Bartasevičs does not admit the irregularities pointed out by the Ministry of Smart Administration and Regional Development (VARAM) and therefore considers his suspension to be unjustified
the Minister who issued the relevant order feels convinced that the law is on the side of the Ministry
the administrative court in Rezekne lasted almost five hours.
the main task of the hearing was to hear all the parties involved in the debate
Bartaševičs' lawyers had prepared a 44-page speech in which they repeated phrases that had already been heard
such as that the dismissal was political and had no sufficient legal reasons; that the law says that the infringements must be substantial
but the question here is how to define the term "substantial" and which actions can or cannot be counted as "substantial infringements".
the arguments concerning the use of the state language by the mayor were criticized
as was the fact that the minister had not listened to Bartaševičs before his dismissal
The Ministry's arguments are that the President of the Council could not continue to perform his duties because he did not provide true and complete information on the financial situation of the municipality and on the preparation or implementation of the municipality's budget
The ministries also referred to an audit carried out by the State Audit Office last year
which revealed various irregularities.
The arguments of both sides are now before the judges
whose decision is expected in less than a month
April 4 saw Latvian Radio 3 broadcasting live from the GORS concert hall in Rēzekne with a concert by the Latvian National Symphony Orchestra and its chief conductor Tarmo Peltokoski
featuring Kaija Sāriaho's opus Laterna Magica and Richard Strauss's epic Alpine Symphony
Director Viesturs Kairišs' acclaimed film is based on the moving memoir "On the banks of the Veļupe" by writer Melanija Vanaga and tells the harrowing story of her experiences during deportation to Siberia by the Soviets in 1941
Despite everything she survived to write down what she experienced and so that future generations would not forget.
Unfortunately this LTV broadcast version does not include English subtitles
but the stark black and white cinematography speaks for itself.

The focus of the exhibition is on musical instruments
and music which can be created by both the visitors themselves and specially installed sensors on the exhibited instruments
The exhibition is also adapted for people with visual impairments
which dubs itself the 'Latgale Embassy'
visitors are immediately drawn to the musical instruments located on the first floor
including a massive organ and a whistle made from a walnut shell
"The exhibition is divided into six groups: wind instruments
percussion instruments and innovative instruments," says exhibition curator Liena Šmukste
reviewing the exhibits shortly before the exhibition's opening
where you can also learn about the factories where the instruments were built
or about the person who owned one of the instruments."
the Latvian National Museum of Literature and Music has exhibited 50 musical instruments in the exhibition, spanning the period from the 18th century to the present day.
One of the oldest is the 18th-century timpani
In addition to historically ancient musical instruments
relatively recently created musical instruments
Liena Šmukste says: "Innovative instruments that are specially made and in one example only
This is the pride of our museum – a synthesizer specially made for Juris Kulakovs
There are also whistles and snare drums made by Aleksandrs Maijers."
Visitors can expect six audiovisual stories and digital and interactive demonstrations of the sound of individual instruments
Sound must be present even in an exhibition of musical instruments
is convinced: "My contribution is the desire to create a feeling that it can be done
and that our hands are in contact with how the instrument sounds
the instrument can play a recording when you bring your hand closer
any thing that cannot be touched must be alive."
The exhibition shows only a small part of the instruments in the museum's collection
as their number is measured in the hundreds
The exhibition was on show last year in Liepāja
and now residents of Latgale can also look into the museum's treasures
The musical instrument exhibition will be on display until June 15

Now there are eight more buses running from the capital and back than hitherto, with more comfortable coaches
The people of Rēzekne have welcomed the changes
but surprisingly, even with the introduction of commercial links
it is still not possible to travel by bus from Rīga to Rēzekne in the morning or from Rēzekne to Riga in the evening
a commercial bus from the company "Norma A" with the inscription "Ecoline" leaves from Rēzekne for Rīga
About ten passengers are waiting for it at the stop
and many of those spoken to by Latvian Radio are going to medical institutions in the capital
The price of a bus ticket on the existing state-subsidized buses and the new "Norma A" commercial service is the same: EUR 11.70.
Twenty minutes after the commercial departure to the capital
a "Rēzekne autobusu parka" bus departs on its state-subsidized service
About 20 passengers have chosen to ride it today
admitted that she would have traveled by commercial bus
but was not sure that it would really happen
the locals were shocked because there was no such bus
If there will be more buses from Rīga and from Rēzekne
The issue of ensuring coach traffic between Rīga and Rēzekne in the evenings and mornings remains unresolved
In order to prove to the Road Transport Directorate the necessity of such bus trips
writer Ilze Sperga started collecting signatures on the civic democracy portal manabalss.lv in December last year
because the Saeima Human Rights Commission considered this issue in January of this year
and I hope that the times of state-subsidized services will be changed
adjusting them to the needs of economically active people," she said
Chairman of the Development Council of the Latgale Planning Region
said that commercial carriers calculated the evening departure to Rīga and the morning departure from Rīga as unprofitable and so refused to run them
in order to ensure the opportunity for economically active people to arrive at a certain destination on time
it is necessary to look for an opportunity to change the time of state-subsidised services
"Whether they will be from Rēzekne at 8:00 p.m.
A meeting of the Planning Region with the Public Transport Council Commission is scheduled for next week," Maksimovs explained
the requirement for municipal executive directors and their deputies to have VDD's permit to access state secrets entered into force
The State Security Service said that it had assessed all the applications submitted by local government executive directors and their deputies to obtain a special permit for access to state secrets
the Service adopted one decision on the refusal of a special permit due to identified risks to the security of protected information
The Rēzekne Interim Administration on Friday dismissed the Executive Director
This may have been due to the refusal of the State Security Service to grant him access to state secrets
LTV has not yet been able to contact Olehno himself
The VDD also issued special permits to eight local government leaders for a shortened period - one
or three years instead of the maximum five years
The special permits were issued for a shorter period due to identified risk factors, which are not yet sufficient grounds for refusing a permit under the Law On Official Secret
The VDD will continue to pay close attention to the activities of these persons
The Science and Innovation Centre of Riga Technical University has been awarded the right to organise the hackathon in Latvia
“Latvia has been selected as one of eight countries to organize the European Commission-supported Defense Industry Hackathon
I am confident that this event will make a significant contribution to the development of new technological solutions
The development of such solutions allows strengthening Ukraine's defense capabilities and promotes the development of innovations throughout the European defense sector,” said Defense Minister Andris Sprūds of the annoucement
The hackathon will take place from May 9 to 11 at the Rēzekne Academy of Technology [which is an affiliate part of Riga Technical University despite being on the other side of the country]
the hackathon will take place in seven other countries: Spain
bringing together defense industry innovators from the European Union and Ukraine to develop innovative hardware and software solutions for Ukraine's defense needs
the European Commission is offering European Union innovators the opportunity to apply for co-financing under the Defence Innovation Programme
established under the auspices of the European Defence Fund (EDF) to promote defence innovation in the European Union
The programme offers a toolkit for small and medium-sized enterprises
including start-ups and other non-traditional actors in the defence industrial ecosystem
to ensure wider access to the European Defence Fund
The European Commission has set three defence priorities for the 2025 hackathon: 1) tactical surveillance systems; 2) cost-effective combat protection equipment; 3) improved military medical assistance.
technology and defense industry representatives
as well as entrepreneurs with experience and interest in developing defense technologies will be invited to participate in the event
It is planned that the event will gather around 100 participants

As we've already reported, there's an excellent and innovative exhibition of unusual musical instruments currently in place at the GORS arts center in Rēzekne
If you find yourself in the Latvian capital this weekend there are plenty of good exhibitions from which to choose. But our pick this week is the Bernar Venet retrospective at the Rīga Bourse art museum
It includes a total of 28 paintings by the artist
presenting both recent works and examples from the early stages of Bernar Venet’s career
The central axis of this exhibition is mathematics
encompasses ‘the greatest abstraction ever created’
but it also showcases his mastery of imaginative graphic design
In a poll organized by the Rēzekne municipality on renaming "Russian-friendly" street names
the majority - 1016 out of 1120 respondents - were against
The choice was mainly based on costs rather than political views
resident of Maskavas (Moscow) Street: "Registration of residence
registration of inheritance - all this will come out of our wallet
Rēzekne resident Jāzeps: "What is the fault of Maskavas Street
Is there no need for that money elsewhere?"
The municipality believes that the names of Rēzekne's streets can only be decided by Rēzekne residents themselves
in particular by the residents of the streets in question
so no decision on the change is being made at the moment
The change of street names was initiated by the Public Memory Center
Now the issue has raised even more concern
with the opinion of its citizens expressed in surveys
has been heard on well-known platforms in Russia - the Putin-founded Russkiy Mir Foundation and the Russian secret service website Sputnik
The Public Memory Center has also appealed to the Rēzekne municipality to demolish the Jānis Zvīdra monument
but the municipality has still not responded
Active cooperation between the two universities has been going on for quite some time and a detailed merger plan is currently being developed
RTA students are already cooperating with the Technical University and told Latvian Radio they were looking forward to the merger
Active cooperation is also taking place at the management level of the two universities and
although it is a little more than half a year until the merger
some of the issues related to this process have already been resolved
All the research grants have been launched
which will certainly strengthen this scientific capacity for Rēzekne
we still have to improve the study process and adjust various systems..
Absolutely nothing will change for the students
except that those who will graduate in the summer will have a diploma from Riga Technical University
as well as study programs for those who have already started studying
What we have started talking about with Riga Technical University is that there could also be separate study programs that are currently implemented only at RTU
but which could also be implemented in Rēzekne in certain cases
taking into account the demand from entrepreneurs
the labor market in Latgale needs it," explained Mietule
Last weekend RTA was visited by a RTU working group consisting of more than 30 people
Rector of the university Tālis Juhna emphasized that the main emphasis of the technical university is on STEM sciences – engineering
and the aim of the university is to establish a stronger representation of these in the regions
"We are now working on the last paragraphs of the cooperation agreement
where it will be agreed how this merger will take place from a formal point of view
work is now underway in various working groups
the scientific directions are being compared
"Our plan today is to talk about the nuances that have not been discussed
We are 33 people here and in separate offices
the IT departments communicate with each other
where we will start working on such detailed issues in the improvement of the study process
This work will begin when we have already united," explained Juhna
Another regional university – Liepāja University – was added to RTU as a separate structural unit in March of this year
Tourism experts expressed hope that in a city where there is a shortage of accommodation for guests
another new apartment with original added value
and a prayer house will boost tourism in Rēzekne
Nikonova said that this is one of the steps to introduce young people and tourists to the Old Believers' sacred heritage
"Every item in the interior here has been thought out - either coming from the Old Believers
We see that it looks similar to how it was in our grandmothers' homes
but it has been interpreted in a modern way," Nikonova said
Although Old Believers are one of the most secluded denominations and there is not much information about their daily life
the Rēzekne Old Believers Church has decided to reveal a little about itself
inviting both believers and tourists to visit the museum near the house of prayer
spend the night in the Old Believers Apartments and see Rēzekne from the church bell tower
It is one of the largest wooden churches in Latgale and probably in Latvia," said Deniss Molčanovs
while showing the Old Believers' House of Prayer and the bell tower
"We have the second largest bell in the Baltics
The bell is special because when they melted the metal
And that is what makes our bell sound special
not like other bells," said Molčanovs
head of the Rēzekne Tourism Development Center
said that Rēzekne does not have enough accommodation capacity for tourists and visitors
and several apartments available for visitors
The total number of beds in the city is about 340
the capacity of the Gors concert hall for one concert and one event is 1,000 seats
This comparison shows that there is a severe shortage of accommodation both for concerts and for major events in the city," explained Kijaško
sacred tourism has become very popular in the world
and the Old Believers' Apartments will not only become a comfortable accommodation and attract tourists to explore the Old Believers' sacred heritage but also increase the tourist flow to Rēzekne as a whole
"It will definitely contribute not only to Rēzekne
It is a unique product with added value - people can not only spend the night here but also get to know the Old Believers' traditions," said the head of the Rezekne Tourism Development Center
Tourists from Latvia and abroad have already stayed in the Rezekne Old Believers' Apartments
A total of 27,000 tourists and visitors stayed in Rēzekne's hotels and apartments last year
Lieutenant-General Leonīds Kalniņš
said that the drone was not specifically targeting Latvia
Kalniņš said that the drone fell in the Gaigalava parish of Rēzekne municipality. "Shahed" type drones – designed by Iran – are widely used against Ukraine by Russia. All physical evidence at the site of the crash has now been collected and an in-depth analysis of the drone's components is underway
said that the drone was equipped with an explosive device
which was destroyed on the ground after the drone crashed.
Kalniņš said that after analyzing and monitoring the situation
it was concluded that the drone was not specifically targeted at Latvia
Defense Minister Andris Sprūds (Progressives) confirmed that the drone could be considered to have targeted Ukraine
The Minister repeatedly stressed that the debate on whether or not the drone was maliciously targeting Latvia was secondary
the primary issue being that Latvian airspace was violated by a drone of an aggressor state
and this is how the situation is being assessed
Masulis added that it was now necessary to investigate why the drone had strayed and drifted freely towards Latvia
Kalniņš confirmed that it was a military drone with a warhead that did not explode and was subsequently neutralized on the ground by an NBS unit
The NBS investigation is still clarifying whether the drone landed by itself or crashed
Kalniņš pointed out that the NBS had been monitoring the situation with the drone "from the beginning when it was already seen in the neighboring country"
you have to be absolutely sure that it is not a civilian object
such as a hang glider or a small plane that has forgotten to turn on its recognition equipment
the NBS acted in accordance with the decision it made
without elaborating further on what exactly it was
The likely implication is that a decision was made not to shoot it down
He also said that the NBS "does not shoot right and left at the border" to shoot down any suspicious objects
as there have been cases in the past when Belarusian drones have accidentally flown into Latvian territory
Asked whether such incidents could happen again
Kalniņš replied with a counter-question
"Is the war in Ukraine over?" As long as the war continues
there is no guarantee that something like this will not happen again
61 MPs supported the dissolution of the Rēzekne City Council
The law on the dissolution of the Rēzekne City Council was adopted in view of the fact that the Rēzekne City Council has committed violations of the law by failing to ensure the performance of its statutory functions and by failing to respect the interests of the State and the residents of the municipality
The following temporary administration is appointed in the Rēzekne Municipality:
The interim administration will be in place until the Rēzekne City Council
elected in the next regular municipal elections
The functioning of the interim administration will be ensured and financed from the budget of the Rēzekne Municipality
The law will enter into force on the day following its promulgation
The situation with birch in Latvia's forests has changed considerably in recent decades
but now birch stands are also growing rapidly
"The percentage distribution in state forests is different - [birch] accounts for 22%
"In the forest areas of [plywood producer] Latvijas Finieris
The deforested areas are increasingly being restored with birch," said Andis Ķēniņš
logging manager of JSC "Ludza Forest Industry Farm"
The birch stands out for its relatively fast growth and versatile role in the economy
"Birch is a fairly fast-growing tree and does not grow for very long - it could be 150 years if it is not harvested for economic purposes
birch is harvested at the age of about 51 to 71 years
it can grow up to the size of a venerable tree," said Regina Indriķe
Head of the Nature Center of the Latgale Regional Administration of the Nature Conservation Agency
Although birch trees rarely reach the age of a venerable tree
a birch tree needs a trunk circumference of 3 meters
"There is one birch tree in Rēzekne that is not yet a venerable tree
but it has already reached 2.86 m in circumference and is a potential one," Indriķe said
The importance of birch trees in Latvian culture and everyday life is manifold: they are a symbol of Pentecost
and are used to produce various products such as betulin and birch sap
traditionally birch trees are used both for a baby's cot and the cross on the grave
The law was supported by 56 MPs in its second reading
while 22 voted against it and three abstained
did not vote on the issue in the first reading
the majority of its members voted against in the second reading.
The dissolution of the city council was prompted by the fact that it had violated several laws by failing to ensure the performance of its statutory functions and by failing to respect the interests of the state and the residents of the administrative territory concerned
The draft law states that the head of the temporary administration is to be Guna Puce
while her deputies are to be Iveta Mietule and Jānis Belkovskis
The interim administration is planned to function until the Rēzekne City Council
elected in the next regular municipal elections (in 2025)
The law needs to be approved by the Saeima in its third and final reading before it can enter into force

Former Mayor of Rēzekne Aleksandrs Bartaševičs is accused by the prosecution office of stating untrue information in his income declaration
the Corruption Prevention and Combating Bureau (KNAB) submitted to the Office of the Prosecutor of the Investigation of Criminal Offences in the Service of State Institutions a criminal case
which details how over the course of 16 years then the chairman of Rēzekne City Council was not reporting full information about transactions with real estate and private persons worth nearly EUR 270 000
Evidence acquired in the pre-trial investigation shows that between 2007 and 2023
the former chairman of the council had not indicated in the declarations of a state official the information about two pieces of real estate in Bulgaria jointly owned with a relative
the state official failed to indicate in his income declarations the transactions related to the acquisition and sale of these properties in the total amount of EUR 205 786.50
as well as EUR 64 000 transactions with private persons
As a result of the findings of the pre-trial investigation
KNAB asked the prosecution office to commence criminal prosecution of the former chairman for stating untrue information in his income declarations
as LETA was told by the prosecution office
KNAB in another case had urged the prosecutor’s office to accuse Bartaševičs of disclosing restricted access information to his wife Olga and not providing complete information on the share of the loan granted in the declarations of the current state official for a period of ten years in the amount of EUR 33 000
The evidence obtained by KNAB shows that the former Chairman of Rezekne City Council
guided by personal motives and motivated by a family member
instructed a municipal employee to obtain information from the city council’s database
The employee acquired and then provided Bartaševičs with confidential information about multiple pieces of real estate
This information was then disclosed to Bartaševičs’s family member who
according to the information available to LETA
is his wife and owner of several businesses Olga Bartaševiča
Batrtaševiča and her husband’s brother Mikhail Bartaševičs each own half of “Latgalija” LLC
according to the data displayed on the website of the Procurement Monitoring Bureau
has repeatedly won large procurement projects organised by Rezekne Municipality
The investigation also details that in his income declaration for 2014
Bartaševičs did not include information about a loan of EUR 32 984 he gave a family member
KNAB requested criminal prosecution for the ex-mayor for disclosing undisclosed information that is not an official secret
the official’s family member is requested to be charged with inciting the disclosure of undisclosed information
the status of the municipal employee was changed
and employee participated in the investigative actions as a witness

In fact it will be something of a homecoming for the tradition: regional parades on May 4 started in 2012 in Rēzekne
and have taken place in different cities in the years since
Last year was the turn of Alūksne (pictured above)
with things getting started at 09:00 with a service in the Roman Catholic Cathedral of the Most Sacred Heart of Jesus in Rēzekne. At 11:00
a parade of Latvian and foreign armed forces
the State Police and the Young Guard will take place at the Latgale Liberation Monument

The municipality's priority now is to approve the budget
which is scheduled for the March 7 council meeting
because only then might it be able to get a €5 million state loan to cover last year's construction and other debts – although the deadline fo budget approval set by the state has already passed
But the accumulated debts have also come with penalties - the municipality is currently facing €80 000 in penalty interest invoices
Rancāna Street in Rezekne is congested
It is one of the streets where drivers can enter the city from Rīga
there is a stretch of about 150 meters from Rīgas Street to Seiles Street that urgently needs repair
While one side of the street is still halfway in order
so drivers often choose to drive on the right side of the street
Head of the Urban Environment and Development Department
the second critical street section is Strādnieku cross-street in the city's industrial district: "There we are currently preparing a work assignment related to asphalt resurfacing
utility manhole leveling and light repairs so that these sections can be operated
the city of Rezekne will only be able to afford to rehabilitate two street sections of around 300 meters this year
all you hear at 'Rotaļa' kindergarten is a janitor's broom
The renovation of the kindergarten started less than two years ago
the work progressed smoothly - the roof and windows were replaced
work stopped because the Central Financial and Contracts Agency (CFLA) suspended payments of European funds due to a possible conflict of interest - Latgalija
is owned by the brother of now-suspended Rēzekne mayor Aleksandrs Bartaševičs and his wife Olga
the six kindergarten groups have been divided among other kindergartens in Rēzekne and parents' dissatisfaction is growing
But it is not clear if and when the project can be completed.
The new recreation center on the shores of Lake Kovši is just as quiet as the kindergarten
the spa is complete - all the necessary approvals have been received and it will be put into operation soon
This week's council meeting will also consider the issue of another auction
the auction will not be for a construction site with a project sketch
but for a completed facility that potential investors will be able to see in person
The total debt dragging over from last year is €4.3 million
is owed to the construction company Arčers Ltd for the recreation and spa center
The company also sent a letter last week informing of the penalties
Since the facility was not handed over on time
the municipality also plans to file claims and recover fines from the builder
the city has outstanding financial obligations for 28 services against 18 companies and providers
The municipality owes less than EUR 100,000 to Rezekne House Manager and EUR 88,000 to Rezekne Traffic for compensating fares
If municipal capital companies have not imposed penalty interest for non-payment of payments
The total sanction on the shoulders of the municipality is currently EUR 80,000
The biggest penalty sanctions originated from SIA “ACBR” for street repairs
where the amount of punishment reaches 40,000 euros and SIA “Latgalia” for renovating the kindergarten “Rotaļa”
The municipality owes EUR 250,000 to the company “Latgalia” of Bartaševics' brother and wife for carrying out the work
Two weeks later than the law stipulates, Rēzekne city council promises to approve the local government budget at the Council meeting on Thursday
the municipality will again be able to claim a €5 million loan from the Treasury and begin paying off last year's debts

“How do I say this so I am not sued afterward. I personally suspect deliberate action to bring [Rēzekne] to bankruptcy,“ Oļegs Burovs told Latvian Radio
“Expenditure does not add up with revenue
There was probably the idea that we would get the money from the country after that
but 8.5 million is too much,” Burovs noted and emphasized that the situation in which Rēzekne has found itself is not acceptable
Burovs will also encourage assessment of the possibility of amending the law to criminalize local government officials for bringing the deputy to insolvency
responsibility for such a situation lies not only with the management of the City Council and deputies who vote on the local government budget but also with the officials who prepare it
He also said that the state could act more actively because it was already clear in the summer that Rēzekne had problems
But the true picture in Rēzekne is not clearly known and is perhaps even worse
Rezekne local government has until January 22 to submit a balanced draft budget
which will also be evaluated by the responsible Committee of the Saeima
the state should give a loan to the municipality of Rezekne for several years
future life in Rezekne will be very limited in terms of development,” Burovs noted
there are two possible options – the financial stabilization process
possibly attracting an international audience of companies
But Burovs agreed that in the event of an emergency election
the existing leadership could return to power
“The municipality of Rēzekne lacks statehood
which is also economic action,” Burovs summarized

In the infectious diseases unit of Rēzekne Hospital
a €3.85 m renovation of the building was completed
The hospital's management did not allow Latvian Television to see the recently repaired corridors
but it is also visible from the outside – defects in the building are present
The hospital confirmed there was a problem
The communicable diseases unit building is an architectural monument of national significance and it was said to have prevented the possibility of insulating the facade
"It is this aspect that has created an additional risk in the construction process [..]
The problem has been identified in the attic in some spots
but this is not affecting rooms where patients are
a technical solution is being developed to prevent this situation as soon as possible within the scope of the guarantee,” explained Rēzekne Hospital representative Līga Vaičule-Kozlovska

The owner of the hospital is the municipality of Rēzekne
Shareholder Georgijs Orlovs admitted he was not aware of such a problem because he did not intervene in economic matters
Construction work was carried out by "Latgalia"
It belongs to the brother and wife of Aleksandrs Bartaševics
who has now been dismissed as a way of being held responsible for major budget issues and unreported liabilities in the city
The mayor himself attended the building's reopening in September
"I cannot influence what is happening in hospital because a law has been passed that I am not eligible to represent municipal capital companies
I cannot [influence] the company or my relatives," Bartaševičs commented
did not provide answers to questions about construction work
It should be recalled that due to the risk of conflict of interest payments to the municipality of Rēzekne have been suspended in several projects where works have been entrusted to this company

the tariffs on heat supply services in Rēzekne are the highest in Latgale
Although support is granted to households
the rapid rise in heating prices is felt by all residents of Rēzekne City
Rēzekne City had one of the lowest rates in the country
since cheap natural gas was used to produce heat
“Because we had a good natural gas supply contract
Then everyone knows what happened in the world
tariffs had to be increased,” said Rēzekne heating network board member Aldis Mežals
In order to mitigate the rapid increase in the tariff and to address the heating problems in the city
opportunities for new forms of heat production had to be sought.
each of the three municipalities – Central District
and Northern District – has its own boiler house
The largest problems remained this year for the Central District
which is also the largest in Rēzekne in terms of customer numbers
and until now the heat could only be produced using natural gas and diesel
a new chip boiler house built by a private investor – the full company “Rez Nrj” started work in the Central District
said they created the company specifically for this project
Around EUR eight million have been invested in the construction of the boiler house
and this month it is planned to be put into service
Every now and then there are some technical problems that we are dealing with
I think it will be fine by the end of the month,” Jaunzems said
Rēzekne Heat Networks Board member Aldis Mežals revealed that during this year the capital company
plans to build its own chip pot house for Rēzekne Central district: “Investor provides 50%
Rēzekne Heat Networks Ltd has submitted a new draft thermal energy tariff to the Public Service Regulator Commission
which is expected to be 29% lower in Rezekne from February 1 and reach EUR 151.90 per megawatt hour
It should be said at once that the city's population will only feel a reduction of about 5% in their purses
This is because the fall in the tariff will also lead to a reduction in the amount of State compensation

Standing at the monument due to be dismantled in Rēzekne
he stated that he was standing by the monument of “Rēzekne's liberators from the fascist occupation”
the Russians are currently under very strong pressure in Latvia only because “they are Russians”
“Some do everything to make our children forget their mother tongue
depriving them of the opportunity to learn it at school,” said Bartaševičs
“I am speaking in Russian because the Russians in Latvia need rehabilitation
are not guilty of what is happening in Ukraine and are deeply affected by the victims of this war
where Slavs die on both sides of the [front]
we want peace for both Ukraine and Russia as soon as possible,” he said
Bartaševics described the dismantling of the monuments as “barbarism” and said he had sought a compromise with the government to move the monument known as 'Alyosha' to the cemetery
but the government had rejected these solutions
He said he was concerned about the “divide in society” that
is growing very fast and said he can't stop the “blasphemy” toward monuments
The Rēzekne mayor also asked his supporters not to provoke the police and behave with respect during the demolition of the monument.
Recently, the mayor of Daugavpils, Andrejs Elksniņš also came under scrutiny for publicly expressing the opinion that "Crimea belongs to Russia".

The issue of the Latgalian language's widespread use and appearance in the public environment was raised last year at the Latgale Congress by President Egils Levits
"I believe that the Latgalian language must be present in Latgale
visualizing and marking the Latgalian cultural space
which is a special component of the Latvian cultural space. Therefore
the Latgalian language must become more visible and more widely used in Latgale and elsewhere in Latvia," Levits said at the time
Some municipalities have already introduced signage in both Latvian and Latgalian
The existing road signs “Rēzekne municipality” are scheduled to be replaced this year. Such a decision was taken on the basis of the Historical Latvian Lands Law
which provides for the preservation of the Latgalian identity
including through the use of local names in Latgalian
The municipality hopes to place the first sign on Rēzekne Municipality Day on July 22
Member of Rezekne municipality council and one of the initiators of the idea Guntis Rasims explains: “We concluded that some of the signs that are now in place are either folded
the municipalities of Balvi and Preiļi
have already shown an example – they have placed signage in Latvian literary and Latgalian languages
[..] It seems to me that over 10 years ago
the first ideas appeared that such signs could be placed in both languages
There are different aspects of both political and human consciousness
why it cannot always be introduced very quickly.”
The first Latvian International Olympiad in Neuroscience

no tiem izdevies piesaistīt Kohēzijas fonda līdzfinansējumu 1,4 milj
ja būs pieejamas līdzfinansēšanas programmas no ES struktūrfondiem

the heads of institutions and administrations have prepared proposals for reducing the number of employees on the municipal roster. The opposition of the city council evaluates such a task critically
saying that there are other solutions for reducing expenses
Rēzekne municipality is preparing an action plan for improving the financial situation in the long term including further possibilities of receiving loans
Considering the lack of money in the municipal budget
received the executive director's order to optimize staff lists in mid-July
a painful question for me as the head of the administration
because on the contrary – we had prepared a letter saying that it was necessary to increase the number of employees in the Social Service," comments the head of the Social Services of the Rēzekne municipal administration
every year there are more and more tasks delegated by the state in our field as well – in the social field – so resources are needed and will continue to be needed
and in this matter keeping the existing employees would be a priority."
The head of the social services also assessed that the benefit from the reduction of staff will be minimal as far as the municipal budget is concerned
it is planned to reduce the staff count by 15 places
All social assistance services will continue to be provided
but the number of clients may have to be reduced. In addition
already overburdened employees will have additional responsibilities without additional pay
we confirm that the situation with the city budget is difficult
We are currently working intensively on solutions
The municipality in cooperation with the Ministry of Finance," comments Natalja Jupatova
head of the Communication and External Cooperation Department. "By analyzing the budget
we see that the lack of funds in 2023 could be three million euros
"The increase in expenses is associated with a significant increase in the minimum wage in the country
as well as road maintenance. We might also mention the purchase prices for buying food. The increase in expenses was also determined by the increase in interest rates for all projects
the amount of liabilities is higher now. This year
the budget for the field of education has grown to two million euros without any [extra] coverage from the state," Jupatova explained
However, she said she did not have access to information on how many employees could be laid off in total and how much money it could save in the budget
an opposition member of the Rēzekne city council
from the "United List" links the problems with the municipality's large credit obligations: "Because taking and anticipating large loans
you have to expect that someday that big burden with all loan interest rates will increase
and therefore it is important evaluate what loans are taken."
The Ministry of Finance confirmed that such high credit obligations and delayed payments do not currently exist for other Latvian municipalities
the ministry is waiting for an action plan to be approved by the Rēzekne City Council for improving the financial situation in the long term
The police have been investigating and do not yet provide more information
representative of the State Police Latgale Region
told Latvian Radio that on June 7 at 20.00 information was received that a train had crashed into a child on a railway crossing in Rēzekne
Police found a 15-year-old girl had been killed at the scene of the event
the police are investigating the circumstances

The Harmony Board decided to exclude Bartaševičs for discrediting the party and violating the statute
Party leader Nils Ušakovs said Bartaševičs' style of communication
and unwillingness to participate in the party's congress showed attempts to harm the party
The decision to exclude Bartaševičs was taken unanimously by the Board of the Party
“I do not know what others who work with him think,” commented the party leader
adding that Bartaševičs' work as mayor of Rezekne also depends on future political decisions that are not yet predictable

The next part is creating a tourism cluster
uniting all tourism companies under a single organization
possibly the 'Ezerzeme' association," said Rēzekne mayor Aleksandrs Bartaševičs
He stressed that the hotel will also provide rental space for companies
a move aimed to cut the unemployment rate in the city

Andrejs Klementjevs, said that these had been notary instructions
but the notary who wanted to remain anonymous denied it
stressing that it had been the choice of the organizers
As Bartaševics told LETA after the party was founded
there will be no delay in registering the party
There were 217 members on the list of founders
we will start to play an active role as a political force,” Bartaševičs said
He said that the new party “is quite different from other parties” and its program has a “recipe for treating the Latvian economy and consolidating society”
Bartaševičs said that the main objective of the party is to consolidate all forces and to create a single political nation without discrimination on national
but a national party that will participate in both the European Parliament and the parliamentary elections and
it is not possible to resolve issues in municipalities alone."

My wife’s family comes from here and Latgalian identity has always been a part of my family’s life
I laid flowers at the tomb of an exceptional man who unified Latvia
to pay tribute to his life and service to Latgale and Latvia
It is beyond doubt that without Francis Trasuns there would be no Latvia
that the idea of one Latvian nation was born and Republic of Latvia was proclaimed a year later
independent and democratic Latvia in Europe
is encoded in our country’s constitutional foundations
In April of 1917 local community delegates from Daugavpils
Ludza and Rēzekne counties met at the Latgale Congress to agree on the historic unification of Latgale
Kurzeme and Vidzeme to form a single Latvian nation and state
This first democratic forum was constituted of local community delegates elected by people all over Latgale to represent them in decision-making in a legitimate capacity
Latgale Congress was the first democratic body to suggest unification of Latvia
it declared its national aspirations that led to proclamation of the Republic of Latvia and struggle for our independent state
Our nation and state would have had a vastly different path if it were not for Francis Trasuns and his friends
Current events in Ukraine are a vivid example of where history could take us if it were not for Latgalians deciding to unite into one nation and state with other Baltic Latvians more than hundred years ago
Every true Latvian and all Latgalians treasure the symbolism of Māra of Latgale Statue on Atbrīvošanas aleja (Liberation Alley) in Rēzekne
Statue erected on 8 September 1939 is a symbol of independence of unified Latvia
That is why occupation powers brutally destroyed the statue and tried to wipe out the memory of Māra of Latgale
People kept the memory of Māra of Latgale alive during the period of occupation
so as the hopes of bringing the independence back
Statue was renovated exactly 30 years ago and revealed on 13 August 1992 as a symbol of Latvia’s renewed independence
Māra of Latgale message throughout times is clear and concise: ‘United for Latvia’
It is home and ‘creative playground’ for people of all kinds of nationalities and religions
Diversity and colours of Latgale are its main asset
And there is only one Latvia that we all share
Latvia is our common home no matter what ethnic background
Latvia is a nation state based on political nation of Latvians
Anyone who accepts Latvian as the only official language
understanding of the history of our land and state
Māra of Latgale statue urges us to be united for Latvia
And that is something we should never forget
Latvianness is not something ‘square’ and dull
Latvianness in each historic regions of Latvia has developed differently and has its own distinct and unique features
thus making Latvian nation and state stronger and richer
lively Latgalian identity and cross-fertilisation with traditional minorities that has shaped a culture and history like no other
I highly welcome Saeima’s decision to support the Historical Latvian Lands Law that I proposed
finally brings much needed clarity and rationale
Historical Latvian Lands Law has already had positive impact and facilitated cultural and other developments crucial for Latgale an Latgalians
I hope we will finally also find a good solution for usage of Latgalian alongside Latvian in public realm in Latgale
Today I went to Ludza and saw street names in Latvian and Latgalian
That is exactly where Latgale and Latvia gets its
I believe Latgalian must be more present in Latgale
through semiotics and other attributes of Latgalian culture
which is considered an important element of the whole Latvian culture
Latgalians must become more visible and widely used throughout Latgale and other regions of Latvia
I have always encouraged Latgalians to speak Latgalian
pass it on to their children and continue to perpetuate the Latgalian culture
Together we must make sure Latgalian language
continues to exist and is spoken by next generations
I hope schools in Latgale teach Latgalian and children are keen to learn it
I appeal to parents to ensure their children learn Latgalian and schools in the region continue to nurture the unique dialect
Schools are absolutely instrumental in preserving Latgalian
Family is the main environment for passing this regional language down and schools stand right next to it
It is also important to continuously promote Latgale-oriented research
and there are numerous good initiatives already
Latgale Regional History and Culture Museum and its experts deserve a special credit here
They regularly offer exhibitions cantered around specific themes and publish research papers
they deliver Latgale history education to broader masses here in the region and other parts of Latvia
more support for museum’s efforts to promote understanding of Latgalian identity
Daugavpils University and Rēzekne Technology Academy
should get bigger and more sizeable support for this priority
Daugavpils University has Latgalian Research Institute
which is in a way a successor of similar entity created by diaspora
Soviet regime abnegated Latgalian identity and dialect
while Institute continued to work hard to keep Latgale-focused research and development of Latgalian dialect and culture going
I am certain that Latgale and Daugavpils University itself should give more recognition to this institute’s special role and significance at the regional and also the national level
with appropriate funding levels that this infrastructure deserves
Adoption of the Latvian Historical Lands Law does not mean that it has all been settled and state will take care of everything
You must take charge of your identity because identity is shaped by you and not the state
encourage the use of language as one of its fundamental elements
identity comes from hearts of those who live here
I see people for whom Latgalianness as part of Latvian nation’s heritage is truly special
Strong local communities and culture spaces
active civic society and smart local governments are instrumental for Latgale’ s development and growth
I would like to thank the organisers for this wonderful congress
which gives us platform for debate on various challenges and priorities that are in our focus
I encourage you to use this forum to strengthen your roots in Latgale and Latvia
I hope you will make the most of this three-day convention the way Latgalians always do

A year after a landmark conference on the subject
Jewish life in Latvia's eastern city of Rēzekne has been brought vividly back to life in a new book
Titled 'Jewish Rēzekne' and available in both Latvian and English
it contains a series of academically rigorous but accessible essays on various aspects of Rēzekne's Jewish history
At a launch event in Riga April 12 (with another in Rēzekne itself April 13)
"I took on the job without really knowing what to expect
It was very interesting and we discovered a lot that was new
I believe this is not just a book for academics but can be read and enjoyed by the general reader too."
That view was backed up by Ineta Zelca Simansone, who has led a project covering several years that has included not just the publication of the book but a groundbreaking conference (you can read LSM's report HERE) and the award-winning restoration of Rēzekne's beautiful Green Synagogue
"We did as much as we could to make the academic texts accessible to the general reader," she said
before reflecting on other aspects of the publication (see sound file above)
Providing financial supporting for the project was Germany's Friedrich Ebert Stiftung
a fund that backs projects concerned with social democracy
the fund's co-ordinator in the Baltic states explained why the decision had been taken to support the Jewish Rezekne project which he described as "a milestone for the Jewish history of Latvia."
the political party founded by Rezekne Mayor Aleksandrs Bartasevics
has called on residents of the financially troubled city in eastern Latvia to join a protest to "defend their native city" and resist "political lawlessness and blackmail".
The local government of Rezekne has run into trouble and come to the attention of state authorities because of its financial problems
Bartasevics is likely to lose his seat as Rezekne mayor as the Ministry of Environmental Protection and Regional Development has started a procedure to remove him from office
denies his responsibility for the city's financial issues and claims that his removal would be politically motivated.
The appeal to Rezekne's residents to "defend their native city" has been posted on social networks in Latvian and Russian and signed by Bartasevics
The embattled mayor claims that the government intends to "reverse Rezekne's development" and "destroy the results 14 years of heard and diligent work".
The protest announced by Bartasevics in his own support is planned for this Thursday
earlier this month then environmental protection and regional development minister Maris Sprindzuks (United List) launched a procedure to remove Aleksandrs Bartasevics (Together for Latvia) from the post of Rezekne mayor
but the final decision on this matter will have to be taken by the new Regional Development Minister Inga Berzina (New Unity).
Bartasevics described it as an "organized slandering campaign which has political aims"
adding that the campaign is targeting the city of Rezekne and its mayor personally.
the new Environmental Protection and Regional Development Minister
said that she saw a sufficient reason to remove Bartasevics from office
but noted that the decision on this matter must not be politically motivated
The minister said that it will take time to prepare a legally correct decision
Since state auditors are expected to provide their findings about the situation in Rezekne in November
is likely to take her decision in November
Most Ukrainian doctors have just finished the first three-month training phase
passed the Latvian language exam at the A1 level
but I believe we will all succeed!” said Andrei Kozlov
said: “If I need to assess quickly and see [for example] a stroke
then I come to the patient at once [and say] I'm sorry
The Latvian language courses are organized by Rēzekne Hospital for its own resources
This is essential for Ukrainian nationals to be able to work in the hospital and at the same time to ensure the availability of specialists so needed
overcoming the language barrier makes it easier to integrate into society as well as to fulfill their professional duties
so that I can complete a questionnaire - my education
place of residence - to tell about my family
we already have the skills to fill out outpatient cards
we have nothing,” said Yaroslava Kolikhova
The Latvian teacher Anita Deksne said that such a passion for learning a foreign and difficult language as for these doctors is not commonly seen
“They stop and ask what's different between say or tell, watch or see. It's a great pleasure when a foreign person notices the nuances of a language
either in phrasing or in grammar,” Deksne said
doctors from Ukraine have to learn the Latvian medical system
which differs significantly from the Ukrainian system
Although the first steps of health care reform were launched in Ukraine a few years ago
they believe that the medical system in Latvia is more developed
thanks to the fact that Latvia is in the European Union
you still have higher levels of medicine and access to medicine for ordinary people than in Ukraine
I hope there will [in the future] be a level of medicine in Ukraine not worse than in Latvia
process organization is better," said internist Kozlov
Many of the doctors in Rēzekne's hospital have been working here for a year
but they avoided talking about future plans
indicating that they live for today.
Take note – story published 5 years and 7 months ago
Passengers left standing at stops on Monday were left to make alternative arrangements and are questioning whether public transport can be relied upon
despite official efforts to encourage eople away from their cars
was among those struggling to get aboard the morning bus to Rīga
departing on this route trip from Rēzekne at 7.55 in the morning
The next bus departing on the four-hour trip does no depart until midday
“I got on board at the next stop to Rēzekne
and there was already a sign saying 'No seats'
and the driver said there were only two seats available
while there were five of us at the stop. We pleaded to be taken along
on the condition that some people would get out in Vilani,” said Zeps
who said at the Vilani stop students and a man with a hospital appointment were left behind
Director of Regional Intercity Routes at Ecolines Ltd.
said this was an exceptional circumstance
“The Rezekne-Riga route is busy
but this is the first time we have a situation where everyone cannot leave on Monday. Usually we have this on Fridays when we are planning an extra bus. On Fridays
we continue to use two buses in August and now also in September
given that passenger traffic on Fridays is higher than on other days of the week,” said Drēviņa
There were fifty-two seats with no parking for the trip in question
even if people were willing to stand on their feet
“There are times that it happens. Recently
not all passengers were picked up on the Talsi-Riga and Riga-Ainaži routes as there was simply no seat available and additional services were opened..
where the number of passengers is increasing
then we react accordingly," said Zane Plone
spokeswoman for the Transportation Directorate.
"It is up to the carriers to keep up with the passenger flow
and if the bus is overcrowded on a regular basis
the carrier has to provide a bus with a larger capacity or arrange an additional bus. But the situation of passengers being left and not picked up is unacceptable,” she admitted.
Ēriks Zeps said that the uncertainty is increased because at present it is not possible to pre-purchase a ticket for this particular route
“It makes me question whether public transport
can be relied on. And another problem is that I would be happy to buy a ticket online so I know for sure that I will have a seat
does not offer that opportunity,” Zeps said
