Duarte’s leadership in organizing and promoting independence led to his exile in 1843
La Trinitaria gained support for its cause after launching a manifesto in favor of independence
led in part by a rancher named Pedro Santana
stormed and seized the Ozama Fortress and expelled all Haitian officials within days
Dominicans still celebrate this day as the Dominican Independence Day
Duarte returned from Venezuela that same year eager to begin designing the future of the new Dominican Republic

SAN CRISTÓBAL DE LAS CASAS, MEXICO — Cartels are taking unprecedented control over daily life in Indigenous communities on the Mexico-Guatemala border. Amid increasing violence
many affected communities view the cartels as an existential threat—but also fear the prospect of a militarized international response
The 956-kilometer frontier has long been strategic terrain for drug
Locals see militarization as a mere Band-Aid solution in lieu of serious investment that responds to local priorities
and the Guatemalan communities on the other side of the border are some of that country’s most marginalized
the high levels of inequality and lack of basic services—the result of malign neglect dating back centuries—are the fundamental reasons organized crime has managed to make such penetrating inroads into this region
When a heavily-armed Cartel de Sinaloa (CDS) convoy entered La Trinitaria y Frontera Comalapa
in September—in broad daylight and with perfect impunity—they were cheered by bystanders in videos that went viral on social media
Behind the cheering were two simple explanations
people felt they had to because no one would protect them from the consequences if they didn’t
the CDS had finally cleared the Inter-American Highway of the blockades that their rival Cartel Jalisco Nueva Generación had set up
the CDS solved a pressing economic problem the state could not
But locals are far from optimistic about where this will lead
“These groups started little by little and put down roots years ago
and [the authorities] did nothing,” a driver I’ve worked with for years in Chiapas told me that day
“Now these armed groups control even the price of food
and decide whether our schools are open or closed.” Given the lack of opportunities in the area
it’s no surprise that some young people take offers of well-paid errands from the cartels
and then end up over their heads harming their own communities
this project has created division among local communities who do not support this kind of imposed “development” that harms the environment and does not represent meaningful structural change to their daily lives
the most organized Indigenous communities have been the least vulnerable to depredations from the cartels
Areas organized under the aegis of the Zapatista movement
have largely managed to keep their kids from taking offers of lucrative work from the cartels
The Zapatistas emerged in Chiapas in the 1990s as a guerrilla group
but evolved into an Indigenous governance organization focused on self-determination that encourages young people to work in and for their communities
“If it wasn’t for Zapatismo and other forms of autonomy that we have here through which communities have power over their people
this would be worse,” said a tourism guide from Zinacantán
few in this region are calling for militarization
These communities remember the military abuses committed during the armed conflicts of the ’70s
They also know that state security forces have deep ties to the cartels
militarization simply means different armed outsiders imposing their own agenda
communities are calling for meaningful investments that respect local priorities
the lack of such investment and the depredations of soldiers allowed organized crime to flourish in this area to begin with
In the era of counterinsurgency and genocide in Guatemala in the 1980s
many farmers couldn’t leave their towns for fear of being killed
so from the other side [of the border with Mexico] they brought us poppy seeds and we started to cultivate them,” a farmer in Tacaná told me
“It was easy; they bought the harvest and came to take it and they paid us right away
bought our kids their school notebooks … When the price bottomed out
Cartel penetration is just the latest armed incursion to threaten the sovereignty that Indigenous communities have been defending for centuries
The principal lesson of these past incursions
one member of a Zapatista community told me
is that “we as Indigenous people know that the organization of our communities is the only thing that will save us from the grip of the mafias.”
Investment that responds to local priorities can loosen that grip

At least 13 people are dead and 25 injured in Chiapas after a bus crashed Monday morning on a stretch of highway near the city of Comitán
Civil Protection director of emergencies Elías Morales Rodríguez told the newspaper Milenio that the accident occurred around 5 a.m
which belongs to Transporte de Pasaje “La Angostura,” crashed into a “fixed object” on the road in the municipality of La Trinitaria
The object was apparently a concrete wall at the side of the highway

Hundreds of residents lined the highway and cheered as pickup trucks filled with heavily armed men and other vehicles arrived in Frontera Comalapa after passing through the neighboring municipality of La Trinitaria
According to a report by the news website Aristegui Noticias
men and women were “forced” to stand next to the highway in the town of San Gregorio Chamic to welcome the Sinaloa Cartel operatives
who reportedly arrived in Chiapas from Zacatecas and Durango
The newspaper El Universal reported that locals shouted messages of support for the criminal organization
whose members declared their allegiance to Sinaloa Cartel leader Ismael “El Mayo” Zambada and assured residents they were coming to help
The arrival of the cartel convoy in Frontera Comalapa came after weeks of highway blockades and unrest in the border region of Chiapas
The Sinaloa Cartel gunmen also reportedly moved into the nearby municipalities of La Grandeza and Siltepec
where they were said to be searching for their CJNG adversaries on Sunday
El Universal reported that the CJNG has recently maintained control over the town of Frontera Comalapa
the administrative center of the municipality of the same name
The CJNG also controls the municipal administrative centers of Siltepec and Motozintla
but the Sinaloa Cartel has surrounded those towns and Frontera Comalapa
the Sinaloa Cartel controls almost 300 communities near the border with Guatemala
The CJNG and the Sinaloa Cartel – and local gangs affiliated with Mexico’s two most powerful criminal organizations – are competing to control routes along which narcotics
weapons and migrants are transported north after entering the country from Guatemala
Blockades they have set up have impeded the entry of essential products such as food
creating shortages in some parts of the southern border region
The Federal Electricity Commission (CFE) has been unable to get into communities where cartel members allegedly cut supply
while schools have canceled classes in recent weeks due to blockades and security concerns
Trucks transporting foodstuffs including pork and eggs were able to get through to border communities after the arrival of additional Sinaloa Cartel members on Saturday
but President López Obrador said Monday that the CFE still hadn’t been able to get into communities to restore electricity service
The conflict between the CJNG and Sinaloa Cartel in border region municipalities including Motozintla, Mazapa de Madero and Siltepec has flared up periodically during a period of over two years. An outbreak of violence earlier this year forced thousands of Frontera Comalapa residents out of their communities and into the nearby municipality of Chicomuselo
the CJNG was blamed for the murder of four men on Friday who apparently betrayed that cartel by switching allegiances
Aristegui Noticias reported that more than 280,000 residents of several border region municipalities have become “trapped” due to the worsening dispute between the powerful cartels
The Fray Bartolomé de las Casas Human Rights Center and others have highlighted cases of forced recruitment of locals by the criminal organizations
state and federal authorities “have denied the seriousness of what the population [of the border region] is suffering,” Aristegui Noticias reported
Teachers and principals have denounced the absence of security forces to combat the criminal organizations
while in a statement issued over the weekend the Catholic Church’s Diocese of San Cristóbal de las Casas described the situation as a “crisis.”
Isaín Mandujano, a journalist in Chiapas, said on X (formerly Twitter) that colleagues from other states had contacted him “to report from the narco-violence ground zero.”
“My response is categorical: NO. No authority of any level can offer the [necessary] security guarantees to do our work,” he wrote
a correspondent for the Proceso news magazine
said that cartel violence has caused the displacement of thousands of border region residents since 2021 as well as the deaths and disappearances of hundreds of citizens
including “a lot of innocent people.”
He said that both the army and the National Guard have a presence in the region but “do nothing to stop the violence.”

[the one] that has them subjugated,” Mandujano wrote on X
“Journalist colleagues from the area have kept quiet

Speaking at his morning press conference on Monday
López Obrador said that the Sinaloa Cartel gunmen’s entrance to Frontera Comalapa was part of a propaganda campaign
“there are organized crime groups that are allegedly fighting for territory in order to have space to … [move] drugs that come in from Central America
to have control over that territory,” he said
“And unfortunately they clash [but] there haven’t been a lot of murders in Chiapas in general,” López Obrador said
“… There has been a lot of propaganda,” he said
making an apparent reference to material posted online by cartels to demonstrate their strength
“So they brought out a video in which 20 pickup trucks are going into Frontera Comalapa and people on both sides of the highway are apparently welcoming them,” López Obrador said before asserting that opponents of his government – “the conservatives” – are responsible for disseminating the footage and making it go “viral.”
He conceded that crime groups have “support bases” in parts of Chiapas and the rest of Mexico because they distribute groceries to locals or “threaten them,” but asserted that the problem is “very limited.”
The government is attending to the situation in the border region of Chiapas
noting that the National Guard is there and that citizens benefit from social and welfare programs
“I already ordered a greater presence of the National Guard in that entire region and we’re going to continue helping,” he added
the Dominican Republic was born as an independent nation

“The Dominican nation commemorates the 179th anniversary of the proclamation of the Republic and national independence
The declaration of independence was a reality of extraordinary historical significance for the Dominican people
It was preceded by two other stages of no lesser importance: the movement led by José Núñez de Cáceres on December 1
and the founding of the secret society La Trinitaria
Historian Julio Campillo Pérez called these three stages illusion
The so-called temporary independence of 1821 was the illusion of Núñez de Cáceres
frustrated by the Haitian military invasion of 1822; La Trinitaria
represented the hope of the collective to become a sovereign nation; and February 27
was the reality expressed through the absolute independence of the Dominican people
After these three stages of national history
the Dominican people have always been present every time it has been necessary to defend national sovereignty
as happened in the Restoration War (1863-1865)
in the nationalist resistance during the first American military occupation (1916-1924) and finally in the course of the Patriotic War of 1965
On the 179th anniversary of the creation of the Dominican State
let us pay a well-deserved tribute to our heroes
