"We have used far less insecticides because of the pheromones control system that we have implemented this season," begins Mihai Chilianu

"There's the occasional worm on a scab-infested apple
but certainly not in significant quantities
I insist on being able to pick an apple from my orchard and eat it on the spot without worrying about the presence of residues

"Too many quality or phytosanitary problems will sink a country's name
That’s why I also advocate strict phytosanitary inspections in Moldova to prevent fruit that doesn't meet export requirements from crossing the border
you don't have to use plant protection products to guarantee quality
It just requires meticulous harvesting and good sorting lines."
Spreading risk and harvestCodru grows apples
"We begin picking cherries in late May/early June
But if we can sell them on the fresh market
Russians like a piece of sour fruit with their vodka
He adds that choosing to grow many fruits and varieties has a two-fold benefit: It spreads the risk and distributes harvesting nicely over several weeks and months
Two loads of apples a dayApple picking starts in September and totals between 6,000 and 7,000 tons a year
Russia has never been Codru's apple exports' primary focus
"It's simply not an interesting market for us: they want quality but pay low prices
while that apple is at its most flavorful when it begins blushing
a blushed Golden is considered a Class II apple."
Codru is very interested in the Romanian market
"It's a half-day drive from here to Bucharest
we have a huge competitive advantage; though it's not always the most profitable market
We also benefit from the doubling the apple quota to the EU," says Mihai
This Central Moldovan cultivation company prefers exporting to its western neighbor
where it sold quite a lot of Reinette Simirenko apples last year
"The efficiency gains we're making in cultivation should help with that
I think the center of gravity of European apple growing will shift to Eastern Europe
And I'm not talking just of Moldova - we're too small for that - but Ukraine
That country has enormous potential."
"Western Europe offers considerable opportunities for our Stanley plums and late apricots
plums were our orchards' most profitable crop
The destination market is [Western] Europe
We've already established a good reputation there
But I want to warn importers who treat Moldovan growers shabbily and offer prices well below the market average: we follow market developments and prices

But the Italia and Victoria grapes also have seeds
there are no seedless varieties that can match these well-known varieties or our Moldova grape in terms of flavor
That these grapes are solely grown in Moldova doesn't indicate a lack of quality either
They've tried growing these in places like Romania and northern Macedonia
but those grapes' flavor is no match for ours," says Mihai
are of the best quality when they can enjoy southern Italian soil and sunshine
We pick Moldova grapes in October and sell them until April
there are hardly any imported South African or Peruvian grapes here in the winter
I'm planning some shipments to Saudi Arabia
Always searching for more efficient methodsTo meet the increasing labor shortage challenge - many of the better workers prefer the higher wages abroad - Codru is always looking for more efficient growing
"We'll soon grub and replant some plots with new varieties in a way that requires fewer workers for growing and picking
already have rows of apple trees that form a wall
so to speak: our people pick twice as much fruit there per day than in a traditional orchard
is immediately suitable for possible robotic picking in the future
The tart cherry orchards are four years old
and we'll harvest them for the first time next year
Those were set up with tree shakers in mind."
A recurring problem the other cultivation companies
Codru has solved this with reverse-osmosis water purifiers
"The water we draw from our lakes is too salty
we can purify 18m3/hour," Mihai concludes.Codru ST SRL is a family business founded by Ion Chilianu

Laura Codru?a Kövesi took the post of Chief Prosecutor of DNA in October 2006
being the first woman to be appointed at this post
she is also one of the youngest Prosecutors-General that Romania has had
Kövesi was the head of the Department of Investigation of Organized Crime and Terrorism Offences (DIICOT) branch in Sibiu County
responsible for the fight against organised crime and terrorism
She spoke to EURACTIV Romania's Ioana Morovan and Ramona Diaconu
there were 568 cases of public procurement infringements in the public procurement registered at the DNA
93 persons were indicted in 17 of these cases
Are there any conclusions to be drawn on the basis of this statistic data
What is the typology of the public procurement investigations
Public procurement fraud is more frequent in the field of national funds, while the EU funds are better protected by the Law 78/2000 on preventing, discovering and sanctioning of corruption acts
which has specific provisions for most irregularities in that area
There is no such criminalization for national funds
so prosecutors usually use a very general text – the abuse in office
the defrauding process is initiated in the phase of the estimation of the value of the contract to be awarded
due to a fraudulent agreement between the contracting authority and the company supposed to win the tender
complex and high-value works are mentioned in the general estimate of the call for services
the winner will bid these works to a very small value and submit a financial proposal considerably better than the other bidders
the authority will waive the high value works
and the winner will be able to finalize the contract at a profitable value
Could you give us some relevant examples of trends
regarding the evolution of corruption cases in the public procurements field
Fraud in the public procurement field has become more and more complex
and the defrauding mechanisms are even more sophisticated
The moment when a fraud takes place has often switched from the phase of selecting the offer
to the phase of writing the technical specifications
What is new in the DNA’s techniques and procedures linked to those files and the relevant legislative potential changes
The investigation of fraud committed in public procurements procedures exceeds “the borders” of the regulatory framework in this field
DNA aims at making a complex analysis of the phenomenon
One is specific checks at the stage of granting the necessary funds for the procurement
A second element is specific checks linked to the granting procedures
And a third element are specific checks linked to the implementation of the contracts
This means analysis drawn up in the fields of accountancy and fiscal issues
evaluation of the movable and immovable goods
verifying of the discipline and quality in the field of construction
The number of cases involving public procurement fraud is not very high
We feel that more than 500 cases involving public procurement in less than a year is high enough for a structure with around 100 prosecutors
whose competence also involve other types of criminality
You have to keep in mind that DNA’s competence is limited to a specific number of cases
involving high level officials or significant damages
while all the other cases fall within the competence of the regular prosecutor’s offices
More successful investigations would require more notifications form the regulating authorities
The contracting authorities also should conduct more internal checks in order to identify suspicions of fraud
otherwise it is difficult to expect prosecutors to identify by themselves all the irregularities
Shall the Law 78/2000 on preventing, discovering and sanctioning of corruption acts be extended to the field of the nationally funded procurements?
DNA has repeatedly asked the Ministry of Justice to initiate a legislative amendment that would criminalize the most serious irregularities concerning public procurement in a similar way to those involving European funds
Although a project was drafted in 2012 with the involvement of all the relevant actors
What other improvements in legislation would you feel the need to adopt
in order to give the DNA the necessary tools to fight corruption
who is discussing an amendment to the Criminal Procedure Code
several proposals for extending the investigative tools it can use
Maybe the most important would be the ability to close plea agreements with defendants who admit their guilt and are willing to cooperate with the prosecutors
those provisions are applicable only for the less serious crimes
How important is the field of public procurements from the perspective of the Cooperation and Verification Mechanism
the European Commission paid a lot of attention to the area of public procurement in the CVM reports
because it helped the Romanian authorities became aware of the size of the problem and forced them into cooperating in order to identify solutions
Fixing the system will require a complex set of measures
because criminal investigations alone are not a panacea if all the other factors are still there

the wines being made across Moldova’s wine regions – including its three PGIs – showcase its diverse terroirs
craftsmanship and technical resources developed by producers in recent decades
which tend to be pleasantly rich and aromatic
White varieties cover 63% of the PGI production area
Pinot Gris and Aligoté as the most planted white grapes
The area is marked by a diversity of valleys
while forests of oak and linden trees cover a quarter of the region
shaping and moderating the local continental climate
The region’s soils are predominantly of rich chernozem
a distinctly black-coloured substrate with good water retention capacity
that nurtures the region’s sprawling woods
Codru is also home to the famous underground cellars of Cricova and Mileștii Mici
The south-western region of Valul lui Traian PGI has 43,200 hectares of vineyards
The continental climate is moderated by the nearby Black Sea and sheltered by the Tigheci forests
Well-aerated chernozem soils predominate but the region also has significant areas of clay-rich loams
the Tigheci Forests and the Prut River Terraces in the far west
Valul lui Traian is named after its location between two earthworks believed to date from the 3rd–4th centuries CE
known as ‘Trajan’s Walls.’ Cabernet Sauvignon
Fetească Neagră are the main red grapes – which cover 60% of the region’s vineyard area – and provide the raw material for velvety
Sauvignon Blanc and Chardonnay are the predominant white varieties
refreshing whites with a complex and elegant aromatic profile
covering the terraces of the Nistru (Dneister/Dnister) river as it nears the sea
The soils are a combination of dark chernozem and well-drained sandy soil over limestone bedrock
significantly influenced by the cooling winds blowing from the Black Sea
Fetească Neagră and Rară Neagră are the dominant varieties
deliver some of Moldova’s most highly-regarded wines
have long been the region’s flagship product
particularly those hailing from the Purcari sub-region
regulates the production of distilled grape spirits
The PGI requires these brandies to be double-distilled and aged in contact with oak for at least three years
Among leading distilleries are Barza Albă in the north part of the country
Over 30 grape varieties are currently planted across Moldova
Indigenous varieties – which are significant for both red and white wine production – account for 10% of the total area under vine; the percentage is likely to increase with growing interest from producers and consumers alike
a very old local variety capable of producing deep
International varieties – namely Cabernet Sauvignon
Pinot Noir and Malbec – are also widely planted
Saperavi here yields wines of a very different character to those of its Georgian homeland
and forms part of the internationally renowned Negru de Purcari blend
the best-known indigenous varieties include the two other Feteascăs: Fetească Albă
the most widely planted of any local variety at 651 ha
two new resistant varieties have become important additions to Moldova’s grape portfolio: Alb de Onițcani and Viorica
developed at the National Institute of Winemaking and Viticulture of the Republic of Moldova in 1970 and 1969 respectively
is now grown across 720 ha and produces award-winning wines of great aromatic expressiveness and refreshing acidity
A range of international white grapes also thrive in Moldova
One PGI for spirits – Divin – for distilled spirits
Area under vine: over 128,000 ha – out of the country’s total area of 33,843km2
making it the country with the highest density of vineyards in the world
Annual wine production: 1.4 million hectolitres in 2022; 1.3 million hectolitres in 2021

in order to see how Moldovan apples were raised
Leanca informed that one of the government’s priorities for the development of the agricultural sector was to build access ways to orchards
got familiarised with the ways apples were harvested and
as well as how a project of the company’s head
farmer Ion Chilianu was carried out with the help of the money got from the World Bank
orchard covered with anti-hail net and drip irrigation
Ion Chilianu stressed that the demonstrative lot contributed to improve the techniques of fruit harvesting and that he was satisfied with the 25-thousand-dollar-worth support
which he obtained from the World Bank in order to build it
The money was provided via the Natural Disaster Risk Management Programme
the bank has provided financing of 1.2 million dollars for construction of 53 demonstrative lots to adapt to climate changes in various areas of Moldova
Laura Tuck highlighted that the performing agriculture was a real future for Moldova
which would further be backed by the World Bank
„This farm shows that it is possible to pass from the Eastern market to the European Union’s one
We will further cooperate with the Moldovan government
in order to create jobs and develop Moldova’s economy,” Tuck said
Laura Tuck underlined: „The Moldovan apples are very tasty
maybe tastier that those from the European Union”
Leanca underscored that the next projects in the agriculture area would refer to the access ways to orchards and storages
we will be able to implement a new project with the support of the World Bank
We have already earmarked more than 4 million for building the incorporated area roads
the World Bank will finance a 45-million-dollar-worth project for sorting
I hope the Moldovan producers might benefit”
