Cadet Major Shivam Maharaj and Cadet Colonel Mahnoor Babra accepted the Key to the City on behalf of their group at Tuesday’s Tracy City Council meeting
Part of the Tuesday Tracy City Council meeting was devoted to three recipients of the Key to the City
handed out by Mayor Nancy Young in recognition of exemplary community service
Young wanted to honor one group and two individuals as her time as mayor comes to a close
and she chose West High’s Air Force JROTC unit
Mercedes Silveira-Gouveia and Brian Pekari
was represented Tuesday by advisor Major Archie Roundtree
representing the 181 individuals in their unit
Young cited the group’s 3,448 hours of community service this year
just part of the 17,000 hours of service the JROTC unit has contributed since it was established in 2016
“I’m honoring them for all the things they do for our community
referring to the showcase of community service groups that gathered in Lincoln Park back in September
“All four Tracy Connects that we’ve had in our community
and they come early to set up and they don’t leave until the last piece of paper is picked up off the grass.”
The unit hosts its own Remembrance and Retreat ceremony at West High for Sept
and serves as color guard at many local events
including Veterans Day and Memorial Day observances
Wreaths Across America and the State of the City presentation
Young went on to describe the group’s objectives of promoting citizenship
physical fitness and leadership among its members
“I truly appreciate all of their help for all of the things they do in so many different capacities throughout our community
They go above and beyond what their duties are.”
Young described how she met Mercedes Silveira-Gouveia through a multicultural event downtown several years ago
and since then has seen her contribute to the community through a long list of local and regional groups
Hernandez Reaching for the Stars Foundation and San Joaquin County Commission on the Status of Women
A native of Ciudad Manuel Doblado in the state of Guanajuato
Silveira-Gouveia came to the Tracy area as a teenager to work in local farm fields
She attended Tracy Adult School to learn English and continued to pursue higher education
eventually earning a master’s degree in educational management from La Verne University
She is known in town for her 30-year career as an English teacher with Tracy Unified School District
Silveira-Gouveia was humble about her accomplishments
“All I do is do what I enjoy best: Helping the community and helping people or connecting people
for them to find and be open to what they would like to do or to be,” she said
“With the support of my family I persevered and learned English
and with the support of teachers and family everything was possible.”
“I can see 50 years of volunteer work like a movie that went so fast
and I would like to continue opening doors and helping my community and friends
especially my family that I love and appreciate so much for all of the support and patience and tolerance of all of the hours and hours that I spent outside of the house.”
Young said she met Brian Pekari in 2010 and quickly came to admire his commitment to supporting young people
After earning his business degree from Cal Poly – San Luis Obispo he has had a varied career in medical
He is best known in Tracy as director and founder of Tracy United to Make a Difference
He established Make a Difference Day in Tracy and has served on the Tracy Unified School District Board of Education and a variety of other groups that support local youth
“He’s the one who just flies in the background
he just steps out of the way and tries to push everyone else forward,” Young said
Pekari said he aims to live by the motto of Tracy United to Make a Difference: “Individually we can all make a difference
Collectively we can create lasting change.”
“That’s been our motto for over 12 years now
“We started off at schools working with our youth and it just evolved.”
He added that reaching out to youth is where service begins

Republican presidential candidates are talking tough on illegal immigration
with one proposing — perhaps in jest — an electrified fence to deter migrants
But data from both sides of the border suggest illegal immigration from Mexico already is in fast retreat
tighter border enforcement and the presence of criminal gangs on the Mexican side dissuade many from making the trip
Mexican census figures show fewer Mexicans are setting out and many are returning — leaving net migration at close to zero
Border Patrol along the southwestern frontier
a common gauge of how many people try to cross without papers
tumbled to 304,755 during the 11 months ending in August
extending a nearly steady drop since a peak of 1.6 million in 2000
The scale of the fall has prompted some to suggest we may be seeing the end of a decades-long migration boom
even as others argue it’s only a momentary drop
“Our country is not experiencing the population loss due to migration that was seen for nearly 50 years,” René Zenteno

who returned to the central state of Guanajuato after a three-month search turned up only irregular

He lasted six more months before giving up

“What’s happening up there is happening here,” he said by telephone from the migrant-heavy town of Romita
