President Andrés Manuel López Obrador issued a decree on Friday that orders the “immediate temporary occupation” by Pemex of a privately-owned hydrogen plant in Hidalgo
refinery complex to French company Air Liquide for US $52.7 million in 2017
On Friday, López Obrador published a decree in the government’s official gazette that declared the supply of hydrogen from the plant a matter of “public interest.”
The decree ordered the immediate takeover of the plant by Pemex Transformación Industrial (TRI)
the state oil company’s refining arm
It didn’t say how long the occupation would last
Several Mexican media outlets have reported the takeover as an expropriation
The decree cites Mexico’s Expropriation Law
which stipulates the conditions under which a “temporary occupation” can occur
The decree notes that “all refineries need hydrogen for the production of gasoline and diesel,” adding that “to achieve the federal government’s objective of reaching energy sovereignty … through self-sufficiency in the production of petroleum
it’s necessary to have autonomy in hydrogen supply at the Miguel Hidalgo Refinery in Tula
The current “dependency on a third party” for hydrogen at the Tula refinery places the production of gasoline and diesel at risk
It also says that the “temporary occupation for a reason of public interest … complies with the requirements of the law” given that “it responds to economic and social needs for the benefit of the population.”
TRI must compensate Air Liquide in accordance with an appraisal made by the Institute of Administration and Appraisal of National Assets
the French company has the option to initiate legal action within 10 business days for “the sole objective of disputing the compensation amount,” the decree says
Pemex CEO Octavio Romero said that López Obrador had ordered negotiations to buy back hydrogen plants within the state oil company’s refinery complexes in Tula and Ciudad Madero
The plants were privatized during the 2012-18 presidency of Enrique Peña Nieto
whose government opened up Mexico’s energy sector to foreign and private companies
has long criticized the previous government’s energy reform
and implemented policies to favor Pemex and the state-owned Federal Electricity Commission
Mexico is currently engaged in a long-running dispute with the United States and Canada over its energy policies

The northeast is not the best-known part of Mexico for many expats
but there is a very good chance you have seen the region’s contribution to the country’s cowboy culture — the cuera
It has an unmistakable flair: a leather jacket heavily decorated with fringe and ornate depictions of flowers and plants
Leather coats and jackets started out as practical wear for working out on the range
but the main purpose of these garments nowadays is to make a statement
musicians and anyone looking to show love for Mexico’s distinctive northern culture
Showing that love can be pricey — cueras run as high as 35,000 pesos
depending on the quality and type of leather
along with how ornately and finely it is decorated
claims credit as the origin of the iconic jacket
a long deerskin overcoat that cowboys wore to protect themselves from thorns and branches
a general by the name of Alberto Carrera Torres contracted an artisan in this town named Porfirio Reyna Mata to make one
Reyna added the floral designs and fringes
taking inspiration from Mexico’s northern indigenous culture
along with its Spanish and Arabesque heritage
From then until the latter half of the 20th century
such decorated leather wear was exclusively for men
It proved to be extremely popular not only because of its looks but because the shortened version was practical to wear with jeans
It can also be made from different kinds of leather
which allows it to be worn in both cold as well as hot
But there was nothing like it for women until María Luisa Martín Font stepped into the picture
The widow of a Swiss-German immigrant, she opened a shop that made bridal gowns and other specialty wear. In 1959, the then-governor of Tamaulipas Norberto Treviño Zapata, decided that the state needed a distinctive women’s outfit, much like that of the china poblana of Puebla and the huipil of the Yucatán Peninsula
She took the basic look of the cuera and adapted it to a tunic-and-skirt set
Traditional fringes and vegetation appear on her entry
along with the Tamaulipas state seal for good measure
It was innovative in part because at that time
nobody considered leather suitable for women’s clothing or anything approaching formal wear
but they now almost always have a jacket as well as a skirt
there are few enterprises in Tamaulipas still making the garments by hand
but the best known is the company that Martín started after winning the state contest
The business she named after her deceased husband is still around
located in the state capital of Ciudad Victoria
with a gallery in an old mansion in the center of the city
Just about all of Martín’s three generations of descendants are involved in the business in one way or another

And the town of Tula takes great pride in being where the garment originated. It is one of the main reasons why this little place between Ciudad Victoria and San Luis Potosí was named a Pueblo Mágico by the federal government
Mexican federal authorities have also given examples of these garments as gifts to several recent popes and various European royalty

Sonora; Presa Tunal II en Durango; Presa Milpillas en Zacatecas; el Acueducto Ciudad Victoria II
en Tamaulipas; Presa Las Escobas en San Luis Potosí; Redes troncales para el proyecto Agua Saludable en Durango y Coahuila; el Acueducto Solís en León
Guanajuato; Acueducto Zacualpan II en Colima; Acueducto La Cangrejera-Coatzacoalcos en Veracruz; Presa Paso Ancho en Oaxaca; Acuaférico en Campeche; Obras de protección contra inundaciones en Tabasco; el Plan integral para Acapulco y el Plan integral para la Zona Metropolitana del Valle de México
“Estos proyectos se van a financiar a través de los programas federalizados PROSANEAR
y con inversión estatal y federal directa
Se tiene contemplado también que parte del Fondo de Infraestructura Social que reciben los municipios
durante 2025 se destine para temas de agua”
Explicó que para el saneamiento de los ríos Lerma-Santiago; Atoyac
–que comprende los estados de Puebla y Tlaxcala–
se trabajará de manera conjunta con Secretaría de Medio Ambiente y Recursos Naturales (Semarnat) para eliminar descargas contaminantes; reforestar; rehabilitar y construir plantas de tratamiento y colectores
así como la construcción de humedales

118.7 mil barriles diarios de petróleo crudo
lo que representó 15 por ciento de la producción del Sistema Nacional de Refinación (SNR)

ambas refinerías aportaron 25 por ciento del proceso de petróleo crudo durante 2023
Las refinerías de Cadereyta y Ciudad Madero aportan un porcentaje similar respecto a elaboración de productos petrolíferos, como gasolinas magna y diésel.

con el objetivo de proteger la salud de más de 6 millones de personas
las refinerías de Cadereyta y Tampico cerrarán definitivamente en los primeros seis meses de su gobierno
“A los trabajadores de ambas refinerías les quiero compartir un mensaje de tranquilidad: Ninguno de ustedes va a perder su fuente de empleo
Sus derechos laborales no serán afectados por esta decisión”
