(Bloomberg) -- Mexico’s President-elect Claudia Sheinbaum named a former top adviser to President Andres Manuel Lopez Obrador as her chief of staff.
Lazaro Cardenas Batel, a governor of Michoacan between 2002 and 2008, is the grandson of former President Lazaro Cardenas and the son of Cuauhtemoc Cardenas, a prominent left-wing politician who alleged fraud when losing the 1988 presidential race to a candidate from the Institutional Revolutionary Party, which governed the country for more than 70 years.
“He will help me following through on strategic projects and, at the same time, help talking to many sectors of Mexico and other parts of the world,” Sheinbaum said at a press briefing on Thursday, calling him a friend. “He has the ability to talk to businessmen, organizations, and people from any social sector of our country.”
Before joining the ruling Morena party, he was a member of the Party of the Democratic Revolution, a leftist organization founded by his father which saw its support dwindle as some of its key players defected for Lopez Obrador’s party. Cardenas Batel also has ties with the US: He has worked as a researcher at the Washington Office on Latin America and as a scholar at the Wilson Center’s Latin American Program.
He also served in Congress as a senator and was the permanent secretary of the Community of Latin American and Caribbean States, known as Celac.
Lazaro Cardenas, the former president who led the nationalization of the oil industry, is one of the figures in Mexican history most praised by Lopez Obrador.

KCS launch Lazaro Cardenas-Chicago intermodal service
First train completes seven-day trip from arrival in port to suburban Chicago yard
CHICAGO — In a preview of operations planned if their merger is approved
Canadian Pacific and Kansas City Southern have launched interline intermodal service between Mexico’s port of Lázaro Cárdenas and Chicago
The first train arrived at CP’s Bensenville Yard in Illinois on Tuesday
CP said in a press release the service was launched “out of the need to avoid excessive delays due to the unprecedented and ongoing supply chain challenges facing North America’s West Coast.” Total transit time from arrival in port in Mexico to arrival at Bensenville was seven days
“This Mexico-to-Midwest train is a proof of concept and a sign of things to come if a combined Canadian Pacific Kansas City network is approved by the Surface Transportation Board,” CP CEO Keith Creel said
“… I would envision creating a new Mexico Midwest Express interline service” as an alternative to other rail routes and movement by truck
The new company would make the investments needed to offer regular single-line service between Lázaro Cárdenas and Chicago
That’s an average speed of less than 15 mph
Is that the best that 2 of America’s best railroads can do in this day
A map of the twisty track coming out of the port will tell a lot too
I would like to know the tonnage on this train
That would tell a lot about how quick the train is
Just a bunch of spin from CP trying to make everyone forget about their inferior routes and build support for the merger
But what is perpetual is that the route from Lázaro Cárdenas to Chicago via KCSM/KCS/CP is almost 500 miles further than BNSF from Long Beach to Chicago
and that BNSF can cover its route in less than half the time
BNSF uses just about the same number of crews from California to Chicago as KCS-CP needs between Laredo and Chicago
so figure half again the number for the Mexican portion
And another constant is that Lázaro Cárdenas is a couple of more days sailing time from China than Los Angeles/Long Beach

CP says.” I’m sure they might and this would entail putting in more CTC and more sidings on their turkey trail across Iowa and west/south of Beaumont toward Laredo where it’s their own railroad
And we don’t know which infrastructure upgrades UP will be demanding CP-KCS for handle this bonanza of business through Houston
the more likely UP is going to demand more CP-KCS infrastructure
While CP is saying “we’re going to do this”
BNSF is currently adding the second main track (even though they have an alternate main line) in Kansas and even third main tracks elsewhere
but I doubt anyone at CP (or anywhere else) thinks it will last forever
I doubt BNSF is quaking in their boots over this fabulous new service
once the containers really are on BNSF trains out of Los Angeles/Long Beach
the equipment to handle them and their locomotives will make the cycle time in at least half the time of the CP-KCS service
When supply chain issues subside and return to desirable levels at American and Canadian ports (including Vancouver – another port with a superior route to Chicago – and served by CP)
the Lázaro Cárdenas hoopla will be reduced to what it really is: An alternate route to the American Midwest at twice the cost of shipping BNSF or UP
If you think Lazaro Cardenas is just about Asian containers for CPKC
The Port of Lazaro Cardenas serves as a POE for commerce to/from South America
One of the largest US suppliers of fresh fruit and flowers is Chile (as an example)
With the Darien Gap on the Panama/Colombia border
so this POE is a valuable way to access American markets for the Pacific Rim exports from the southern hemisphere
it is a way for “Pacific Rim exports from the Southern Hemisphere” to access American markets
Another one is the numerous American ports on the Gulf of Mexico and East Coast by the conveniently-located Panama Canal
And according to the most-recent foreign trade statistics from the Census department
the top 15 countries make up 79% of all imports
China and other counties in Southeast Asia send 41% of American imports; Mexico and Canada just over 26% (that leaves 33% for everyone else
When lumping imports and exports together
Brazil (a country with an Atlantic coastline so it wouldn’t use Lázaro Cárdenas) gets to number 14 with 1.7% as they’re number 9 on the list of U.S
In other words: the “Southern Hemisphere” countries don’t amount to much
Lázaro Cárdenas is a great port in proximity to much of the Mexican population – but to the U.S.: not so much
not someplace closer to Lázaro Cárdenas like Texas
And the further away from the port you get in the United States
especially when using the KCSM-KCS-CP hodgepodge route…
No one at BNSF or UP is quaking in their boots over this looking at the situation long term
the biggest local regional population base
and the best railroad infrastructure to move large quantities inland
Don’t forget the first mile-last mile issues
All of us who live and work in the Chicagoland Area know and understand that Will County is the epicenter of Chicago Logistics
The CP’s former Milwaukee Road intermodal terminal is crammed into a corner of Bensenville Yard literally between the overhead supports for the Tri-State Tollway (in the extreme NE corner of DuPage County)
Bensenville is part of the O’Hare subregion
where EVERY SINGLE DAY 20 percent of the entire Chicago Region’s vehicular traffic (cars
originates or passes through (the subregion)
Will County is approaching 90 million SF of warehouse space and is also home to two of the largest inland intermodal yards in the nation
BNSF Logistics Park Chicago and UPRR Global 4
Bensenville to Joliet is about 40 miles one way and if you are very lucky takes only about an hour to drive in good weather
Milwaukee Road’s former Indiana line ran along the far east side of Will County not too far from the site of the proposed CSXT intermodal terminal in Crete
Shippers should be fed up with West Coast US ports
US West Coast is not automated — and until recently not operated 24 hours a day 7 days a week
Now all we need is for someone to buy Texas Pacifico and with the fixed bridge at Presidio
someone will present through service from Topolobampo to Ft Worth using Ferromex

Wonder how they explain to shippers when the Mexican protesters close down the line while cargo sits in Port of Lazaro Cardenas

If what I read about LA/Long Beach port operations is true
I’d say they are the main challenge to themselves
A point to consider is that the biggest retailers have built their supply chains based upon the idea that suppliers will ship containers of goods into the Ports of LA/LB to be moved to sorting warehouses in the San Bernardino – Barstow area
where they will be sorted and then restuffed into domestic containers which are then shipped to there regional warehouses across the country
It is horribly inefficient to land a container at say Houston then put it on a train to San Bernardino before the products enter the domestic supply chain for the stores
but their prices tend to be higher because the lack the economies of scale
I am a retired locomotive engineer having worked for BNSF and its predecessors for 39 years

Print MEXICO CITY — The city of Lazaro Cardenas is a scrappy Mexican success story
has grown significantly over the last decade
using cheap domestic dock labor and a direct railroad connection to Texas to attract international cargo ships that might have otherwise gone to the Port of Los Angeles
But it also has earned a darker reputation
Precursor chemicals for methamphetamine are widely known to be smuggled in to Lazaro Cardenas in multi-ton batches on ships arriving from Asia: One typical bust in December 2011 netted 1,600 barrels that had originated in Shanghai
The drug barons of Mexico’s wild western states are known to use Lazaro Cardenas as a receiving point for cocaine shipments from Colombia and Peru
and to ship drugs north to the United States
The government of President Enrique Peña Nieto this week took its boldest step yet in its effort to solve the problems plaguing Mexico’s second-busiest container port
sending in the military and federal police to take over security functions from the municipal police force
Federal officials hope to cut off a key source of profit for the cartels
particularly a group known as the Knights Templar
whose reign of terror has plunged much of the surrounding state of Michoacan into near-anarchy
Experts suspect that Peña Nieto’s hand was forced by the deteriorating security situation across Michoacan
an important agricultural state just a few hours’ drive from Mexico City
the powerful Knights are locked in a vicious struggle for control of drug routes with a competing cartel and are battling a wave of armed peasant vigilante groups
assailants believed by many to be cartel members blew up at least nine electric power plants in Michoacan and bombed a number of federally run gas stations
The attacks amplified the growing concern that the state has devolved into something worse than a mere distraction for a president who took office in December hoping to downplay the drug war and focus on the economy
and clearly the state is out of control,” said Jorge Chabat

A federal government security official told The Times in June that Lazaro Cardenas had essentially fallen under the control of the Knights Templar
which had branched out into a number of legal and illegal business dealings that may have eclipsed its earnings from drug shipments at the port

The cartel is said to demand extortion payments from tiny bars
tortillerias and multimillion-dollar companies alike
And yet this wide-ranging corruption appears to have done little to stymie the legitimate business of the port
which saw the number of containers it handles yearly jump from 1,646 in 2003 to more than 950,000 in 2011
the Dutch company APM Terminals began construction on a $900-million deep-water container terminal at Lazaro Cardenas
said this week that the government had descended on Lazaro Cardenas after receiving tips about “acts of corruption” and collusion with the drug cartels
The Mexican navy is now charged with controlling the port area
and the federal police and army are patrolling the streets
Sanchez said the army would also “evaluate
Peña Nieto had already sent thousands of troops into Michoacan in May
and the new deployment at the port further jeopardizes his ability to make good on a campaign promise to move away from relying on the military to fight the nation’s drug war — a strategy that was favored by his predecessor

What is less evident is whether the troops will be capable of bringing a long-term solution to the port

The Maersk-chartered vessel that suffered container loss and damage earlier this month has been diverted to Lazaro Cardenas for inspection
the 4,578 TEU Dyros box ship lost a large portion of its contents in the North Pacific Ocean due to rough weather conditions
Approximately nine of these containers were labelled dangerous cargo and were carrying lithium-ion batteries packed with equipment
Approximately another 100 containers were damaged while no crew members were injured
Maersk wrote that the vessel has been diverted to Lazaro Cardenas
“The vessel will undergo a safety inspection by authorities prior to berthing

APM Terminals Lazaro Cardenas received its first official vessel call with the arrival of the 9,600-TEU Maersk Salalah on the AC2 Transpacific service from Asia
APM Terminals Lazaro Cardenas TC2 is a semi-automated terminal designed to deliver higher productivity and availability for clients
as well as contribute to Mexican trade growth by offering a new gateway for commerce between the second-largest economy in Latin America and the rest of the world
“Mexico is a core part of our strategy of investing in growth markets and building state-of-the-art facilities to run more efficiently the supply chain from the heart of Mexico to Asia and the rest of the Americas,” noted APM Terminals Mexico Managing Director Jose Rueda
With the first phase of the terminal complete
APM Terminals Lazaro Cardenas occupies an area of 121 acres
with a quay of 2,460 feet in length for ships and a depth of 54 feet
deep enough to receive some of the world’s largest container ships
The terminal is connected to five rail tracks and offers gate services for land-side customers
By the final phase of the terminal buildout
the terminal’s alongside depth will increase to 59 feet
the terminal will have a 4,900-foot long quay and a total area of 252 acres
with an annual throughput capacity of 4.1 million TEU
as well as 15 STS cranes and 10 rail tracks
The total investment cost of the TEC2 project will be $900 million

Pemex completed a $3.62bn modernisation project of the refinery in July 2011
The project was scheduled for completion in 2008 but was delayed
The cost of the project also doubled due to an increase in raw material and equipment prices
The modernisation was part of the clean fuels programme aimed at upgrading outdated facilities in Mexico
The programme will enable production of low-sulphur gasoline to meet global environmental standards
The government plans to invest further in facilities operated by Pemex to upgrade them to global standards
The modernisation of the refinery was launched in 2003
It included construction of 11 processing plants and associated facilities
The processing plants included a sulphur recovery plant
fluid catalytic cracker complex (42,000bpd)
atmospheric and vacuum distilling plant (150,000bpd and 60,000bpd)
hydro-desulphurisation plant (37,000bpd) and amine regeneration units
Nine of the 11 processing plants specialise in crude oil processing
The refinery now consists of 27 plants covering an area of more than 800ha
The project also included installation of three spherical vessels for storing propylene and butane
The 550t vessels have a diameter of 53ft and are supported by 12 cylindrical legs
The project upgraded the refinery’s processing capacity from 160,000 barrels a day (bpd) of crude oil to 285,000bpd
Gasoline production as a result will increase from 45,000 barrels to 93,000 barrels
The project will reduce Mexico’s dependence on fuel imports
It will also save more than $5bn annually for Pemex
Construction of the project was divided into several packages
Initial works included surface soil improvement as the site contained soft clay and loose sand
Dynamic compaction and compaction grouting were carried out to ensure the ground had enough load bearing capacity for the foundations
Deep soil treatment was followed by the construction of foundations
ABB provided automation services for the project under a $9.1m contract
It supplied its Foundation fieldbus technology including installation of field instrumentation
compressor protection systems and a new distributed control system
ABB’s scope of work included automation
electromechanical and civil engineering works
The new equipment replaced the 30-year old pneumatic instrumentation installed at the refinery
tests and adjustments were earlier carried out manually by operators
With the implementation of the new technology
predictive maintenance and maintenance scheduling was made possible
The technology improved safety and emergency responses by alerting operators of instrument failures
Procurement and Construction (EPC) contract for the project was awarded to the Odebrecht Engenharia Industrial and Técnicas Reunidas consortium
The $635m contract included the construction of the sulphur recovery plant
jointly owned by Fluor Corporation and Empresas ICA Sociedad Controladora
was awarded a $690m contract to build a water treatment plant
integrate all units of the refinery and provide auxiliary services
A $534m contract was awarded to Dragados Industrial to provide engineering and construction services
Dragados worked on the catalytic distillation units
CIMESA was contracted to carry out soil improvement and deep foundation works for the project
Enerpac provided lifting and positioning services for installation of spherical storage vessels
Samsung Engineering provided EPC services for the alkylation unit of the refinery
OMB Valves was subcontracted by Samsung Engineering to supply forged steel valves for the project
A $2m contract was awarded to Graham Corporation for supplying an ejector system for the refinery
instrumentation and control works were carried out by Kentech Mexico
Mina-Trico was also involved in the project

Singapore-based shipping group X-Press Feeders will enhance its Mexico Central America (MCX) service as of mid-January 2022
The update will see three vessels deployed on an updated route
which now covers an additional three ports
The full updated route of the service is as follows: Lazaro Cardenas (Mexico) – Manzanillo (Mexico) – Puerto Quetzal (Guatemala) – Ajacutla (El Salvador) – Corinto (Nicaragua) – San Lorenzo (Argentina) – Puerto Quetzal – Lazaro Cardenas
This will be a reefer dedicated service and aims to provide a direct connection between Mexico and Central America
X-Press Feeders has also recently unveiled its new Straits India X-Press (SIX)
This new service will be launched on 12 January 2022 and will consist of three 1,350-TEU vessels
The full rotation of this service is as follows: Singapore – Port Klang (Malaysia) – Nhava Sheva (India) – Mundra (India) – Singapore
SIX is set to add on to the company’s Straits – Nhava Sheva and Mundra coverage by providing additional frequencies per week

Jan 1 (Reuters) – When the leaders of Mexico and China met last summer
there was much talk of the need to deepen trade between their nations
a drug gang was already making it a reality
steadily diversifying into other businesses
became so successful at exporting iron ore to China that the Mexican Navy in November had to move in and take over the port in Lazaro Cardenas
a city that has become one of the gang’s main cash generators
drug smuggling hot spot and home of a rapidly growing container port in the western state of Michoacan occupies a strategic position on the Pacific coast
making it a natural gateway for burgeoning trade with China
Lazaro Cardenas opened to container traffic just a decade ago
and with a harbor deep enough to berth the world’s largest ships
it already aims to compete with Los Angeles to handle Asian goods bound for the U.S
But that future is in doubt unless the government can restore order and win its struggle with the Knights Templar
who took their name from a medieval military order that protected Christian pilgrims during the Crusades
Mexico’s biggest producer of iron ore
Michoacan state is a magnet for Chinese traders feeding demand for steel in their homeland
But the mines also created an opportunity for criminal gangs
looking to broaden their revenue base into more legitimate businesses
“The mines were mercilessly exploited
But not in rafts or launches – it was going via the port
on ships,” said Michoachan’s governor
soon after the Navy occupied the port on Nov
Already a thriving criminal enterprise adept at corrupting local officials and squeezing payments from businesses
according to entrepreneurs and miners working around the port
Hidden behind mountain roads about an hour from Lazaro Cardenas
one small town mustered hundreds of trucks this year to lead the gang’s scramble to the port
That town – Arteaga – is the birthplace of Servando Gomez
the former school teacher who leads the Knights Templar
Gomez understood the potential of Lazaro Cardenas
which was a village best known for its coconuts until the government decided to build a steelworks there 40 years ago
The gang’s trucks sped around Michoacan’s iron mines to supply Chinese buyers
helping to push ore exports to 4 million tonnes by October from 1-1.5 million tonnes a year previously
having imposed protection charges on local transport unions after becoming the dominant gang in the city a few years ago
It also helped local prospectors stake claims to mine areas either unclaimed by others or beyond the control of the existing concession-holders
the gang pressured customs officials to ensure the ore passed through the port smoothly
“Most of the groups mining are Knights Templar or belong to them
They have the whole chain,” a local official told Reuters
about half the mining in the area was done without proper permits this year
an official at steel maker ArcelorMittal who local businessmen said had reported illegal mining to authorities was shot dead
said he ran a mine selling unprocessed iron ore to Chinese traders for $32 per tonne
giving him a profit of about $5-7 per tonne
the buyers could expect to sell the ore for a profit of around $15 per tonne
Because the Knights Templar control much of the local iron supply
the gang has pressured Chinese buyers to purchase ore from them or face reprisals
said a Mexican government security official who spoke on condition of anonymity
The combination of organized crime and Chinese buying of Mexican iron ore poses a problem for President Enrique Pena Nieto
who has gone out of his way to cultivate ties with China
China’s President Xi Jinping has been in office only since March
but Pena Nieto has already met him three times
signing a string of economic cooperation deals
But at the top of the agenda was how to narrow the massive trade imbalance between the two nations
Bilateral trade was worth $62.7 billion in 2012
But 90 percent is accounted for by Chinese exports to Mexico
most of it goods such as computers and component parts
Much of that trade goes directly through Lazaro Cardenas
it had the biggest rise in traffic in North America’s 20 top container ports
handling 1.2 million 20-foot equivalent units
Most of the port is still a dusty plain above which birds of prey soar in stifling heat
projects started by Maersk-unit APM Terminals and Hutchison Port Holdings could expand its capacity to about 8 million teus – the amount moved in 2012 by the continent’s top container hub
then-President Felipe Calderon began a nationwide crackdown on organized crime in Michoacan
sending in the army to tackle increasingly violent drug cartels
Over 80,000 people have since died in gang-related killings across Mexico
and assurances Pena Nieto gave that he would stop the rot when he took power a year ago are wearing thin
Although parts of Mexico have become safer since Pena Nieto took office
Traditional work like resin production is dying out due to competition from China and elsewhere
That creates new recruits for organized crime
a local bishop likened Michoacan to a failed state
assailants temporarily knocked out power for hundreds of thousands in the state with a string of attacks on installations of the national electricity utility
though signs posted in Michoacan accused a small rival gang of staging the attack
The Navy took over the port authority and reinforced Lazaro Cardenas shortly afterward
All the local police and customs officials were initially suspended and the caravans of trucks carting ore started to thin out
But the lull is unlikely to last unless the government can regain control of the city beyond the port gates and open up mining to legitimate prospectors not controlled by the gang
Miners complain that the main concession-holders such as ArcelorMittal
which did not respond to requests for comment
use only a fraction of their land and are reluctant to let others mine it
The Knights have turned that dispute into money
state governor Vallejo said criminal enterprise around Lazaro Cardenas could be worth up to $2 billion a year – or about half Michoacan’s 2012 budget
Some involved in the mining industry say the area has become safer since the Knights Templar started to take control
But the facts suggest otherwise: government figures show kidnappings in Michoacan reached a record level in 2013
Gomez has appeared in several YouTube videos trying to portray his Knights Templar as defenders of Michoacan
he said the Knights had provided paid protection at the request of avocado farmers but that they did not extort businesses
he also conceded that some “foolish” members of his gang probably had engaged in extortion
The Knights’ power in Lazaro Cardenas is often subtle
Unlike parts of northern Mexico living under the threat of violence
taco stands and bars on the city’s main palm-lined boulevard are alive with people as night falls
Some residents say they are not squeezed by the cartel
and big companies say they can operate without fear of extortion
“We don’t pay a cent to anyone,” said Jose Zozaya
which operates the rail link that connects the port with the United States
But others quickly vent their anger about the Knights
but they won’t tell you,” said a local entrepreneur
“The people here are destroyed.”
and during Calderon’s presidency it became a big entry point for chemicals from China and other parts of Asia used to make methamphetamine
Some locals say chemicals have even been used to pay gangs for the iron ore
Asked if Mexico had discussed the iron ore issue with Beijing
a senior government official said: “The Chinese government doesn’t always know what the companies are doing
The occupation of the port … was the control measure adopted.”
said she was unaware of the situation in Lazaro Cardenas
adding: “But I can tell you that the Chinese government has consistently educated and asked Chinese companies to respect the law in other countries when they carry out business and trade cooperation.”

“It may suit the interests of various corporations
And these people have their mafias too.”

according to test results the state released last week
a startling success for a school serving low-income children that blew away district and state averages
Math scores in Chicago Public Schools and in Illinois
but not at the Little Village grade school where 46.3 percent scored a proficient in math
