from Riga and the towns of Vidzeme and Kurzeme regions to Liepāja
The Allied vessels anchored in the ports in Germany
Riga and Liepāja were instructed to head for the ports of their own respective or neutral countries in order to avoid German artillery fire from the coast
were leaving Liepāja for the same reason: in order to evade the artillery fire from the Allied vessels upon the resumption of warfare
This complicated international political situation and its military repercussions either in the history of the Latvian statehood and its Independence War in general
or in the history of Liepāja town in particular have not been researched thoroughly yet.

Germany accepted the demands and on 28 June a peace treaty was signed in Versailles Palace
The Battles of Cēsis: the correlation of forces and losses
being an important turning point in the history of the Independence War of Latvia
are broadly perceived as ranking among the largest-in scale and most important battles in this war
both in terms of their military scope and casualties
the military activities at Cēsis lasted only for a few days and took a relatively small number of lives: during the two phases of these battles the number of killed and missing soldiers in the Estonian army amounts to 133 and in the Northern Latvian Brigade 33; from the German Landeswehr 65 soldiers were killed and 15 are unaccounted for
The exact figure of losses in the Iron Division has not been established
In terms of the number of involved soldiers and casualties
the largest-in-scale battle of the Independence War is the one that took place in the environs of Daugavpils in 1919
There the Polish and Lithuanian troops clashed with the Soviet Russian army
which had in its ranks also Red Latvian and Estonian units
The total number of casualties of this battle amounts to several thousands
Until recently this battle had been left to oblivion even in the context of the history of the Independence War because the Latvian army as such did not take part in it.

which took root in the interwar period and has not been fully eradicated yet
that it was the Latvian rather than the Estonian forces that played the dominating role in the Battles of Cēsis
Although nowadays we have overcome the tendency of the 1930s to belittle the role of the Estonian troops or even ignore their participation in the Battles of Cēsis
the understanding of the correlation of the involved forces is not always sufficiently thorough
There is no doubt that it was the units of the Estonian army (approximately two thirds of the involved troops)
for objective reasons being better organized militarily and having better fighting capacity
The assessment of the Independence War of Latvia is still dominated by the traditional understanding
which took root in the interwar period and according to which every aspect of A
Niedra’s government is treated only in a negative light
the latest research suggests that such evaluation is overly one-sided
It first and foremost ignores the fact that the very existence of A
Niedra’s government was a logical outcome of the development of Latvia and Latvian society and that the motivation of the politically conservative Latvians who formed this government was dictated by the unique course of national development that
made inevitable close co-operation with the Baltic Germans
although the latter were seen in a controversial light
as well as other factors that need to be researched in more detail.
The complicated nature of the operation of A
Niedra’s government and the clearly ethnic Latvian origin of many Landeswehr soldiers illustrate the complexity of the respective period of history and the diverse motivations of the involved parties
one of the participants of the Battles of Cēsis from the part of the German Landeswehr was Captain Hugo Helmanis
a Latvian from Riga who later became one of the most heroic officers of the Latvian army and a figure of legends.
The research on the Battles of Cēsis and their military and political background contributes to the understanding of the complicated course of the Independence War and to the awareness of the complex nature
multitude and importance of the issues of the history of Latvia that still remain to be studied.

says one of the festival's organizers Nata Bramberga.
If the coastal city of Liepāja is known in Latvia as the city of rock music
Cēsis was once known as the capital of metal
"Crowds of metalheads from Cēsis were spotted from afar
Groups of rebellious youth sprang up all over Latvia in the late 1980s
"They [the rebels] could not have cared less about metal music
The Cēsis gang was known not only by youth in other cities but also by the Soviet militia
The leader of the Cēsis rebels and one of those who brought metal to the city was Gundars Vīksna
he was from a family of musicians and very much into it all
And people really flocked around him."
Zāģis thus gathered quite an impressive following
and everyone eventually went their separate ways
Zāģis' journey on this earth unfortunately ended
An "insane" number of people came to the funeral
out of who knows where after all these years..."
The old acquaintances figured they should meet up in the summer
A place for the party – the territory of a farmhouse in Vaive near the city of Cēsis – was offered by Uldis Voitkevičs
who once played in the band "Procession" together with Zāģis
the idea really was just to meet up as old friends
But when the Latvian death 'n' roll band "Sanctimony" unexpectedly agreed to perform
"Procession" reunited though without Zāģis
more artists emerged and friends of friends expressed interest in attending – and so the house party grew into a festival
"We had zero experience in organizing such events
and that might have been a plus," says Nata
The first festival "Zāģis '22" was attended by around 250 people
even the Latvian leading folk metal band "Skyforger" took the stage
renamed "Zombïfests," with about as many metalheads at the scene as in previous years

as well as the Estonian Woundgiver and UK-based Helestios
Asked how they get international artists to perform at the small event
proving once again that the metal community around Cēsis is far from dying out
The live performances began at 1 PM and ended at 1 AM
but the music never died down – metal boomed in the surrounding areas till the morning light and onward
say Nata and Uldis – they have got used to music over the years
Though Zombïfests had all the makings of a proper festival – an impressive lineup
merch and tents – it also possessed the charm of a private party with group photos being taken
and very little of the mess that usually gets left behind

Latvia’s museums exhibit only a small part of the archaeological findings from Cēsis Castle
A considerably larger number of the 13,000 artefacts is found at the collection storage facilities of the National History Museum of Latvia (Rīga)
and the Cēsis History and Art Museum (Cēsis)
"In order to consolidate the collection of artefacts stored across two museums
Cēsis Culture and Tourism Centre have started to develop an open resource – a database of archaeological objects from Cēsis Castle
The initiative goes hand in hand with the publishing of the monographic series Cēsu pils raksti (Research Papers of Cēsis Castle)
Database users can see the artefacts published in Cēsu pils raksti
as well as access all published research papers," a release about the initiative says
The archaeological excavations at Cēsis Castle resulted not just in a sizable number of artefacts
but also many stone architectural fragments: corbels
which wound up in the archaeological layers with the collapse of the castle’s buildings
This is one of the most extensive and valuable collections of medieval architectural fragments in Latvia
To ensure that these significant relics are easily accessible
the database has a section with photos and drawings of the stone architectural fragments found at the castle

A unique inscription from the second half of the 16th century has been found on a stone in the South Tower of Cēsis Castle during an inspection of a winding staircase which had been inaccessible for centuries
culturally and historically most significant inscription in stone to have survived at Cēsis Castle

noticed a previously unknown inscription on a stone – a meticulously engraved coat of arms
The initials WKVA are carved around it and can also be seen in the middle part of the stone
A house mark sits in the centre of the coat of arms
town dwellers used these rune-like symbols as a kind of coat of arms
An owner marked his valuable possessions with the house mark and used it as a signature and stamp
The decorative shape of the shield is characteristic of the second half of the 16th century
the stonework revealed some lines of text having faded over the years
the slanted text in Latin on the right side of the stone was easily readable – “Si Deus pro nobis quis contra nos” i.e
It is the question the apostle Paul asked in his letter to the Romans
situated below the coat of arms, is difficult to read and will have to be deciphered during further research
Now only visible under particular lighting conditions
the text would have been much more obvious at the time of its inscription
As with the rest of the tower’s inner walls
the engraved stone was once coated in limewash
There was enough contrast between the white finish and the areas where the dolomite stone has been engraved to be able to read the wording in the shadowy rooms of the tower
Close examination of the inscription revealed that a pointed iron tool was used to engrave the dolomite stone
It seems that the author used a knife although the hard stone would have blunted the sharp tip
the content of writing suggests that the inscription may have been made during the siege of Cēsis Castle
the castle experienced its first siege in 1577
This episode of the Livonian War has gone down in history as one of the most tragic events in 16th century Europe
For five days the Russian heavy artillery battered the castle walls until the besieged garrison -- incuding many ordinary townsfolk -- blew themselves up
unwilling to succumb to Tsar Ivan the Terrible
Many hundreds of Livonians died in the tragedy
It is only since last year that researchers have been able to access the South Tower of Cēsis Castle at all levels
the tower’s ceilings and winding stairs were restored
(a name also used by a famous medieval tower in Tallinn) the tower is an excellent example of medieval military architecture
It is soon to be opened to the public.

During June 1919 fierce fighting took place around Cēsis with Latvian and Estonian troops joining forces to repel and defeat the German Landeswehr
A series of commemorative events have already been taking place for weeks but reach a peak on June 22

a reconstruction of the battle and visits from dignitaries including President Raimonds Vējonis

Such a train played an important part in the battles and the insides of the carriages have been converted into a museum telling the story of the Cēsis battles

Residents of the other 11 apartments suffer from the woman's hobby and are thoroughly annoyed
They have filmed proof that a large clowder of rats inhabit the apartment.
“We wrote to both the Food and Veterinary Service (PVD) and police
that you can keep as many as you want and how you want
The PVD had come and said the animals had food
everything was enough and it was private property and there was nothing they could do,” Vitalijs said

Vitalijs explained that residents were forced to keep the front door open even in winter to allow fresh air to circulate in the stairwell
Residents of the house have observed that Jeļena comes to feed the rodents in the evenings
The Chief of Police of Cēsis municipality Guntars Norbuts confirmed that a collective complaint signed by residents was received
so they verified this information and sent it to the PVD in 2022
Animal welfare has been checked and an explanation has been received from the landlady
And she had previously called the PVD and made sure there was no limit on the number of pets
but the animals had to visit the vet as needed
Animals are separated in cages by gender and do not reproduce
animals are not sold,” Norbuts explained
The Administrative Commission of the local government
Orphan's Court had also reportedly visited the apartment and found no violations
even though one could argue that the rats are minors living by themselves
the neighbors have the right to complain about the smell but there is no law on their side.
Jeļena herself confirmed that she did not live in the apartment

but then realize the animal needs to be taken care of and it becomes redundant
The highest number of abandoned ornamental rats was seen in the year 2020 - the year of the rat - when people bought them for good luck
but it turned out that this good luck charm also had to be fed and cleaned
She has been caring for such discarded rodents for a decade
Requests to take in abandoned rodents come from all over Latvia
"I somehow can't pass them by because there are many cat and dog rescuers
but there is no shelter that would save the little ones,” Jeļena said
The video shows the rodents being well maintained; the cages contain cardboard houses
for rat seniors - throw blankets and pads so they don't get hurt
Jeļena agreed that the smell could spread
garbage bags are not always immediately removed after cleaning cages
She is said to have been looking for other spaces so that this rodent rescue mission isn't cumbersome for neighbors
Jeļena sent an official document to the program - the vet has checked the animal health condition and they are all healthy
Cēsis municipal police also admitted that the woman was doing a good job because otherwise abandoned animals would perish

In the 19th century Tsarist Russia fought several wars with the Ottoman Empire
notable as mass conscription was called in the Russian Empire
but it's a lesser known fact that hundreds of Ottoman Turkish prisoners of war made it to the wintry hills of Latvia
Latvian Radio retraced the footsteps of this fascinating historical event in a story that appeared on LSM Friday
Latvian Radio was guided by Tālis Pumpuriņš
a specialist at the Cēsis History and Art Museum

making them all but indistinguishable from the others

Even though the wide-reaching cemetery is on a hill and seems more like a memorial, not all the locals have heard of it. [Editor's note: Our editor-in-chief Mike Collier, a Cēsis local, made a video about the cemetery two years ago.]
To learn how the Turks ended up in Cēsis
Latvian Radio went to the War Museum to talk with historian Juris Ciganovs
The War Museum has but a few testimonials about Latvian soldiers of that time - only a single memorial medal plus a map of the Russian-Turkish war
Ciganovs said that the war of 1877 was important as due to mass conscription the first officers gained vital experience in the war
"One of the best-known participants in the war was Andrejs Pumpurs
the author of [Latvian first] epic Lāčplēsis
He sent descriptions from the war to our newspapers," said Ciganovs.
"However it is not known how many Latvians fought in the war
Such information is perhaps to be found in Russian archives," speculated the historian.
Perhaps the archives would also explain how the Turkish prisoners got to Cēsis
At the moment it's only clear that when Russia beat the Ottoman army by the Bulgarian city of Plevna in September 1877
the Russian army decided to do something unprecedented with the numerous POWs
when after the battle of Plevna Russians took a huge number of Turks captive and they were sent to different regions of Russia by quotas
A few hundred were taken to Cēsis where they spent the years of war," said Ciganovs
The Turkish prisoners didn't influence the life in Latvia or Cēsis much
and there is little testimony to their presence so far away from home
which Tālis Pumpuriņš related to Latvian Radio
"First they lived in Cēsis under supervision
as they were so far away from their motherland
their regime became freer - they could traverse the city
After a while some went back to their homes
while others struck root in Cēsis," said Pumpuriņš
While one Kārlis Dzirkalis documented the life of the Turks in Cēsis
"The Turkish prisoners were dressed in grey-brown short-coats
On their head they wore red felt fezzes with a black plume and a crescent in front
Some had a white or motley towel tied around the fez
while others had motley and red kerchiefs in place of fezzes
The prisoners were of different ages - young and old
who was important to promote awareness of the Turkish prisoners in Latvia
"They were of a dark-skinned and lithe complexion
They were very polite towards locals and so became generally liked by everyone," wrote Dzirkalis
Women and children were a little afraid of them though
The prisoners were very peaceful and honest
Russian soldiers got along with them well too
When meeting on the street they screamed something in their own language
It was the ordinary 'salam alaikum' greeting."
who was the author of the idea for the Turkish cemetery monument
He is known as one of the scout movement organizers and participated in the 1919 battles by Cēsis
"The Turks were forced to leave the city when World War I began
Cēsis was pronounced a frontal city and Turks were once again on the opposing side," said Pumpuriņš
who prepared an overview of the cemetery's history for Latvian Radio
The only testimony to Turkish prisoners in Cēsis is the cemetery
where those who died the first winter were buried
Presumably due to the climate the Turks fell ill with several respiratory diseases and later typhoid
Pumpuriņš said the cemetery was placed near the barracks where the prisoners resided
"There are 25 Russian-Turkish prisoners of war
The 26th was a Kyrgyz who dug trenches in WWI and was laid to rest here as a Muslim
alongside his brothers in faith," said Pumpuriņš
Winter/spring 1878 - 19 fall ill and die from typhoid
Summer 1878 - the municipality erects a 1 meter high granite stone
World War I - as Russia and Turkey are at war

architect and social worker turns to local authorities and Turkish diplomats in Latvia with a request to landscape the Turkish cemetery
September 1937 - opening of the landscaped cemetery
2004/2005 - reconstruction of the cemetery
as well as the lost crescent and star symbols
2008 - the cemetery is named a Europe's extraordinary cultural heritage monument
He caught typhoid from the prisoners and also died
He was buried in the German cemetery in Cēsis
However Turkish fates in Latvia don't stop in Cēsis
There'a a Turki parish near Līvāni
More than 30 years the chairman of the parish is Aivars Smeceris
who was prompted to look for the etymology of the name due to the strange name
which means simply 'Turks' in Latvian.
He told Latvian Radio that he found information in the archives of Russia and Belarus
It's written there that more than 700 Turkish soldiers
who were taken prisoner by Shipka and Bazargic (now Dobrich) in Bulgaria and were kept
"There is information corroborated by a Russian State War History Archive certificate as well as one from the Belarusian National History Archive that there's an order for the Vitebsk governor from the Vitebsk war district head for creating an infirmary in Kreutzburg or Jēkabils
for supplying necessary medical personnel and different wares in order to house 727 Turkish prisoners of war in February 1878 and March," said Smeceris
Documents certify that 236 of them were given bed-clothes
and were settled in barracks-style buildings in Jēkabpils.
Smeceris also told about a telegram that asks to transfer the Turkish prisoners as there were increasing numbers of fires for which the prisoners of war were partially responsible
It is not clear whether the prisoners were afterwards transferred to the Turki parish which then would have been named after this historical event
but admittedly unverifiable tales of the locals are the only testimony to that
as no graves or church records reveal their further fate
Even though the historian Ciganovs was quick to say that the two are completely different

No technical problems with the operation of the aircraft were observed during the landing
the aircraft took off to continue its flight to Biržai in Lithuania
but technical problems with the engine were observed during the takeoff at approximately 20 meters
The pilot attempted to make an emergency landing near the airfield without completing the takeoff
but the landing was unsuccessful and the aircraft crashed near the runway.
The aircraft was registered in the Lithuanian aircraft register
and the pilot had a lot of flight experience

Thousands of people are expected to flock to the central Latvian town of Cēsis on August 9 for the annual 'Medieval day' at the landmark Livonian Order castle
When the knights in armor have done battle
but a different battle will continue - one designed to lure back residents of Cēsis or 'Cesnieki' who have emigrated
"We don't have precise figures but we estimate around 3,000 or 4,000 people have gone," Cēsis mayor Janis Rozenbergs tells LSM
"Twenty years ago the population of Cēsis was 20,000
on paper it's 17,000 but in real life it's 15,000
We have negative demographics and along with that we have emigration," he says at a conference showcasing a new initiative his town is taking to lure back those who have left in search of work abroad

“The main message we tried to get across on our UK visit was that we remember you and we don't want to lose this connection

"We need to help ourselves and not wait for the state to help us," he says
"This could serve as an example not just to other towns in Latvia but to other towns around the world with emigration problems."
But plenty of work remains to be done to attract Latvia's best and brightest home

she left her homeland for the UK in 2009 after studying international relations in Latvia and the Netherlands

It was first founded in 1206 and is the country’s 3rd-oldest city and is also the birthplace of the Latvian flag
The celebrations of this monumental occasion usually take the form of a grand festival – the biggest one of its kind in the entirety of Cesis throughout the year
But with the ever-present threat of COVID-19
authorities in the Latvian city have decided that it would be impossible to hold the city’s traditional birthday celebrations in a regular manner
thus making Cesis 814 the country’s first virtual city festival
This year’s festival is held under the theme “Celebrate Together!” and will take place on 18 July
The name of this year’s iteration of the holiday was chosen deliberately by local authorities in order to emphasize the shared sense of community felt by citizens of Cesis in the times of the coronavirus pandemic
Andra Magone, the director of the Cesis Culture and Tourism Centre stated that "Of course
We understand very well the cities that chose to cancel their holidays
but "Cēsis 814 "is a tradition that we wanted to preserve most of all

Midsummer break doesn't just concern jaanipäev: the origins of the June 23 holiday are less obscured by the mists of time
commemorates Estonia's triumph at a watershed battle for the entire region
that ultimately led to the end of approximately 600 years of German-led hegemony in the region
a scenic Latvian town which crucially also sits on a railway line
Cesis was the site of a 13th-century Livonian crusades-era battle
part of the Estonian and Latvian wars of independence
The opponents of June 1919 were not "Red" Russian forces
but troops fighting to keep the old Baltic German aristocracy in place; just as the crusaders had been
While the Reds aimed for a radical and forced redistribution of land in these primarily agrarian countries
the opposing side at Cesis was fighting for a centuries-old status quo
Estonia and Latvia simply wanted to manage their own lands
the battle's outcome practically midwifed the independence of not one but two modern-day democracies
The German-speaking landowner class had ruled the region for hundreds of years in agreement with the Russians
World War One was the conflict that transformed everything: Russia capitulated through the course of 1917 – the Bolsheviks seized power in November of that year
Later that same year Germany signed a largely French-authored armistice with the Western powers
ending the war on the numerologically neat and tidy 11th hour of the 11th day of the 11th month
But while the armistice on the western front laid things to rest
one pressing matter in addition to the Reds was what to do with a large
armed and organized German force ranging around their backyard..
The lynchpin of these German troops was the Baltische Landeswehr
centered on the VI Reserve Corps commanded by Maj
Von der Goltz was of noble stock and had led a division that in 1918 had "intervened" in Finland's civil war
VI Corps in the Baltic states were bolstered by troops from the (in)famous Freikorps
The victorious western entente powers – the United States
and Great Britain – used VI Corps as a hedge against Bolshevik/Red incursions into the region; a requirement arose at the ongoing Paris Peace process that the German troops actually remain in the area
Their intended use may have reached as far as helping to install a pro-western White Russian force in Petrograd; certainly von der Goltz's memoirs
and many former Landeswehr members' actions in late 1919
Estonian and Latvian aims were far more straightforward: Take advantage of the collapse of Russia and the emergence of smaller, independent democracies – the spread of Wilsonianism across the central and eastern European region
Red Russian forces certainly needed expelling
but the German troops too presented a threat to the integrity of Baltic sovereignty – having already occupied Riga and Tallinn through much of 1918
So these two sides were on a collision course
Estonian forces moved into northwestern Latvia in early 1919 (see map above)
while von der Goltz's VI Corps detoured from chasing the Reds in the east to meeting with the Estonians – who they did not regard as allies – in the north
Thanks to efforts made by Estonian commander-in-chief
Estonia's military had grown six-fold to around 13,000 people in the year between independence and early 1919
While today's Estonian Defense Forces has one division
was joined at Cesis by the 2nd Latvian regiment under Col
This brought around 6,000 Baltic states' infantry to the field
Estonia also had three Tallinn-built armored trains to hand
commanded by (despite being a navy man) Rear Admiral Johan Pitka
and control of the rail line running north to the Estonian border
Pro-German forces' numbers at Cesis were similar
though they enjoyed superiority in artillery and cavalry
with a brief pause during an armistice called by the Entente
The Germans then broke through on the summer solstice, splitting Estonian and Latvian forces and rendering the situation critical for the 3rd Division. (The gallery here gives us some idea of uniforms and equipment at the battle.)
Thanks in no small part to Pitka's armored trains
and a counter-attack by the reinforced Estonians led to a general retreat to the southwest
Põdder gave his command of the day as follows: "The victories won over our stagnant and surrendered enemy
flags and armed units in the local garrisons were set up."
There was an immediate expiry date on Estonia's triumph; the 3rd division was ordered to refrain from taking Riga despite nearly doing so
The Baltische Landeswehr was temporarily placed under British authority
while the pro-entente Kārlis Ulmanis government was reinstalled in Riga
Many German soldiers joined up with Prince Pavel Bermondt-Avalov's West Russian Volunteer Army
to fight the Reds; the Estonian troops in Latvia helped repel a bid by this force to take Riga too
Back in Estonia, the Land Reform Act confiscated and redistributed the large Baltic German estates that had covered more than half of the territory of the country for generations
Jaan Tõnisson's government was pursuing a negotiating-while-fighting approach
was instrumental in pressing to exhaustion the Red forces attacking Narva
and the famous Treaty of Tartu was signed on February 2
Latvia's equivalent treaty was signed in August
The Battle of Cesis represented a decisive victory for Estonia and Latvia alike
and finally spelled the end of the German-led hegemony in the region
while the Soviet occupation of Estonia lasted less than a human lifespan – someone in their teens when it started would have been a retiree when it ended – the Baltic German aristocracy in Estonia continued
First marked in 1934 and reinstated in 1992 after the restoration of independence
Victory Day parades are organized by the Defense League
Not only do the armed forces of Estonia and Latvia take part
That the battle has its own name in Estonian: Võnnu – the Estonian name for Cesis – is significant too
The complicated story behind the lead-up to the battle also gives the lie to the rather pat apothegm "my enemy's enemy is my friend." Not always
Estonia and Latvia had proved they were able to defend their home turf against all comers
rather than be ruled over by foreign powers
the Estonians had managed to ditch a sometimes repressive
