undertook a working visit to the Dubăsari District Council
where they discussed the most urgent problems faced by representatives of the district and local public authorities in Dubăsari
The main topic addressed during the meeting was the evolution of the energy situation in the Transnistrian region and the repercussions on some settlements in the Security Zone perimeter
but also the support that has already been offered to several localities in this perimeter
Deputy Prime Minister Oleg Serebrian assured that the central public authorities will continue to come up with support measures for the local population in order to overcome the existing difficulties and increase energy resilience
Another important topic addressed during the meeting was the Transnistrian settlement process
The Deputy Prime Minister informed about the current situation of the negotiations and about the main aspects of the dialogue between Chișinău and Tiraspol
Community members helped to welcome and register participants

Moldova — Victor Besleaga remembers well the start of the war that killed his brother
It was dark when Russian troops surrounded the station in Dubăsari
a 20-minute drive from the border with Ukraine
leaving one of the soldiers dead; to save their own lives
the police soon gave up their arms and surrendered
Victor remembers being transported to Tiraspol
the self-proclaimed capital of Transnistria
and paraded before cameras broadcasting back to Russia
had become a "Romanian Nazi infiltrator."
He spent the next month gasping for air in a tiny basement cell
He went straight to the hospital — and from there
rejoined the police and fought to retake the city he served in
gray-blue eyes and wearing a black Champion tracksuit
speaking in the classroom he attended as a child
now a local history museum run by his wife
It is a 15-minute drive (and a Russian military checkpoint away) from the city where he once worked as a cop
where 10 people died in the conflict that began in the darkness of March 2
Five of the deceased were combatants who fought to keep it part of Moldova
But today the village is an isolated enclave surrounded by a hostile entity
The government of Russian President Vladimir Putin insists the residents of Transnistria
There have been claimed terrorist incidents there
located to the east of the Dniester river all the way to the border with Ukraine
while Moldova's central government in Chișinău
The negotiations that ended the 1992 conflict resulted in oddities
like this community of just over 2,100 people being engulfed by a separatist region and divided from the rest of the country by a wide river
The only way to reach the village directly by road requires driving through a hostile entity
where as many as 1,500 Russian soldiers operate alongside Transnistrian forces
as "peacekeepers" — and where some 300,000 people have forged a separate national identity
a generation now having been falsely taught that their erstwhile neighbors tried to carry out a genocide of Russian speakers
For those unwilling or unable to pass through the separatist region — where oligarchs backed by free-flowing Russian gas control the politics
and where authorities maintain a blacklist of personas non grata — there is a ferry
free of charge and capable of carrying both people and cars
But the ferry does not operate if it is too windy or when the river has frozen
as typically happens a couple weeks a year
Transnistria closed its borders altogether to arrest the spread of COVID-19
eliminating that travel option for more than a year
The village itself hosts Russian and Transnistrian forces
who greet visitors as they get off the ferry
and an old but regularly maintained BTR-70 armored personnel carrier from Russia
an indignity — foreign usurpers on land that was mutually agreed to be Moldova — that some now find intolerable
"The feelings about the Russian peacekeepers were always negative
because they are staying illegally in the village," Victor said
the relationship between locals and peacekeepers became even worse."

But Victor believes the recent explosions in Transnistria are the work of Russian military intelligence
designed to justify Moscow intervening further there and expanding a foothold that could be used to threaten not just Moldova but states in the Balkans
some of which are part of the NATO alliance
Military experts generally don't think much of the forces currently stationed in the breakaway republic
Their equipment largely consists of museum pieces
even if the raw numbers — a combined Russian and Transnistrian force of perhaps 10,000 men — are more than twice the size of Moldova's army
locals say they can hear regular combat training
even if the current rumblings from Transnistria do not culminate in all-out combat
could exploit Moldova's desire to avoid an existential war with Russia by consolidating control over its side of the river without much of a fight
providing a feel-good victory for "Russian speakers" that the Kremlin could trumpet back home
The last military conflict in Moldova broke apart the country
family and friends suddenly finding themselves on different sides of a new de facto border
and consuming wildly different narratives about what had just happened.
Now the conflict in Ukraine and Russia's plans for the region are fraying relations within the same communities
"war is dividing families and friends," Victor said
And people think what's happening in Ukraine could change their lives here again
"It's already destroyed relationships," Alexandra Besleaga
Victor's wife and the director of the local history museum
said over instant coffee and a smorgasbord of sweets imported from Ukraine
wearing a light blue hoodie and gold hoop earrings
Relations with in-laws are tenuous in the best of times
But now Alexandra and Victor say they hardly ever talk to the parents of their daughter's husband
leaving an older population who are "victims of propaganda," she argued
Some are nostalgic for the time of the Soviet Union
"mainly because people were young and healthy
real problems were hidden by the regime and there was no border between Moldova and Transnistria."
But the rose-colored sentimentality is exploited by a geopolitical agenda found on television and in online news
Moscow portrayed as a besieged defender of the Orthodox faith and the traditional family in the face of constant attacks from a decadent Europe
"Russia is protecting Eastern Europe from LGBT communities in the West
there are families in which children who are living abroad tell their parents that life in Western Europe is much better," she added
The local gossip is that some have already stocked up on rubles
But even as they say they are used to Transnistria and its Russian backers making noise and causing problems
Victor said he would stay and take up arms again — if the government gave him any
she worries he'll be targeted before any conflict even begins
She loves living in the same village as her mother
"except when you start talking about politics."

After the Republic of Moldova proclaimed its independence
the relations between Chisinau and Tiraspol deteriorated considerably

The first fighting between the Chisinau-controlled forces and separatist troops took place on December 13

Four Moldovan police and 20 Transnistrian guards were killed in the attack
guards and Cossacks attacked the headquarters of the Dubasari police station
the last police station still under Chisinau's control
34 people who had taken refuge inside the police station were disarmed and taken prisoner
Authorities and police from Dubasari and neighboring localities who had managed to escape withdrew to Cocieri
a town that became a resistance center in the fight against the separatists in Tiraspol

Chisinau would be the only party observing the agreement
several attacks took place in the areas of Tighina
The Moldovan troops were attacked with rocket launchers and missiles

Moscow claimed it was not involved in destabilizing the situation in the region
the separatists’ attacks intensified in Tighina
those who remained loyal to the Chisinau authorities were being threatened and persecuted
Andrei Ivantoc and Alexandru Lesco - were arrested in Transnistria
the authorities in Chisinau seemed to give in to Russia’s pressure and become increasingly conciliatory with the separatists in Tiraspol and Moscow
Moscow kept accusing Chisinau of aggression and attempts to exterminate the Slavic population in the region
and Romania was accused of supplying weapons to the Republic of Moldova
the bloodiest fighting of the entire war took place in June
the city was largely under the control of the Moldovan troops
14th Army tanks tried to force the bridge from Tiraspol to Tighina
More than 200 Moldovan fighters lost their lives in the fighting over that city
when the presidents of Russia and of the Republic of Moldova
Boris Yeltsin and Mircea Snegur respectively
The signing of this agreement seems to have been frustrating for some of Chisinau's partners
Moldova had pleaded for an international peacekeeping mission and a broad involvement of international organizations
to later drop position and accept Russia’s stand

Chișinău - Prime Minister Dorin Recean had a meeting with representatives of local public authorities and deconcentrated public services in Dubasari district
They discussed opportunities for development of localities according to the European model
rehabilitation of infrastructure and attracting investments to speed up the country's modernisation
Recean referred to the autumn referendum: "We are all united around the objective of European integration
welfare and better living conditions for all inhabitants on both sides of the Dniester," he said
the official spoke about the importance of joining efforts to implement projects that build European Moldova and provide better living conditions for people throughout the country
It is what the Government is building together with local authorities for the comfort of our citizens"
an example in this respect is the European Village programme which supports a number of infrastructure initiatives and is an exercise for local representatives in drafting projects
Thanks to this programme and other investments
the number of projects carried out by the Executive has exceeded 910 and the Government is still building roads
The meeting focused on environmental issues
The representatives also discussed the possibilities to develop tourism
the need to open new family doctors' centres
The farmers and economic agents who have farmlands beyond the Rabnita-Tiraspol highway will benefit from a green corridor through the internal customs checkpoints and will no longer face difficulties when carrying the harvest
The farmers will no longer pay the tax of 3,000 lei for the certificates issued by the Chamber of Commerce
Prime Minister Natalia Gavrilita announced the change at a meeting with more farmers from the eastern Dubasari district
One of the solutions proposed is that the carriage of the agricultural production is made based on a confirmatory act released by the Dubasari district council
the local mayoralties are to release a certificate about the plot of land’s size
farmers might carry the harvest through the internal customs checkpoints
„I want to make sure that this will be a correct and fair process; we hope that competent people will manage to ensure this solution locally,’’ the Prime Minister said
The participants in the meeting discussed also the issue of the taxes imposed by the structures from the left bank of Dniester
as well as the impediments created through the crossing points
The sides also tackled potential changes to the regulation on subsidization in agriculture

which are under the jurisdiction of the Chisinau authorities

of which 6,499 hectares on agricultural purpose

During the discussions with the management of the educational institutions and the teaching staff
current issues in the process of functioning of the schools were addressed
all measures taken by the Bureau of Reintegration Policies and the Ministry of Education and Research to ensure the proper functioning of schools were announced
Mention was made of the full openness to overcome all the difficulties the schools face
especially given that the field of activity is very specific
A special topic in the discussions was the implementation of the Protocol Decision "On ensuring the functioning of Moldovan schools teaching in Latin script"
The issue of insurance with their own premises was also discussed
especially since the Theoretical High School "Ștefan cel Mare şi Sfânt" and the Theoretical High School "Mihai Eminescu" are temporarily located in other localities than the ones in which they are based
the temporary arrangement of the spaces that do not belong to them
do not fall within the observance of the right to education and do not stimulate the creation of a fully favorable educational environment

Assurances have been given that all necessary efforts will be made to resolve this problem
which has unfortunately become a historic one
it is worth mentioning that the issue of endowment with their own premises is pressing for all Romanian-language educational institutions in the Transnistrian region
with the sole exception of the gymnasium in the city of Bender
It was agreed to continue a permanent dialogue
first of all in the interest of the 810 children studying in these 4 educational institutions
approved a programme of activities on Moldova’s reintegration for 2017
for the carrying out of which 15 million lei was provided for in the state budget
The programme envisages financing of measures for the development and technical and material modernization of education institutions
to develop and modernize institutions from the education system
the government will provide by a one-off material aid worth 75,000 lei
meant to endow the theoretical lyceums from the cities of Tiraspol
gymnasiums from the villages of Corjova and Roghi
The activities were selected following a contest of projects on behalf of the local and central public authorities
These projects are to be implemented in the Security Zone
contributing to the promotion of measures to strengthen confidence between the residents of the banks of Dniester
Prime Minister Ion Chicu considered the situation on the water level in the Dniester River
as a result of heavy rains of the last days and the danger of floods
Attending the meeting was the leadership of the Ministry of Interior
specialized public institutions and local public authorities
The Ukrainian Water Resources Agency transmitted on 24.06.2020 the information on the upstream and downstream flows of the Dniester River
Following the heavy rainfall in the Dniester river basin and taking into account the increased flow on the river
at the Galici and Zaleșici hydrotechnical points the flow was 3480 m3 / s and 1560 m3 / s
respectively downstream of the Dnestrovsk hydrotechnical node
the discharged flow was increased between 1800-1850 m3 / s with a subsequent increase of up to 2000-2050 m3 / s
rainfall in Ukraine is abundant but slowing down
The IGSU management informed the premier that the change in the discharge regime at the Novodnestrovsc and Dubasari hydraulic junctions has caused significant increase in water level
On 24 June in Otaci the water level in the Dniester River increased by 3.5 m

where the stormwater outlets to the Dniester River were blocked to prevent water from entering the locality
The State Hydrometeorological Service forecasts for 24 June – 2 July level increases on Naslavcea village – Dubasari
where a part can be flooded and the sewerage system is temporarily blocked
IGSU is constantly communicating with local authorities and is in the process of mobilizing the necessary resources to manage the situation and reduce the consequences
In order to protect the rest area on the bank of the Dniester River
the rescuers prepared a mobile protection dam
The premier asked to mobilize all necessary resources
to montor the situation together with the local authorities
so as to take the preventive measures discussed
The premier called for an assessment of the losses in the localities that have suffered as a result of the floods and for information to be provided on the necessary support for the affected households
