targeting specific community groups such as refugees and the Roma community along with host community members
exploring income-generating activities and identifying skills gaps and support mechanisms
265 Computer-Assisted Telephone Interviews (CATI) surveys were completed using the Forsta system
focusing on purposive sampling through the critical case sam -pling method
Participants were recruited through both Scruples Research and NRC’s partners at the local level
was adopted from the design phase through the inclusion of female and male refugees and host community members
including persons with disabili -ties and the Roma community

Moldova’s EU Accession and evolving export routes bring new opportunities
highlighting the need for increased knowledge and EU business engagement to stabilise the local economy and create new employment opportunities
food processing offers additional opportunities in the region
such as the canning factory and dairy warehouse in Soroca
especially during high-intensity work periods with no weekends
while the low season offers a more standard work schedule but with reduced compensation
sellers’ use of social media platforms such as Instagram and TikTok has started to become popular
Considering the reduced population due to low wages and the migration of youth abroad for better-paid opportunities
the local market volume and skilled human resource capacity remain challenging
Informal employment is high among refugees and Roma community members in Soroca
This is is mainly due to barriers such as language skills
an unfamiliarity with the legal landscape and documentation requirements
Roma experience significant discrimination for market opportunities as they are often only able to secure manual labour jobs instead of those offering potential career growth
Emerging sectors such as Information and Communications Technologies (ICT) and financial services show significant potential for Moldova’s future
They are expanding their share in the market
starting from central cities such as Chisinau to the countryside
Ocnita and Briceni in where this study was conducted
Soroca is found to have a more diverse economic landscape with more opportunities in agriculture
Ocnita’s economy has a more limited capacity and few opportunities
Briceni falls in the middle in terms of the capacity of the local economy
number and volume of businesses and employment opportunities
The Government of Moldova (GoM) offers several programs and opportunities for entrepreneurs to expand their market share
including business support initiatives for small and medium-sized enterprises (SMEs) and underrepresented investors
offering subsidising interest rates on bank loans
and extending repayment periods and training programs on entrepreneurship
business set up and acceleration processes
limited financial capacity and a lack of foreign investments prevents the GoM from achieving its full potential by expanding these services across the country

We started the documentation of this case in April 2017
We received a notification sent by Angela Gojan on the Corruption Map
We went to a few court hearings and discussed with several witnesses
They confirmed the violence and ex-husband's pressures on the victim during the trial
especially after the woman tried to defend her rights in the law enforcement
which clearly indicate the inaction of state institutions and the biased attitude of lawmakers in a case of domestic violence
Upon hearing the last decision of the magistrates at the Supreme Court
He is the full message: "I received a message from them (former husband and god father who were acquitted by magistrates of the SCJ
sent from their relatives that they will not leave me in peace as they paid a sum of money because of me so they will hurt me
In the village where the couple in conflict live and built their house
People know about the conflict in the Gojan family and say that both are guilty
The conflict between the spouses had to be settled in the family
and the divorce would happen in a peaceful way
saying that the parents of Ghenadie were the ones who made his fortune
because she was "spoiled by her husband and had to be patient
Angela Gojan's situation is not the only one of this kind
hundreds of women face the justice system where discrimination and the double standards applied to men and women committing acts of violence influence the priorities of police
Reporters of the Center for Investigative Journalism have analyzed the procedures that women face under domestic violence and concluded that the system that should protect them is far from being friendly
One of the first legal proceedings faced by a woman
victim of domestic violence is forensic expertise
Human rights experts are of the opinion that in some cases this type of expertise does not reveal all the injuries the woman has suffered
most of the time being classified as insignificant
"By qualifying an act of violence as insignificant harm

The expert argues that an incomplete forensic report prevents the judge from taking measures

"What can a judge do with a report running that the victim has suffered minor injuries

such as injuries to internal organs are not taken into account
"I have analyzed a number of forensic expertise reports dating back to 2014-2017
and found that in most of these documents the findings focus on the classification of injuries
What we observe is that we do not consider different physical and psychological sequelae of the victim's violence
emphasizing only the visible signs: bruises
The activist says that serious trauma is hidden under "insignificant injuries" in the expert report
"We found cases when the woman had a broken eardrum or serious cerebral coma
while the report showed that it was a minor lesion
for which the aggressor could not be held criminally liable
says the director of the “Memoria” Center
“Memoria” Center has had for several years a program to help victims of domestic violence to benefit from alternative medical exams certifying all the injuries
"We use different diagnostic methods
we can come up with findings to assess the trauma and its consequences
We are glad that in the last years the extracts from the medical records are considered by the courts"
Ludmila Popovici believes that all cases of violence should be documented in the light of the provisions of the Council of Europe Convention on preventing and combating violence against women and domestic violence
known as the "Istanbul Convention"

along with aggressive patients and committers of crimes
Another expertise that raises controversial discussions is psychiatric assessment
Several lawyers representing the rights of victims of domestic violence in court claim that the procedure raises many questions
Lawyer Tatiana Catana says that several girls and women were forced to get psychiatric assessment
being hospitalized in rooms with aggressive or dangerous patients
"One of the victims which I assisted was hospitalized for two weeks in a psychiatric hospital
aggressive patients and committers of crimes
the psychiatric expertise should be established to determine whether or not the defendant is mentally ill or responsible for the act committed
the victim is the one who is sent to such expertise
"It is not clear why in criminal cases
at least in cases when the victim has been subjected to abuse and this is obvious
confirmed by other evidence, reports of forensic expertise
there is a tendency of prosecutors and prosecuting officers to send the victim to psychiatric expertise
This procedure does not provide the answers they expect
Psychiatry determines whether a person is ill or not
But a mentally ill victim is anyway a victim
and that does not absolve the abuser from punishment"
prosecutors often pursue two purposes when establishing psychiatric expertise
The first is to convince the victim that he does not lie
in cases when the victim decides to withdraw from the trial
lawyer at "Promolex," claims that the practice of hospitalizing victims of violence at psychiatric institution is not the right one
the defender says that the victims who receive psychiatric assistance after rape are treated in the same conditions

"While some police officers do their job well and collect evidence
others prefer to say whether they do not know or do not want to get involved in such cases"
Another problem concerns the multidisciplinary teams
which under the law should exist in all settlements in Moldova and should be involved in the prevention and combating of domestic violence
"We were in four localities where we discussed with four multidisciplinary teams
We have found that only one of them works in the field of preventing and combating domestic violence
The other teams work mostly with children at risk"
co-ordinator of the Legal Service at the Women's Rights Center says that in cases where the multidisciplinary team does not exist or cannot be reanimated
NGOs are working with the district policeman
"Although there is a law and a government decision that sets out the tasks of the multidisciplinary team
it is not clear how these are applied, who is the case manager
all responsibility is put on district policeman"
penalties for family aggressors have become milder starting with 2016
if aggressors were previously held criminally liable
they are sued if the victim has suffered serious bodily injuries

A new meeting of the Superior Council of Magistracy (SCM) starts with a wave of resignations. After in recent weeks
the resignations of other 16 magistrates will be examined by members of SCM on Tuesday
Some of them ground their decision by the latest legislative changes by which pensions of judges would decrease considerably and the retirement age would increase
the Council issued a negative opinion on the draft law on pension reform
Some members of SCM warn that the mass exodus of magistrates can cause serious problems in the system

and the examination of the resignations filed by Alexandru Gheorghies from Balti Court of Appeal and Vasile Schiopu from Ungheni Court was postponed
The meeting last about 40 minutes and the members of SCM did not ask any questions about resignations
Resignations to SCM were submitted by 5 judges from Chisinau Court of Appeal: Borislav Babenco
Nichifor Corochii and Vladimir Brasoveanu; 3 judges from Balti Court of Appeal: Vera Toma
Ana Albu and Alexandru Gheorghies; Iuliana Oprea and Valentina Clevadi from the Supreme Court of Justice and many magistrates from the first instance courts: Ludmila Cernei from Ciocana District Court of the capital, Elena Tverdohleb from Briceni District Court

All meetings of SCM held in the past weeks started with examination of issues related to resignation letters. In the last meeting from November 29
members of the Council approved the resignation of their colleague Tatiana Raducanu
judge at the Superior Council of Magistracy and a fierce critic of the system
Several magistrates confess that the reason they decided to withdraw is the initiative to review the legislation of judges’ retirement
the magistrates would be fired like other categories of employees
the pension of a judge shall not be calculated in the amount of 55-80% of salary in office
but in general terms - about 30% of salary when they leave the system
judges who resign or retire would be deprived of dismissal indemnity equal to 50% of average monthly salary multiplied to the number of years of experience as a judge
SCM issued a negative opinion on the draft law for amending and supplementing certain legislative acts on the pension system reform
stating that judges will not accept new changes
the Government gave green light to pension reform project on Monday
