As Mexico continues to crack down drug cartels and other criminal groups, authorities in the state of Jalisco secured the arrest of a key member of the Cártel Jalisco Nueva Generación thanks to previous intelligence and surveillance reports
On Feb. 28, members of the Mexican National Guard that were patrolling the small town of Atarjeas de Covarrubias —located in southwest Jalisco— noticed suspicious activity from a man and decided to follow him. After investigating and arresting the suspect, he was identified as Abraham Oseguera Cervantes, also known as "Don Rodo," the older brother of CJNG leader Nemesio Oseguera Cervantes "El Mencho."
According to Mexico's Secretariat of Security and Citizen Protection (SSPC)
El Rodo was arrested alongside three other Jalisco cartel members
All four suspects were armed and carried a small quantity of drugs as well as cash
As reported by Infobae Mexico
formed part of El Mencho's criminal enterprise
helping with money laundering and purchasing properties all around Mexico
Don Rodo worked alongside notary public offices in Ciudad Guzmán and Autlán de Navarro to manage changes of ownership of the properties he purchased for the CJNG cartel leader
also plays a major role in the cartel's real estate masterplan by purchasing and investing money on gold mines located in the states of Michoacán and Nayarit
After Mexican authorities secured the arrests
El Mencho's older brother and the other three suspects were transported to central Mexico where two days later Abraham Oseguera had a hearing with a federal judge
After a long hearing, the judge determined that Don Rodo be transferred to the infamous maximum security prison known as El Altiplano, the same facility from where Joaquín "El Chapo" Guzmán escaped in 2015.
Apart from forming part of his brother's criminal organization, authorities accuse Abraham Oseguera of illegal possession of firearms exclusive to Army personnel and crimes against health and safety.
It is not the first time Don Rodo has been in deep trouble with Mexican authorities. Last year, he was arrested by members of the National Guard in Jalisco on April 21. He remained under arrest at the El Altiplano max facility until April 30, when he was set free after a federal judge said there was not enough evidence to convict him of the crimes he was accused of by Mexico's Attorney General's Office.

According to the state’s Civil Protection
flash flooding occurred after the sudden rise of the El Jalocote stream through a small settlement of around 200 inhabitants in the municipality of Autlán de Navarro on 25 September 2023
As of late 25 September levels of the stream had fallen
allowing emergency personnel to assess the damage
Civil Protection gave a preliminary balance of 7 fatalities
Officials also reported severe damage to roads and homes
Search and rescue operations are continuing in the area
On 25 September the Secretary General of the Government of Jalisco
travelled to Autlán de Navarro to tour the affected areas with the mayor of Autlán de Navarro
Civil Protection reported 5 homes and a school were severely damaged along with several roads in the area
The number of fatalities increased to eight
while the number feared missing fell to three

Both returned to Mexico after serving their sentences in the U.S
but the case was time-barred and consequently didn’t proceed
Jessica Oseguera González, daughter of El Mencho, was arrested in the United States in 2020 on money laundering charges and sentenced to 30 months in prison in 2021
Meanwhile, Nemesio Oseguera Cervantes is still on the lam. Aged in his late 50s, El Mencho is at the helm of a criminal organization that operates all over Mexico and in many countries around the world
Anne Milgram, administrator of the U.S. Drug Enforcement Administration (DEA), has asserted that the CJNG and the Sinaloa Cartel pose “the greatest criminal threat the United States has ever faced” given the quantity of narcotics — including the deadly synthetic opioid fentanyl — they smuggle into the country
U.S. authorities are offering a reward of up to US $10 million for information leading to El Mencho’s arrest. Almost five years ago, DEA agent Kyle Mori claimed that the capo was hiding out in the mountains of western Mexico

who was in charge of the DEA’s efforts to apprehend the CJNG leader

The bodies of some victims were reported to have been found several miles downstream from where they disappeared near Autlan in the western state of Jalisco
"Eight people are reported dead so far and search efforts continue to locate two more people," the Jalisco civil protection service said in a statement Monday evening

Despite protests from the federal Security Ministry and President Andrés Manuel López Obrador
was released from prison early Tuesday after a judge ruled that there was insufficient evidence to put him on trial
Oseguera — who Sedena said was “considered one of the main coordinators of logistical and financial operations” for the CJNG — was set to face drug trafficking and weapon possession charges
at a marathon hearing last weekend that extended into the early hours of Sunday
Judge Rogelio Díaz Villarreal ordered the 70-year-old’s release from the Altiplano maximum security prison in México state after determining that “the manner of [his] arrest was contradictory to what was stated by the authority in its police report.”
The police report said that GN officers arrested Oseguera after entering a property in pursuit of three armed men
didn’t show any armed men outside the property in question
according to a report by the newspaper Reforma
“was a group of five federal agents who arrived in advance with a battering ram to break the locks of the door.”
“The agents illegally entered the property without a search warrant
a helicopter arrived to transfer the detainee [to Mexico City],” Reforma added
“… A key element was that the dactyloscopy [fingerprinting] report presented in the hearing concludes that Don Rodo’s fingerprints were not on the two firearms seized from him,” the newspaper said
The judge concluded that authorities lied about Oseguera’s arrest
He also remarked that it is illegal to remove a person from their home without a warrant
The FGR could not produce evidence from any separate investigation that would have allowed it to press other charges against Don Rodo and keep him in prison
There have been numerous previous cases in Mexico in which judges have released suspects after determining that their arrests didn’t occur in the way authorities said they did
The FGR said in a statement on Monday that GN officers were legally “obliged” to pursue the three armed men as they saw them committing “a clearly flagrant criminal act.”
It also said that municipal police officers in Autlán presented a criminal complaint against the GN officers who arrested Oseguera — “demonstrating … the collusion and complicity of local police authorities [with criminals].”
“That complicit conduct … was ratified when said police officers were presented as witnesses by the defense for the accused,” the FGR said
The federal Attorney General’s Office asserted that the “series of fragmented videos” presented by lawyers at the hearing last weekend lacked “chronological sequence” and had no “technical documentation to give them credibility and certainty.”
“… The judge ordered the release of … [Oseguera] based on these very questionable and insufficient videos
while the same judge … failed to place value on the accusations of serious crimes already presented against Abraham “O,” the FGR said
Security Minister Rosa Icela Rodríguez said Tuesday that the government appealed to the Supreme Court
Mexico’s top court did not overturn the judge’s decision to release Oseguera
Rodríguez also railed against the ruling to release Oseguera
saying that Judge Díaz “gave full validity to the defense’s evidence,” which she described as “edited videos … in which it is presumed there was a manipulation.”
The security minister said that the government asked United States authorities for information about legal processes or complaints against Oseguera in the U.S
but was informed that there was nothing “outstanding” against him
“He was therefore released during the night according to the terms ordered by the judge,” Rodríguez said
“This is a state matter that could seriously affect the prestige of Mexico’s institutions,” she added
President López Obrador — a frequent critic of Mexico’s judiciary — made similar remarks on Monday
Oseguera left prison in the early hours of Tuesday and disappeared into the night in a private vehicle
