the United States visiting federal lands and waters almost three times a year agencies that manage federal lands and waters estimate how many people visited their recreation sites because visitation data are crucial for outdoor recreation planning visitation estimates can inform what visitor services are offered (like and where investments to improve infrastructure are most warranted.  Social scientists at the U.S. Geological Survey Fort Collins Science Center partnered with researchers from the University of Washington and Department of the Interior to document the approaches agencies commonly use to estimate visitation and review approaches that are less commonly used.  Estimating visitation can be a challenging task; it may be straightforward to count visitors to places like museums where every visitor pays an entrance fee but many public lands and waters are free to visit and have numerous entrance and exit points Agencies use a variety of different methods to navigate this challenge based on the characteristics and context of different locations Common methods to estimating visitation across agencies include using sensors that count traffic on roads or trails and on the House Veterans’ Affairs Committee during debate on the reconciliation measure Tuesday “Congress deemed that holding predatory for-profits accountable was necessary to safeguard federal education benefits and ultimately protect both taxpayers and students.” colleges and universities must have at least 10% of their revenues derived from non-federal sources in order to qualify for federal benefits The idea behind the regulation is to ensure that for-profit institutions aren’t funded solely by federal monies but instead also include significant investment by students interested The electoral commission’s current figure of 54.7–45.3 to Labor excludes all non-classic seats The number of Austinites experiencing homelessness increased 36% over the past two years, according to a report released Thursday which is federally required and always conducted overnight on the last weekend in January An additional 1,661 were counted in Austin-area homeless shelters for a total of 3,238 people experiencing homelessness That’s compared with 2,374 people – sheltered and unsheltered – included in the previous point-in-time count conducted in 2023 While acknowledging the increase as significant, Mayor Kirk Watson noted that a larger share of the population is now living in a shelter as the city has worked to add more beds over the past two years. In the 2023 count 1,266 people were found outside while 1,108 were living in shelters “The greatest share of that overall increase is the 50 percent jump in the number of homeless in shelters (turns out, it’s easier to count people when they’re sheltered),” Watson wrote in an online newsletter Wednesday “Emergency shelter is not a stable housing solution but those people would’ve been on the street or in the woods if we hadn’t focused on increasing our shelter capacity.” The point-in-time count is required by the U.S Department of Housing and Urban Development The resulting report also includes responses to a survey that asks for demographic information and includes a variety of questions including when the person began experiencing homelessness The process has serious limitations — bad weather which organizes the Travis County point-in-time count keeps its own numbers that show a much larger homeless population in Austin Still, the point-in-time count can capture larger trends that historically have been used to help the federal agency decide how to dole out funding. What’s behind the increase?Matthew Mollica said there are several factors that could have contributed to the increase from 2023 Mollica pointed to the increase in shelter beds He also noted that a temporary cold weather shelter was open on the night of the count he said the organization and the hundreds of volunteers who help conduct the count have gotten better over the years at recording and surveying people meaning they might have been able to find more of them “We're getting better at understanding where folks are on the night of the count,” he said co-director of the advocacy group VOCAL-TX said the increase means volunteers were able to reach more people and she thinks the city has done a good job of adding shelter beds and streamlining the city’s homeless strategy office But she also said there’s no doubt that there are far more people experiencing unsheltered homelessness than were reported in this year’s count That's because people are moving farther into the woods and away from the city center because they are afraid of encampment sweeps “We're missing data because we're not able to reach people as easily because folks are being pushed further away from the city center,” she said The biggest thing that stood out to Mollica in the new data was the percentage of people who said it was their first time experiencing unsheltered homelessness which he attributed to the lack of available affordable housing units Of the 561 unsheltered people who responded to the questionnaire from volunteers this year 44% said it was their first time experiencing homelessness (The rest of the people counted did not answer any questions.) In 2023 Soltani said it was "devastating" that so many of the people were newly homeless and attributed that trend to the “affordability crisis in Austin.” Thursday’s report also showed that the number of people in the Travis County Jail who are experiencing homelessness has continued to grow 36% of the jail’s population (911 people) was experiencing homelessness at the time of the count That included people who self-identified as homeless people who did not have a permanent address and those who listed an address associated with a homeless service provider about 400 inmates were considered unhoused — under 20% of the jail’s population This population is not included in the point-in-time counts figures “People in jail have limited or no access to service providers who can help find a stable living situation they tend to leave homeless,” according to the report The United States is witnessing a significant resurgence of measles, with 800 cases reported between January 1 and April 17, 2025. Local magazines are more about gardens and interiors, food and drink; politics not so much. Now I’ve done two breathtaking election counts in less than a year, and I’m hooked. Having tackled last year’s General Election, which saw all of Cornwall’s parliamentary seats change colour overnight, it was the turn of the councils on Friday afternoon. Given the civilised hour, I forewent the survival kit, and sorely regretted the lack of Mars bars five hours in. Instead of two MP seats per count, there were 15 Cornwall Council seats being called at Truro Cathedral, followed by seats for city, town and parish councils. The pace was bewildering: I barely had time write up results and interviews for our live blog before I was out of my seat for the next one. The atmosphere was tense. Councillors looked nervous; reports suggested Reform were set to sweep the board. Those who visited the polling booths noted that attendance was slow. Turnout averaged around 38 per cent, low but standard for a council election, which just doesn’t have the same pull as a general – despite how much people enjoy moaning about the council on social media. There were shock losses on the day. While Reform took 28 seats across Cornwall, only one was called in Truro: St Newlyn East, Cubert and Goonhavern, where the sitting Conservative had quit the party to stand as an independent, only for the Tories to field their own candidate and split the vote. In Truro Moresk and Trehaverne, a close-run three-way battle saw LibDem Steven Webb win the seat from long-standing Conservative councillor Chris Wells; and in Gloweth, Malabar and Shortlanesend, Green candidate Karen LaBorde filled the seat vacated by retiring Conservative David Harris. Those who held their seats expressed deep relief. In heartfelt speeches, the successful often suggested local elections should transcend party politics. I’d agree. My own councillor is not of my own political persuasion but has been very helpful to me, which prompted some soul-searching in the ballot box. But ‘twas ever thus. It was a shame to see hard-working stalwarts sacrificed on the altar of sticking it to the Tories/Labour. Elsewhere in Cornwall, Mebyon Kernow candidates were caught in the crossfire. However, many continue their sterling work at the heart of their communities on city/town/parish councils. The proof of the pudding will be in the eating. Martyn Alvey, former Conservative portfolio holder for Environment and Climate Change, retained his Feock and Kea seat with a slim majority. He promised to hold the new administration to account, adding: “It’s no secret money is tight – I have spent the last four years in cabinet making unpleasant decisions out of necessity.” The people who are happy to complain but can’t be bothered to vote would never dream of sticking their heads above the parapet and actually standing for election. At least the Reform voters and candidates are actively participating in what some describe as a “protest, but could just as easily be called “democracy”.
